ADDENDUM NO. 1 TO SPECIFICATIONS AND PLANS
FOR THE 2018-2019 WATER MAIN REPLACEMENT PROGRAM BLOOMFIELD HILLS, OAKLAND COUNTY, MICHIGAN
ISSUED: January 29, 2018 HRC Job No. 20170428 This Addendum is issued prior to receipt of bids to provide for certain changes and clarifications to the Specifications and/or the Plans, as herein specified, and is hereby made a part of the Contract Documents and shall be taken into consideration in preparing the Proposal. All other conditions remain the same. The following lists the extent of this Addendum. Descriptions of the changes or clarifications are given within each heading. The Bidder shall acknowledge the receipt of this Addendum by signing this Addendum and enclosing it in the submission of his bids, and completing the Addenda section of the Proposal. Failure to acknowledge Addendum No. 1 on page 10 of the Proposal Sheets in the submission of bids may be justification for the bid proposal being rejected as non-responsive. Please note that the date and time of the bid opening is still scheduled for Thursday, February 1, 2018 at 11:00 am, at the City of Bloomfield Hills, Attn: City Clerk. The following lists the extent of this Addendum. Description of the changes or clarifications are given within each heading: PRE-BID MEETING INFORMATION ISSUED: Pre-bid Meeting Notes and Sign In Sheet – Attached herewith are the notes from the Pre-bid meeting held on January 23, 2018 list of Contractor questions and responses. The list also includes additional questions that were submitted to HRC prior to January 23, 2018 at 10:00 am. A copy of the sign in sheet has been included. Answers provided to bidder questions shall be considered conditions of the contract and taken into account in the preparation of bids. CONTRACTOR QUESTIONS 1. If the awarded contractor would possibly choose to use a method of trenchless
installation as an alternate to open cut, would Fusible C900 PVC be allowed as an alternate material choice? No, the City has specified ductile iron as pipe material for the proposed 8 inch water main.
2. Per the Restoration Notes, item #13 please provide a list of the areas with existing
irrigation systems so a quantity of the sodding required for the Restoration Pay Items can be determined, if this quantity is not available please provide seeding areas and sodding areas for each restoration area. The bidder should make their own determination of which areas along the

project will receive certain types of restoration. 3. Please confirm that any concrete drive replacement in not included in this contract.
Concrete drive replacement is not included in this contract.
4. Please confirm that no tree and/or shrub installation is required except for items that may be damaged during construction. No tree and/or shrub installation is required unless the Contractor damages these items during construction. The replacement will be at no costs to the project.
5. Please confirm that compacted sand backfill (CSB) is required to subgrade on all water main, storm and sanitary sewer under roadways and driveways per the details on Sht. 05. Sand backfill is required to the subgrade on all water main, storm and sanitary sewer under the roadway, driveways, and within in the proposed pavement influence.
6. Please provide an estimated quantity of earth excavation and embankment required
in the Station Grading – Modified Bid Item
The bidder should make their own determination of earth excavation and embankment required for Station Grading – Modified Bid Item.

REISSUED: Sheet 12 – Woodridge Road – Proposed storm sewer was added at Station 1+25, Station 4+75, and From Station 5+35 to Station 6+03. The Drainage Quantities This Sheet and Sanitary Dr Structure Cover Schedule was revised. A note was added for the Contractor must take precautions necessary to protect the existing hedge row in front of 365 Woodridge. REISSUED: Sheet 14 – Haverhill Road – Removal and replacement of combined sewer from Station 0+00 to Station 3+35 was removed. Removal and replacement of combined sewer from Station 3+35 to 5+18 was added. Additional grading information was added to the project, and Roadway Grading Date and Driveway Construction Quantities were revised. 1. Bids: 1. Bids are due Thursday, February 1, 2018 at 11:00 am at Bloomfield Hills
City Hall. Deliver to the City Clerk. Bidders are welcome to attend. Bid will be opened at 11:00 am or thereafter. No bids will be accepted after this time.
2. Proposal shall be accompanied by a certified check, cashier’s check or bid bond, executed by the bidder and Surety Company, pay to the City of Bloomfield Hills in the amount of 5% of the accompanying bid.
3. Bidder shall include the following in their submission of Qualifications:
i. List five completed projects in 2016-2017 of similar work and project size. Documentation should include pipe length installed, contract award amount, location, and contact reference.
ii. List twenty projects completed in the past five years of similar work and project size. Documentation should include pipe length installed, contract award amount, and location.
2. Work is scheduled to commence March 1, 2018 and upon receipt of bonds, insurance
and contracts. 1. Stage One: Woodridge Road and Goodhue Road
i. For Stage One, construction shall begin by March 1, 2018. Substantially completion is by April 30, 2018 and this phase shall be completed by October 31, 2018.
2. Stage Two: Martell Drive, Martell Court, and Haverhill Road
i. For Stage Two, construction shall begin by April 30, 2018. A If the Contractor opens Stage One prior to April 30, 2018, construction can begin on Stage Two. Substantially completion is by July 3, 2018 and this phase shall be completed by October 31, 2018.
3. Stage Three: Bennington Drive, Rudgate Road, and Marblehead Drive
i. For Stage Three, construction shall begin by July 5, 2018. If the Contractor opens Stage Two prior to July 3, 2018, construction can begin on Stage Three. Substantially completion is by August 31, 2018 and this phase shall be completed by October 31, 2018.
4. Stage Four: Merrimac Court, Sebago Lane, Falmouth Drive, and
Kennebec Court i. For Stage Four, construction shall begin by September 4, 2018. If the
Contractor opens Stage Three to traffic prior to August 31, 2018, construction can begin on Stage Four. Substantially completion is by October 30, 2018 and this phase shall be completed by November 15, 2018.
Note: The City would like continuous construction progress on each phase and avoid multiple starts and stops.
3. Construction can only occur only on two streets at the same time. Construction

cannot start on other streets until streets under construction is complete.
4. Final contract approval and acceptance is anticipated in the beginning of February. Pre-construction meeting and shop drawing review will take in late February.
5. Contractor to pay special attention to Section 01001 – Supplemental Project
Requirements and 01010 – Progress Schedule and Staging Requirements.
6. The Contractor shall maintain one lane of local traffic throughout the construction. Access for local residents and emergency vehicles shall be maintained at all times.
1. The Contractor shall route all construction equipment, material deliveries, and his own vehicles to access the site via the existing road sections yet to be rehabilitated. No access shall be across the new pavement sections without owner approval. No construction access, staging, and equipment is allowed on Yarboro Drive, Joyce Court, and Church Road.
7. Cadillac Asphalt will be paving the roads, driveway approaches, and installing gravel shoulders after the Contractor for this project achieves substantial completion. Please see Section 01020 – Coordination Clause of detailed information and the typical cross sections on Sheet C02 – Typical Sections and Details.
8. Consumers Energy will be upgrading their lines in Phase 3 and Phase 4 in Spring 2018. Please see Section 01020- Coordination Clause for this information.
9. A RCOC right of way permit has been applied for work located in Quarton Road,
right of way. A Bloomfield Hills Soil Erosion permit has been issued for the project. A MDEQ water main permit has been applied for. A MDEQ sanitary sewer permit has been applied for.
10. An Addendum will be issued by Monday, January 29, 2018 to include these
meeting minutes, any revised plans, specifications, or proposal (if required). Any questions for the project shall be emailed to [email protected] by noon on Friday, January 26, 2018. Questions from today’s meeting will be included in the Addendum.
11. The City expects that all workers, including subcontractors, will be polite and
attentive in all interactions with residents. 12. Contractor Questions prior to today’s meeting:
1. Can start of construction start later on the beginning phases as long as the
completion date for Stage 4 remains the same. Yes, as long as the construction phasing limits stays the same, construction occurs in numerical phasing, construction only occurs on two streets at the same time, and the current phase needs to be substantial completed before moving onto the next phase.

2. Is there any work in 2019?
The plans and specifications required the work to be completed in 2018. The Owner may add additional streets for work in 2019.
13. Contractor Questions at Meeting:
1. Will the work in 2019 be public bid or change order?
If the Owner adds additional streets for work in 2019, it will be added via Change Order to this plans and specifications. The 2019 work will probably be a smaller scope.
2. Are water services included in the project?
Payment for water services are under Bid Item No. 70. - 1 1/2-inch Water Service Lead (lft), and Item No. 71. - Mueller Stop Box or Approved Equal (ea). Tapping the water main and connection near the property line are included in Bid Item No. 70 - 1 1/2-inch Water Service Lead (lft).
3. For two streets opened at one time, does that include paving that Cadillac Asphalt will be doing?
Two street opened at one time is for underground work/contract only.
4. For adjusting structures, what elevation does the bidder need to adjust to?
The bidder will adjust to final elevation. Per Section 01020 – Coordination Clause, a walk thru will occur prior to turning over streets to Cadillac Asphalt.
5. Is the entire bid book required in submittal of bid or just the front end of the specifications?
The front end of the specification for bid submittal is acceptable.
6. Is there an engineer’s estimate?
The engineer’s estimate is $3.0 million - $3.2 million.
7. Are there any permits fees?
Specification 02990 – Permits list the following amounts: MDEQ Water Supply – Cost not applicable MDEQ Wastewater – Cost not applicable OCWRC Water Supply - $2,000.00 OCWR Wastewater - $2,000.00

8. Will Consumers Energy work be ahead of the contractor schedule?
Yes, Consumers Energy plans on starting their improvements in Stage 3 and 4 this Spring.
9. Can a copy of the sign in sheet for today’s meeting be avaible?
Yes, copies were handed out after the meeting and are included in these meeting minutes. Please note that Cadillac Asphalt signed their names after copies were distributed after the meeting.

FEES The Bidder shall refer to the General Conditions for allowable Fees for additional work performed, upon Owner’s written authorization, by Bidder’s own forces and/or for additional work, upon Owner’s written authorization, by Bidder’s subcontractors. TIME OF COMPLETION If awarded the Contract for the 2018-2019 Water Main Replacement Project, we agree to have all work substantially completed as stipulated in Section 01010. Substantial Completion is defined that the facility is ready to use for its intended purpose with all utility systems fully functional. The Bidder hereby agrees to furnish the required Bonds, Insurance Certificates, and Policies within ten (10) days after acceptance of this Proposal. Final Completion with all clean-up and punch-list items shall be complete by as stipulated in Section 01010. The execution of all work and specific constraints as described in the contract drawings and specifications, with particular reference to Section 01010 Progress Schedule and Staging Requirements, must be strictly adhered to. LIQUIDATED DAMAGES Time is of the essence for completion of this project in order to have the Project ready for the City of Bloomfield Hills. PROGRESS SCHEDULE AND STAGING REQUIREMENTS The City of Bloomfield Hills has worked extensively to notify and educate impacted residents as to the disruptions to be anticipated during the construction of this project and how it may impact daily traffic. The Contractor shall conduct his day to day operations in such manners as to minimize these disruptions and impacts on local residents. Stage One includes the following streets: Woodridge Road, Goodhue Road. Stage Two includes the following streets: Martell Drive, Martell Court, and Haverhill Road. Stage Three includes the following streets: Bennington Drive, Rudgate Road, and Marblehead Drive. Stage Four includes the following streets: Merrimac Court, Sebago Lane, Falmouth Drive, and Kennebec Court. Construction can only occur on two street at the same time. Construction cannot start on other streets until streets under construction is complete. Streets will be considered complete once all underground utility installation, station grading, ditching, installation of road aggregate base within 1 (one) inch to proposed top of road aggregate base elevation, installation of aggregate base and ramping near existing driveway pavement, concrete curb and gutter, and restoration are completed. For Stage One, construction shall begin by March 1, 2018. All underground utility installation, station grading, ditching, installation of road aggregate base within 1 (one) inch to proposed top of road aggregate base elevation, installation of aggregate base and ramping near existing driveway pavement, concrete curb and gutter, and restoration shall be completed by April 30, 2018. Locations for contractor parking and storage of construction materials and spoils are limited in the project area. The contractor is to submit a plan of proposed parking and storage locations at the Pre-Construction meeting. The Owner has the right to deny or relocate parking and storage areas as proposed by the Contractor. Grassed staging areas outside the typical disruption area shall be restored at the Contractor’s expense per the Contract Specifications. The Contractor shall maintain one lane of local traffic throughout the construction. Access for local residents shall be maintained at all times. Emergency access to each property shall be maintained throughout the project duration. The contractor shall route all construction equipment, material deliveries, and his own vehicles to access the site via the existing road sections yet to be rehabilitated. No access shall be across the new pavement sections without owner approval. No construction access, staging, and equipment is allows on Yarboro Drive, Joyce Court, and Church Road. Contractor to determine cure time for all concrete placed; fence, rope off, or post notice of no access until proper cure time has been achieved. Construction will not be permitted on Memorial Day weekend, Independence Day or Labor Day weekend without City authorization. The following are large events occurring nearby the construction project that will increase traffic. The contractor shall have the site clean, swept, etc., and traffic measure controls in place prior to leaving the site on Friday afternoon. No construction work can occur on the following weekends:
-Saturday, June 9, 2018 and Sunday June, 10, 2018: Graduation and Alumni Weekend at Cranbrook Schools.
-Saturday, June 23, 2018: Private event at Resident’s House Coordination is of the essence during this project, City Public Safety and Department of Public Works shall be notified of all temporary road closures for any period of time. The City will provide an updated notification list at the Pre-Construction meeting.
