About these recommendations

The Blue Ribbon Task Force Recommendations are meant to serve as a guide for

businesses and community organizations to support safe re-opening strategies. There

are general recommendations for all businesses and more specific recommendations

for community centers, worship centers, and personal care businesses. These

recommendations are based on what we know to date.

This report is meant to be a living document that will updated as we learn more and

progress through the phases of the pandemic and re-opening.

LEGAL DISCLAIMER: The recommendations of the Blue Ribbon Task Force are based on the standards and guidelines

established by the Centers for Disease Control and Prevention (CDC), Michigan Department of Health and Human Services

(MDHHS), Executive Orders issued by the Governor of the State of Michigan and relevant, federal, state and local laws and

ordinances and regulatory agency guidance. The recommendations are subject to change and may be modified from time

to time as amendments are made to the law and by the aforementioned agencies. The City and the Blue Ribbon task force

and its members are not liable for any information relied upon based on the aforementioned agencies and current laws.2

Overall recommendations

• DEEP CLEAN and FLUSH WATER/PIPES prior to re-opening.

• ADOPT CLEANING PROTOCOLS to ensure proper ongoing sanitation and disinfection, including clearly identifying how often all surfaces will be cleaned (weekly, daily, hourly, between every guest, etc.)

• TEST EMPLOYEES before they return to work and require daily health screenings.

• ASK GUESTS to conduct a health screening before entering the establishment.

• MANDATE SOCIAL DISTANCING to the greatest extent possible and modify workspaces to install barriers as needed.

• REQUIRE EMPLOYEES AND ALL GUESTS to wear masks unless they are medically unable to do so. Develop protocols for use of other Personal Protective Equipment (PPE).

• ELIMINATE SHARED ITEMS to the greatest extent possible.

• DEVELOP A RESPONSE PLAN for employees and business operations if there is an on-site exposure. Be as generous as possible with paid sick leave for employees.

— Create separate entrances and exits from building to avoid congestion.

— Require pre-registration for all activities.

— Install hand sanitizer stations throughout building.

— Post and enforce social distancing requirements.

— Require the use of face masks at all times (except during exercise).

— Increase required social distancing to 8 feet for exercise classes.

— Require health screening including temperature check for all guests and employees.

— Keep exterior bathroom doors open to allow ventilation. Limit bathroom capacity.

— Open in phases.

Phase 1: Essential Services. Daily grab and go meals.

Phase 2: Essential and Vendor Services. Limited in-house meal service, social distancing required Bingo, DHHS, LSEM, MMAP, Veterans Services, exercise.

Phase 3: Other activities as appropriate. Returning to as close to normal operations as possible. Allow fundraising events and activities. Accept reservations for rentals.

Worship Centers

— Create a task force to consider building-specific concerns:

• Identify who is responsible for instituting safety measures.

• Consider adjusting and adding service times to create smaller crowds.

• How to accommodate those who do not feel comfortable attending in-person services.

• How do changes in the service times and gatherings impact typical services, suchas the number of volunteers and/or musicians available.

• Assess services to identify possible contact points and determine safe alternatives whenever possible. Some practices to assess include communion, baptism, passing the plate, greeting times, and refreshments.

— Install hand sanitizer stations

— Add signage to enforce social distancing

— Require everyone to wear a face mask at all times if medically possible.

— Close some rows as needed to ensure social distancing.

— Determine maximum capacity for elevators, restrooms, etc.

— Consider opening in phases:

Phase 1: Reduced operations. All services conducted remotely except when necessary in groups of 10 or fewer.

Phase 2: Limited Operations. Shortened, in-person worship in small groups. Continue online services for the most vulnerable. No children’s church/Sunday school. Only critical staff return to work.

Phase 3: Steady State Operations. Church services restored with safe practices in place. Counseling services open. Church building and campus reopens. Church events allowed. All staff return. Vulnerable populations return to services.

— Install physical barriers between stations closer than 6 feet.

— Only employees and clients allowed inside the business.

— Remove all unnecessary and shared items such as magazines.

— Require health screening including temperature check for all guests and employees.

— Everyone must wear mask unless they are medically unable to.

— Employees use gloves whenever possible.

— Use eye protection at shampoo stations.

— Set up sanitation and sterilization station within view of clients.

— Appointments only. No walk-ins.

— Stagger appointments to ensure social distancing

— Clients stay in vehicles until it is their turn.

— Encourage use of electronic payments such as Venmo, Zelle, Cash app.

— If using credit cards, do not require signatures.

— Follow all workplace sanitation and hygiene licensing requirements.

• EDUCATION

— Deep clean all classrooms, public areas, dormitory facilities prior to opening.

— Determine maximum capacity of classrooms based on physical distancing guidelines.

— Communicate to parents/students/community regarding start of academic year.

— Create/Continue mental health resources for students and employees.

— Eliminate use of public spaces until appropriate guidelines are set by CDC.

• DOWNTOWN

— Install outdoor hand sanitizer stations throughout downtown

— Create more outdoor seating and utilize alleys for curbside pickup

— Promote businesses that are following the strictest federal guidelines

— Follow guidelines for events outlined by the Michigan Festival & Events Association
