Following that 31 March 2009 is declared as HARI ADAT ISTIADAT.

A two day Seminar on Royal Customs and Traditions ‘Menanai Adat Istiadat Di Raja Bersendi Islam /Preserving the Royal Customs and Traditions’ based on Islam was held on 31 March-1 April 2009 organised by the Adat Istiadat Department. Two papers were presented

BRIEFING ON SPN 21

The Brunei Library Association and Dewan Bahasa dan Pustaka Brunei organised a Briefing on SPN 21 on Wednesday 4 March 2009 from 8.30-11.00 am at the Balai Sarmayuda, Dewan Bahasa dan Pustaka Brunei. The Chief Guest was Puan Hjh Aminah Hj Momin, Acting Director DBP Brunei. About 100 librarians and library staff from government departments and ministries, universities, colleges and secondary schools, final year students of the National Diploma Information and Library Management and members of the BLA Executive Board were present.

Difference from class naming/standard and assessment/public examinations

On hand to welcome the guests and speakers was Mr Hj Aw Abdullah Hj Tahir, Vice President representing the Brunei Darussalam Library Association. This was followed by the Opening Speech by the Chief Guest. The talk on SPN21 was delivered by three officials from the Ministry of Education namely Mr Jenidi Jingan, Senior Education Officer, Mr Hj Abd Rahman Hj Morni, Assistant Director Curriculum Development and Pengiran Hj Shahminan Pg Hj Sulaiman, Library Officer.

SPN21 stands for Sistem Pendidikan Negara Abad ke-21 (National Education System for the 21

st

century). In this briefing the librarians learnt how SPN21 would impact the use of libraries in the

student-centred learning. With the introduction of SPN21, where knowledge and

information are prerequisite for academic excellence, it cannot be denied that school libraries role will be central in the learning process. The librarians are calling for the Library Skills to be integrated into SPN21 curriculum as a permanent component if the librarians are to promote aggressively students library skills and the reading habit and to see a marked increase in literacy. The librarians need to be re-trained with new ICT skills, be proactive and with the full support of their superiors can realise this new role. The Brunei Library Association sees its important role as a partner in training to meet the training needs of the school librarians. Go to page 8

CONSAL OUSTANDING LIBRARIAN AWARD 2009

The Brunei Darussalam members of the CONSAL XIV Executive Board cum Selection Panel for CONSAL Outstanding Librarian Award 2009 led by Nellie Dato Paduka Haji Sunny, BLA President met on 30 March 2009 for the selection process. Also present were Mr Haji Abdullah, BLA Vice President, Mr Haji Abdul Talip, Acting Chief Librarian DBP, Ms Hjh Norleha Hj Matyassin, BLA Asst Hon Secretary/CONSAL Desk Officer. CONSAL Outstanding Librarian Award was introduced in Singapore in 2000 to recognize and honour the active

involvement and outstanding accomplishments made by our librarians towards the development of librarianship locally, regionally and internationally. The task was a difficult one but we congratulate all nominees and anxiously await for the final results to be announced in Hanoi, Vietnam. The Award ceremony will be held on 22 April 2009 at the Closing Ceremony of CONSAL XIV Conference. This year we will see a change in the awards. From this year there shall be one Gold Award and nine Librarian of Merit Awards.

NATIONAL DIPLOMA IN INFORMATION AND LIBRARY MANAGEMENT

NATIONAL DIPLOMA IN INFORMATION AND LIBRARY MANAGEMENT (NDILM) was introduced in July 2000. It is a two and a half year formal library education initially intended for in-service library staff with four passes at the Ordinary Level public examinations, but from 2004 fresh school-leavers were admitted. Candidates with Advance Level passes are given preference. It is conducted at the Sultan Saiful Rijal Technical College. The idea of establishing a formal library education in Brunei Darussalam was mooted by Dewan Bahasa dan Pustaka Brunei way back in 1995 which subsequently led to the inaugural meeting on 24 June 1995 between Dewan Bahasa dan Pustaka Brunei and Institut Teknologi Brunei.

A Working Committee led by Nellie Dato Paduka Haji Sunny, the then Deputy Director Dewan Bahasa dan Pustaka Brunei and Hjh Pusparaini Hj Thani as its Secretary was formed to pave the way for a more detailed discussion on the contents of the proposed Certificate/Diploma ILM. More meetings followed with the Civil Service Department, and the Department of Technical Education. On 27 March 2000 was interview day for 25 short-listed candidates. The NDILM is considered a milestone and a major achievement in the development of libraries and librarianship in Brunei Darussalam. It complements the various intensive courses run by Dewan Bahasa dan Pustaka Brunei, the Brunei Darussalam Library Association and in-house training programmes of UBD Library. The NDILM is awarded by the Brunei Darussalam Technical Vocational Education Council. On 5 July 2000 it admitted for the first time, 14 students to the NDILM who came from various libraries, steered with the manpower of two seconded librarians as instructors from the Universiti Brunei Darussalam Library and the Dewan Bahasa dan Pustaka Brunei Library. NDILM was put under the purview of the Computing and IT Department. Provision and facilities were limited and reference resources were scarce so the students were allowed access to the Library and Information science collection at the Universiti Brunei Darussalam Library and also the Dewan Bahasa dan Pustaka Brunei Library. Non-Library subjects were taught by MTSSR teaching staff. From 2006 the intakes have been made annual and from intake NDILM/07 starting July 2009, will revert and admit only in-service librarians.

CLASS OF 64 LIBRARY Nellie Dato Paduka Haji Sunny

The Class of 64 Library is a dedication from members of the Alumni Class of 64 to His Majesty Sultan Haji Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam on the occasion of His Majesty’s 60

TH birthday. It is located in Sultan Omar Ali

Saifuddien College in Bandar Seri Begawan. The refurbishing of the once book store began in early 2006 and completed within five months. Work on establishing the library began in earnest in November 2006 led by Nellie Dato Paduka Haji Sunny with the help of 15 volunteers from the final year students of the National Diploma in Information and Library Management students (ND/ILM/3) of the Sultan Saiful Rijal Technical College. The volunteers’ skills were put to test. Books were acquired, catalogued and processed. The OPAC was created and data inputted. KAMPILMU Database was created in October, 2007

KAMPILMU is a database focusing on the Brunei Royal Court, Customs and Traditions. The Class of 64 Library is a modern, tastefully designed and colourfully furnished library giving it a welcoming and peaceful ambience. The facilities available in the library include terminals with internet access, study areas, a small multi-media room, displays and a reading lounge. It is a reference and research library with its core collection on and about His Majesty y Sultan Haji Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam. Other related material on Bruneian are also collected. The over 3,000 items are in print and multi-media format.

To enhance the tradition of knowledge through the provision of library and information services that is accessible to the community and use of the best practices, emerging trends and

technologies.

Vision

To become a leading library in providing information and library resources on and about His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah,

Sultan and Yang Di-Pertuan of Negara Brunei Darussalam in order to enhance a feeling of love for the Sultan and country

and also to inspire creative thinking.

The Class of 64 Library was presented to His Majesty Sultan Haji Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam on 7 July 2007 in a memorable event at the Sultan Omar Ali Saifuddien College in Bandar Seri Begawan.

On 3 August 2007, an MOU Signing Ceremony was held between Alumni Class of 64 and Sultan Omar Ali Saifuddien College to hand over the management of the Class of 64 Library to the college. It was witnessed by officials from the Ministry of Education, Senior Staff of the College and Members of the Alumni Class of 64. The daily running of the Library is managed by the college with the Alumni Class of 64 playing a part in the collection development.

ITB LIBRARIANS’ VISIT TO KUCHING

A four member delegation of Institut Teknologi Brunei (ITB) librarians made a study visit to libraries in Kuching, Sarawak from 15 to 18 January 2009. It was led by Dayang Hajah Pusparaini binti Haji Thani, Chief Librarian. They visited the Pustaka Negeri Sarawak and Swinburne University of Technology Sarawak. The visit was a fact finding mission to learn about the provision of physical facilities of libraries and to learn of the latest library developments in Sarawak.

This is in line with ITB’s plans for a new library building because as of 30 October 2008, ITB is upgraded to the status of a university. It starts offering first and master’s degree programmes from August 2009. The delegation was impressed with the library developments in Kuching and learnt a lot from the visits made.

From page 3 The SPN21 has been implemented beginning 2009 to bring better prospects and changes for students in the school environment. It also gives various directions which are relevant to the students’ capability, interests and development. This is in line with the Brunei Vision 2035. The SPN21 allow students to follow the secondary education programme for four or five years before taking their O level. All students have to follow the same curriculum for year 7 and Year 8. After year 8, students will be directed to two programmes. General Secondary Education and Applied Secondary Education. In addition

there are also the Special Education Programme and Special Needs Education Programme. The BLA seized the occasion to publicise CONSAL XIV Conference and conducted a membership drive. The talk ended with the presentation of momentos by BLA to the Chief Guest and speakers followed by refreshments.

BASIC COMPUTER SKILLS TRAINING COMES TO A CLOSE

Eight members in Group A completed their hands-on-training in Basic Computer Skills on 6 March 2009 organised by the Council of Women of Brunei Darussalam for its members. Three instructors namely Ms Nellie Dato Paduka Haji Sunny, Ms Nooralizah Mohammad and Ms Nurul Fajrina Kamaluddin from the Brunei Library Association conducted the training at the CWBD Headquarters

BASMIDA LIBRARY

The Drug Abuse Prevention Association of Brunei Darussalam/Persatuan Basmi Dadah Negara Brunei Darussalam (BASMIDA) now has a reference library at its headquarters in Kg Anggerek Desa. Ms Nellie Dato Paduka Haji Sunny, BLA President volunteered to assist BASMIDA in establishing the library which began from 6 March 2009. Dr Hjh Fatimah Awang Chuchu a BASMIDA EXCO member also assists in the library. The collection consists of Reports of Meetings, Conference Reports and Resolutions, country reports, newspaper clippings, reports and photographs of anti-drug activities, publications from various anti-drug organisations namely Narcotics Control Bureau, IFNGO, UNODC, IFNGO ASEAN NGOs and ASOD. The Library is open to BASMIDA members, researchers and students doing projects on anti-drug/drug abuse prevention activities and projects. Persatuan BASMIDA was formed in early 1980s, is a member of the International Federation of Non-Governmental Organisations for the Prevention of Drug and Substance Abuse (IFNGO) and is recognized as the national anti-drug NGO of Brunei Darussalam fighting the abuse of illegal narcotic drugs. It is represented in the Advisory Committee of the Treatment and Rehabilitation Centre of Rumah Al-Islah, the Ministry of Home Affairs by its President as a member. It hosted the 17

th IFNGO ASEAN NGOs Workshop in December 2007. On 1 August 2007, BASMIDA was

awarded the Youth Association Award at the 2nd Brunei National Youth Day. Its activities are focused on three areas, viz counseling, prevention and rehabilitation. These include counseling and guidance, motivational and religious talks, self-awareness programmes, entrepreneurial, crafts and skills training for Rakan BASMIDA. Working with youths, it encourages schools to set-up their own anti-drug clubs in-line with BASMIDA’s goals to develop young leaders. Last year in cooperation with the Islamic Dakwah Centre it published the Colombo Plan book translated into Malay entitled Memahami Penagihan Dadah Dari Perspektif Islam-Satu Buku

Panduan. BASMIDA also publishes various publications and the BASMIDA newsletter.

Other facilities available at the Headquarters are a Gallery, TV Viewing Room, Counseling rooms, Conference room, Computer Training room and a Prayer room.

0n 1 March 2008, the CIT Department of MTSSR held an ILM Day and invited all ex-students to

give their feedback on the course. The one day event saw invited speakers talking about the

library career and its future prospects. On the whole the graduates found the course relevant and

suggested that subjects like cataloguing and classification be given more study hours.

Success stories:

One graduate is completing a Bachelor in Brunei Studies at UBD;

One graduate has been accepted into a Bachelor of ILM at a UK higher educational institution;

Most in-service graduates have been promoted since obtaining their NDILM;

Since 2004, the NDILM is run by two permanent library trained instructors who in turns attend the

UBD Post-Graduate Certificate in Technical Education.

The NDILM is listed the LISEA Directory maintained by Nanyang Technological University,

Singapore.

The NDILM will cease to be offered by 2012 as the Ministry of Education starts to replace it with

the introduction of the ‘new diploma’. MTSSR in consultation with the BLA is considering a

proposal to offer a ‘bridging’ post-certificate course early next year for the graduates of NDILM to

upgrade their qualifications for entry to the ‘new diploma’. BLA is also actively involved in

designing a formal programme for in-service librarians leading to a certificate and will maintain a

register of professional librarians in the country.

B-WARISAN FLAGSHIP PROJECT

On 11 March 2009 a Signing of b-Warisan Project (12 months to complete) worth B$4m with

Brunei Museum as the lead agency. The project focuses on the culture and heritage of Brunei on

art, tradition and history.

The archive system worth B$2m will manage and prepare all sorts of archives and records. The

government ministry/department will have access to general records of the past 25 years which

have been handed over to the National Archives.
