(Res-013-14/15) (For Action October 14, 2014, Regular Board Meeting)
Whereas, Congress has designated October 19th-25th, 2014 as National Save for Retirement Week,
which calls upon public and private employers to promote the benefits of saving for retirement and toencourage their employees to understand the economics of retirement and take full advantage of
employer-sponsored plans;
Whereas, Participation of the Los Angeles Unified School District in National Save for Retirement
Week will help employees understand their personal responsibility for their retirement future andthe benefits of using voluntary, employer-sponsored defined contribution plans;

Whereas, LAUSD employees financial security in retirement will positively impact the community,as studies indicate many people remain in their community once retired;
Whereas, The objectives of National Save for Retirement Week are to:
Make employees more aware of how critical it is to save now for their financial future
Promote the benefits of getting started saving for retirement today
Encourage employees to take full advantage of their employer-sponsored plans byincreasing their contributions
Whereas, People in the United States are living longer than ever before and the costs of retirement
continue to rise;
Whereas, Recent data from the Employee Benefit Research Institute indicates that, in the United
States, less than 2/3 of workers are currently saving for retirement and that the amounts being
saved are often not enough to adequately fund retirement;
Whereas, LAUSDs Retirement Investment Advisory Committee, with union participation, advises
the Chief Financial Officer, who is the fiduciary of LAUSDs excellent, low-cost 457(b) retirementsavings plan;
Whereas, The LAUSD 457(b) Plan, because of its excellent investment choices and unusually low
costs, has just received a coveted plan design award from the National Association of GovernmentDefined Contribution Administrators (NAGDCA); and
Whereas, Many employees may not be aware of LAUSDs 457(b) defined contribution plan or be
taking advantage of it to the full extent allowed by law; now, therefore, be it
Resolved, That the Governing Board of the Los Angeles Unified School District recognizes October
19th - 25th as National Save for Retirement Week and encourages District employees to save forretirement by participating in LAUSDs 457(b) defined contribution plan.
Public Comment
The public can address the Board at the commencement of the meeting in the Board Room onany item that is described in this notice or other issues under the purview of the Board of
Education. At the conclusion of the closed session portion of the meeting, announcements
required regarding actions taken by the Board of Education will be made in the Board Room.

Los Angeles School Police Management Association (LASPMA),Unit H Memorandum of Understanding for
the 2014-2017 Successor Collective Bargaining Agreement
Action Proposed:
Adoption of the 2014-2017 Memorandum of Understanding (Attachment A) with Los Angeles School PoliceManagement Association (LASPMA), Unit H.
Background:
Pursuant to Government Code Section 3547, the District and the union presented its initial proposals to the
public at a regular meeting of the Board of Education. The public had an opportunity to be informed about
these proposals and to express itself to the Board of Education. Since that time, representatives for the parties
have met and negotiated as required by law. The parties reached tentative agreement on August 28, 2014.
Copies of the MOU are available for public review through the Office of Labor Relations.
Expected Outcomes:Adoption of the 2014-2017 Memorandum of Understanding with LASPMA.
Board Options and Consequences:
If the Board adopts this agreement, the attached MOU with LASPMA, which is a joint recommendation of the
bargaining parties, will be implemented.
If the Board does not adopt this agreement, the attached MOU with LASPMA, which is a joint
recommendation of the bargaining parties, will not be implemented. The parties would resume negotiations for
a successor agreement.
Policy Implications:This 2014-2017 Unit H Memorandum of Understanding is the successor agreement to and amends the 2005-
2008 Agreement between the District and LASPMA and, therefore, becomes policy upon adoption by the
Board. The union membership has ratified this agreement.
Budget Impact:
The budget impact for this agreement is detailed in the attached AB 1200 Report.
Issues and Analysis:
This Unit H Memorandum of Understanding concludes negotiations with respect to the 2014-2017 contract
years.
