The maximum power capture of a floating buoy is given by (Matt Folley, et al, 2005 1)
When the motion is highly constrained, r ---> 0, then the power capture is proportional to the incident wave force, not the incident wave power intensity given above. This is evident for shallow water converters where the water depth is less than a quarter of the wave wavelength.
