    Unemployed Youth Association for

    dissolution of Bishnupriya ManipuriDevelopment CouncilNews and Views

    SILCHAR, July 1: Bishnupriya Manipuri Unemployed Youth Association based here has demandeddissolution of the committee of Bishnupriya Manipuri Development Council and its reconstitution with

    25 members to be nominated afresh by the people of the community. In a memorandum addressed tothe Chief Minister of Assam, Tarun Gogoi, with a copy to the Deputy Commissioners of Cachar,Karimganj, Hailakandi and Kamrup (metro), the Association has stated that through an RTI, it has cometo know that the development council was instructed by the department concerned to distribute autorickshaws to unemployed youths of the community. But, the beneficiaries were from ex servicemen andaffluent families and the unemployed youths were deprived.

    The Association took up the cases of these neglected and deprived youths several times with thedepartment concerned and also through representations, but nothing tangible happened. It was allegedthat the committee collected lakhs of rupees from the beneficiaries to provide them auto rickshaws.

    According to their information, each beneficiary was made to pay Rs 30,000 to 40,000 as commission.The Association demanded an inquiry into it by the vigilance cell of the Chief Minister.

    Even in the distribution of sewing machines, the beneficiaries again were rich families, sidetracking theunemployed youths for their self employment. Specific instances have been cited by the Association.Runu Sinha, wife of lecturer of Maibong College, and Purna Lakshmi Sinha, wife of a bank employee, gotthe benefit of sewing machines, depriving the unemployed women. With regard to the distribution of financial assistance to clubs and self help groups, it has been further alleged that fake names of suchclubs and SHGs have figured on the list and each of them received the financial help to the tune of Rs8.24 lakh.

    In view of these anomalies and irregularities, Bishnupriya Manipuri Unemployed Youth Association hasdemanded closure of the office of the Bishnupriya Manipuri Development Council and its reconstitutionwith new members elected by the people of the community. While the Chief Minister of Assam hasbeen urged upon to conduct through investigation into the allegations levelled against the Council andthe Deputy Commissioners of the the areas concerned have been impressed upon to take action againstthe members of the community for their alleged corrupt practices and issue necessary proclamation toclose down the office of the Council. A note of caution has been given. If the demands are not

    Meingal scholarships for BishnupriyaManipurisNews and Views

    GUWAHATI, July 3 Meingal, a Guwahati based NGO has announced three welfare schemes for the

    Bishnupriya Manipuri students and women for the current year, a press release stated.

    The schemes are Meingal Scholarship, Monthly Educational Allowance and Meingal Exemplary TalentAward.

    Under the Meingal Scholarship, one time scholarship of Rs 5000/- will be awarded to the students whohave passed HSLC Exam with 60 per cent and above. The scholarship will be awarded to six studentsfrom the district of Kamrup, Cachar, Karimganj and Hailkandi, one from Meghalaya and one fromArunachal Pradesh.

    The NGO had decided to extend financial support to bear the monthly expenditure incurred in education

    with an allowance of Rs 750/- per month for a year to 10 students. Under this scheme, students who arereading in Class IX, X, XI and XII in any stream in the current academic session are applicable. The annualincome of the parents should be less than Rs1,00,000 /- and should work in non-governmentorganisation/private firm, self employed, unemployed, casual labours etc. The valid income certificate of the parents along with the school reading certificate has to be submitted.

    The NGO has also decided to introduce an award named as Meingal Exemplary Talent Award. Under thisscheme for the current year, the women (Beyapa) group from the society have been selected for theaward. All women of 18 years age and above are eligible for the award irrespective of unmarried ormarried or widow and unemployed or employed who are original residents of Assam and Tripura. Thenomination can be sent by self or recommended by others supported with documentary proof of theiroutstanding performance and achievements in their respective fields/areas of excellence. The awardsincludes a trophy, certificate and a cash award.

    The NGO has also decided to conduct an essay writing competition on the on the topic - Exemplary roleof women in my life and in the Bishnupriya Manipuri Society. The same essay can be written inBishnupriya Manipuri language on the topic - Mor Jivone baro Bishnupriya Manipuri Somaje BeyaparDristantomulok Bhumika. The essay should be written either in English or Bishnupriya Manipuri within

    Scholarship for Meritorious Students,Talent Award for Woman achieversannounced

    ITANAGAR, Jul 01: The Meingal, a Guwahati-based socio-cultural non-governmental organization (NGO)has announced the educational scholarship and monthly educational allowance - 2012-13 for themeritorious students of Bishnupriya Manipuri (BM) community.

    In additional to this, the NGO also announced Meingal Exemplary Talent Award 2012-13 to encouragethe woman of the Bishnupriya Manipuri community who excel in their respective field of activity.

    The BM students from Kamrup, Cachar, Karimganj and Hailkandi districts of Assam and states of Meghalaya and Arunachal Pradesh, who have excelled in class X/HSLC board exam 2012 with 60% and

    above mark can apply for the Meingal one-time Scholarship of Rs. 5000.

    Selection of candidates for the scholarship will be based on merit and only six applicants -- one eachfrom Kamrup, Cachar, Karimganj and Hailkandi districts and one each from Meghalaya and ArunachalPradesh will be selected for the Meingal scholarship.

    On the other hand, a total of 10 meritorious BM students studying in Class IX to XII standard (in anystream) will be selected from among the applicants from Assam (8), Meghalaya and Arunachal Pradesh(one each) for Monthly Educational Allowance of Rs 750. The students who have secured 60 per cent orabove marks in the annual exams (from class VIII to XI) are requested to apply for the annualscholarship with required testimonials including school certificates from respective school and incomecertificate of their parents. Parents of the applicants for Educational Allowance should not be a Govtemployee and their income should not be more than Rs.1 lakh.

    For the Meingal Exemplary Talent Award, any woman achiever or group of woman achievers (18 yearsand above) from Tripura and Assam can submit her/their nominations with supportive documents. Thewoman achievers may be recommended by any organization or competent authority with documents in

    The NGO also announced essay writing competition on the topic - Exemplary Role of Women in my lifeand in the Bishnupriya Manipuri Society or Mor Jivone baro Bishnupriya Manipuri Somaje BeyaparDristantomu lok Bhumika. The essay within 1200 words should be written either in English orBishnupriya Manipuri and all the BM people of India and abroad (age 18 and above) are eligible toparticipate in the competition. The participants who will secure 1st, 2nd and 3rd position will beawarded with cash amount of Rs 3000, Rs.2000 and Rs.1000 along with certificate respectively. All otherparticipants will also be honoured with Consolation prizes and certificates.

    Bishnupriya Manipuri Writers Forum (BMWF) have sepa rately condoled the demise of eminent poetHiren Bhattacharyya, fondly called as Hiruda.

    In a condolence meeting at Silchar with its Assam state committee president Jyoti Prakash Sinha in thechair on Thursday, the NBMSP held a detailed discussion on the works of the Sugandhi Pokhila-reputepoet, also known as the poet of love and sunshine.

    The parishad has also held such a meeting at Jorhat with its state committee vice-president Simu Sinhain the chair. Meanwhile, BMWF president Dils Lakshmindra told this reporter over telephone that thedemise of Bhattacharyya has created a void in the Northeast literature as a whole, and it will be verydifficult for the posterity to fill. He also said that the writers forum would include a programme on poetBhattacharyya in a function slated to be held in the first week of August this year in memory of PochaOjha, an epoch-maker in the field of Bishnupriya Manipuri rasakirtan.

    Science Express --- Biodiversity Special is a unique and innovative mobile science exhibition which wasinaugurated on 5th June, 2012. It is a specially-designed 16-coach AC Train which started travelling to 52locations across India from 5th June and will conclude its journey on 22nd December, 2012.

    I visited the Science Express on 25th June at the Kamakhya Railway Station, Guwahati, Assam. The maintheme of the Science Express was Biodiversity and Climate Change. In the first coach, I saw differentmodels and samples of different kinds of animals and got some information about their habitats. I also

    got information about micro-organisms. The second coach was mainly on the Trans-Himalaya and theHimalayas. There, I gathered information about the places, animals, birds and plants located in theHimalayas. I also gathered information about the lifestyle of the people living there and the type of climate in the Himalayas. The third coach was mainly on the Gangetic Plain. There, I gathered

    information about the places and the kinds of flora and fauna found in the Gangetic Plain. I also learntthat the Ganga river provides many benefits to the people, plants, animals and birds living in theGangetic Plain. The fourth coach was about North East India. In this coach, I got information about allthe seven sisters of North East India and the type of flora and fauna found there. The next coach wasmainly on the Desert and Semi-Arid Zone. I gathered information about Rajasthan and Gujarat. I learntabout the type of animals, plants and birds found there and also learnt about the culture of Rajasthan.There were many models describing the culture of Rajasthan. The sixth coach was mainly on theWestern Ghats. It was very interesting. The seventh coach was mainly on the Deccan Peninsula. In thiscoach, I gathered information about the types of soil and vegetation found in the Deccan Peninsula. Thenext coach was mainly about the Coasts and Islands. I saw different kinds of models and samples in this

    coach. Information was also given about them. The ninth coach was mainly on Climate Change. In thiscoach, I got a lot of information about how to save our planet earth. I also learnt that global warming iscausing a lot of harm to our environment and if global warming keeps on increasing, the ice at the poleswill melt and the low-lying countries will get submerged under the water. This coach was reallyinteresting. Coach No. 13 had facilities for training of teachers on Environment Education. In anothercoach, students could participate in the Joy of Science (JOS) Lab. I participated in the Joy of Science Laband had a great experience in Physics, Chemistry, Biology and Mathematics in the lab. The ScienceExpress -- Biodiversity Special team explained everything very lucidly. It was my best experience ever inthe Science Express -- Biodiversity Special.

    This is not a proud moment for me and for many who loves Guwahati. Guwahati to me is a city of loveand exuberance; a city that unbinds itself in the songs of Bihu and bestows upon couples the freedom of togetherness. When I first came to the city, I found enchantment in seeing young hearts throbbing everynook and corner; in park, in bazaar, in restaurants. I was then wondering i snt there a sense of

    insecurity, a sense of risk in them? I understood culture administers life. If I am not exaggerated, I wouldsay Guwahati accepts love, the most reproached thing in some of our Indian societies. In my opinion,Right to Love is one of the major attributes of a liberal humanist society. In such a mighty-heart city,where people are given freedom to live their dreams and wishes, what rot had taken over those citydwellers who brought disgrace to a teenage girl publicly with no reason. The newspapers and TVchannels are making their headlines over the incident and web is going wild by videos and comments. Iam pondering and persuading myself to the incident.

You search allthe drives in your computer and you dont find a ny trace of it. It has gone from your system.

    But, if such accidents happen, dont panic. Relax. You can retrieve the deleted file.

    Follow these steps.

    1. Download TOKIWA DataRecovery. The freeware gets downloads in seconds. The filename isDataRecovery_EN

    2. Unzip the download file.

    3. Run the DataRecovery.exe file.

    4. Select the drive from where the file got deleted.

    5. Click on the scan tab.

    6. It will show the list of deleted files from the selected drive.

    7. Find the deleted file.

    8. Click on the Recover tab.

    9. The deleted file is recovered.

    Bishnupriya Manipuri Development CouncilInquiry committee to probe alleged corruption

    SILCHAR, July 17: In view of the charges of alleged corruptions against the Bishnupriya ManipuriDevelopment Council levelled by different bodies of the community and the threat held out by GopidasSinha, member of State Linguistic Minorities Development Board and the Chief Advisor of BishnupriyaManipuri Krishak Sangstha and Bishnupriya Manipuri Unemployed Youths Association, to undertakefast unto death, the Minister of Welfare of Plains Tribes and Backward Classes, Rajib Lochan Pegu, hasagreed to constitute one-man inquiry committee headed by the divisional commissioner to theGovernment of Assam, hills and Barak Valley division, to probe and submit its report within threemonths to the government.

    The commissioner and Secretary to the Government of Assam, WPT and BC department, convened ameeting with the office-bearers and members of the Bishnupriya Manipuri bodies to discuss theirvarious demands at Dispur on July 14.It is to be recalled Bishnupriya Manipuri Krishak Sangstha,Bishnupriya Manipuri Unemployed Youths Association, Nikhil Bishnupriya Manipuri Mahasabha andBishnupriya Manipuri Sangram Parishad have been raising their voice against the alleged corruptions inthe Development Council and pressing for a fair and thorough probe. These bodies have cited specificinstances of anomalies and irregularities as well as malpractices.

    They have been persistently hammering for the dissolution of the irregularly formed interim committeeof the Bishnupriya Manipuri Development Council headed by Kartik Sena Sinha, former MLA, on grounds

    of questionable utilization of government allotted funds of Rs 2.60 crore during 2010-11 and 2011-12.They have at the same time been clamouring for action against the members of the committee involvedin corruption and formation of a new committee of the Development Council. All these demands cameup within the ambit of discussions held in the conference hall of the minister, Rajib Lochan Pegu.

    The meeting was convened by the commissioner and secretary at the initiative of the Minister, RajibLochan Pegu, who chaired the proceedings. It was decided after threadbare discussion and taking

    serious note of the points raised by Gopidas Sinha and others that the very role of Ex-Chairman KartikSena Sinha and other office bearers and members involved in corruption in the utilization of government allotted funds, the inquiry committee would go deeper to unfathom the allegations. Afterthe inquiry committee submitted its report, the present interim committee would be dissolved.

    Significantly, it was also resolved that criminal cases would be filed against the committee members if found guilty of corruption and that the government fund would not be released till the inquiry was overand a new committee formed. Regarding another allegation against Kartik Sena Sinha, Ex-Chairman of the Development Council, that he used the designation without any authorization from the government,it was decided to refer the matter to the legal department. After receiving the views of the legaldepartment, criminal case would be filed against the Ex-Chairman. For, it amounted to deceiving thegovernment and the people. After the process of inquiry was over, the formation of new committeewould be discussed.

    At the discussion were present Minister of WPT and BC, Rajib Lochan Pegu, Commissioner and Secretary

    of the department, R K Das, Joint Secretary, Director, Jiten Borgoary, Deputy Secretary and In-Charge of Development Council, Dipima Malakar. Gopidas Sinha, member of State Linguistic MinoritiesDevelopment Board and the Chief Advisor of Bishnupriya Manipuri Krishak Sangstha, Bijoy Sinha (RetdCol), Vice President of the Nikhil Bishnupriya Manipuri Mahasabha, Shyamal Sinha, advisor of SangramParishad, Bijoy Kumar Sinha, President, Krishak Sangstha, Gopesh Sinha, president, Unemployed YouthsAssociation and Krishnadas Sinha, general secretary, Nikhil Bishnupriya Manipuri Mahasabha,represented their respective bodies.

    Gopidas Sinha was to sit on hunger strike till death from Monday in front of the Assembly Secretariat onthe opening day of the monsoon session of the legislative House. But, he agreed to reconsider his

    decision and withdraw the agitation for the time being on the assurance of the Minister of initiating thesteps for an inquiry committee and follow up action.

    Its been two years I am out of the media sector. Now, I dont sit around newsmakers and I dont get

    free lunch! A privilege of a media person.

    Today, if someone asks me how to get into the media sector. I dont have definite answer to thequestion. I have seen in the newsroom, there are journalists who entered with sheer luck, some withreference of a big shot, and some with talent of their own.

    It is surprising I have seen many collegemates and others who failed to get into the media despitehaving all the educational qualification, references, and skill.

    There is no direct and easy path to join media houses.

    However, here are some of the tips (or steps) that I have followed to get into the media. And I hopethese tips would help anyone who is interested to land a job in this sector.

    PUBLISHTry to publish your pieces. At the beginning it is very tough to publish your work, but if you try hard withgood sense of timing, you can hit the nail. Write on relevant topics.

    MAINTAIN A BLOGCreate a blog and give it a shape that reflects your talent (that is your writing talent). This would not

    only help you to show your writing skill but also your web savvyness since most of the media houseshave gone online.

    START WITH PRINT MEDIATry to work first in the print media. Since, I believe only print media can nourish you to become a good

    journalist. This is the piece of advice given by my senior which I didnt follow.

    Bishnupriyas seek central support forwelfare

    Post Bureau, Guwahati (July 22): The Nikhil Bishnupriya Manipuri Yuva Parishad (NBMYP) has urged the

    Centre to take steps to ameliorate the living conditions of the Bishnupriyas. The annual general meetingof NBMYP held here on Sunday noted with concern that the community was still lagging behind due tolack of appropriate facilities from the government.

    We are always neglected from every aspect of life. We are deprived of governments welfare schemesas we are yet to be listed under the OBC category by the central government. So we urge the centralgovernment to take appropriate steps in this regard, said Sha nkha Sinha, NBMYP general secretary.

    He also demanded that Dispur increase the number of seats in the Bishnupriya Manipuri DevelopmentCouncil. We want the number of members be increased to 25, from the present 12, so that more focuscan be given on the d evelopmental works, he added.

    The NBMYP said measures should be taken to develop language and culture of the community in thestate. We are a part of this state and, if every tribe and community has the right to move ahead, we toohave that right. We urge the government to regularise Bishnupriya Manipur language teachers in 152schools across the state and provide them regular salaries, said NBMYP publicity secretary PradeepSinha.

    The NBMYP regretted that Doordarshan and All India Radio did not broadcast programmes inBishnupriya. Being a government broadcast medium, it is their duty and responsibility to broadcast ourprogrammes like others. We urge the Union information and broadcasting ministry to have a look in this

    regard, he added.

    DOORDARSHAN DAYS

    Having a black and white Weston or Tesla television set was a luxury. That was the time in which apasserby could enter anyones house to watch serials like Ramayana and Mahabh arata. Chitrahaar, an8.30 pm entertainment programme, was the one and only entertainment dose which seemed to berationed to the mass (leaving the Sunday reserved for an oldie-goldie film).

    Another aspect of that period; children feared death of a national leader since Doordarshan goes to thestate of mourning. A house with a television set was easy to detect since the house had antenna.

    FEISTY SUNDAY Sunday was full of fun and frolic. It was the day to catch entertainment programmes in a nearby houseand play to the fullest with your neighbourhood friends. Sunday was not less entertaining than anyfestival. Children spent rest of the week talking about their activities with their friends.

    KEROSENE STOVEIt was very common to find kerosene stoves in homes. It was the same period when kerosene stoves

    were being replaced by LPG Gas connection.

    THE RICHEST HAD CAR AND TELEPHONEIt was easy to recognize richest persons; they had Maruti car and telephone connections. Less richperson had Chetak Bajaj scooter or Rajdut motorcycle. To possess a telephone was the hallmark of power. The telephone was neatly covered and used to occupy a special place in a house.

    PERIOD OF RE-DISCOVERY It seems awkward today that movies like Sholay (released in 1975) and Bruce Lees Enter the Dragon(1971) were a topic of discussion on entertainment. Praise the technology that rediscovered the oldstuff and brought it to homes.

    NO-MONEY TALK Discussion on money never entered into camaraderie. People abstain talking about money matters. Aperson was not judged with his bank balance but with his character.
