COLONIAL INTERMEDIATE UNIT 20MINUTES OF MEETING
June 25, 2014The June meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday, June 25, 2014 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called the meeting to order at 7:50 PM at which time the Pledge of Allegiance was recited.Members Present:

On motion by Dr. Baird, seconded by Mrs. Featherman, and unanimously passed by voice vote, the Board approved the Seating of a new Board Member for Easton Area School District:
SEATING OF NEW BOARD MEMBER
Easton Area School DistrictIt is recommended that Ms. Michelle Price be seated as the Colonial Intermediate Unit 20 School Director representing the Easton Area School District. Ms. Michelle Price will fill the unexpired term of her predecessor, which will expire June 30, 2016.
4. MOTION to Approve Agenda – June 25, 2014
On motion by Mr. Butz, seconded by Mrs. Featherman, and unanimously passed by voice vote, the Board approved the Agenda as presented with any additions and/or corrections noted.
5. MOTION TO Approve Minutes of Meeting – May 28, 2014On motion by Mrs. Featherman, seconded by Mr. Butz, and unanimously passed by voice vote, the Board approved the Minutes of the May 28, 2014 meeting as presented.
6. MOTION TO Approve the Report of the Treasurer & Request for Approval of Bills – May 2014On motion by Mrs. Featherman, seconded by Mr. Butz, and unanimously passed by voice vote, the Report of the Treasurer for the month of May 2014 was approved and bills ordered paid.

Mrs. Baxter announced that an Executive Session was held prior to the meeting to discuss negotiations and legal and personnel items. The recipient of the Donald Marsh Memorial Fund award is: Kevin Acevedo – Pen Argyl Area School District. A check in the amount of $100 was presented at the Senior Awards at CIT on Wednesday, May 28, 2014.
Miscellaneous: Dr. Brennan recognized Mrs. Margaret Stoudt, who is filling in for Mrs. Hales this evening.
She will be retiring after 36 years of employment. The Twenty was distributed for the month of June

2. Approval of Designation of DepositoriesIt is recommended the Board approve the designation of the following banks for use as depositories during the 2014-2015 school year:

3. Approval of Facsimile Signatures

It is recommended that the CIU20 Board Officers be authorized to use facsimile signatures during the 2014-2015 school year in accordance with the Uniform Facsimile of Signature of Public Officials Act, Act of 1961, July 25, P.L. 849, as amended 65 P.S. 301.
4. Authorization to Solicit QuotationsIt is recommended the Board authorize the Director of Business Services and/or Coordinator of Billing and Insurance to solicit quotations for investments during the 2014-2015 school year.
5. Approval of Year-end Budgetary TransfersIt is recommended the Board authorize the Director of Business Services to make necessary budget transfers as of June 30, 2014 and to make budget transfers resulting from auditor’s adjustments after the closing of the fiscal year.
6. Approval of Public Officials’ BondsIt is recommended the Board purchase public official bonds for the Secretary and Treasurer for the 2014-2015 fiscal year. The amount of coverage for the Secretary shall be $10,000, whereas the coverage for the Treasurer shall be $50,000. The cost of this coverage is to be provided by the Administrative Budget.
7. Approval – New Class / Positions It is recommended the Board approve the following new class / positions:
a. Guaranteed Daily Substitute Teacher (3 Positions) effective 2014-2015 school year. These positions are needed to provide coverage for programs with specialized needs where our current substitute pool is unable to provide service. (All Programs and Locations as assigned)
b. (1) Teacher and (2) Associate Teachers effective first day of the 2014-2015 school year. The Pocono Mountain SD has requested the Intermediate Unit provide a high school program for students with autism.
c. Guaranteed Daily Substitute Bus Driver/Van Driver/Monitor (3 Positions) effective 2014-2015 school year. Due to continued shortages of substitutes for Bus Drivers, Van Drivers, and Monitors, these positions are necessary to ensure daily coverage for student transportation.
d. Teacher, effective first day of the 2014-2015 school year. The Easton Area SD has requested the Intermediate Unit take over the operation of Northampton County’s Prison education program. (Alternative Education, Northampton County Prison)
8. Approval – Change in Position It is recommended the Board approve the following change in position:
a. From Mental Health Treatment Specialist to Program Specialist (Autistic Program Specialist – Early Intervention) effective July 1, 2014. This change in position is needed to include an educational background perspective in addition to mental health. (Serving all EI locations in the CIU20 service area)
9. Approval – Pay Scale for Behavioral Health Rehabilitation Services (formerly known as Provider 50)It is recommended the Board approve the attached Pay Scale for Behavioral Health Rehabilitation Services (formerly known as Provider 50), along with a document to be used when a change is to occur. ATTACHMENT 13.9

e. Associate Teacher (1:1), effective first day of the 2014-2015 school year. The East Stroudsburg Area SD has requested the intermediate unit provide this position to meet the needs of an individual student. (ES, Colonial Academy)
f. (1) Teacher and (1) Associate Teacher, effective first day of the 2014-2015 school year. The Bangor Area SD has requested the intermediate unit provide a high school program for students with autism. (AS, High School TBD, Bangor Area SD) Budget Amendment is attached. ATTACHMENT 13.11.b
g. (1) Teacher, (1) Associate Teacher and (1) Mental Health Worker, effective first day of the 2014-2015 school year. The Pocono Mountain SD has requested the intermediate unit open a therapeutic Emotional Support class. (ES, Clear Run Intermediate School, PMSD) Budget Amendment is attached. ATTACHMENT 13.11.c
h. Mental Health Worker, effective first day of the 2014-2015 school year. This position is needed due to the number of students and acuity of their behaviors. (ES, Moore Elementary School, Northampton Area SD) Budget Amendment is attached. ATTACHMENT 13.11.d

j. (1) Teacher, (1) Associate Teacher and (1) Mental Health Worker, effective first day of the 2014-2015 school year. The Pocono Mountain SD has requested the intermediate unit open a therapeutic Emotional Support class. (ES, PM West Jr. High School, PMSD) Budget Amendment is attached. ATTACHMENT 13.11.f
k. Training and Consulting Staff, effective first day of the 2014-2015 school year. This position will be for the 2014-15 School Year to replace a Training and Consulting Staff member who will be assigned to other duties for one school year. This is a one-year position and will be subject to continuation upon school district need.
l. Certified Occupational Therapy Assistant, effective first day of the 2014-2015 school year. An additional Certified Occupational Therapy Assistant is needed due to increased number of students requiring occupational therapy services.
m. Speech Therapist (2 positions), effective first day of the 2014-2015 school year. These new positions are needed due to the increased number of school-age students requiring speech therapy. (Northampton and Monroe Counties)
n. (1) Teacher, (2) Associate Teachers, effective first day of the 2014-2015 school year. A middle level classroom is needed for students in the Life Skills Support program. (LSS, Easton Middle School)

12.Approval – Job Coach Vehicles PurchaseIt is recommended the Board authorize the purchase of six (6) 2015 Ford Fusions (Sands Ford of Red Hill) for job coaches to transport students. The following vehicles are in disrepair and require continuous repairs and maintenance to ensure safe transporting of students. The vehicles will be traded in to offset the cost of the purchase. A copy of the quote tabulation is attached. ATTACHMENT 13.12

13.Approval – Budget Amendment (Resolve Emotional Support Program)It is recommended the Board approve the budget amendment to the Resolve Emotional Support Program Budget for 2014-2015 because the original budget contained the closing of two additional classrooms. However due to discussions with Dr. Cunningham and Kris Koberlein the classrooms will continue in 2014-2015. The budget amendment is attached. ATTACHMENT 13.13

15. NEW BUSINESS Mr Habrial talked about a television show he saw regarding a link between autism and
MSG. He will forward information to Charlene Brennan. Discussion was initiated by Mr. Clark regarding courses for credit and if our staff is getting
credit. Mrs. Emeigh answered that it counts for employees toward their certificate. Dr. Brennan added that we need to do professional development and that graduate level courses approved by PDE must meet standards. Also that the IU is trying to get interest in Hybrid Learning.
Mrs. Baxter reminded everyone of the SAW conference at Shawnee and that Mrs. Hales would send information out to board members. Information is also available on our website.
