UDALL COMMUNITY

THEATER

If you like a good laugh,

good music, or just good

cookies, the Udall Community

Theater has just the thing for

you! On Friday and Saturday,

December 11 and 12, at 7:00

pm in the Grade School gym,

the group will present two

original plays. “Cranky Claus

and the Seven Elves” followed

by (after an intermission with

free cookies and drinks)

“Cranky Claus II, Revenge of

the Elves”.

The Udall Community

Theater was formed in 1988

and has performed not only in Udall, but also in Oxford and at the old Barn Theater at the Winfield

Fairgounds. “We’ve had a solid core group for a number of year,” said Willson, “and this year

we’ve convinced Sarah Miller from Mulvane, and Connie Byers from Ark City to share the fun with

us. So far, the only problem we’ve encountered, if it can be considered a problem, is cracking each

other up during practice!”

So for a good time and some good cookies, go to the U.C.T. production on December 11 or

12th or BOTH nights because you won’t see the same show twice! Admission is $5.00 for adults

and $3.00 for students K-12.

REGULAR COUNCIL MEETING CITY OF UDALL

Monday, October 12, 2015 The Udall City Council met for the regular council meeting on Monday, October 12, 2015, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp, and Damon Wilson. Quorum established. Attending were Mallory Depenbusch, Miranda Depenbusch, Marci Hoffman, Rozella Sherman, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Smith, second by Moore, to modify the agenda by moving Old Business item #2 to New Business item #3. Motion to accept the agenda as proposed. All voted aye, motion carried. BUSINESS FROM THE FLOOR: 1. Miranda Depenbusch representing the Udall 4-H Club asked if the City Council had any community service projects

they could be working on. Eric Allen mentioned work in the flower beds of the park and trimming the rose bushes. Steve Brown mentioned putting up and taking down the holiday lights display at the park. The council and maintenance department will work on a list for the group. Another item added was directional signs to the restroom facilities at the park.

2. Malorie Depenbusch representing the Udall FFA group requested permission to erect a Welcome to Udall barn quilt sign, 2x2 feet in size on the property owned by the City at the city shop. Also, they would like to put up a 4x4 barn quilt sign on the west side of town on the Depenbusch property. They were instructed to complete sign permits and submit those to the zoning administrator, fees would be waived due to the non-profit status. MOTION: by Smith, second by Tharp to approve, based on zoning restrictions, sign permits for the Udall FFA to build and install Welcome to Udall signs on the east and west sides of town. All voted aye, motion carried.

GENERAL DISCUSSION: 1. There were several positive comments about the Udall Fall Festival this year, their wrap-up meeting will be held on

Monday, October 19 at 6:30 pm. CONSENT AGENDA: MOTION: by Smith, second by Moore, to approve the consent agenda minutes of September 14, 2015, Expenditure Report for 9-15-2015 to 10-12-2015 of $265,004.40 and Payroll Account Report Totals of $15,451.12. All voted aye, motion carried. OLD BUSINESS: 1. Phase II Water Project – Brian Spano, Wilson & Co., met with the council at their work session previous to this

meeting. Several alternate routes were discussed that could be completed with unused funds from the project. It was discussed there are benefits to completing all three alternates so that cast iron pipes would be eliminated for all lines south of the highways. This is something that KDHE is working toward in the future. In addition, completing First Street would remove the line from the center of the street to the easement so future street work would not be ruined. It was the consensus of the council to move in that direction, completing all three alternates;

a. Alley behind Seymour and Broadway, between Lewis and First b. First between Seymour and Main c. Church between First and Fourth

2. Streets – the current street project will be in the final stages next week with paving on several streets to the west. Door hangers will be provided to residents affected and the schedule will be posted on the website and Facebook pages.

NEW BUSINESS 1. Santa Comes to Town – it was discussed that this year the City will have access to the larger room for Santa

Comes to Town. At the work session, it was discussed to conduct a Tree Decorating Contest inviting individuals, groups and organizations to decorate a tree or 6 x 6 ft area of the room. Then visitors to Santa would be given ballots and the winners announced at the Tree Lighting that evening. Application fees of $25 each would be donated to the Splash Park fund. MOTION: by Wilson, second by Smith, to go into Executive Session for 10 minutes to discuss legal matters with right to call Erik King, Eric Allen and Lulita Hopkins. All voted aye, motion carried.

The meeting resumed at the proper place and time. No action taken. 2. Dangerous Structures – there is a hearing Wednesday, October 14 at 2:00 pm at Cowley County District Court

regarding the injunction on one building. COUNCIL MEMBER REPORTS:

Page 4: Blocks hand Embroidered - Amazon Web Servicessiterepository.s3.amazonaws.com/179/nov_2015.pdf · 2015-12-30 · MOTION: by Wilson, second by Smith, to move 4-6 trees in the park at

Moore – A group is organizing with their first meeting on October 22 at 6:00 pm in the council room to raise funds for the Splash Park. Several activities will be discussed and monthly meetings will be held on the 2

nd Thursday to follow up.

Tharp – Several comments were made regarding the carnival rides this year. Next year, with earlier scheduling, it is hoped an organization with more rides could be located. Smith – Received several complaints from those with small children that some of the vehicles were “burning out” during the parade. Kids were along the parade route picking up candy with little or no warning this was going to happen. It was also pointed out that recently in Arkansas City at the Last Run there was an accident related to this sort of activity. This will be discontined in the future, or perhaps another safer area provided. STAFF REPORTS: Allen – During the Fall Festival, and also previously, comments have been made that some of the park trees interfere with the amphitheater stage. A discussed followed about which trees were involved and which should be moved. MOTION: by Wilson, second by Smith, to move 4-6 trees in the park at the recommendation of Jim Smith. All voted aye, motion carried. Brown – A letter was received today from the Cowley County Humane Society requesting a donation for use of their services. In 2014, 58 animals were delivered to their shelter. Use of their facility costs $65 per animal, they were requesting a $1,000 donation. The consensus of the council was to pay per use of animal and to find out from Eric Allen’s records the number of animals delivered this year. MOTION: by Moore, second by Graham, to adjourn. All voted aye, motion carried. Lulita Hopkins, City Clerk
