Data Protection Impact Assessments
All new projects, initiatives and processes that involve using
or sharing personal information will have a Data Protection Impact
Assessment during the initial stages and prior to any procurement
decision being made. This helps to assess privacy risks to
individuals and identifies the legal basis for the collection, use
and disclosure of information, known as processing. All
Data Protection Impact Assessments when completed will be submitted
to the Data Protection Officer for review and the Caldicott
Guardian for approval.
The below document is available as a record of this activity to
provide assurance to individuals whose information Cheshire &
Wirral Partnership NHS Foundation Trust (CWP) process.

All age disability & mental health service - Staff from
Wirral Council will TUPE over to Cheshire & Wirral Partnership
NHS Foundation Trust. They will continue to use the Liquid Logic
case management system. The network and system will continue to be
hosted and managed by Wirral Council on a dedicated server. However
supporting information assets will also transfer with staff.

Employment advisors in IAPT – Employment advisors employed by
Cheshire West & Chester Council co-located with Trust staff to
enable more people to receive combined psychological therapy and
employment support to remain in, return to and find work.

NHS Streamlining North West – Agreement to share information
regarding NHS workforce between NHS trusts and some Higher
Education Institutions (HEI’s) in the region.

Delivering EMIS for Enhanced Care Communities - Currently, CWP
Community staff use the community EMIS system as their electronic
patient record. When they access the community EMIS patient record,
they have the ability to also see the GP patient record (for
information purposes only). This provides the most up-to-date
information from the GP. The changes will enable the Countess of
Chester Hospital to access the patient’s community EMIS record, and
therefore the GP patient record by default and will enable
information to be shared with medical professionals working in the
Countess of Chester Hospital.

EMIS - To enable information sharing between CWP Starting Well
service and Vale Royal GPs so that records for children and
families with a Vale Royal GP who reside in Northwich and Winsford
District are visible to each service. This will support effective
communication in relation to safeguarding children and in
continuity of record and information that supports clinical
decision making.

Mastercall Ltd - Collection and analysis of existing data held
on Adastra system which then populates “My Performance” to produce
collective and individual performance data. The purpose of
collecting information in this way is to provide individual and
collective performance feedback for GP’s working in the GP Out of
Hours Service.

Silvercloud - the Silvercloud portal will allow patients to
self-refer to the service using a digital offer. Patients can do an
assessment on line and can undertake CBT on line which is a more
efficient way of accessing treatment.

Child Health Information System (CHIS) transfer of service -
Provision of Child Health Information Services across Cheshire and
Merseyside has been commissioned by NHSE/I from South Central and
West CSU (SCW) to commence 1 April 2020. In order to ensure
integrity of data within each child’s record and continuity of care
for the child, a copy of the data must be available for testing
prior to migration into the live system. Data will be made
available by existing CHIS providers in good time for take-on of
the service by SCW.

Infection Prevention and Control Service East Cheshire - For the
purpose of delivering effective Infection Prevention and Control
services to the population of the Cheshire East Borough Council
area, new links with Cheshire East Borough Council, East Cheshire
NHS Trust, Mid Cheshire Hospitals NHS Foundation Trust and The
Microbiology Lab (East Cheshire NHS Trust) and Midlands Partnership
NHS Foundation Trust.

AccuRx (Fleming) Video Conferencing - For providing remote video
consultations using the AccuRx (Fleming) system. The purpose of
using video consultations on the AccuRx (Fleming) platform is to
minimise face-to-face contacts between healthcare staff and their
patients as by NHS England in the delivery of healthcare during the
Coronavirus (Covid-19) pandemic.

Attend Anywhere – a web-based video consultation platform called
‘Attend Anywhere’, for video consultations. This is in the context
of the coronavirus outbreak (Covid-19) and the Trust’s role as a
category one responder under the Civil Contingencies Act 2004.

Mental Health Crisis Line - The establishment of the mental
health crisis line which will be manned by CWP staff. The crisis
line will move towards the 111 governed system of voice recording.
This is to provide ongoing training opportunities and also for the
safety of callers and staff.

MS Teams - For the purpose of immediate use of Microsoft Teams
(MS Teams) in clinical and corporate services. MS Office365 (O365)
contains the Teams functionality. O365 introduces new ways to
capture and access data. MS Teams has been provided by NHSD/I as
part of the nhs.net suite on a ‘free to use’ basis for the duration
of the Covid 19 crisis. The tool was provided as a tactical
solution to enable organisations to maintain service delivery
during the crisis.

Thalamos – digital mental health act (MHA) assessment forms, due
to the current outbreak of Covid-19 and the need to limit person –
to – person contact where possible, Thalamos can offer the ability
for MHA Assessment and admission forms to be completed digitally
and shared digitally in a secure manner, reducing the need for
physical transfer of forms between mental health professionals.

Heathroster migration to the Cloud - Healthroster (provided by
Allocate Software plc) is an e-Rostering / workforce management
system. Its purpose is to aid the management of the workforce; this
includes, rostering, time and attendance, and payroll
integration.

Migration of Data from within Carenotes to SystmOne. - The ePR
Programme is to procure, design and implement a complete ePR
solution for the trusts mental health and learning disability
services that will meet the Trusts current and future needs. The
data is intended for use in clinical settings and provides health
professionals with access to a patient’s care records. This will
better enable all types of Health Professionals to continue
providing high quality, patient centred care they currently deliver
in an enhanced and more effective and secure manner. A further DPIA
will be produced before the system goes live, but the initial step
is for a copy of the data held within Carenotes to be shared with
TPP to migrate the data into SystmOne.

Confidential waste - The contract for confidential waste
collections is changing. The method of collection from on-site
shredding will change to removal to an off-site facility.
