6.1.25 Fire Fighting System

(1) General

The Plant will be protected against fire by any one or a combination of the following

systems.

(a) Design Features

The design and construction of the fire fighting system will be in accordance with the

requirements of Thai regulations and NFPA850 with certain exception. And, a high

degree of protection for Plant, equipment, buildings and employees will also be

provide as explained in the Application Table (Refer to Attachment - 1).

(b) Design Philosophy

The design and engineering of the fire protection system will be based on the single fire

philosophy, that is, there will be only one major fire at a time and fires will not take place

simultaneously at different locations.

(2) Fire Pumps and Distribution Ring Main

The fire water will be supplied by a motor driven fire pump, a diesel driven fire pump

and a jockey pump, which take suction from the fire water tanks and through the fire

ring main to the power house, the boiler area, the coal storage area.

The fire water ring main and block valves will be installed as shown on the P & I

diagram (Refer to P&I Diagram of Fire Water Main : DWG NO. A40-759-1 ). The fire

water ring main pipe will be laid underground along the roads, except for the unloading

pier on which aboveground piping will be installed.

Two-hour supply of fire water will be stored in each of two fire water tanks (1,600

m3/each), which satisfy the requirements of NFPA 850.

The maximum fire water demand is estimated as follows in accordance with the

requirements of NFPA 850.

Areas beneath the turbine-generator operating floor : 6,416 l/min

Hose streams : 1,890 l/min

Total : 8,306 l/min

The fire water pumps with a capacity of 2,500 gpm (9,462 l/min = 568 m3/h) will be

provided to supply a maximum fire water demand of 8,306 l/min as the sum of the two

demands above.

The following fire water pumps will be provided in accordance with NFPA 20.

One motor driven fire pump : rated capacity 2,500 gpm (568 m3/h), head 80m

One diesel driven fire pump : rated capacity 2,500 gpm (568 m3/h), head 80m

One jockey pump : rated capacity 15 m3/h, head 80m

One motor driven boost fire pump: rated capacity 750 gpm (170 m3/h), head 40m for

fire protection at Boiler top level

The fire water pump system is shown in P&I Diagram of Fire Water Pump System

(DWG NO. A40-759-2).

In emergency conditions such as an electricity supply failure, a stand-by diesel driven

fire pump will start automatically as a result of the fire main pressure dropping below

the set pressure of the pressure switch. Additionally, provisions will be made available

for two hose discharge connections to provide local Fire Brigade appliances the means

to pump into the hydrant system from mobile pumps under emergency conditions.

For the above mentioned purpose one (1) emergency pumping-in connection (two way

fire department connections) will be provided for the fire water main near the raw water

reservoir.

The fire water protection system will comprise of the following systems:

- Outdoor hydrant

- Hose box

- Wet riser system

- Indoor hydrant

- Water sprinkler system

- Fixed water spray system

- Foam system

(3) Outdoor Hydrants & Hose cabinets

a. Outdoor Hydrants

Outdoor hydrants will be connected with the ring main pipe laid underground

around the plant. The hose connection and valve shut-off device on the

hydrant are exposed above the surface. The hose connection comprises of

two(2) 2-1/2 inches connections.

The maximum spacing of hydrant is 300 ft (91.4 m) in main plant areas, and

500 ft (152.4 m) in coal storage yard.

Hose boxes including the following equipment will be located near each hydrant.

(a) Two (2) 2-1/2 inches (65 mm ) x 20 m fire hoses (*1)

(b) Two (2) light alloy jet/spray water nozzles

(*1) 30m fire hose will be provided for the hydrant in coal storage yard.

b. Indoor Hydrant

The indoor hydrants consisting of 1-1/2 inches angle valve, rack, 1-1/2 inches

synthetic fiber hose (40 mm dia. x 30 m ) and 1-1/2 inches water nozzle will be

installed at each floor of the buildings as shown in Application Table

(Attachment-1). Also, a manual call point, an alarm bell will be provided on

each indoor hydrant cabinet.

Indoor hydrants will be provided for the buildings listed in Attachement-1. The

system design for the indoor hydrants, including pitch, etc., will be in

accordance with NFPA 14 .

c. Wet riser system

The wet riser system will be installed in the boiler galleries and the power

house as shown in Attachment-1. Two-way pumping-in breeching valves will

be provided near the base of stairways and one (1) 2-1/2 inches landing valve

will be provided at each floor.

(4) Sprinkler System

a. Wet Type sprinkler System

The major components of the wet type sprinkler system are an alarm check

valve, sprinkler heads, a pressure switch. Fire water is normally filled to the

sprinkler head via the water supply pipe and alarm check valve. Fire heat will

open the sprinkler head so that fire water is discharged, leading to operation of

the alarm check valve and pressure switch for sounding an alarm. The alarm

signal is sent to the nearest Local Fire Alarm Panel (LFAP) and notify the fire

occurs.

Fixed wet type sprinkler systems will be installed to provide the protection of

the following equipment:

(a) Steam turbine above operating floor (for lubricating oil lines)

(b) Steam turbine below operating floor (for lubricating oil lines)

(c) Steam turbine driven boiler feed pump (for hydraulic and lubricating oil

hazard)

(d) Seal oil supply unit (for seal oil pipe line)

(e) Fuel oil pump house

(f) Fire fighting pump house for diesel engine driven pump

(g) Dangerous goods store (oil and grease store and solvent store)

(h) Offices and meeting room (Central control building and Workshop)

(i) Stairtower and corridor in central control building

(j) Cable trench between cable head and GIS electrical building

(k) Belt conveyor

Water application rate is 12.2 l/min/m2 as per NFPA13, based on Extra Hazard

occupancies Gr.1.

Fixed water spray systems will be installed to provide the protection of the following

equipment:

(a) Transformers

(Generator step-up transformer, Unit auxiliary transformer, Beside coal handling

control & electrical house and coal conveyor electrical house)

(b) Boiler burner areas

(c) Main oil tank and Seal oil supply unit

(d) H2 storage area

(e) O2 storage house

The fixed water spray system for the transformers, boiler burner areas, and main oil tank and

seal oil supply unit will be of automatic actuation type with hydraulic release system

consisting of quartzoid bulb sprinkler heads (wet pilot sprinkler).

The sprinkler heads will be pressurized by the main water and the spray system will be

actuated hydraulically when pressure loss occurs in the detection line.

The fixed water spray system for the cooling purpose is not provided to protect the tank shell

surface of the fuel oil storage tank, since there is no external heat radiation from the other

fuel oil tank. The deluge valve will be actuated manually at local and remotely at the Fire

Announce Alarm Panel in the central control room.

System configuration

The automatic spray system will consist of the following major items:

(a) Deluge valve

(b) Pressure switch

(c) Spray nozzles

(d) Sprinkler heads (wet pilot sprinkler)

(e) Heat detectors (Only for H2 Storage area)

Water application rate (as per NFPA 15)

(a) Transformers : 10.2 l/min/m2

(b) Boiler burner areas : 10.2 l/min/m2

(c) Main oil tank and Seal oil supply unit : 12.0 l/min/m2

(d) H2 storage area : 10.2 l/min/m2

(e) O2 storage house : 10.2 l/min/m2

Spray nozzles

The spray nozzle will be of the directional solid-cone open head type and of non-clogging

type.

Deluge valves

The deluge valve will be of hydraulic actuation type.

(6) Dry Powder Fire Extinguisher

The Consortium Members will provide only the portable fire extinguisher as the dry

powder fire protection equipment.

(7) Foam System

The fuel oil storage tanks will be provided with a foam system using 3% AFFF

concentrate in accordance with NFPA 11 and the major components of the system are a

proportioner, a foam concentrate tank, foam hydrants and hose cabinets, air foam

chambers, a fire fighting local panel (FFLP) and foam distribution piping. Manual

operation of the starting push button on the fire fighting local panel will open the motor

valve provided to the water supply pipe.

(8) Portable Fire Extinguishers

The following types of portable fire extinguishers will be located in the buildings and

strategic outdoor locations as shown in Application Table (Attachment-1) in accordance

with NFPA10. These extinguishers may be used during early stages of fire to prevent

spreading.

(a) 6 kg ABC portable dry powder extinguishers

(b) 50 kg ABC wheeled dry powder extinguishers

(c) 4.5 kg CO2 portable fire extinguishers

(9) Fire Alarm and Detection System

a. For the purpose of fire detection, detectors of smoke, heat, lineal heat or flame

will be used and a selected type most effective to a given area will be provided.

Basically, fire detectors will not be provided to the turbine house and boiler

house with the exception of the equipment room same concept as existing unit

1&2 due to the fact that many openings in these buildings make fire detection by

detectors difficult.

However, a manual call point, an alarm bell and a location lamp will be

provided on each indoor hydrant cabinet.

b. For detecting temperature increase due to spontaneous combustion in the coal

bunkers, metal thermocouples will be installed at exterior surfaces of the coal

bunker shells. Their measuring temperature data will be sent to the DCS and

their alarms will also be indicated on the main fire alarm panel (MFAP).

The quantities of the detection and alarm devices will be determined at detail design stage.

A main fire alarm panel and all local panels will be provided with a backup battery

considering an electricity supply failure respectively instead of connecting to UPS system.

The fire alarm and detection system is comprises of the followings:

(a) Main Fire Alarm Panel (MFAP)

MFAP will be located in the central control room and be connected with

communication loops.

(b) Local Fire Alarm Panel (LFAP)

LFAP will be installed in buildings and outdoor areas.

(c) Manual Call Point

The manual call points for buildings and outdoor areas will be provided as

shown in Attchment-1.

(d) Smoke / Heat detector

Smoke detectors and heat detectors (fixed temperature type) will be provided

as shown in Attachment-1. Smoke detector will be used photoelectric type

same as existing unit 1&2.

(e) Combination box

Combination boxes consisting of a manual call point, an alarm bell and a

location lamp will be provided.

(f) Fire Alarm Repeater Unit

Fire Alarm Repeater Unit connected with communication cable instead of

wireless connection will be located in existing administration building to give

a general notification detected at extension power plant. The power source

shall be supplied from the power distribution panel in the existing

Administration Building.

Please note that the Fire Fighting Local Panels (FFLP) are not installed for the expansion

plant in order to optimize the fire alarm system. The alarm signal from the fire fighting

system, such as the pressure switch activation of the sprinkler system, is designed to be sent

to the nearest LFAP.

(10) Special Considerations for Fire Protection of Specific Equipment and Area

The consortium members considerations given to the recommendations of NFPA 850

and Thailand local regulation. The following items are specified as special

considerations for Fire Protection of specific equipment and area which is followed

existing unit 1&2 design concept.

(a) Pulverizers ( refer to Cl. 7-5.2.2 of NFPA 850 )

Carbon monoxide gas detection systems (CO detector) for pulverizers will

not be provided considering low availability of CO detectors used only in

case of mill trip and difficulties of their maintenance.

We usually recommend the following concept to detect and prevent

conditions leading to fires and explosions.

- During normal operation: Supervision of mill outlet temperature.

- After mill trip containing coal: Removal of the coal according to procedures

of Consortium Members’ recommendation

(b) Forced Draft Fan and Induced Draft Fan ( refer to Cl. 7-6.1.2 of NFPA 850 )

Because forced draft fans and induced draft fans are not of hydraulic drive

type, any fixed automatic fire protection system will not be provided.

(c) Turbine-generator bearings ( refer to Cl. 7-7.4.2 of NFPA 850 )

Turbine generator bearings are always operated at high temperature. If the

water is discharged accidentally, the thermal deformation of the turbine rotor

occurs and that may causes the serious accident on turbine generator.

Therefore, sprinkler systems will not be provided for turbine generator

bearings considering the safety. Indoor hydrants will be adequate for fire

protection of the Turbine-Generator Area.

(d) Turbine oil storage tank ( refer to Cl. 7-7.4.5 of NFPA 850 )

The fixed automatic fire protection system will not be provided for turbine

oil storage tank considering the following conditions:

- The tank is almost empty in the normal condition.

- There is no fire source around the tank.

Outdoor hydrants, portable fire extinguishers and manual call points will be

provided for fire protection.

(f) Central control room, ASH handling control room, Coal handling control room

FGD Aux. control room, GIS control & protection room, Water Treatment

plant control room, chlorination control room ( refer to Cl. 7-8.1.3 of NFPA

850 )

Pre-action sprinkler systems will not be provided for the control rooms

considering the following conditions:

- There is no high voltage equipment/cable but only low voltage equipment /

cable are located in the control rooms.

- There is no fire source in the rooms.

- Electrical equipment in the rooms will be damaged by the water discharge.

In addition to the above, total flooding gaseous fire extinguishing system will

not be provided for beneath the raised floors of the control rooms because

there is no high voltage cable but only low voltage cables are located in the

area beneath raised floor.

However, CO2 portable fire extinguishers, smoke detectors and manual call

points will be provided for fire protection.

(g) Emergency generator ( refer to Cl. 7-9.1.2.1 of NFPA 850 )

Diesel generator and the day tank are not located within main plant structures.

Therefore any fixed automatic fire protection system is not provided, but

portable fire extinguishers and smoke detectors will be provided for Diesel

Generator and the day tank.

(h) Dangerous goods store and General store house ( refer to Cl. 7-9.3 of NFPA

850 )

Automatic sprinkler system will be provided for the dangerous goods store, but

not for the general store house not storing combustible materials. The general

store house will be protected by indoor hydrants, portable fire extinguishers,

smoke detectors and manual call points.

(i) Electrostatic precipitator ( refer to Cl. 7-6.4.3 of NFPA 850 )

All transformer-rectifier of ESP have not been equipped with automatic

sprinkler or automatic water spray protection for the following reasons:

- There is no possibility of firing on transformer-rectifier and we have never

experienced any fire accident of transformer-rectifier.

- Because if any abnormal condition inside the transformer-rectifier occurs, this

condition is immediately sensed by a protective device installed in a control

panel, and main power supply of this transformer-rectifier is safely and

automatically shut down.
