The Danida funded MEA Project is based in theConservation and Environmental Management Division(CEMD), Ministry of Natural Resources andEnvironment. The project aims to build capacity at theCEMD and other relevant stakeholders to supportMalaysian participation in international negotiations andnational implementation of commitments under selectedMEAs such as The Convention on Biological Diversity(CBD) and United Nations Framework Convention onClimate Change (UNFCCC), including their Protocols.

The project also aims at building close working relationsamong all key stakeholders in conservation andenvironmental management through joint trainingactivities, network building and mobilisation of relevantexpertise and knowledge. The project is developingimplementation strategies for the selected MEAs andwill operationalise MEA implementation. The state ofSarawak has been selected for a state-federal pilotinitiative in the management of wetlands

Malaysia ratified the Convention on Biological Diversity (CBD)in 1994, and was the 65th country to do so. Alongside itsobligation under the CBD, Malaysia has been promotingbiodiversity conservation as an integral part of sustainabledevelopment, a policy theme of the Seventh and Eighth MalaysiaPlans spanning 1996-2005. Within that period, a nationalpolicy on biodiversity conservation has also been adopted.Malaysia advocates a development path that emphasisesconservation while maintaining economic development. Despiteadvocating such a development strategy, the challenges aheadfor conserving and protecting the total biodiversity of Malaysiaremain serious.

This booklet provides an overview of Malaysia’s biodiversity,what Malaysians are doing to protect it and the internationalobligations that come with the signing of internationalagreements on biodiversity. It also suggests examples and waysthat can be used to help local, state and federal authoritiesimplement conservation and biodiversity management strategies.

The Earth’sLivingHeritage

Humanity is part of the web of life that connects eachliving thing to its environment and other life on earth.However, in the last century, the web’s threads havebeen snapping. The fundamental units of life, thespecies, have been disappearing at 100 to 1,000times the natural rates of extinction, giving rise tofears of large scale extinctions in the coming decades.The biological diversity of life on earth is under seriousand continuing threat from the impacts of humanactivities. According to a report by the WorldCommission on Dams, 20% of freshwater fish havegone extinct, globally. A United Nations EnvironmentProgramme (UNEP) report published in 2002indicates that a quarter of the world’s mammals faceextinction in the next 30 years. According to the WorldConservation Union, previously known asInternational Union for the Conservation of Natureand Natural Resources (IUCN) that regularly monitorsand publishes the list of endangered species (the RedList), 13% of all plants are endangered. Other scientificstudies estimate that 22% to 40% of plants will beextinct by 2050. The Food and AgriculturalOrganization of the United Nations (FAO) estimatedthat three quarters of the genetic diversity ofagricultural crops have been lost in the last 100 years.Of the 6,300 breeds of domesticated animals, 1,350are endangered or already extinct. Current and alsoprojected future loss of biodiversity constitutes abiological crisis, as species and varieties areirreplaceable when they become extinct. The sloganof the 1980s on biodiversity loss was “extinction isforever”, indicating the finality of the extinctionprocess. Future generations would not have the richbiological diversity that we have today. This globalbiodiversity crisis is the context in which we view thestate of biodiversity and its conservation in Malaysia.

What is Biodiversity?The term biodiversity was coined only in the late 1980s. It is an abbreviationfor “biological diversity”. Biodiversity combines the concepts of plants andanimal as genetic resources, the diversity of species and the habitats in whichthey live, in one term. The present usage of the term is that biodiversity is thetotality and variety of living organisms on earth.

This encompassing definition is accepted in the Convention on BiologicalDiversity (CBD) and is also used in the country’s Assessment of BiologicalDiversity in Malaysia in 1997. Hence, biodiversity includes diversity at thegene, species and ecosystem levels. The diversity of the species and the habitatsand ecosystems within which they live, such as the terrestrial rainforests, thefreshwater lakes and river systems, the coral reefs and marine ecosystems, allform the background to discussions on biodiversity in Malaysia. Accordingto the World Development Indicators, while Malaysia has only 0.2% of theworld’s land mass, its diversity of flora and fauna species makes it one of therichest countries in the world in terms of biodiversity per unit area, secondonly to Indonesia in South East Asia. The 2001 Global Diversity Outlookrecognised Malaysia as one of the 12 mega-diversity countries in the world.

Genetic diversity refers to the variation within and between populationsof species, measured in terms of the variations of genes in thepopulations.

Species diversity refers to the number of species of living organismson earth.

Ecosystem diversity refers to the variety of habitats, biotic communitiesand ecological processes in terrestrial, marine and other aquaticenvironments in a particular area, together with the processes andinteractions that take place within and between these systems.

Genetic DiversityThe focus of genetic diversity has traditionally been on agriculturalbiodiversity. Farmers had been selecting varieties of plants andanimals for thousands of years, ever since origins of agriculture.Plants and animals selected were those that are suited to humanneeds and adapted to local environmental conditions.

The improvement of agricultural crops by selection over the centurieshas resulted in a large number of varieties. For example, there areabout 140,000 varieties of rice grown in different rice growingcountries. However, with the introduction of modern high yieldingvarieties in the last few decades, the number of local varieties hasdeclined very sharply in most countries. In Malaysia, three varietiesof rice from Malaysia Agriculture Research and Development Institute(MARDI) now form the bulk of the rice grown. As a result, some ofthe traditional varieties are no longer grown and are lost unlessthey had been collected and stored in seed banks. This loss ofbiodiversity is the trend in most crops all over the world.

The situation is also the same for the most common farm animals,such as cattle, pigs and chickens. This gradual but steady loss ofthe genetic variety as a result of modern agricultural practices istermed genetic erosion. The loss of agro-biodiversity presents futurerisks to our well-being in two main ways. First, the loss of genesreduces the future options for plant and animal improvement throughbreeding from traditional varieties. Second, there would be a greatersusceptibility to diseases and a decrease in ability to cope withenvironmental stress when the genetic base is small as modern cropstend to be genetically uniform. However, the loss of genetic diversityin Malaysia is not well documented.

Species DiversityThe number of species in Malaysia is not known with certaintyespecially the smaller organisms such as insects and worms. Thebest estimate is that there are more than 170,000 species in Malaysia.This is likely to be a conservative estimate, as there are still manyspecies that have not been discovered and studied. The large numberof species is due to the wet tropical climate, favourable conditionsfor the growth and evolution of plants and animals, as well as thepresence of great diversity of habitats in Malaysia. These habitatsinclude the seas, rivers, forests and mountains. Another factor is thegreat age of the forests, which have existed continuously for over130 million years thus allowing for evolutionary diversification.

Malaysia also has fresh water aquatic ecosystems suchas rivers, lakes as well as marine ecosystems, all ofwhich have large numbers of species of plants andanimals.

Kinabatangan River and Floodplain

The Kinabatangan river is the largest river in Sabah with a length of560 km, stretching from the highlands of eastern Sabah to the SuluSea. The floodplain covers about 4,000 square kilometers and is one ofthe richest areas in terms of both river and terrestrial biodiversity. Itincludes 50 species of mammals including 10 species of primates. Thereare at least 40 species of fishes, including sharks and rays that comeinto the freshwater river. The swamp forests and their distinctive faunaand flora are considered to be of global significance and as a result,the Sabah Wildlife Department had established a 26,000-hectarewildlife sanctuary for the conservation of biological diversity.

Species Diversity of Mount Kinabalu

The richness of the flora and fauna of Malaysia is exemplified by thehigh numbers of species found on Mount Kinabalu of Sabah. It has5,000 to 6,000 species of vascular plants of which about 2,500 speciesare trees. This diversity is more than that of the whole of Europe. Kinabaluhas been called one of the richest and most diverse floras in the worldby many botanists. The Kinabalu flora is a combination of the floristicelements from the Himalayan and Chinese flora as well as that of theAustralian and New Zealand flora. It has many species of rhododendronsas well as various oak and laurel species, which one does not normallyassociate with the tropics. The richness of the plant and animal speciesis also a reflection of the diversity of vegetation zones as one goes from152 metres above sea level to 4,095 metres at the peak of MountKinabalu. Kinabalu National Park, which includes Mount Kinabalu, wasdesignated a World Heritage Site in 2001 because of its richness inspecies of plants and animals.

Ecosystem Diversity

Malaysia has a great diversity of ecosystems. Moststudies on the terrestrial ecosystems in Malaysia hadbeen focused on the forests, as Malaysia was coveredalmost completely by forest about 100 years ago andalso because timber from the forests were importanteconomically. The 1997 Assessment of BiologicalDiversity in Malaysia classified forest ecosystems intotwo general types: Terrestrial/Dryland Forest andWetlands Forest. This takes into consideration, factorsother than altitude, like substrate type, and climate,to be representative of Malaysia’s forest ecosystems.

Orang Utan Conservation

The orang utan is one of the great apes that is facingextinction largely due to loss of their natural habitats andhunting pressure. In Sabah, one estimate is that there areonly 5,000 to 10,000 of orang utans left, mainlyconcentrated in forests along the Kinabatangan River.The Sepilok Rehabilitation Centre, near Sandakan, wasestablished to help the conservation of the orang utandisplaced by habitat destruction and hunting. Althoughorang utans are fruit eaters, there is recent evidenceshowing that they are adapting their diet and eating alarger amount of leaves in logged-over forest areas ofKinabatangan. It is estimated by the Forest Departmentthat there may be only 2,000 orang utans left in Sarawakand they are mainly found in the Batang Ai NationalPark and the Lanjak Entimau Wildlife Sanctuary. An orangutan rehabilitation centre was also established inSemengoh near Kuching to rehabilitate orang utans foreventual reintroduction back to the forest.

Leatherback Turtle

The leatherback turtle (Dermochelys coriacea), the largestspecies of sea turtle, has been attracting tourists to RantauAbang, a beach on the east coast state of Terengganu, forthe last few decades. Every March, when the nesting seasonbegins, thousands of tourists gather at the beach at nightto see these giants come ashore and lay their eggs. In the1960s, there were records of up to 10,000 turtles comingashore annually. However, over the last three decades,there had been a steady decline in the number of turtlescoming in to lay their eggs. One of the reasons for thedecline was that nearby villagers collect and sell the eggs.Since 1961, there have been efforts by the FisheriesDepartment, assisted by universities and conservationgroups, to buy and hatch eggs in artificial nurseries andthen release the hatchlings to the sea. The decline in thenumber of turtles coming back was also caused byincreased fishing activities in the South China Sea wheredrift nets and long lines were used. These activities havebeen causing the death of thousands of turtles. Even whenthe turtles come back to the beaches, it was found that theeggs have very low hatching rates. Some do not hatch atall. Studies have shown that most turtles hatched artificiallywere female because of the higher temperature in whichthey were incubated. The fall in the number of male turtleshas resulted in difficulty for the female turtles to find maleturtles to mate. By 2001, the number of turtles comingback was only 21 and none of the eggs hatched. In 2004,only three turtles came ashore and there were no recordof the eggs hatching.

Biodiversity at RiskUp till about 100 years ago, most of Malaysia was covered bynatural forests. The most rapid changes to the natural ecosystemshad been in the last 50 years or so, when Malaysia embarked on apolicy of rapid economic development. Parts of lowland forests whichwere suitable for agriculture were converted to commercial rubberand oil palm plantations as well as for other crops. As a result ofthe loss of their natural habitats, over collection and hunting as wellas pollution, some species of plants and animals in Malaysia areconsidered endangered.

However, Malaysia had been aware of the problems of the loss ofnatural habitats and environmental degradation resulting fromeconomic development and has addressed these problems as earlyas 1975 and in the Third Malaysia Plan (1976-1980).

Biodiversity andFood Security

Plants and animals including fish are the pre-eminent sources of food. Malaysiais thought to harbour some 185,000 species of fauna and 12,500 species offlowering plants. Biodiversity is an important component of food security asspecies diversity provides the material for future food and agricultural cropswhile the genetic diversity of present crops will be the basis of futureimprovement of these crops. Plant and animal genetic diversity is now regardedas an important agricultural resource. Agriculture in Malaysia depends onvarious species of food crops as well as cash crops. Malaysia is an importantsite for genetic diversity in fruits such as durian (Durio zibethinus), langsat(Lansium domesticum), rambutan (Nephelium mutabile) and mango(Mangifera indica). Wild animals are also important for the healthy growthand pollination of cultivated plants.

Many species of insects, birds and bats are pollinators and dispersal agentsof fruits and other crops. Plant genetic resources are the raw material forplant breeding for increased productivity as well as for disease resistanceand other characteristics. The greater unpredictability of weather patterns asseen in recent years has often been attributed to global climate change. Therehas been a noticeable increase in the frequency and severity of droughts andfloods in many countries. Plants with the ability to withstand drought andflood conditions would be able to continue to produce food and ensure foodsecurity.

Biodiversity can be the source of new and more nutritious food in the future.FAO estimated about 10,000 to 50,000 species out of the 300,000 speciesof plants are edible. However, throughout history, only about 3,000 specieshave actually been used by one or more cultures as a regular source of food.Only about 150 to 200 species have been commercially cultivated as humanfood. This means that there are many species that can potentially becommercialised as food plants.

Malaysians benefit from biodiversity in various ways.Our quality of life is dependent upon healthyecosystems and habitats which supply variousecological goods and services, such as clean air andwater. The many species of plants, animals and micro-organisms provide the food, medicines and otherproducts that we need and use on a daily basis. Thegenetic diversity of the crops that we use is the basisof future improvement of the crops. This, in part,explains why the Government has joined theinternational community on protection of biodiversity,by becoming a party to several multilateralenvironmental agreements such Convention onBiological Diversity (CBD), Convention on Wetlandsof International Importance especially as WaterfowlHabitat (Ramsar Convention) , and Convention onInternational Trade in Endangered Species of WildFauna and Flora (CITES).

Biodiversity affects us in many ways and these areoutlined in the following sections.

Natural Compounds against HIV Virus

In 1986, botanists from the Sarawak ForestryDepartment, the University of Illinois and HarvardUniversity’s Arnold Arboretum collected specimens fromthe bintangor tree or Calophyllum lanigerum from theforests of Sarawak. They were making routine collectionsfor screening of potential drugs for the National CancerInstitute of the USA. In their laboratory, they found thatone of the components of the bintangor tree, CalanolideA was effective against the HIV virus responsible forAIDS.

Subsequently, a small company in Chicago, MedichemResearch was given the right to test and develop thepotential drug. Medichem Research then formed a jointpartnership with the Government of Sarawak for thedevelopment and commercialisation of this drug. At thepresent moment, clinical trials are taking place in theUSA and Malaysia. Another related species of tree,Calophyllum teysmanii was found to have anotherchemical, Calanolide B which also has anti-viralproperties.

Biodiversity and HealthSpecies of plants, animals and micro-organisms are the basis ofmost traditional medicines. Rural communities in developingcountries still depend on traditional medicines for their healthcareneeds. Modern medicine uses plants and plant products as the basisfor about a quarter of all their commercial drugs.

Pharmaceutical companies and research institutes see the richbiodiversity, especially of the tropics as a source of new drugs andcarry out systematic collection of samples for chemical analysis andtesting. This form of systematic search for useful compounds fromplants is known as “biological prospecting”. Biodiversity is beingprospected for their use in new and old diseases. One well-knownexample of the potential of plants as a source of medicine is foundin Sarawak.

Biodiversityand FisheriesMalaysia’s fisheries industry has burgeoned over thelast two decades. Capture fisheries depend on thenatural populations of fish species in the seas, riversand lakes that can be caught. Marine catches havebeen steadily rising from less than 400,000 tonnes in1965 to over 1.2 million tonnes in 2000. At this level,there are serious concerns about over fishing asdeclining fishing stock is indicative that the catchesare above the maximum sustainable yield of the fishpopulations. Sustainable harvesting of fisheryresources recognises the ecological limits of the fishpopulations. Realising the importance of sustainablefisheries, Malaysia has, among other managementmeasures, introduced a zoning system in coastalwaters which prohibits fishing vessels fromencroaching on nursery and breeding grounds toprevent depletion of fish stock.

The importance of mangroves as a breeding groundfor fish, shrimps, crabs and other marine species isnow well understood. Both sea and river fish aredependent upon a variety of habitats for completingtheir life cycles. Studies conducted in Sabah on thecoastal resources in the 1970s have shown that up to65% of all commercial marine fish species spend partof their life in mangroves, estuaries and coral reefs.

Revitalising the Reefs: Community Action

In the northern peninsular state of Penang, the Penang InshoreFishermen’s Welfare Association has set up a trawler watch. Duringthe day, the State authorities watch for illegal trawlers which overharvest fish and prawns in the area. The community reports any illegalactivity to the authorities for action. The group also actively replantsmangroves to provide more habitats for the breeding and feeding ofthe coastal fishes. The group also helps monitor river pollution. Theyrecognise that all three activities are vital to sustain small-scale fishingactivities. They have seen their income from netting river lobsters risefrom nothing to RM60 per day as the estuarine ecosystem recovers.

With the decline of capture fisheries, aquaculture, the rearing of freshand saltwater fish, has increased 130% between 1984 and 1999,according to a report by Earth Trends. Aquaculture is a form ofagriculture, as fish is cultured in cages or in artificial ponds. Theyneed to be fed and kept healthy. The need for improvement of the fishstock under aquaculture conditions would require genetic improvementthrough breeding and selection. Biological diversity would be crucialin this process.

Biodiversityand ForestryThe tropical rain forests of Malaysia constitute the core of biodiversityin Malaysia. The forests are a unique natural heritage which hasevolved over 130 million years, resulting in a very rich flora andfauna. Besides the thousands of tree species, the forests are alsothe habitats of the animal life found within the forests. This includes600 species of birds, 286 species of mammals, 140 species ofsnakes, and 80 species of lizards and myriads of insects and othersmaller organisms.

Malaysia’s forests had been and continue to be of great economicimportance for its development. Timber from the forests had been amajor income earner in Malaysia in the 1960s till the 1990s andplayed a critical role in Malaysia’s economic development. Part ofthe forest lands in the lowlands suitable for agriculture was convertedfor rubber and oil palm plantations in the last few decades. In recentyears, the land use pattern has stabilised and very little new forestland is being open up. There is now a much greater emphasis onsustainable forest management so that the forest resources will beavailable for future generations. Besides timber, there are also othernon-timber forest products, such as gaharu, gums and resins whichare collected and traded but they are economically of much lowervalue compared with timber. Malaysia’s forests also play animportant role in maintaining the ecological balance in theenvironment and hence helping to prevent natural disasters, suchas floods and land slides. It also play a mitigating role in naturaldisasters.

Mangroves and the Tsunami of 2004

In February 2005, a special session was called by theAsian Wetland Symposium, to assess the damage doneby the tsunami of 26 December 2004 to coastal wetlands,and look at a plan for rehabilitating affected areas. Intheir report they noted: “Certain wetland types played arole in reducing the tsunami impact, especially in locationsfurther from the epicentre, including coral reefs andmangroves which broke the impact of the waves andabsorbed some of the energy and protected areas furtherinland. Mangroves also stopped people being washed outto sea and trapped debris, reducing further damage.”

The damage to the north coast of Penang Island where thebeaches were exposed was more severe than the westcoast, where there were mangroves to reduce the impactsof the waves. The mangrove forests of Pantai Acheh onthe west coast of Penang reduced the impact of the wavessuch that by the time the waves reached the roads andhouses, much of the energy of the tsunami had beendissipated. In view of the role played by mangroves inprotecting against tidal waves, the national task force formangrove replanting endorsed a replanting program of4,250 ha in Peninsular Malaysia, 10,000 ha in Sarawakand 3,275 ha in Sabah for the Ninth Malaysia Plan (2006-2010). In 2005, a total of 500,000 saplings and trees ofmangrove and other species had been planted.

Biodiversity andEcosystem ServicesHumans are recognising that healthy ecosystems provide vital “services” suchas clean water, fresh air and prevent ecological disruptions such as floodsand land slides. The ecological processes such as the biogeochemical cycleslike the hydrological cycle and carbon cycle ensures clean water and freshair as part of natural functioning of the ecosystem.

Coastal peat swamps, mangroves and even coral reefs all have a part to playin preventing coastal erosion. Forests provide natural protection against flashfloods by the retention of rainwater in the soil reducing the amount of waterrunoff. Increased urban flooding has been directly linked to the destruction ofwater catchments and the growth of built-up areas. The trees in watercatchments increase the water retention capacity of the soil so that water isreleased slowly into the streams and waterways during the dry season, thusensuring water supply throughout the year.

Biodiversity andTourismThe living corals of Malaysia’s seas, the uniqueparasitic plant Rafflesia, endemic animal species, suchas the orang utan and proboscis monkey, all drawtourists to our jungles and seas. Tourism is the secondhighest earner of foreign currency every year, showinga growth of 7.3% (comparing the months of July 2004and 2005). Ecotourism is one of the fastest growingsub-sectors within tourism. The most optimisticprojections show global growth in ecotourism at 30%.Malaysia with its outstanding biodiversity and scenicnatural environment has been successfully promotedas an ecotourism and nature-oriented tourismdestination in recent years. For example, recreationaldiving is high value form of tourism that attracts touristsfrom all over the world. This type of tourism dependson the diversity of coral reefs and quality ofenvironment. Pulau Sipadan, Pulau Redang and PulauPayar are examples of diving tourism. Sipadan andLayang-layang, and oceanic islands in the SouthChina seas are considered to be among some of theworld’s best diving sites. Mulu National Park andKinabalu National Park are World Heritage sites withbiodiversity of global significance. These also attractnature loving tourists, both domestic and international.

Biodiversity andIndigenous KnowledgeOver the last 12,000 years, ever since humans have settled into anagricultural way of life, farmers have selected varieties of cropsand livestock to meet various environmental conditions and diversenutritional and social needs. This knowledge of plants and animalsand their environment has been passed down over the centuries,and has allowed communities to adapt to changing conditions.Traditional rural communities, especially in developing countriesstill use a large number of species for medicinal purposes. Thistraditional knowledge has been used by pharmaceutical companiesin their search of new drugs, especially from developing countrieswith high biodiversity and long tradition of the use of plants formedicinal purposes.

FAO estimated that three-quarters of prescription drugsmanufactured today are based on the traditional knowledge of thelocal communities or indigenous people. Besides useful productsfor food and medicine from plant and animal species, communitieshave also incorporated components of biodiversity into their culturallife. Carving and traditional weaving have been influenced by boththe availability of trees and rattans and by natural motifs. Traditionalcarvings of Iban houses, for example, incorporates designs of leaves,seed pods, tendrils, buds and flowers. Rattan baskets and containersare made using natural plant dyes, with jungle fruits providingcolouring.

Tourism and Indigenous Communities

The Semai, an indigenous community in Perak, is workingwith the Malaysian Nature Society (MNS) to develop aneco-tourism project that will help monitor and conservethe Rafflesia flower and the Rajah Brooke’s Birdwingbutterfly in the area. Rather than harvesting and collectingthe buds and flowers for sale in the local market astraditional medicine and the butterflies for the tourists,the community is providing home-stay programmes withinterpretive centre so that visitors can enjoy these protectedspecies live and in situ.

Biodiversity andBiotechnologyMalaysia is also well-placed to tap into the growing biotechnologyindustry to develop medicines and other natural products.Biotechnology is seen as an industry with great potential. TheGovernment believes that the application of biotechnology can bethe catalyst to generate new wealth for the country. Hence, theimportance Malaysia attaches to the development of biotechnology,as can be seen in the Biotechnology Policy.

Biotechnology ultimately depends on the availability of raw materialwhich comes from biodiversity resources. Malaysia, with its richbiodiversity will be able to provide the starting materials for thebiotechnological industries. Advances in biotechnology, includingmodern methods of cultivating and propagating crops and livestockhave been made possible largely because of genetic diversity inparent stock.

One of the most important conventions that Malaysiahas signed is the Convention on Biological Diversity(CBD) that came out of the Earth Summit in 1992.Being a framework convention, many of theimplementation mechanisms are determined by themember countries that made up the Conference ofParties (COP). Malaysia has been activelyparticipating in the COP meetings. Kuala Lumpurplayed host to the 7th COP (COP7) of CBD in 2004,reflecting Malaysia’s commitment to the Convention.

While respecting the sovereignty of nations over theirbiological resources, the Convention is a stronglyworded commitment to the conservation, sustainableuse and equitable sharing of the benefits arising fromthe use of biodiversity. Ten years after the Conventionwas agreed upon, however, species loss was stilloccurring faster than it had been in 1992.

There have been many problems with theimplementation of the Convention. These wereidentified by the COP workshop on the Strategic Planfor Biodiversity, held in the Seychelles in 2002. Theyincluded a lack of political will on the part of theinternational community and many nations, lack ofcapacity for implementation, continuing poverty thatimposes other priorities on communities and countriesand the loss of traditional knowledge that had helpconserve biodiversity.

The World Summit on Sustainable Development heldin Johannesburg in 2002 mandated countries tosignificantly reduce biodiversity loss. This has beenrecognised by COP7 in 2004 which set a target ofreducing biodiversity loss by 2010. The emphasis onintegrating economic development with biodiversityconservation and the recognition of poverty alleviationas a high priority in COP7, should allow the CBD toenter mainstream policy-making more easily,particularly in the developing world where economicdevelopment and poverty alleviation are pressingproblems. Climate change and natural disasters werealso identified as posing problems in implementingthe Convention.

OBLIGATIONS UNDER CBD

As party to the Convention, among the obligations that each countryneeds to do are as follows:

• Develop a national plan for biodiversity conservation;

• Research into what there is, and what’s important, in terms ofconservation. This includes monitoring of important species;

• Establishing protected areas and guidelines;

• Promote sustainable development, particularly around protected areas

• Help endangered and rare species to breed, by protecting them andtheir habitats;

• Protect native species through regulating both genetically modifiedorganisms and foreign species that could compete for similar foodand other resources;

• Promote sustainable, particularly customary, use of biodiversityresources;

• Protect indigenous and local knowledge and communities;

• Engage in public education and awareness building on biodiversity.

Synergies ofMultilateralEnvironmentalAgreementsThere are four global biodiversity-related Conventions to whichMalaysia is a party: the Convention on Biological Diversity (CBD),the Convention on International Trade in Endangered Species ofWild Fauna and Flora (CITES), the Convention on Wetlands ofInternational Importance especially as Waterfowl Habitat (RamsarConvention), and the World Heritage Convention. The workundertaken by these conventions are complementary and mutuallyreinforcing. It is increasingly being realised that there should becooperation and coordination in the field of sustainabledevelopment. For example, the CITES Strategic Plan 2005 statesthat numerous linkages exist between the aims of CITES and thoseof other multilateral environmental agreements.

Mechanisms ofImplementation ofCBDUnder the CBD, the COP is established to oversee the implementationof the CBD, where each party has a right to vote in the decisionmaking of the COP. Each meeting concentrates on a few themes.

Besides the COP, the CBD has also established a scientific advisorybody, ad-hoc expert working groups on specific areas and advisorycommittees. An open-ended intergovernmental scientific advisorybody known as the Subsidiary Body on Scientific, Technical andTechnological Advice (SBSTTA) is a subsidiary body of the COPand is to report regularly to the COP on all aspects of itswork. Its functions include providing assessments of thestatus of biological diversity, assessments of the types ofmeasures taken in accordance with the provisions ofthe Convention and responses to questions that the COPmay put to the body.

Meanwhile, ad-hoc working groups are established onmatters that require technical expertise or research.Advisory committees are formed to advise COP onvarious policies and other issues.

Peninsular Malaysia’s first environmental legislationcame before independence. Their first concern wasto control the hunting of large game animals and thecollection of birds. To protect animals, a number ofparks and wildlife sanctuaries were established in thebeginning of the 20th century. The first, the ChiorWildlife Sanctuary in Perak was established in 1903,under the Wild Animals and Birds ProtectionEnactment (1902). The largest national park wasTaman Negara, then known as the King George VPark was created in 1939. Sabah and Sarawak,which joined Malaysia in 1963, established their ownsystems of national parks and wildlife sanctuaries fromthe 1970s onwards.

During the 1970s the importance of environmentallegislation became more recognised at the federallevel. The Protection of Wildlife Act, for example, waspassed in 1972. Currently most environment-relatedlegislation is sectoral based, meaning thatconservation and protection responsibilities cross cutseveral departments. For example, the NationalForestry Act (1984) is concerned with forestryconservation only. Concomitantly, wildlife and nationalparks management is the responsibility of theDepartment of Wildlife and National Parks. Underthe Federal Constitution, land, water and forests fallunder the jurisdiction of each state. Biodiversityconservation requires forests and land to be protected.

In 1993. the Fisheries Act (1985) was amended toprovide for the establishment of marine parks andmarine reserves. The Pulau Redang Marine Parks ofTerengganu, the Pulau Tioman Marine Parks ofPahang and the Pulau Tinggi Marine Parks of Johorare among the marine parks established under thisAct.

In 2004, a new federal Ministry of Natural Resourcesand Environment (NRE) was formed and this hasimproved greatly coordination and cooperationamong agencies related to environment and naturalresources.

National Policy on BiologicalDiversityThe National Policy on Biological Diversity (NPBD) was launchedin 1998. It includes strategies for improving biodiversitymanagement. There is a heavy emphasis on research, both to mapthe nation’s biodiversity and to find new commercial uses forMalaysia’s flora and fauna products. It also includes enhancingcapacity, working with local communities and the private sector,improving public education and periodic review of legislations.

NATIONAL POLICY ON BIOLOGICAL DIVERSITY

The Government of Malaysia formulated a National BiologicalDiversity Policy (NPBD), which was launched in April 1998.This reiterated Malaysia’s vision “To transform Malaysia into aworld centre of excellence in conservation, research andutilisation of tropical biological diversity by the year 2020”. TheNPBP focuses on using environmental resources in a sustainablemanner and emphasises the importance of local and indigenouscommunities in helping to conserve the environment, and thatthey should reap financial rewards from sustainableenvironmental development. The policy includes 15 strategiesfor effective management of biodiversity:

Limestone ecosystem

Limestone hills are particularly rich in plant species, havingaround 13% of known Malaysian species in just 0.3% ofthe land surface. This is because each hill contains dozensof different habitats, for example inside limestone caves

compared with the exterior limestone crags. The harshsoil also contributes to extremely specialised evolution,with plants (and animals) adapting to small nicheenvironments.

fertility, environmental quality, conservation of biological diversity, andminimisation of damage by floods and erosion of rivers

• Research and Education forest - areas for research, education andconservation of biological diversity

• Amenity forest - for recreation, ecotourism and promoting public awarenessin forestry

In the effort to protect and safeguard various forest and ecological types, theForestry Department had set aside pockets of virgin forests within thepermanent forest estates that would serve as permanent nature reserves andnatural arboreta. Since its inception in the 1950s, a total of 135 virgin junglereserves (VJR) covering 113,444 ha have been established in Malaysia. Nodisturbances such as logging or harvesting are allowed in VJRs. They areprimarily for research purposes and for their intrinsic ecological value. Theyalso act as ecological benchmarks of the original vegetation as well as agenetic reservoir of species for harvested forests.

National Parks and State ParksParks are gazetted and managed at both State and Federal levels. Stategovernments have been proactive in gazetting important new areas forconservation, for example the limestone hills in Perlis and the Sedili KecilSwamp Forest in Johor.

Sabah and Sarawak have special status when they joined Malaysia in 1963.They have jurisdiction on wildlife and forests and over the years have developeda well balanced and represented system of protected areas.

Wildlife Reserves and SanctuariesWildlife reserves and sanctuaries are gazetted for the protection of various speciesof wildlife, such as mammals and birds. They play an important role in theconservation of large animals such as tigers, gaurs, tapir and elephants.

Protected Areas

Malaysia has established a network of protected areasfor the conservation of biological diversity. Some ofthese permanent reserved forests, national parks,wildlife reserves and sanctuaries, nature reserves, birdsanctuaries and marine parks have been establishedas early as the 1930s.

Permanent Reserved ForestsThe forests of Malaysia constitute the largest areas ofnatural land ecosystems remaining in Malaysia. Assuch, it is an important source of biodiversity. About60% of the Malaysia’s land area is forested.

The National Forestry Act (1984) has establishedpermanent reserved forest located in different parts ofthe country. The National Forestry Policy was revised in1992 to take into account the importance of biologicaldiversity conservation and the sustainable use of geneticresources as well as the role of local communities inforest development. Malaysia has about 14.4 millionha of permanent reserved forests. These are managedand classified under four broad categories.

• Production forest - areas that are managed so thatthey sustainably supply forest produce for domesticuse and for export

• Protection forest - areas that are managed to ensurefavourable climatic and physical conditions of thecountry, the safeguarding of water resources, soil

Marine Protected Areas

Malaysia has established a system of marine protected areas. Theseinclude marine parks of Peninsular Malaysia, fisheries prohibitedareas, marine reserves as well as marine national parks in Sabahand Sarawak. In total Malaysia has designated 136 of such marineprotected areas.

Malaysia’s marine parks contain a great diversity of marine life,including many species of corals and fish. Two nautical miles around40 islands have been gazetted as marine parks. Examples of marineparks are Pulau Tioman, Pulau Redang and Pulau Payar, TurtleIsland Park, Tunku Abdul Rahman Park and Talang-Satang NationalPark.

Biological Diversity in Marine Parks

A recent survey commissioned by the Marine Parks Section,NRE on the coral diversity of the marine parks of the eastcoast of Peninsular Malaysia established that the areaencompassed by the parks has one of the richest coraldiversity in the world with 221 species of corals, despiteits relatively small area compared to other countries. Thefish diversity is also of global significance because of thelarge numbers of species present. A total of 298 fish specieswere identified.

Local InitiativesLocal Agenda 21

The most powerful tool for biodiversity conservationby local governments is the Local Agenda 21, basedon Agenda 21 of the Earth Summit. The aim of thisinitiative is to involve communities to work towardssustainable development at a local level. Importantfor biodiversity is the commitment to maintaining greenareas within urban districts.

Green areas serve many purposes. They can helpeducate the public on the importance of conservation,they provide resting and watering places for migratingbirds, they help maintain urban air quality andtemperature and provide important rest and recreationareas to relieve the stress of urban life. A successfulexample of this is the Kota Kinabalu City BirdSanctuary.

Universities and Research InstitutionsLocal research into environmental sciences has intensified in the last two decades.Nevertheless, large gaps in scientific knowledge remain about Malaysianrainforests, the marine environment and the interactions between different species.Universities and other research institutions play an important role in filling thesegaps. The rapid growth and development of public universities in the last threedecades have greatly contributed to the increased knowledge of our flora andfauna. Government support of research on biodiversity have been increasing.Universities, besides their research on many aspects pertaining to biodiversity,have been crucial in helping build up the capacity of the country in the training ofbiologists and other professionals.

Research institutions have also developed greatly in the last few decades and anumber are working on various issues related to biodiversity. For example, theForestry Research Institute of Malaysia (FRIM) has an active programme in thestudy of plant species in Malaysia and in the coordination of the writing of theflora of Malaysia. Botanists working in the flora of Sabah and Sarawak havediscovered a number of new species of flowering plants, thus adding to ourknowledge of plant diversity. The Malaysian Agriculture Research and DevelopmentInstitute (MARDI) is the leading research institute in agriculture involved in research,conservation, and utilisation of the genetic resources of our crops and fruits. Itmaintains a seed bank for rice varieties to help preserve the many varieties of thetraditional rice grown.

Kota Kinabalu City Bird Sanctuary

The Kota Kinabalu City Bird Sanctuaryis a 24 hectare protected mangroveecosystem, in the heart of the city. Thismakes it accessible for urban childrenand adults to learn about the wildlife,particularly migratory birds, which willbenefit from this important reserve.

WHAT IS AGENDA 21?

The 1992 ‘Earth Summit’ in Rio de Janeiro was unprecedented in bringingtogether 172 governments, with a parallel conference of over 2,500NGOs, to discuss issues of environment and development. Alongside theCBD and the UNFCCC, the Summit also agreed on Agenda 21, or theAgenda for the 21st century to make the transition towards sustainabledevelopment. Agenda 21 is a very comprehensive agenda for actionand operates at the local, national and international levels. While Malaysiahas yet to formulate a National Agenda 21, pilot Local Agenda 21 (LA21)projects were undertaken in Petaling Jaya, Krian, Miri and Kuantan. NGOsNon-Governmental Organisations (NGOs) are playing anincreasingly important role in providing alternative viewpoints todevelopment plans. By consulting NGOs and local communitiesplanners can take the needs and wishes of these stakeholders onboard at early stages of proposal writing and ensure continuoussupport for projects. NGOs also help monitor the implementationof environmental legislations, push for high standards inenvironmental management and conduct vital public awarenessand research work.

Organisations such as the Malaysian Nature Society (MNS) andthe World Wide Fund for Nature-Malaysia (WWF-Malaysia) haveplayed significant roles in the conservation of biodiversity inMalaysia for the last few decades, in scientific work as well as inadvocacy. In Sabah and Sarawak, the efforts of the environmentalNGOs are geared towards the preservation of the environmentand the natural forests. The needs of the indigenous people as wellas the preservation of their culture and way of life are top prioritiesof the Sabah and Sarawak NGOs.

The Malaysian Environmental NGOs (MENGO) is a federation of18 environmental NGOs. They undertake a variety of activities fromawareness raising, policy analysis, field research, communitydevelopment, capacity building, fund raising, advocacy,demonstration projects, education, training, campaigning, etc, ona broad spectrum of issues and initiatives, ranging from environment,consumer, community, gender, poverty, health, rights of the disabled,governance, ecotourism, sustainable livelihood, etc.

Regional InitiativesBiodiversity knows no boundaries, and important ecosystems oftenignore the niceties of international territory. This means Malaysiahas to work bilaterally or multilaterally with its neighbours in theregion to protect ecosystems and wildlife regardless of politicalboundaries. Malaysia has cooperated with Thailand, Indonesia andthe Philippines in ensuring a more comprehensive approach towardsconservation. A number of Transboundary Conservation Areas(TBCA) had been undertaken by ASEAN member countries.

ASEAN WORKING GROUPS ON ENVIRONMENT

The Association of Southeast Asian Nations or ASEAN wasestablished on 8 August 1967 in Bangkok by five countries,namely, Indonesia, Malaysia, Philippines, Singapore, andThailand. Later it was expanded to include BruneiDarussalam, Vietnam, Laos, Cambodia and Myanmar.Under ASEAN, five working groups on environment wereestablished.

• ASEAN Working Group on Multilateral EnvironmentalAgreements.

• ASEAN Working Group on Nature Conservation andBiodiversity.

• ASEAN Working Group on Coastal and MarineEnvironment.

• ASEAN Working Group on Environmentally SustainableCities.

Important Bird Area - a Conservation Tool forMalaysia

The Important Bird Area (IBA) Programme aims toidentify, document and conserve a network of globallyimportant areas for the conservation of birds and theirhabitats through national and local level consultationsinvolving NGOs, experts and government agencies.

55 IBAs covering an estimate of 50,944 km2 have beenidentified in Malaysia; 18 in Peninsular Malaysia, 14in Sabah and 22 in Sarawak.

Private SectorOnce seen as the environment’s enemy, many large corporationshave started to support environmental projects. Pushed both byincreasing public awareness and increasing cost of environmentalresponsibility, they often work hand-in-hand with Government andNGOs to meet environmental requirements and standards. Anumber of corporations have undertaken to prepare annual reportson their environmental performance besides their financialperformance. Following the Earth Summit in Rio in 1992, aMalaysian Business Council for Sustainable Development wasformed

Indonesia and MalaysiaTransboundary ConservationArea (TBCA)The Lanjak-Entimau Wildlife Sanctuary (187,000 ha) in Sarawakand Betung Kerihun National Park (800,000 ha) in West Kalimantanwas proposed as a transboundary conservation area as they sharedmany landscape features as well as a common ethnographic history.Later, the Batang Ai National Park of Sarawak was added, makingthe 1.1 million ha TBCA one of the biggest conservation areas inSoutheast Asia. The first phase was implemented in 1995. In 2004,another conservation area between Sarawak and Kalimantan wasproposed and this was the Pulong Tau National Park in Sarawakand the Kayan Mentarang National Park in East Kalimantan. The165,000 ha in Sarawak and 1.4 million ha in Indonesia wouldalso make this conservation one of the largest in the region.

The Sumatran Rhino

As few as 300 Sumatran rhinoceros (Dicerorhinus sumatrensis) are believed to be alive, confined to Malaysia, Brunei andIndonesia. Also known as the ‘hairy rhino’, they live in both highland and lowland forests as well as in swamps. They are underthreat from poachers interested in trading rhino horns which are valued for their purported medicinal properties.

Heart of Borneo ConservationArea of Indonesia, Brunei andMalaysiaThis proposal is one of the most ambitious proposals for conservationin the tropics. The proposed area is 22 million ha in size or aboutone quarter the land area of Borneo. It would involve the more hillyterrain of Brunei, East Malaysia and Indonesia. The island of Borneois home to some of the world’s most diverse ecosystems with about15,000 species of plants. Borneo is also home to rare, largemammals, such as orang utan, elephants and the Sumatranrhinoceros. The Indonesian and Brunei governments, the SabahWildlife Department and the WWF have a team of researchersworking on this project. In the last decade, over 350 new specieshave been found, including 30 freshwater fishes. The proposal willhopefully be implemented in 2006.

The Turtle Islands HeritageProtected Area between thePhilippines and MalaysiaWhile concentrating on turtle conservation, this bilateral agreementsigned in May 1996 recognises that turtle populations are dependenton the marine environment. It looks at preserving coral reefs andother marine flora and fauna as well as important nesting sites forthe Green and Hawksbill turtles in the Philippines and Malaysia. Thisis one of the success stories on the conservation of the green turtle.

ASEAN Heritage ParksAll ten ASEAN Member Countries are signatories to the ASEANDeclaration on Heritage Parks, a revised version of the ASEANAgreement on Heritage Parks and Reserves signed by six ASEANMember Countries on 29 November 1984. The new Declaration,signed on 18 December 2003, listed 27 sites as ASEAN HeritageParks. It provides a framework for concerted action toward protectedareas management in the ASEAN region based on the ecosystemapproach. Active collaboration is also being undertaken to promotecluster and cross-border sites under the World Heritage Convention.ASEAN has adopted the Guidelines on Competence Standards forProtected Area Jobs with a view to assist protected area managementauthorities, training and educational organisations and conservationprojects to improve human resource development, staff performanceand training in protected areas.

Why Do Some Places Have More Endemic Species Than Others?

Some areas have evolved almost as islands, separated from similar conditions by the landscape. An example is peat swampforests. Plants and animals have evolved to the specialised conditions there and they may have had little or no contact overmillions of years with related species in similar conditions. They tend to evolve independently, leading to a vast diversity of life,each occupying its own niche. These would be endemic to the area, which means they are found there and nowhere else.Endemic species also tend to be high in islands.

Other GlobalBiodiversityCommitmentsCartagena Protocolon BiosafetyOn 29 January 2000, the COP to the CBD adopteda supplementary agreement to the Convention knownas the Cartagena Protocol on Biosafety. Malaysiatogether with Sweden played a key role in the earlydays of the CBD negotiations to introduce the biosafetyprovisions which paved the way for the CartagenaProtocol on Biosafety.

The Protocol seeks to protect biological diversity fromthe potential risks posed by living modified organismsresulting from modern biotechnology. It establishesan advance informed agreement procedure forensuring that countries are provided with theinformation necessary to make informed decisionsbefore agreeing to the import of such organisms intotheir territory. The Protocol contains reference to aprecautionary approach and reaffirms the precautionlanguage in Principle 15 of the Rio Declaration onEnvironment and Development.

To meet the national biosafety agenda, NationalGuidelines for the Release of Genetically ModifiedOrganisms (GMOs) into the Environment waslaunched in 1997. The guidelines set theadministrative regulatory framework for biosafety andcover the general scientific and technical aspects ofthe release of GMOs into the environment.

The NPBD highlights the need for a balance betweensafety, ethics, socio-economic and the developmentsin biotechnology. Thus biosafety will complement thebiotech agenda in Malaysia including research anddevelopment in this field. In this light, Malaysia hasdeveloped a legal framework on biosafety which isenvisaged to be tabled in Parliament in 2006.

The spirit of the Malaysian Biosafety legal frameworkis best reflected by the words of our Prime MinisterDato Seri Abdullah bin Haji Ahmad Badawi, :

“.....while Malaysia is aware that biotechnology holdsmuch promise, we are also concerned thatbiotechnological products should not pose any threatto the environment, or to human health and safety.”

CITESConvention on International Trade in Endangered Species of Wild Faunaand Flora (CITES) aims to ensure that international trade in specimens of wildanimals and plants do not threaten their survival. Because the trade in wildanimals and plants crosses borders between countries, the effort to regulate itrequires international cooperation to safeguard certain species from over-exploitation. CITES was conceived in the spirit of such cooperation. Today, itaccords varying degrees of protection to more than 30,000 species of animalsand plants, whether they are traded as live specimens, fur coats or driedherbs. For many years CITES has been among the conservation agreementswith the largest membership, with now 169 Parties.

A summary of provisions are:

a) Includes animals and plants whether dead or alive; and any recognisableparts or derivatives thereof (Article 1);

b) Appendix I covers endangered species, trade in which is to be tightlycontrolled; Appendix II covers species that may become endangered unlesstrade is regulated; Appendix III covers species that any party wishes toregulate and requires international cooperation to control trade; AppendixIV contains model permits;

c) Permits are required for species listed in Appendices I and II stating thatexport/import will not be detrimental to the survival of the species (Articles3 and 4).

Ramsar ConventionThe Convention on Wetlands of International Importance especiallyas Waterfowl Habitat or better known as Ramsar Convention, reflectsits original emphasis on the conservation and wise use of wetlandsprimarily to provide habitat for water birds. Over the years, however,the Convention has broadened its scope to cover all aspects ofwetland conservation and wise use, recognising wetlands asecosystems that are extremely important for biodiversity conservationin general and for the well-being of human communities.

The Ramsar Convention is the first of the modern globalintergovernmental treaties on conservation and wise use of naturalresources. Compared with those of more recent agreements, itsprovisions are relatively straightforward and general. TheConvention entered into force in 1975 and as of 31 January 2006has 150 Contracting Parties. More than 1,590 wetlands have beendesignated for inclusion in the List of Wetlands of InternationalImportance, covering some 134 million ha. This Convention aimsto protect wetlands under a broad definition that includes swamps,rivers, lakes, marine environments (to a depth of six metres) andartificial fish ponds, reservoirs or lakes. To become a party to theConvention, states must designate at least one area as a Ramsarsite. The first site in Malaysia was Tasek Bera, and this has beenfollowed by four others.

Tanjung Piai, Johor 31 January 2003 526 Situated at the southern most tip of continental Asia, it is a coastalmangrove with intertidal mudflats. It is important for protectionfrom sea-water intrusion and coastal erosion.

Tasek Bera

Tasek Bera is the largest freshwater swamp in Peninsular Malaysia. It has at least 94 species of fish, including the endangeredAsian Arowana (Scleropages formonsus). In 1994, in recognition of its biodiversity significance and importance as awetland of international significance it was declared a Ramsar site. The area covers 31,120 ha. Besides the fish species,the area includes 300 plant species, as well as 50 species of mammals, including tiger and tapir.

In the 1997 Assessment of Biological Diversity inMalaysia, a number of issues were identified to beaddressed if Malaysia were to proceed towardssustainably managing its natural heritage. Inparticular, the federal and state relationshipsconcerning various issues like natural resources andland management would need to be rationalised.

Institutional Related Issues

• Federal-State collaboration. As an ongoing issue, mechanisms fordecision-making will continually be examined to find ways of workingtogether for areas that cross borders, such as green corridors andwater resources.

• Review of environmental and biodiversity related legislation willensure its ongoing effectiveness and compatibility with recentdevelopments. It entails review of current legislation protecting floraand fauna.

• Decisions on land use will include environmental considerations.

Strengthening theInstitutionalFrameworkEstablished in 2001, the National Biodiversity andBiotechnology Council is chaired by the Prime Minister.It comprises relevant federal ministries and chiefministers of all states. Its aim is to give policy directionsto strategies for biodiversity conservation anddevelopment of biotechnology.

In 2004, Malaysia strengthened its management ofconservation at the federal level when the restructuringof the ministries led to the formation of the Ministry ofNatural Resources and Environment (NRE). This hasled to better coordination as some issues of forestresources use and conservation cut across a numberof departments and agencies. Institutional capacitybuilding of state and federal agencies is necessaryso that economic and social development will take inconsideration environmental conservation.

TheWayForward

Mainstreaming BiodiversityConservation inDevelopment PlanningGiven Malaysia’s role to protect global biodiversity, it would be necessary toinclude biodiversity conservation as one of the key issues of sustainabledevelopment. The growth of civil society in Malaysia over the years has createdgreater public awareness, support and acceptance on the importance forsustainable development and conservation of biodiversity.

This has led to the mainstreaming of the issues related to biodiversity in theformulation of national policies. The implementation of existing environmental-related policies such as the National Policy on Biological Diversity, National Policyon the Environment, National Wetlands Policy, National Forestry Policy and morerecently, the National Physical Plan, will ensure better management of biodiversityfor future generations.

Ecosystem MappingMore research is also needed on Malaysian ecosystems themselves. The forest types are classifiedmainly for forest exploitation and generally do not have detailed information on biodiversity. Adistribution map of ecosystems in Malaysia would help establish priorities for the establishment ofprotected areas. This would require ecological research by government departments, researchinstitutions and universities.

Species InventoryThere is still no comprehensive database of either flora or fauna in the Malaysian rainforests andoceans. This makes the work of assessing the value of unique natural areas difficult, and certainlyit would be incomplete. Much of the potential of our biodiversity remains untapped. Even in acomparatively developed area, such as Kuala Kubu Bharu, just one hour outside of Kuala Lumpur,a new species of magnolia was discovered as recently as 1998.

Under the Eighth Malaysia Plan (2001-2005), nine scientific expeditions were carried out inforest reserves by the Forestry Department Peninsular Malaysia, and four expeditions were carriedout by various agencies to document the biological diversity of our natural ecosystems. This hasresulted in the discovery of new species. The documentation of the tree flora of Sabah and Sarawakhas recently been completed. The next phase would be to write up on the flora of the non-timberspecies, in particular shrubs and herbs which had been less well studied compared to trees. In theNinth Malaysia Plan (2006-2010), 15 scientific expeditions are being planned under the ForestryDepartment Peninsular Malaysia.

Research andKnowledgeGapsThere are gaps in our knowledge of the plantsand animals that live in Malaysia as well as thehabitats in which they live. Therefore, researchremains a top priority as rational and informedpolicy decisions cannot be made of conservationpriorities without good scientific knowledge.

The recent establishment of some governmentcommittees with the participation of universities,research institutions and the private sector, onresearch, development and innovation wouldhelp address these knowledge gaps.

Identifying Gapsin Protected AreaSystemDespite some progress in the establishment ofprotected areas in Sabah, Sarawak and PeninsularMalaysia and the documenting of the biologicaldiversity of protected areas in the last decade, thereare still habitats that are under-represented inprotected areas, such as limestone hills and coastaldipterocarp forests.

The gazettment of the Belum National Park and theJohor state forest encompassing Sedili Kecil SwampForest, for example, helped to provide morecomprehensive protection to lowland, ridge and lowermontane forests and alluvial swamps. There shouldbe a comprehensive review of the adequacy of thepresent systems of protected areas for biodiversityconservation in Malaysia.

FinancingConservationFinancial support given for conservation, both in-situ(where the habitat occurs naturally) and ex-situ(species conservation in arboretum, zoos etc.) is notsufficient for the conservation of the total biodiversityin the country. In conservation, there are very fewexamples of financially self-sufficient parks orprotected areas and therefore these organisationsrequire government financing. One of thejustifications for governmental support of biodiversityconservation is the potential economic value of plantand animal species which have yet to be discovered.Scientific expenditions and research are carried outto discover new species and their uses.

Besides such economic considerations, biodiversityis a natural heritage that we have a moralresponsibility to preserve for the present as well asfuture generations.

In addition to the allocated government budget,external assistance from the private sector, othergovernments and international organisations wouldassist the conservation efforts.

ConclusionThe challenges of biodiversity conservation inMalaysia are many. In some aspects, Malaysia isfortunate because it is no longer a poor countryand does not need to over-exploit its naturalresources or harvest its resources unsustainably.The contribution of natural resources and theagricultural sector to the national economy hasbeen important in the country’s development. Asthe manufacturing and services sectors mature andincrease their share to the country’s economy, ithas become less reliant on natural resources.

Globalisation introduces new challenges in termsof development strategies. According to someprojections of technological trends, the comingdecades will see the rapid development ofbiotechnology, much like the development ofelectronics and information technology of the lastfew decades. Malaysia has stated its intention ofbeing in the forefront of this trend and to reap thebenefits of technological utilisation of itsbiodiversity. Thus there is a need to conserve andsustainably use its biodiversity assets in order tokeep options open for future development.

As the country progresses to become a developednation by 2020, there is a need to define nationalpriorities. The conservation of natural heritage, theimprovement of environment, the enhancement ofthe quality of life would be important goals. Therich biodiversity in Malaysia is a natural heritagethat Malaysia will hold in trust for people of theworld. It is a responsibility and challenge thatMalaysia will meet.

Public Educationand CommunityParticipationInvolving local communities in biodiversityconservation is often the key to the success or failureof a project. This should start with a programme toraise the awareness of the public as well as policymakers. Raising the standard of public educationand awareness through schools, mass media andcampaigns should be a priority. This can beachieved with the participation of the media andNGOs. Local communities, particularly indigenouscommunities have a wealth of local knowledgerelating to plants and animals and their uses, inmedicine, food and their cultural significance. Thepublic can also act as a supplementary watchdogin aiding conservation efforts.

Teaching Children about MarineBiodiversity

Bringing together governmentagencies, private sector and NGOs,the Fisheries Department collaboratedwith the Ministry of Education to devisean educational kit for schoolchildrenon marine biodiversity coveringmangroves, seashores, coral reefs,oceans and seas. The kit consists ofgames and posters of the four habitats.It also includes indoor and on-siteactivities which make the children thinkon how they could contribute toconserving these habitats.
