President’s Note The sport of BMX in Victoria is one with momentum. BMX is a unique, fun sport that is positioned to take advantage of social trends towards extreme sports; there is no doubt of the potential for the vast growth of the sport in Victoria and Australia. Further as an Olympic sport, BMX is in a position to leverage opportunities for growth as well as be provided with a publically visible platform for Victorian athletes to aspire to. A major task for the BMX Victoria and this strategic plan is to use the strengths and opportunities of the sport to capture a greater proportion of the vast amount of Victorians who cycle weekly. According to Austroads (2015), approximately 500,000 Victorian children up to 15 years of age cycle weekly on a recreational basis. With this in mind, even conservative estimates of BMX bicycle use will state that BMX Victoria’s 1000 current junior members represent only about 1 percent of child BMX riders in an organised capacity through our clubs. To further put these figures in context, it has been reported that 95,000 BMX bikes were purchased in Victoria in 2013 alone. With recreational participation as an advantage, BMX Victoria operates in a multi-faceted, competitive and complex sporting landscape. Limited available resources must be used strategically and lasting mutually beneficial partnerships with all stakeholders cultivated. Most importantly, we must in all of our operations keep the best interests of our members and sport in mind. For BMX to grow towards its undoubted potential we need stakeholders at all levels, Board, management, participants, volunteers, spectators, regulators and partners to work and achieve together.

Executive Summary

Considering the opportunities for BMX and following a review of the successes and areas needing attention the Board of BMX Victoria has identified four vital functions to address for this Strategic Plan. Successful implementations of the strategies within these functions will assist BMX Victoria foster the continued growth of the sport. The critical functions are: Leading – Providing BMX Victoria with strong leadership at all levels to provide a safe, professional and progressive environment for all stakeholders to ensure the sport grows and evolves positively in Victoria; Participating – Providing the platform for Victorians of all backgrounds to be involved with BMX in an enjoyable environment from a variety of perspectives; Performing - Giving the best possible chance to the athletes of Victoria to achieve their sporting dreams through the development of elite pathways and athlete support that is accessible to all Victorians regardless of circumstance; Partnering - Ensuring the prosperous future of BMX Victoria through the development of mutually beneficial commercial partnerships, sustainable revenue streams, positive customer engagement and the establishment of the association as a prominent ethically responsible societal contributor. These four functions incorporate the strategic vision for BMX Victoria for the next four years aligning with the Victorian State Governments Supporting Victorian Sport and Recreation Program. Progress against the strategic plan will be monitored on a quarterly basis by the Board of BMX Victoria.

Our vision and mission recognizes the need for BMX Victoria to act as the leader of the sport in our state gaining positive outcomes for BMX through operations conducted in a professional and inclusive environment catering for all participants regardless of role or circumstance.

- Increase total membership through promotion and improved club capacity.

- Improve communications at all levels to ensure optimal experiences for individual members and groups.

- Foster and promote safe environments of inclusion for members of all levels of experience and personal circumstance including those with backgrounds of low socio-economic status, culturally and language diversity, disability and of indigenous background.

- Address barriers to participation and representation of Women and Girls involved within BMX at all levels

- Increase in gross membership numbers (annual growth >20%).

- Higher levels of member retention (annual rate >80%).

- Implementation of targeted initiatives for those of disadvantaged market segments.

- Develop Women and Girls programs and strive to attract more participation at all levels and facets of the sport (annual growth >30%).

Club Development

- Liaise with clubs in their implementation of the model club development project and support wherever possible.

- Increase club participation in Council, Event Management Group and other operational and feedback mechanisms.

- Work closer with clubs, encouraging continued dialogue through transparent channels and increase club satisfaction of BMXV.

- Monitor and assist clubs governance and practice.

- Higher levels of club participation in BMXV matters (50% increase in EMG club representation, >80% BMXV Council Attendance and annual BMXV survey).

- >85% club satisfaction of clubs.

Events and Spectators

- Develop racing calendar for riders of all standards and efficiently run well-attended events.

- Increase club and EMG capacity through event procedure development.

- Increase number of and improve the event experience for spectators.

- More participants for existing events across all levels (>20% annual growth in all categories including entry level).

- Develop and release comprehensive Event Hosting Guide to clubs.

- Development and release of Event Bidding Guidelines for Clubs.

- Victorian bid for all applicable BMX Australia sanctioned National level events each year.

- Increase in spectators at all major events (>20% annual growth).

Volunteers and Officials

- Increase the number of active BMXV Officials at all levels and in all clubs.

- Increase officiating skills by facilitating regular Level Two Officials courses and encourage Level Three upskilling.

- Further develop volunteer base in clubs by actively encouraging membership to increase their volunteering.

- Increase number of accredited officials (>20% annual growth).

- Upskill existing Level One officials at a >20% annual rate.

- Develop and promote development opportunities for technical officials wishing to officiate at an elite level.

- Target membership base through volunteers communication campaigns.

Coaches

- Increase the number of and skills of active coaches in Victoria through Beginner BMX and Level One course facilitation and monitoring of validity.

- Increase inclusive opportunities for Women and Girls Coaching.

- Increase number of accredited Beginner BMX coaches (>20% annual growth).

- Assist coaching cohort in maintaining validity of credentials (>80% retention rate).

- Upskill existing Beginner BMX coaches (>20% annual rate).

- Increase female accredited coaching base (>30% annual growth).

Facilities - Through liaison with all levels of government, actively seek facility development to meet the requirements of current and future growth of BMX.

- Work with clubs and government authorities to plan and implement clubhouse improvements.

- Implement the Victorian Cycling Facilities Strategy (BMX)

Schools and Participation Programs

- Work with clubs to implement participation programs and facilitate increased opportunities.

- Promote and support heavily the Cycling Victoria Schools Series as an opportunity to expose BMX to a new market.

- Roll out the Pumped participation program and develop it as a sustainable program.

- Participation initiatives to introduce 5,000 new participants to BMX in Victoria by 2019.

- Increase in participants in BMX Victorian School Series events (>25% gross and >50% novice annual growth within existing structure)

- Pumped program to reach 600 participants across 10 locations annually and develop to a sustainable level

- All clubs to host at least two come and try days per year with BMXV support

- Professionalise the program for identified athletes including access to sports science, conditioning, elite lifestyle, tactical and technical coaching.

- Explore opportunities for integration with other cycling disciplines, particularly Freestyle BMX
