SEBA (Social Engagement for Budgetary Accountability) project has made progress to carry out
social audit of Union Parishads focusing LGSP. Having orientation, the Social Committee
Members comprising 5 members in a union, facilitated by project team, has started field level
data collection and verification in the respective unions. Firstly relevant data collection had
done from UP office as per specified checklists covering major contents of plan, budget,
committee formation, LGSP- 2 allocation, purchase mode, scheme implementation, bill delivery
and reporting as per rules and manual. They put comments and recommendations after
completing the checklist. Later the committee members moved to the field and verified the
data for discussing with beneficiaries on the selected schemes. They emphasized on the issues
of committee, budget, implementation, satisfaction level of beneficiaries. As usual they make
comments and recommendations on the findings.
In the mean-time, the UP level data collection made from the 6 unions. Then field level
verification conducted in 5 unions including Baralia, Kolagaon, Haidgaon, Kelishahar &
Bhatikhain covering 8 schemes of road, culvert, tube well and retaining wall. Through data
collection and field verification plenty of information collected to oversee the status and doings
for future to improve the quality of performance and people’s welfare. In a union, people’s
awakening is observed praiseworthy. Noticing shortage in materials, they willingly provided
materials possessed by themselves to vendor so that implementation could be done earlier.
However, the vendor paid the cost of materials later. There are other couples of information
where remedial steps required mitigating the gaps. Through the process, local people got
opportunity to know more about the scheme/projects carried by UPs as well as expressing
their views. In succession it is planned, the findings will be shared through public hearing to
formulate action-points and recommendations for improvements and sustained results
through UP plan and budget. It is mentioned that BITA is implementing the project by the
support of MJF (Manusher Janno Foundation).
