A new plan on how to deal with bullying nationwide has been announced by Minister for Education, Ruairí Quinn.

Schools will now be obliged to keep a record of bullying incidents which occur within their knowledge, and they will now be expected to react accordingly under the most significant anti-bullying guidelines

THE value of second hand houses in Dublin increased by over 2.2% in 2012, following a 3% increase in the last three months of 2012, according to leading nationwide estate agents, DNG. According to its House Price Gauge (HPG) houses in north Dublin increased by over 5.4% during the quarter to the end of 2012, while houses in South Dublin showed the best annual increase at 3%. Houses worth over €500,000 rose in value by 6.1% during 2012 leaving the average value of a house in Dublin at €258,529.

According to the report, which analysed annual figures from the Property Price Register, 2012 also showed an increase of activity in the residential market across the country with over 21,725 transactions or an increase of 27% on 2011. Over 4.3 billion was spent on property sales during the year with the average price paid being €201,771 in the state.

In line with this 2012 also marked a continued progress in the completion of vacant and part complete properties, which are down over 27% since the first National Housing Development Survey Results in 2010. There are now 16,881 properties vacant with Leitrim recording the highest vacancy per household rate at 35 per 1,000.

However the building industry in Ireland shows increased signs of continued slowdown with the overall figure for registered completed buildings last year expected to just exceed 8,000 units in total compared to 10,480 in 2011. Within the residential commencement figures for the period January to September 2012, 80% or 2,475 were for one-off houses indicating an unhealthy absence of developers.

Using the quarterly figures supplied by the Irish Banking Federation, DNG surmises that potentially 47% of all finance used to purchase a home was funded by cash, with the agency reporting that one in three transactions last year were cash based.

According to Keith Lowe of DNG, “The availability of mortgages in Ireland is still a major issue for the residential property market with AIB and Bank of Ireland providing the majority of funding. Although future rises depend on many factors, there is every reason to believe that the year ahead will see an increase in transaction levels and property prices, with the market in Dublin and some other key Urban Centres such as Cork and Galway outperforming other more rural locations which will be slower to recover. We would not be surprised to see property prices rise in the capital by 5% - 10% this year with lower price rises in other urban areas.”

Commenting on the report, Dermot O’Leary, Chief Economist with Goodbody Stockbrokers attributed much of the last quarter increase to a last minute rush to avail of the first-time, one year only, buyer mortgage interest relief, introduced in Budget 2012. However, he also pointed out that transactions in the Irish market were running at about a third of comparable UK levels. He also pointed out that recovery of the Irish property market is increasingly dependent on local supply and demand factors with houses closer to urban centres such as Dublin, Cork and Galway having much better prospects for recovery in 2013 and beyond.

THE ‘Action Plan’, which has been spearheaded by Quinn, received €500,000 in the most recent budget, will require schools to analyse data to establish trends in the sort of bullying that takes places most frequently, and then to adjust or to set a policy that is suitable to deal with this bullying most effectively.

Recommendations in the ‘Action Plan’ come from a joint effort between the Department of Education and the Department of Children and Youth Affairs, gaining their insights from range of anti-bullying organisations and from deliberations at an anti-bullying forum last year.

The initiative has also encouraged parents to take a much more pro-active role when it comes to protecting and educating their children when it comes to issues such as cyber-bullying. The growing number of cases of cyber-bullying on online social

networking sites such as Facebook, has prompted school authorities across the country to re-examine their anti-bullying policies, as the perpetrators can often remain anonymous via the internet.

This new plan comes in the wake of the announcement that Irish telecommunications company Live Mobile have developed a ‘Mobile Minder’ application which will allow parents to check their child’s mobile from a remote location in order to check for signs of bullying.

Parents are able to install the application on their child’s phone, allowing them to access the content of said phone through the ‘Mobile Minder’ website. It enables them to check through their child’s message content, as well as monitoring whether or not their child has been exposed to any inappropriate sexual images which may appear on the phone.

WHAT is the first thing that comes to mind when you think of home security? Five years ago I carried out research in Ireland and also in continental Europe on this subject. My findings showed that while having an ‘intruder alarm’ was considered the number one priority in Ireland, I discovered that continental Europe residents prefer a secure front door. When asked; why so? -- the typical response obtained was “why would I invest in an intruder alarm when all it does is inform me that somebody has already broken into my home or apartment.”

In Ireland, two out of every three break-ins occur through a front door.

If we accept this as a fact, is it therefore now time to learn from our continental Europe based counterparts? -- and particularly so since improving the physical security in the home i.e. strengthening the entrance doors, windows and glazing, has already proved successful and impacted on reducing burglaries in so many other

European states.Upvc doors, timber doors and most

composite doors are the most common doors sold throughout Ireland, and they are generally not sufficiently strong to prevent an aggressive attack. How come? I hear you ask.

The main reason for this is because standard door frames are made of timber or upvc plastic and these materials do not provide sufficient strength for locks, as they break or crack when subjected to an aggressive attack. So the fact that you may have strong single locks or indeed that you may have the latest 10 point locking system in your front door makes little difference, as the strength of the locks and doors are dependent completely on the strength of the door frame that houses these locks when the door is locked. Also, the panel situated on the lower half of upvc doors is easily kicked-in, and the glazing in the door and side panels is easily broken. Again, due

to a lack of strength upvc and timber doors can often be forced open using a common screwdriver.

IN the Dáil, Sinn Féin Social Protection spokesperson Aengus Ó Snodaigh moved that the Social Welfare Amnesty Bill be passed to allow those in receipt of overpayments in social welfare payments to come forward without fear of penalties, prosecution or demands for repayment. Speaking during the debate in the Dáil Deputy Ó Snodaigh said; “Today Minister Burton, I believe that what I am putting forward is an innovative and practical proposal to deal with a situation many on social welfare payments find themselves in. I hope you will give it serious consideration and at the very least allow it to go to committee stage to allow for debate.”

Ó Snodaigh went on to say, “There is no denying that there are a number of people receiving more than they are entitled to but they are afraid to put their hand up and alert the department because they simply could not afford to pay it back. They are caught in a bind, if they come forward they will end up with less money weekly and they or their kids will suffer. You may say its money that

doesn’t belong to them, that it the state’s, it’s the taxpayers’ and yes technically you may be right, but I will show you how this state has one yardstick for the poor, and another for the rich.”

Quite regularly there are reports about dole cheats, fraudsters and figures of €500 or €600 million are quoted. The actual figure recovered last year is nearer €30 million, and it has been in the €20 million area for the last few years. A report in the Irish Examiner on New Year’s Eve said, while the State will attempt to recoup every last cent from a pensioner or a single mother who erroneously received an additional €10 a week for a year, no attempt will be made to recover the €160,000 overpaid in error to the HSE director designate Tony O’Brien since 2006. This despite the Department asking the HSE to take corrective steps.

In one case there was a person moving from a disability payment to the Partial Capacity payment. The women in question spotted an error, reported it, but then it fell to her to pay it back. This was a very stressful

time in her life, as her brother had just died, she was very sick and at same time she was being told that out of the meagre payment she was getting that she would have to fork out for somebody else’s mistakes.

A high number of TD’s have been lobbied by many citizens with interesting proposals on how to extract ourselves from this state of crisis, how to share the burden more fairly or land it where most of the fault lies, the gamblers, speculators and the financial institutions themselves. Sinn Fein were challenged by this government and the last, to come up with alternatives to the austerity measures being implemented and they have published them annually as alternative budgets, only to have their proposals rejected without analysis. Sinn Fein has urged the government, especially Labour TDs, even at this late stage to pause and take time out to read the Sinn Féin submissions. Sinn Fein has also repeatedly asked that ministers read the TASC, Social Justice Ireland and even the trade union movement’s alternatives

Calls for stronger legislation on gift vouchersTHE Government is facing increased pressure to amend the law to protect the rights of consumers in regards to gift vouchers in the wake of the controversy surrounding HMV’s refusal to honour gift tokens bought in recent weeks.

The Irish division of HMV recently went into receivership, due to factors such as high running cost, and a decrease in overall revenue due to the increasing market share of retailing competitors such as Tesco and the increase in illegal downloads across the board. This development resulted in HMV stores across the country being shut, leaving Irish customers unable to cash in vouchers that they may have received over the Christmas period.

The National Consumer Agency (NCA) has vowed to fight against the decision by the Irish leg of the retailers not to honour

these vouchers in any form, but the entire episode has raised concerns amongst Irish consumers as to whether they are sufficiently protected by the current legislation which is in place for gift voucher holders.

However, the Department of Jobs, Enterprise and Innovation has announced recently that they believe the current legislation on gift vouchers to be sufficient, with a spokesperson saying: “holders of gift vouchers are unsecured creditors, and rank after other creditors such as the Revenue and employees, and the view of the Department is that this priority accorded to taxpayers and employees is correct, and as such there are no plans currently to alter this ranking.”

Fianna Fáil have criticised this statement from the Government and have stressed the importance of new and improved legislation being introduced in order to give gift

vouchers the same weighting as cash when it comes to physical retail purchases.

Fianna Fáil enterprise spokesperson Dara Calleary said: “In light of the situation at HMV, I am calling on the Government to quickly bring this Bill forward for discussion. Unfortunately, this is not the first time that consumers have been left in the lurch after a retailer found themselves in difficulty. Surely it is within our capacity to amend the law that where a company issues such a warning it is not allowed to trade in vouchers or accept money for future purchase when it knows it cannot honour them.

“I and my party are happy to work with the Government to find an acceptable resolution to this problem and ensure that a similar situation does not occur again,” Calleary concluded

Illegal Dumping LevelsOut Of Control

SINN Féin North Clondalkin Councillor Matthew McDonagh has said that “the level of illegal dumping is out of control” and that as a result “much needed funds are being diverted from other areas of Council work to cover the cost.”

Cllr McDonagh said:“In recent months there has been a marked

increase in levels of illegal dumping in Clondalkin. There are now organised criminal enterprises collecting rubbish door to door and then dumping in parks and laneways throughout Clondalkin.

“In the last few weeks areas such as Wheatfield, Oatfield and the pedestrian gate between Cloinstown and Palmerstown Woods have been particularly badly affected.

“Council staff are doing their very best but

they are being stretched to the limit. Much needed funds are being diverted from other areas of Council work to cover the cost.

“I have asked the County Manager to bring a report to the next Clondalkin Area Committee on the cost of the clean-up operation.

“I am urging local people not to dump their rubbish. I am also appealing to people not to use the services of rogue bin collectors.

“In the long run the only people who lose out from the dumping are the local community. We have to live with the aftermath. We are also the ones who will lose out on other services as even more money has to be diverted to cover the cost of clearing up the illegal dumping.

“This is anti-social behaviour at its very worst and it has to stop now.”

New walking app puts 400 walking & cycling trails at your fingertips

MINISTER of State for Tourism & Sport Michael Ring launched a new iPhone App featuring 400 Irish activity trails whilst leading a walk in his hometown of Westport on the 19th January. The Irish Sports Council worked in association with RTE’s Operation Transformation Programme for the third year running to organise the event. This was one of 40 events which were held around the country in January. Over 15,000 people took part in the National Walks in 2012 and they are a great way of promoting walking as a fun way to get fit and stay active.

The newly launched iPhone App has details of more than 400 walking and cycling trails around Ireland and will make it much easier for everyone to get out and enjoy one of Ireland’s many recreational trails. The App provides lots of vital information on each trail, including an overview map and directions to the start. You can review each trail and it even works offline so that you can find trails even in places where there is no data coverage. The National Trails Office developed the App in association with the Irish Sports Council.

Upon trying out the app, Minister Ring said;

“This new App gives you instant information on the huge number of walking and cycling trails in Ireland. It’s an excellent way of encouraging everyone to get outdoors and could help people visiting Ireland. It’s great to be able to launch this App in my hometown.”

John Treacy, Chief Executive of the Irish Sports Council said; “Participation in physical activity is on the increase and recreational walking is hugely popular. This App is one of the many initiatives of the National Trails Office which aims to increase use and enjoyment of the trails.”

Minister Ring added: “We know that high profile campaigns encourage people to get involved in sport and physical activity. Operation Transformation is a hugely successful initiative. It’s great to see the Irish Sports Council involved and so many people energised and enthusiastic about the day’s activities.”

The Irish Trails App is free to download from the App Store from the 19th January. The App will be updated constantly with additional information on the Irish trail network. An android version of the App is in development

Taxi industry in crisisSPEAKING in response to the tabling of new legislation on the future regulation of the taxi industry Sinn Féin Dublin Mid-West representative Eoin Ó Broin has said that the “taxi industry is in crisis” and the Government response is insufficient.” Ó Broin said:

“The taxi industry is in crisis. Across Dublin Mid-West taxi drivers and their families are facing an increasingly bleak future. Oversupply of licences, poor regulation, poor application of existing regulations and a dramatic loss of trade have pushed hundreds of taxi drivers out of business and thousands more into real financial hardship.

“While many of the problems in the industry were created by Fianna Fail, Fine Gael and Labour have been slow to act. They have been slow to improve the application of the

existing regulatory framework. They have been slow to bring forward this legislation.

“While some elements of the Bill tabled in the Oireachtas this week are positive, the Government clearly do not fully understand the extent of the crisis in the industry or the weaknesses in the existing regulatory regime.

“This is hardly surprising given that the current administration have yet to really engage with the industry as a whole. Just like their predecessors, there has not been sufficient dialogue with the various representative bodies or with individual drivers.

“Since deregulation the number of licenses has increased seven fold. There are simply too many taxi’s on our roads, too many multi license holders and too many part-time drivers. This situation has been

compounded by an inadequate vetting system.

“Sinn Fein has argued that the Taxi Regulations Directorate must be held to account through a Dáil Committee and bi-annual reviews.

“There is also a need for improved vetting; a minimum hours requirement for drivers; and greater regulation of the rental market to ensure the best service and safety for taxi users as well as allowing full time drivers to make a decent living.

“Sinn Fein wants to see the taxi industry recover, to provide the best quality of service to customers and to provide stable and well paid employment to drivers. The Taxi Regulation Bill some way towards that, but a lot more work needs to be done by government if it is to achieve these aims.”

FINE Gael Dublin Senator and Seanad Spokesperson for the Arts, Catherine Noone, has praised the decision to invest €20 million in the refurbishment of the National Gallery, describing it as a welcome boost to the Arts community. The project is expected to create around 300 jobs during its lifetime.

“This is the single largest refurbishment of the gallery since 1864. The planned refurbishment will see the Dargan and

Milltown wings of the Gallery being thoroughly modernised. Crucially, the building itself will also be preserved and protected. This project will transform the National Gallery into a world leading arts space, which will host Irish collections and artworks from around the world. I am delighted the National Gallery is getting the maintenance and support it deserves, almost exactly 150 years after it was first opened to the public.”

National Gallery gets €20million refurbishment

BRIAN Hayes, Fine Gael TD for Dublin South West has been in touch with Dublin County Council regarding the current state of what was formerly a garden centre in Old Court, Tallaght.

Local residents from Old Court, Ely estate and neighbouring areas have been voicing their concerns about the current condition of the now derelict site. They feel that it has become an eyesore in their community and a build up of waste is adding to the problem. There is also concern about the lack of security on the site.

Minister Hayes has requested that Dublin County Council

examine the matters of both site security and the accumulation of rubbish under the Derelict Sites Act.

A committee has been set up to develop the potential of the round tower site in Clondalkin as a tourist attraction. The site of the tower in Clondalkin is close to both the M7 and the M4, meaning that hundreds of thousands of tourists are passing nearby and could be interested to view an authentic round tower that was part of a Celtic monastic settlement. It has been acknowledged by the Council that for far too long, the round tower has been neglected and its potential has not been developed. The Tower Committee is seeking to right that wrong and to improve the area around the Tower.

The Committee is an umbrella group headed by architect Peter Ging and is made up of representatives from several community groups interested in the project, including the Clondalkin History Society, the Clondalkin Tidy Towns Committee, the Rally Round the Tower group, the Clondalkin Chamber of Commerce, the Clondalkin Camera Club, the Church of Ireland, the Catholic Church and the Round Towers GAA Club. The group is working with the OPW and South Dublin County Council and is seeking to have the area around the tower improved, to

promote awareness and appreciation for the round tower and to promote the round tower as a tourist attraction.

The site at the round tower was a monastery founded by St. Cronan (alias Mochua) in the 7th century. The round tower at Clondalkin is one of four remaining towers in County Dublin; the other three are located in Swords, Lusk and Rathmichael. The tower stands at 27.5 metres high and because the stones used in its construction are of a rough undressed variety of local calp limestone, it is thought to be an early round tower. This monastery was plundered by Danes in 832 and Olaf the White, probable founder of Dublin, built a fort here in 852. The first mention of the round tower was a drawing by Molyneux in 1725, virtually unchanged from the tower as it is today. Floors and ladders to the top were installed sometime between 1783 and 1827. In recent times glass was fitted into the windows and shutters and doors were installed.

Labour T.D. for Dublin Mid-West, Robert Dowds has commended the hard work underway by the recently formed ‘Tower Committee’ to improve the round tower site. Dowds helped to form the committee and

said;“The work which the tower

committee has done so far has been outstanding, and I want to commend all those involved for their work. In just two months after being set up, the group has developed a plan for the site, including architectural drawings showing their ideas, gotten the project registered as an official County Council project and entered into negotiations with the OPW about improving the site. It really shows what can be done when the entire community pulls together on a project like this.”

“I want to commend Cllr Breeda Bonner and Cllr. Tony Delaney for getting behind this project and driving it at local area meetings of the council. I also want to pay particular tribute to Peter Ging, who is doing a stellar job of co-ordinating the work of the group. His skills as an architect are being put to excellent work, as can be seen by the drawings that have already been produced, which show the potential for the tower. I wish both him and the group every success and I would urge the entire community to get behind this effort to improve the round tower for the benefit of everyone.”

FINE Gael TD, Derek Keating has urged the HSE to examine a new child protection system in the UK, which will use online technology to make it easier for A&E doctors to spot and monitor child abuse.

“Under a new system introduced in the UK, every child who visits an A&E unit or has out of hours GP care will be logged on a national database, to make it easier for doctors to spot instances of child abuse. Essentially, it means that health professionals will immediately be able to check whether a child is known to social services or has been seen at other emergency departments, which may indicate abuse. At present we have 3 children’s hospitals in Dublin but satellite A&E such as Naas, Loughlinstown and

Navan need to be liked into a central unit.

“I am glad to receive confirmation from the HSE that progress is being made on the implementation of a new centralised IT system here to support social work services and monitor children at risk. The HSE has recognised the need to improve the quality and accuracy of information available within its services, in relation to child protection services, while also ensuring timely information is available.

“The National Child Care Information System (NCCIS) will be the new central system to support social work services.

The system, which is currently at contract stage, will be used to record

and store the case history of every child in receipt of social care. The introduction of the NCCIS has been identified by the HSE as a priority which will help to significantly improve the level, quality and accessibility of information in respect of Children and Family Services.

“This new system will be underpinned by the establishment of the new Child and Family Support Agency, which is due to be launched shortly. The Government has also committed, as a priority, to the introduction of legislation to underpin the Children First Guidelines. The combination of these reforms will ensure we have a child protection system that is fit for purpose.”

The Cortina Club of Ireland celebrated the 50th birthday of the iconic Ford Cortina in Septem-ber. Some 70 Cortina models converged on Ro-scarbery, West Cork, to display this iconic car. Produced at the Ford factory in Cork, the Ford Cor-tina was first launched in Ireland in 1962 and very quickly became a favourite with Irish motorists. With the launch of the Mk III model in 1970, the Cortina began more than a dec-ade as Ireland’s most popular car. It was the top selling model every year for a 10 year period (1972 to 1981 inclusive). “The Cortina is truly an iconic Ford with a great Irish legacy”, said Eddie Murphy, Chairman and Managing Director of Ford Ireland. “For anyone who lived through the 60s and 70s, the Cortina was such a common sight on our streets and drive-ways. It was a car that was loved by motorists across the coun-

try both for its modern new design and its great driving ability.” The Cortina Club of Ireland which has over 100 members around the country was set up in 1995 and gives an opportunity for dedicated enthusiasts to get together, display their cars and share views, technical advice and spare parts. Speaking about his love of the car, Treasurer with the Cortina Club of Ireland, John Noel Cronin of Mallow says: “I used to own a Mark I Cortina in the 1970s and the beauty of the car was that it was so easy to work on. Just about eve-ry mechanical part in it unbolts and, with a little confidence, one can turn the saddest of Cortinas into a roadworthy classic.” Originally conceived as a replacement for the Ford Con-sul in 1962, the car ceased production in 1982 when it was replaced by the Ford Sierra. The car was named after the chic Italian Al-pine ski resort, Cortina d’Ampezzo. The Cortina was produced in

five variants (Mark I through V) and in motorsport, Cortina was a hugely successful nameplate during the 1960s and into the 1970s.TG4 has made a programme about the 50th anniversa-ry of the Cortina that will be screened during December.

Ferris & Dowds Call For World Heritage Status For GlendaloughLabour TDs Anne Ferris and Robert Dowds have called for the Government to press the case for Glendalough to be made a UNESCO World Heritage Site as soon as possible. With a rich cultural his-tory stretching back nearly 1,500 years and visits from thousands of tourists each year, Glendalough is a unique place which is worthy of being inscribed on the UNESCO list of World Heritage Sites. Anne Ferris said: “The people of Wicklow are very proud to have such a unique and beautiful attraction as Glendal-ough in our own county. I feel very strongly that the Government should press the case as strongly as possible for Glendalough to be made a UN-ESCO World Heritage Site in the near future. I have examined the criteria by which the World Heritage Committee determine whether a site can be designated and there is no doubt that Glen-dalough would comfortably fulfil the criteria. “We currently have only three other World Heritage Sites on the island in Brú na Bóinne, the Giant’s Causeway and Sceillig Mícheál, and it would be fantastic if we could add to that list by having Glendalough inscribed

on the list as well. I intend to write to people in the local community and to the other stake-holders involved so that we can make a big ef-fort to have Glendalough placed on the list. The Minister was very clear that there was nothing stopping Glendalough from being inscribed on the list as long as everyone in the community pulls together on this. It will be a fantastic project for the entire community in Wick-low, and hopefully we will reach our objective in the near future. There would be substantial benefits for tourism in Wick-low if Glendalough is designated as a World Heritage Site.

Robert Dowds said: “Glendalough is a fantastic heritage that the people of Ireland

treasure, and it is also a significant tourist draw which helps provide many jobs not only in Glen-dalough but also across the country. If it can be inscribed as being a World Heritage Site, this will only increase its attraction for tourists and help to boost tourist numbers further. With a history that

stretches back nearly 1,500 years, Glendalough is a place that must be protected and preserved. It is a fantastic piece of our heritage which is unique giv-en the exceptional natural beauty surrounding it. “

LOCAL TD and Minister of the State Brian Hayes attended the opening of the Fleetmatics Groups new Global Headquarters alongside An Taoiseach Edna Kenny. Hayes stated, “I was delighted to join An Taoiseach at the Fleetmatics Groups new premises in Cookstown Tallaght, for the opening of their new premises. It is a great boost for the area, which has lost so many jobs over the past number of years. Tallaght has many great selling points to make it attractive to potential companies looking for new premises such as its close proximity to major roads. Its time to focus on the positive selling points in the area. I have met the IDA in recent weeks and stressed the importance and need to develop new business in the area. I hope that this weeks announcement by the Fleetmatics group which is a major boost for the area will be the start of many such announcements.”

The Fleetmatics Group provides fleet management solutions to both small and medium sized fleet businesses worldwide as both Fleetmatics and Sage quest. The company served more than 17,000 customers last year, producing insight and analysis on daily activities of more than 300,00 fleet-based vehicle locations, fuel usage, speed and mileage.

Fleetmatics also have offices in the UK and in America, they recently raised more than $100 million US dollars from its IPO last year. Fleetmatics became the fifth Irish company to ever be listed on the New York Exchange.

The Fleetmatics Group currently employs 50 people, 35 of which are soft-ware developers at their Dublin base. The company has announced its plans to increase the number of high-end software developers it employs by 30% in the short term but hopes to double that number further down the line.

BUDGET 2013 signified trouble for anybody involved in further education in Ireland, as the Government announced that it was planning on cutting staff numbers at both further education and post-Leaving Certificate courses (FE/PLC).

According to the newest reports, if the planned cuts from the Government are implemented, Dublin will lose up 100 teachers involved in these courses, and it will greatly increase the inequality in the pupil-teacher ratio in Ireland.

The pupil-teacher ratio in these courses currently stands at 17:1 on average, and this is expected to increase by two whole points to 19:1. It could result in 500 non-permanent teaching positions being lost on a nationwide scale by the end of this year.

Fianna Fáil group leader on Dublin City Council Mary Fitzpatrick has blasted the proposed cuts, labelling them as a “disgraceful attack on the unemployed and disadvantaged learners”.

Cllr Fitzpatrick has claimed that Fine Gael and Labour have shown little to no concern for some of the most disadvantaged in society with this move, and have even shot down proposals for further funding VECs and PLCs.

“48 whole-time-equivalent posts are being lost very soon across Dublin city and a further 20 in Dublin County. Given that many such posts are filled with non-permanent specialised teachers on short-term contracts

the loss in teacher numbers in the capital is totally disproportionate with Dublin set to lose over 100 teachers,” said Cllr Fitzpatrick.

She continued on by stating: “The latest statistics show there are over 100,000 people on the Live Register in Dublin, almost 16,000 of who are under 25. These people are looking for work opportunities at home, and the specialised courses and training offered by our institutes of further education provide much needed opportunities.”

President of the Teacher’s Union of Ireland Gerard Craughwell has also expressed extreme disappointment in these Government measures, noting that an acceptable level of quality education cannot be maintained if these cuts are continually implemented.

“It is time for Education Minister Ruairi Quinn to realise he cannot expect FE/PLC teachers to continue to design and deliver innovative, specialised courses while he decimates the sector and further demoralises young teachers.

This budget measure is counter-productive. It will lead to further educational inequality and societal division. Now is the time for all who seek quality and diversity in education and equity in society to make it clear that this is an intolerable cutback which the minister and Government simply must revisit,” said Craughwell.

Dublin Hurling Preview2013

2012 was a tough year for the Dubs; being knocked out of the Championship by Clare in July and ending up in Division 1B having been beaten by Galway in the Allianz Hurling League. But hopefully this year we will see Dublin back in shape and playing as well as they did in 2011. Johnny McCaffrey was appointed captain for the third year in a row and has been waiting to get back on the field with his teammates since early July.

The team is looking well, with everyone ready to go except for Ryan O’Dwyer who is recovering from a shoulder operation and won’t be back on the pitch until April. After having been relegated into Division 1B the Boys In Blue will have to work extra hard to prove that they shouldn’t be there. They panicked in the rematch against Galway trying to keep their place in the top division and it showed.

Dublin haven’t won an All Ireland Final since 1938 and haven’t won a Leinster Final since 1961 when they beat Wexford. The team has a lot of potential and some young, skillful players,

however with other counties improving and becoming strong opponents to watch out for, Daly’s squad will have to be on the ball in more senses than one.

Anthony Daly has been the manager of the Dublin team since 2009 and continues as manager for 2013. The team could have done without the suspension incurred by Daly following an altercation at the Clare Minor Hurling Final.

Dublin beat Tipperary by two points in a challenge match on January 20th after having drawn with Clare two weeks beforehand. The team will have to focus on how they are going to prove to their fans that they can cope with the pressure that they will be under this season.

Many people seem to be more interested in attending Dublin’s football matches as opposed to the hurling; the reason for this is anyone’s guess. Even holders of the Allianz Spring Series tickets, which gains you entry to both hurling and football matches, often tend to use their tickets for the football only. Sadly this results in the stadium being quite

sparsely occupied by fans, which cannot be good for the moral of the hurling team.

I expect the Boys In Blue to play well this season, knowing that 2012 wasn’t the best year for them. Hopefully they will be able to get back on track and get their heads in the game. Anthony Daly has dropped four players from the Dublin squad and has replaced them with Cian O’Callaghan, Colm Cronin and Seanie McClelland. He was hoping that minor players such as Cormac Costello and Eric Lowndes would join the team, but they have decided to play for Jim Gavin’s football squad instead.

Danny Sutcliffe is a strong player for the Dubs and I’m sure he will add to the drive of the players this season. The 20 year old was the only Dublin hurler to be nominated for an All Star Award in 2012 and he has already made a good name for himself in the hurling world. Daly has a strong team and I hope they will perform to a high standard this year.

Why Newly QualifiedNurses Deserve Fair Pay - Anonymous

I graduated as a general nurse in 2011 from Trinity College. Since then I would say there are less than twenty-five percent of my nursing class working as a nurse in this country. This is not a phenomenon that is exclusive to nurses. All graduates are finding it difficult to find work

post college but only nurses are being offered a highly insulting contract by the HSE which highlights the total lack of respect Minister O’ Reilly has for nurses in this country.

The HSE has proposed a strategy whereby new graduates in nursing would sign a two-year contract within the HSE for the grand sum of 22,000 euro a year. This is 80% what previous newly qualified nurses could expect to earn. It is also nearly eight times less than what Minister O’Reilly makes annually. In return for a permanent job within the Irish health service the new nurses can be sent to any HSE hospital.

The scheme was originally being heralded as a way of keeping graduate nurses in the country. The INMO has reacted to the proposed scheme with horror and has launched a huge campaign amongst its members urging them to boycott the scheme. The closing date for signing up for one of the 1000 jobs going was recently extended to early February, which would indicate that the INMO’s campaign certainly has the support of its members. The HSE recently announced that graduates from 2010 and 2011 would be eligible to apply.

I would rather give up the career I spent four years training for than take up one of these positions. It is offensive and with the recent inclusion of the 2010 and 2011 graduates, it will create a schism whereby two nurses who graduated in the same year and would have had the same amount of post qualification experience could be on two different pay scales for working the same job. I have been quite vocal amongst my friends and colleagues about how I feel about the proposed scheme and while the majority of people have echoed their support for nurses there is a small minority who feel that nurses are being selfish. One individual recently told me that he felt the scheme was quite fair and didn’t it create 1000 new much needed nurses’ posts in the HSE. The problem is the scheme does not create new jobs; it simply replaces the amount of nursing posts currently being filled by agency staff in hospitals up and down the country. If early indicators are anything to go by the 1000 posts will not be filled and the HSE will continue to require agency staff which will in turn lead to overspending. The same individual continued to assure me that I would make much more than 22,000 a year with ‘overtime and the like’. I have never once left my place of work on time. I have also never once received overtime for the time I stay after my shift has ended to assure things are in order.

Nursing is one of the hardest professions in the world. It is long, grueling hours and the very least each nurse deserves, regardless of the date on their degree, is fair pay.

We need to clean Up the waste Sector nowIN mid-January 2012 Dublin City Council sold bin collection services to the private waste collection company Greyhound Recycling which has been seen widely as a huge disaster.

Greyhound Recycling took over the bin collection services for more than 140,000 customers from the Dublin City Council, since then constituents have been subjected to awful customer service, missed collections and terrible communication with the company. Councillors of all parties have been inundated with complaints by their upset constituents.

A lot of homes in the Dublin city area don’t have green bins because the simply do not have the space so instead they put out the green bag. But now Greyhound are charging €1:50 a bag which adds up to a colossal €9 per roll of 6 bags and this paired with their new “all-in” fixed price annual bin charges the company is in clear violation of the Government policy that clearly states that waste collectors are required “to operate pricing structures designed to incentivise environmentally sustainable behaviours by households in terms of waste reduction and segregation.”

Along with their pricing violation Greyhound are also guilty of not disposing of the waste legally. In May 2012, 4,000 tonnes of waste was found illegally stored on a farm in Kildare., In June another 2,000 tonnes were found and then a month later 1,000 tonnes was found stored on a farm in North Dublin. Once or twice

could have been ruled a mistake but a third time has shown that Greyhound are clearly guilty of illegally disposing of the waste. Sinn Féin Cllr. Michéal Mac Donncha commented, “Citizens are paying more not only for a poorer service but also for one which cannot be trusted to dispose of the waste safely and legally.”

If the Government is serious about eliminating landfills by 2020, bin companies must encourage households to recycle but so far everything they’ve introduced seems to dissuade people from doing so.

It is clear that the waste sector needs a waste regulator to control how the sector operates. Also there needs to be regulations introduced to deter the private companies from taking advantage of the average Dublin householder.

Minister for the Environmental Phil Hogan has said that new regulations are being developed to implement the Government Waste Management Policy. Hopefully with stronger enforcement of permit conditions, possible financial penalties and the possible withdrawal of permits the government can gain some control over the issue.

But for now the problem seems to be static as no-one seems to have the power to intervene with Greyhound’s outrageous pricing and unbelievable methods of disposing of the waste.

THE Dublin Chinese New Year Festival is set to kick off in 2013 officially on the 8th of February, and a jammed packed schedule of culture and entertainment has been lined up to celebrate the diverse and exciting extravaganza.

The Dublin edition of the festival first began in 2008, in an effort to showcase the best of the Sino-Irish culture in Ireland, and it has gone from strength to strength with every year since its inauguration.The festival, which this year has associations with organisations such as Dublin City Council, Asia Market wholesalers, and Chester Beatty Library, looks to explore Sino-Irish connections of both past and present, with a particular emphasis on exploring the rich and intricate between both nations, and to build on the twinning agreement between Dublin and Beijing.

One of the main attractions of this year’s festival is the Third Chinese Film Festival in association with the Lighthouse

cinema in Smithfield Dublin, running from the 1st to the 9th of February. The Chinese version of the Hollywood classic ‘Dangerous Liasons’ will open the film festival, which will also include a showing of a restored version of the 1940s Chinese classic ‘Confucius’ featuring the story and role of the famous philosopher whose teachings are still central to Chinese culture.

Other events which will be happening around Ireland’s capital over the coming weeks include: the Chinese Film Festival lectures happening in both the Lighthouse Cinema and Filmbase in Templebar Dublin over the course of the festival; the Dublin Chinese New Year’s Festival carnival happening on the Chinese New Year’s Day, and the Chinese New Year’s Concert in the National Concert Hall; and traditional dragon and lion dances, as well as martial arts and sports events for all ages around the city.

Looper is a science fiction action film written and directed by Rian Johnson. Looper stars Bruce Willis, Joseph Gordon-Levitt, and Emily Blunt. Looper is set in the future (60 years from now) when time travel is possible, but has been outlawed. Time travel is only used by criminal organisations, and they only use it to kill people. This is done by sending the person back to the past (which is actually 30 years from now) via time travel, where they are met on arrival by an assassin known as a “looper”.

Joseph Gordon-Levitt plays the part of Joseph Simmons, who works for a mafia company and is a “looper”. While he is performing his “looper” duties he recognises the person he is about to kill as his future self (Bruce Willis).

Looper is full of action sequences and is exciting and entertaining to watch. Bruce Willis is on form yet again as he takes on another action role. Joseph Gordon-Levitt is also very good; the use of prosthetics on Gordon-Levitt’s face (to make him resemble Willis) may be a little distracting at times though.

No part of this film is actually set in the present, and it may get a little confusing as you try and figure out whether the action on screen is in 2074 or 2044. Once you get your head around that, you will thoroughly enjoy this sci-fi film. Looper is rated 15 and is available to rent or buy now.

Zero Dark Thirty is directed by Kathryn Bigelow (Point Break, The Hurtlocker) and is billed as “the story of history’s greatest manhunt for the world’s most dangerous man”. Zero Dark Thirty follows the American operation that killed Osama Bin Laden in May 2011. Zero Dark Thirty stars Jessica Chastain (Maya), who has been nominated for an Oscar for Best Actress in a Leading Role for her part in this film. Zero Dark Thirty is in cinemas now.

RECENTLY Sinn Féin representative Shaun Tracey has confirmed that 300 properties from NAMAs portfolio are to be considered for social housing. Tracey said “There are 4,389 housing applicants on the waiting list in Dún Laoghaire Rathdown, one of the longest in the state. Many of them are living in unsuitable or overcrowded accommodation for up to ten years.”

While these 300 properties lay vacant these applicants are living in small, cramped and unsuitable conditions with their families just hoping they will see some sign of when they might be housed. Tracey went on to say “In fact I am aware of one constituent who has been on the waiting list for nearly eleven years and still has no indication of when she and her family might be housed.”

The appointment of these properties comes after the Dún Laoghaire County Council was urged to ask the government for NAMA

properties after the establishment of NAMA Asset Property Services LTD, in July 2012 which was set up with the responsibility of taking residential units from NAMA debtors to be used as social housing. But in August 2012 NAMA boasted 210 ‘potential’ properties in the Dún Laoghaire Rathdown area. However the Government maintains that the new company will result in the provision of more than 2,000 properties for social housing by the end of 2013.

Hopefully these 300 properties will be deemed fit to be used for social housing and start off this New Year with a small light of hope for the applicants and their families still on the waiting list for social housing. Mr Tracey said in August 2012, “It is imperative that the council does all in its power to house as many people as possible as quickly as possible.”

“Child-Proofing” the New Ford B-MAX

EVERY parent is familiar with the challenge of keeping a new car clean in the face of everyday use by children and pets. Ford has now tried to make that job a little easier for mums and dads by “child-proofing” the new B-MAX.

Engineers subjected the new B-MAX to laboratory tests that simulate the toughest treatment children and pets can dish out, including soaking materials in milk and fizzy drinks; testing fabrics with a “mace”; and pounding plastics with a heavy rubber ball.

“By testing for everything from soft drink spills to muddy boots, we’ve made sure the B-MAX interior is ready for anything.” said Mark Montgomery, senior materials engineer, Ford of Europe. “I’ve got young children myself, so I’m very familiar with

the mess they can create.”The B-MAX’s Ford Easy Access

Door System provides unrivalled access for families and luggage through hinged front doors and sliding rear doors that integrate the central body pillars. Samples of all leathers and fabrics used in the compact multi-activity vehicle’s interior were tested for stain resistance and ease of cleaning after being soaked for 24 hours in the liquids and being smeared with soil and grease.

Engineers also tested resistance to damage that can be caused by abrasive zips and fasteners found on children’s clothing and bags. The “mace test” used a metal ball with needle-sharp spikes to brush fabrics 600 times and replicate the effect of snagging zips and studs; also engineers carried out a special test to repeatedly rub the

seat material with Velcro.Impact tests – conducted at

temperatures as low as -30 C when plastic is more brittle – used a rubber ball ten times heavier than a regulation football to ensure that plastic parts could withstand bumps and knocks. Fabrics were also rubbed 60,000 times in a 17-hour non-stop wear test; metal spikes were scraped across plastic parts to test scratch resistance; and carpets were checked for durability on a special test rig fitted with rough abrasion wheels.

“These tests make sure we’ve done everything possible to make sure the car looks as good the thousandth time that families sit in it as it does the first time,” added Montgomery.

NISSAN GT-R: EVEN SHARPER FOR 2013NISSAN’S iconic performance flagship GT-R has arrived in Europe for 2013 with improved response times, greater stability and even sharper handling. 

Alongside the enhanced 2013 model 370Z, the GT-R spearheads Nissan’s performance car line-up. 

At the very top of the Nissan range, the GT-R now has a reworked 550PS 3.8-litre twin-turbocharged V6 engine, generating improved responses from the mid and upper rev ranges. Modifications have also been made to the dampers, springs and front anti-roll bar. The result is greater high-speed stability, improved traction,

a more refined ride and an enhanced driver experience. 

The 0-62mph time is now only 2.7 seconds, 0.1 seconds quicker than in the model year 2012 car. The revised model is also even faster around the Nürburgring, lapping the famous German circuit in 7min 19.1 seconds when undergoing testing last year.

Kazutoshi Mizuno, creator of the GT-R, has revealed that 0.5 seconds were lost to traffic on that hot lap, indicating that the MY13 GT-R is capable of a 7min 18.6 seconds lap. That compares to 7min 21 seconds for the MY12 GT-R. 

With the GT-R always showcasing Nissan’s latest technology, the modifications

made are derived from data generated during competitive racing at the 2012 Nürburgring 24-Hour race in Germany in which two near-production GT-R models were competing last year. 

The Nissan GT-R is a four-wheel-drive super-coupé like no other, with a lineage and integrity that stretches back more than four decades. 

When the current version debuted in 2009 its aggressive and unique styling and thunderous performance created a storm of publicity and rave reviews. It has been subtly upgraded every year since.

Kids Corner: Growing a Valentine Wish

What you need:

Instructions:1. On the night of February 13th, have everyone write down a secret Valentines wish on a small piece of

card. My family used yellow cards which were about 2 x 3 inches to write their wishes on.2. Divide out the sweets so that everyone has at least one to “plant” with their wish card. The idea is

that in order for Cupid to grant your wish, it’s nice to leave him something sweet to encourage him. 3. This part is optional but it’s so much fun to learn how to make glitter sugar, the kids will love

helping out! To dye the sugar a pinkish red – Simply pour the sugar into a plastic bag and add the drop of food colouring. Scrunch the bag with your hands so the colouring is evenly distributed and the sugar turns pink. Just add more food colouring if you’d like your sugar to turn red.

4. Next, plant your wishes and Cupid treat. No peeking at what everyone wrote!! 5. The next morning on St Valentines Day, when the kids get up they’ll get the most wonderful

surprise when they see that Cupid has left them a card and left them a treat in return for those left for him! Here is a fun new tradition

to start in February for the whole family. It will get the kids involved and will add a bit of magic to St. Valentines Day when they see what Cupid has left them! It’s a twist on the tooth fairy and Christmas excitement which brightens up this rainy month.

Wayland is Villagers follow up album to their 2010 debut album “Becoming a Jackal.” It went straight in to number one in Ireland and number 16 in the U.K. The first track will make you think that Villagers have not changed their sound too much. The album itself is a deeper, darker brother to “Becoming a Jackal” it shows this in songs like, “The wave,” that end in a swell of sound in the style of Pink Floyd. Other stand out songs are “Earthly Pleasure” and “Passing a Message.” Over all Villagers are progressing and evolving into a strong and diverse sounding band.

The Stereophonics are a band which could be called the last of the so called brit-pop bands that are still going strong and are back with a new album called “Graffiti on the Train”. Graffiti on the Train is an album that shows how a band can grow old gracefully. They are not trying to change their music to suit the genres that are popular at the moment, rather, they are just making music their way that will please the fans they have and maybe even pick up some new ones too. The album is a return to form for the Welch lads. Graffiti on the Train offers all that made The Stereophonics a great band in the past, a perfect mix of heavy guitar songs mixed with catchy pop ballads. Standout songs are, “In a moment” and “Indian summer”.

The rolling stones are the last of the great rock bands, with a combined age of 274 years, respect has to be shown to the grandfathers of rock. GRRRRR is the Stones latest album, that commemorates the band’s 50th anniversary, it includes two new songs “Doom and gloom” and “One more shot “. Doom and gloom shows that as a band they still have the ability to make some amazing rock songs. The songs opening riff is played by Jagger . Richards commented on Jagger being the driving force behind the song and Jagger playing the opening riff: “I don’t give a damn. He’d never have learned how to play that without me teaching him how to do it”, even if you have the last greatest hits album “Forty Licks” this album is still worth buying to add to your collection.

Hot on the trail of his 2012 third album, Justin Bieber is back in the charts with an Acoustic reworking of the album including two new songs, “Yellow Raincoat” and “I Would.” Many people are saying that with this album he has went back to his roots, (yep you read that right a boy of 18 is going back to his musical roots), that been said it is a far easier listing experience then his last album. The arrangement of the songs suit his voice a whole lot better and you can see why he came so big in the first place . Stand out songs are “Boyfriend “ and “All Around the World.”
