Challenges & Priorities Defense Budget Trends
• Defense funding has been at
historically high levels, but the
trend is clearly down
• Air Force funding has grown
since 1998, but more slowly than
DoD
• Budget efficiencies have already
started in FY11

Birthplace, Home & Future of Aerospace
• A service worn out from a decade of war
• Force structure -- Trading size for quality
• Average age of fleet has risen dramatically
• Must still remain true to our service priorities
– The Air Force must not break faith with Airmen
– Ensure continued regional overseas presence
– Maintain air superiority -- The F-35 must succeed!
– Sustain ISR advances made over the past decade
– Committed to Long Range Strike family of systems

Challenges & Priorities A New Strategic “Inflection”
Birthplace, Home & Future of Aerospace
Some Thoughts on Quality
“Quality means doing it right when no one is looking.”
- Henry Ford, American industrialist and pioneer of the
assembly-line production method, 1863-1947
“You can not inspect quality into the product; it is
already there.”
- W. Edwards Deming, American statistician, professor, author,
and lecturer; considered the father of Quality, 1900-1993
“It is not a question of how well each process works,
the question is how well they all work together.”
- Lloyd Dobyns, American journalist and proponent of the Total
Quality Movement

Birthplace, Home & Future of Aerospace
My Thoughts on Quality
• Not an additional duty -- It’s a full time commitment
• Rooted in management science
• Quality is:
– An on-going process
– Process that produces value & expectations
– Essential to organizational longevity
• Good quality management is:
– Key to customer satisfaction
– Must be applied at the lowest organizational levels
8
Birthplace, Home & Future of Aerospace
My Thoughts on Quality
• Support ASD’s vision & key objectives
– Develop members & membership value
– Relationship to industry, agencies, & regulatory bodies
• Applaud ASQ’s efforts as Quality champion
– Pioneering international quality standards
– Professional certifications -- “Mark of excellence”
– National Malcolm Baldrige Quality Program Award
– International Team Excellence Award
• Agree cross-sector forums like CQSDI are important

My Thoughts on Quality Quality Success Stories - Air Force Airworthiness
• Air Force assures airworthiness of aircraft it operates
– AFPD 62-6 & AFI 62-601, USAF Airworthiness, 11 Jun 2010
– Applicable throughout system life cycle
10
• Process history
– Prior to 2010, System Program Manager
determined Airworthiness
– Resulted in inconsistent processes
– Lack of credibility with customers
• Revised policy based around
independent certification
– In line w/ Worldwide Aviation Community
Best Practices
– Maximizes use of proven processes

My Thoughts On Quality Warfighter Quality Success Stories
• Propulsion Best Practice 99-06
– Established industry standard for engine safety
– Number of Class A mishaps at record low
• C-17 Initial Delivered Aircraft Quality program
– Communicates newly-delivered aircraft quality escapes
– Increased zero write-up deliveries & drove higher MC rates
• Geospatial Intelligence in Program Design
– Evaluated GEOINT production process using AFSO21
– Cost savings realized via standard work & expectation mgmt

Looking Ahead ASC Imperatives
• Get technologically superior capability into the hands of the
warfighter…faster
– Launch high confidence programs
– Demands close partnership on requirements/development planning
• Implement Integrated Life Cycle Management (ILCM) into our
program planning and execution
• Partner with Industry -- Create Better Business Deals
• Identify and use the best contract type with right incentives
• Reduce Acquisition Lead Time
• Comply with Core and 50/50 mandates
• Execute dollars in the year appropriated
• Promote real competition
• Invest in the future and our people
