Binh Duong is considered to be the gateway to HCMC, the economic cultural center of the country. Endowed with convenient geography conditions, Binh Duong has an extremely important road network. Major highways of the country cross Binh Duong such as National Road (NR) no. 13, NR no. 14, HCMC Route and Trans-Asian Highway. Binh Duong is only 10 – 15 km from Tan Son Nhat Airport and important ports. The number of male and female population is 813,600 and 877,800 respectively. The urban and rural population is 1,084,200 (64%) and 607,200 (36%) respectively. There are about 15 ethnic groups in Binh Duong, comprising the majority of Kinh, Chinese, and Khmer, etc.

The elevation varies from 10-15 m above sea level. The terrain is relatively flat, sloping from north to south. Across Binh Duong there are many low mountainous terrains with slight undulation, flat plains and alluvial valley, and some low mountains such as Chau Thoi (Di An District), Cau, and low hills. The relatively flat terrain is favorable for expanding transportation systems, construction of infrastructure, industrial zones and for agricultural production. Climate 6 Binh Duong is in the stable tropical monsoon zone, temperate climate, high annual temperature and plentiful sunlight. The weather is relatively mild and there are few natural calamities. The provinical climate is similar to that of the southeast region: hot sunshine, much rainfall, and high humidity. The average rainfall is about 1,800-2,000mm. There are two seasons: the rainy season from May to November and the dry season from December to April. Heavy downpours appear in the beginning of raininy season and completely end later, followed by continuous rains from July to September. There is no storm in Binh Duong. The average temperature is 26oC-27oC. The highest may reach 39,3oC and the lowest 16oC-17oC at night and 18oC in the morning. - Industrial land 12,000 ha - Other land 20,000 ha + Soils: Binh Duong has fertile soils and strong ground that are suitable to plant coffee and rubber plants and to build industrial pasks and civil projects. Binh Duong has a lot of grasslands to breed cattle and to cultivate farm produces; a large number of alluvial plains, fields, famous fruit orchards about durians, mangosteens, rambutans, jackfruits, etc Lai Thieu. 3.2 Water resources 9 - Surface water: There are 3 large rivers in Binh Duong (i) Be River: Rising from rivers of Dak R’lap, Dak Giun, Dak Huyt belonging to the

mountainous areas of Dak Lak Province (in the west and south highland) with altitude of 650 – 1,000 m. The river with its basin area of 7,650 km2 is 350 km long. A lower section of the river is 80 km long and flows into the Dong Nai River. Due to narrow bed, it runs fast in the rainy season, causing unequal flow but lacks of water in the dry season, so it has little value on water transportation.

(ii) Dong Nai River: Rising from the Lang Biang Highland, Lam Dong Province at an altitude of 1,700 m and flowing through provinces of Lam Dong, Dong Nai, Binh Duong and HCMC. The Dong Nai River is 635 km long. Its basin is 44,100 km2. This is a resource of sand supply for increasing construction need. The river has high value on transportation, mineral resources, water supply for industrial parks, urban areas, agricultural production, especially in Tan Uyen, an area of fruit plants and industrial plants/trees of the province.

(iii) Sai Gon River: Rising from Kampuchea and flowing across Loc Ninh district’s northwest mountains at an altitude of 200-250m. The Sai Gon River with its basin of 5,560 km2 is 265 km long; its length flowing through Dau Tieng to Lai Thieu is 143 km; it expands 100 m wide and 200 m wide at Thu Dau Mot Town.

There are also the Thi Tinh River, canals of Ba Lo, Ba Hiep, Vinh Binh and Ong Co. The former is a tributary of the Sai Gon River, rising from Cam Xe hill, Binh Phuoc Province and flowing through Ben Cat District to the Sai Gon River. Two rivers of Sai Gon and Thi Tinh deposit their silt on the ricefields in Ben Cat, Thuan An, and along the Dong Nai River, forming high-yield paddy areas and high-quality fruit tree orchards.

The density of rivers and canals is from 0.4 – 0.8km/km2. In brief, the potential of surface water resource is plentiful. However, because of being affected by the monsoon, their currents are also classified into 2 seasons – a flooded season and a dry one. This is a disadvantage of water resource usage for life and agricultural production development in the province. - Underground water is rather plentiful and divided into 3 areas: (i) The area having abundant underground is distributed from Ben Cat District to the Sai Gon

River. The layer holding water is from 15 to 20 m thick. (ii) The average underground water area is distributed in Thuan An District (apart from alkaline

area). Drilling wells with their flow of water are 0.05 – 0.6 liters/second, the layer holding water from 10 to 12 m thick.

(iii) The poor underground water area is distributed in the east and north – east Thu Dau Mot and scattering in valleys along the rivers of Sai Gon and Dong Nai.

3.3 Mineral resources 10 Mineral resources are various, particularly in non-metal resources which are magma base and specific sediment. They supply raw materials for traditional and strong industries of the province such as ceramic, construction materials, and mine exploitation. Binh Duong has 9 mineral resources including kaolin, clay, and kinds of construction stone, construction sand, gravel, peat. + Peat: Peat is distributed along valleys of the rivers of Sai Gon, Dong Nai and Thi Tinh. Its

quantity and quality are inconsiderable, being used to produce aerobic micro-organism fertilizers instead of burning materials. There are 9 mines, among which only Tan Ba mine has 0.705 million m3 in reserve.

+ Kaolin: There are 23 mines, which have 300-320 million tons in reserve, of which 15 ones have been exploited and have supplied materials for ceramic, and have been used as industrial additive for domestic and foreign production companies. Large reserve mines – Dat Cuoc, Chanh Luu, Binh Hoa, are well – known. Kaolin in Binh Duong has an average quality because of high iron content and low aluminum one.

+ Clay: There are 23 mines, which are over 1 billion m3 in reserve and distributed in many places in the province. Apart from being used to manufacture common bricks and tiles, high quality clay mines may be used for higher value products such as dressing bricks and tiles, ground tiles, color powder, and mixed materials for ceramic and extra materials for other production industries. Some enterprises have exploited the materials in mines of My Phuoc, Tan Phuoc Khanh, Phuoc Thai, and Khanh Binh in industrial scale.

+ Construction rocks: Eruptive construction rocks, about 30 million m3 in reserve, have been surveyed in Di An. Grain construction rocks, about 200 million m3 in reserve, are found in Phu Giao and other places.

+ Construction sand, which is distributed along the rivers of Sai Gon, Dong Nai, and Thi Tinh, has about 25 million m3 in reserve, of which 20% can be used for construction and 80% for ground leveling.

3.4 Forest resources Forest area remains 18,527 ha, of which 3,905 ha of protective forest in Nui Cau mountain is the largest. Natural forests are scattered in the north of the province, which does not meet

standards of environmental protection and protective forest. Due to features of tropical and humid climate and fertile soil, the forest of Binh Duong is diversified and abundant for its genera and species, comprising many precious wood of pyincado (Xylia xylocarpa), kingwodd, Barian kingwood (Dalbergia oliveri), Dalbergia odoriferac, etc. Binh Duong forest supplies many drugs, food, and fauna, including rare and precious animals. 3.5 Tourism resources There are ancient pagodas in Binh Duong, such as Ba Hoi Khanh, Nui Chau Thoi, Long Hung together with well-known trade villages like Tuong Binh Hiep lacquer village and a lot of pottery villages. Besides, fruit gardens and beautiful sights are premises to form tourism routes along with the Dong Nai River, especially route on the Sai Gon River beginning from Lai Thieu famous orchard extending to Thu Dau Mot Township and Dau Tieng Lake. There also are routes visiting old battlefields of D War Zones, “Iron Triangle Zones” tunnel. - National relics: Hoi Khanh Pagoda, Mr. Tran Van Ho’s House, Mr. Tran Cong Vang ‘s House,

Phu Long Communal House, Phu Loi Prison, Doc Chua Archaeology, Chau Thoi Mount. - Provincial relics: Front Headquarters of Ho Chi Minh Campaign, Ho Lang Revolutionary

- Ba Thien Hau Pagoda Festival. 3.6 Human resources Binh Duong Province has a young and abundant labor force. The population increased sharply from 679,000 in 1997 to 1,691,400 in 2011, by a growth rate of 63%. The number of people in labor age has increased sharply in terms of quantity and composition, reaching 1,237,455 or 76.4 % of the total population in 2010 and 1,274,913 in 2011. The province is dominated by the ethnic Vietnamese and considered as a labour hub of the country. It has a high rate of in-migration of 340/1,000. People arriving from other provinces help contribute to the economy by providing human resources. In 2013, about 800,000 migrants are working in enterprises of industrial parks and clusters. Most of them are low-skilled and come from agricultural sectors which require additional training. 4 Education and health care 4.1 Education Binh Duong has a total of 482 educational units in 2013. The number of high schools and primary schools are 26 and 129 respectively. State spending on education in 2012 was 1,433 billion VND. In the school year 2013 -2014, 1,776 teachers and educational staff are required to provide education for an increase of 25,100 students. At the higher education, Binh Duong has 8 universities, 1 college and 8 vocational schools. There are also some private schools such as Vietnamese Germany University, Singapore International School and Kinder World International. Every year these institutions provide about 30,000 labourers in which only 12,000 are above vocational level. Binh Duong’s education cannot meet its demand for skilled labourers, posing huge challenges to the province’s administration to sustain the development.

4.2 Health care 11 Please see Annex 2: Health data 2005 – 2011, page 16 Binh Duong’s health care system includes 3 public general hospitals at the provincial level, 07 ones at district level, 91 communal clinics and more than 1,978 private medical units, providing medical service for about 6.46 million of patient admission. The utilization capacity of hospital beds are 96.96% at provincial level and 83.92% at district level. 5 Infrastructure 5.1 Transportation 12 Binh Duong is near HCMC, so it is convenient to use the latter’s infrastructure such as airports, seaport, and roads. The province center is 30 km from Tan Son Nhat airport and Sai Gon port, 110-km from Vung Tau seaport (including Thi Vai, ben Dinh, Sao Mai), and 65-70km from Long Thanh airport. + Roads Binh Duong has a road system which connects national roads (NR) of nos. 1A, 13, 14, 22, 27, highways of Bien Hoa – Tan Uyen – NR no. 13 to the Trans - Asia trail in the future (HCMC – Phnompenh – Bangkok) running along the south to the north of Binh Duong, and connects industry - urban area to material provision areas of the province and central highlands. - NR no. 13 starts from HCMC and runs across Binh Duong Province to Binh Phuoc Province,

linking with Kampuchea and Thailand border. This road is significant in terms of both econmy and military.

- NR no. 14 starts from Tay Ninh through Dau Tieng District (Binh Duong Province) to districts of Chon Thanh, Dong Xoai, and Bu Dang (Binh Phuoc Province), connecting with the Central Highlands.

In recent years, Binh Duong has upgraded and repaired its important transportation routes such as NR no. 13, PR nos. 743, 745, 746, 747, inter- district and inter-village roads. + Railways There is no railway in Binh Duong. + Waterways The rivers of Sai Gon and Dong Nai are the 2 important routes of waterway. Binh Duong has 2 river ports of Ba Lua, Binh An, and sub port of Lai Thieu + Airways There is no airport in Binh Duong. 5.2 Electricity and Water + Electricity

N/A + Water supply The province has 2 water works – one in Thu Dau Mot City and the other in Di An District. They have a total capacity of 56,000 m3, which meet the needs of living and production in the province. 5.3 Communications13 N/A 6 Economy For many years, Binh Duong Province enjoys a high economic growth rate of 14 - 15% annually. The sconomic structure is shifting towards increasing industrial and service sector. 6.2 Agriculture – Aquaculture – Forestry Please see Annex 3: Annex 3: Data of Agriculture, Forestry, Fishery, 1995, 2000-2011, page 17 The area is considered to be good cropland and agriculture is an important industry in the province. The total production value of agriculture in 2013 is about 3,024 billion VND increasing by 3.7% over 2012 in which figure for agriculture, aquaculture and forestry are 3.8%, 24.7% and 23.5% respectively. The cultivation area of annual crop is about 23,339 ha (reduction of 10.4% year-on-year (yoy)). The area of perennial plants is 138,884 ha (increasing 0.7% yoy), of which: rubber plant: 131,216 ha, fruit trees: 4,665.6 ha, cashew tree: 2,350 ha. The provincial herd of cow and buffalo are 23,357 and 4,974 heads, decreasing 7% and 8% yoy; pig: 418,355 heads, decreasing 5.6% yoy, poultry: 3.79 million heads. Binh Duong has 4 hi-tech agricultural parks with total area of 911 ha, including An Thai (411.7 ha), Hieu Liem (89.95 ha), Tan Hiep, and Phuoc Sang (471 ha). Some of the major programs which help promote the province’s agriculture are Project of developing the urban agriculture, Development of fruit tree program, Project of recovering the fruit tree area along the Saigon River, livestock program attached with high tech processing and environmental protection and VietGap Standard livestock program. 6.3 Export and Import 15 In 2013 the province’s export activity is growing well with a surplus of 2.9 billion US$. Main importers include the U.S, EU, Japan, and some African and Asian countries. The TPP (Trans-Pacific Strategic Economic Partnership Agreement ) which Vietnam are under negotiation for joining will be an motivation for foreign partners such as USA, Japan, Canada and Australia to further invest in the province and help boast the export performance especially in the field of textile and footwear production. Total export turnover is estimated at 14.443 billion US$ in 2013 (increasing 15.7% yoy) accounting for 98% of the province’s export target (14.849 billion US$). The domestic sector constitutes only 2.693 billion US$, a rise of 5.3% year on year while figure for foreign sector is 11.749 billion US$, increasing 18.5%. The structure of exporting products is changing with more focus on high technological and value-added production in some big enterprises. As a result, the export growth reached 15.7%, which is higher than the province’s IPI growth (Industrial Production Index) of 15.1%. Agricultural products grow in quantity but reduce in price with the decrease of 15.2% and 7.9% for rubber and cashew nut respectively with the exception of wood (imported wood for exporting),increasing 8 -15%. Main exporting products remains to be wood with total turnover of 1.540 billion US$, increasing 1.5%, footwear with value of 1.043 billion US$, increasing 13.1%, textile with value of 1.811 billion USD increasing 26.7%, and craft with value of 108.4

million US$. Rubber export is estimated to be 232,834 tons, increasing 94.5% as of the same period. The province’s import performance is growing well also with turnover staying at 11.580 billion US$ in 2013, rising 16.5% yoy. FDI sector claims 80.7% of the province’s import composition. Main imported commodity includes machinery and spare parts (63.6%) and input material for industrial production (35.9%). 6.4 Tourism N/A 6.5 Industry Industry is the main driving force of the province’s industrialization and modernization. Top 5 industries are food processing, furniture production, metal bars, chemicals and metal products. Total industrial output is 162,177 billion VND in 2013, increasing 15.1% yoy. Processing and manufacturing rise 15.2%, mining 1.5% and electricity production 2.8%. 68.7% of the total output comes from FDI sector while domestic companies generate 31.3% of the value. 6.6 Investment + FDI in Binh Duong 16 Please see Annex 4: List of Enterprise/Projects having Foreign Investment Funds in IPs - Binh Duong (as of May 2011), page 19 Binh Duong authorities considered FDI as an important part of industrial development. They have paid attention to requirements of foreign investors and made effort to provide conducive environment for investing. Priority has been given to fostering administrative reforms, improving infrastructure and enhancing the quality of local human resources to attract higher levels of FDI. Total FDI capital invested in Binh Duong in 2013 is 1.3 billion US$ in which 800 million US$ comes from 125 newly licensed projects. So far, the province has received a total of 2,209 FDI projects with an accumulative capital of nearly 18.72 billion USD from over 37 countries. Top investors are from Japan (170 projects with 3.2 billion USD in capital), Korea, and Singapore. In January 2014, Binh Duong attracted a total of 300 million US$ in capital only in the first 20 days of the month which is three time than that of the same period last year. The province plans to attract 1 billion US$ of domestic and FDI in 2014.

N/A 6.7 Border Gate Economy There is no border gate in Binh Duong Province. 7 Industrial Parks (IPs) and Industrial Clusters (ICs) in Binh Duong 17 Please see Annex 5: Industrial Park in Binh Duong Province, page 32 The province has 28 industrial parks with a total area of 9,073 ha and 8 industrial clusters with 600 ha, attracting more than 8,500 projects in which number of foreign projects is about 2,209 with total capital of 18.720 billion US$. Seven IPs have a high occupancy rate of more than 90%, reaching an average proportion of over 68.7% for the whole province. Binh Duong has a high demand for skilled labour. Every year the province’s industrial parks and clusters attract an average of 400 – 500 projects from all economic sectors, requiring 30,000 – 40,000 labours. In addition, the province has been developing the projects of Binh Duong Industry – Service - Urban center with intended area of nearly 4,200 ha, including various service centers and first-class buildings and 6 industrial parks with modern infrastructure of international standard. New industrial parks of Mai Trung, My Phuoc 2 and 3, Rach Bap, Nam Tan Uyen, and the Binh Duong industry-service-urban center complex will be areas attracting biggest investment on service and industry sector. In the phase 2011-2015, Binh Duong aims at completing the technical infrastructure of industrial parks, attracting hi-tech industry, ecouraging and supporting provincial enteprises to renovate technology, prioritizing supportive indutry, and focusing industry development with urban development. The province will limit labour-intensive FDI projects in IPs and ICs and those generate pollution risk. IPs and ICs are ensured to be equipped with concentrated sewage treatment system of Vietnamese environmental standards. The mineral exploitation industry will be planned and arrganged again. Binh Duong will continue to introduce solutions to provide enterprises with favorable conditions of production and business. The province will also invest to complete the socio-economic infrastructure and increase human resource quality. Moreover, administrative reform and investment promoton tasks will be strengthened. The province does not have policy to build industrial parks serving supportive industry yet but will build areas allocated for the mentioned branches in the existing IPs. + Development viewpoint of Binh Duong Province to 2020 The master plan to 2020 aims at building Binh Duong a province with high and comprehensive economic growth rate, ensuring the relationship between economic growth and social issues management, poverty alleviation, upgrading the spiritual and material life of citizens. Exploring the advantages of geographic conditions, the cooperation of provinces in the Southern Key Economic Zone and HCMC is prioritized. Being active in the global integration; upgrading the economic effectiveness linked with social development upon key investment;

- Technical Infrastructure * Transportation: to develop road system connecting to regional-scale modern national roads,

to international airports and Thi Vai – Vung Tau seaports. To focus on developing road axis from Binh Duong Boulevard to Hoa Lu Border Gate, from Binh Duong Boulevard to Dong Xoai, from Binh Duong Boulevard to Dau Tieng, My Phuoc – Tan Van Express Way. To co-operate with the Ministry of Transport to construct horizontal axis: Ring Road 3, Ring Road 4, Thuong Tan – Tan Hung – Hung Hoa Road, etc.

* Waterway: to continue dredging branches of Sai Gon river, Dong Nai river and Thi Tinh river; improving and constructing port system to serve transportation, tourism and living.

* Electricity and water supply: investment into improving, building electricity, water supply system to meet the need of manufacturing activities and public uses, especially at industrial parks and central urban. Electrical energy growth rate at 24%/year in 2006-2010, decreasing to 13%/year in 2011-2015. Electrical energy demand 6,700 GWh by 2010 and 12,400 GWh by 2015. Additional charge for service sectors development is about 36% for 2006-2010 and stable at 30% after 2015. By 2010, the water sector treats 247,000 m3/day and by 2020 treats 462,000 m3/day. Ensuring 100% rural households to have electricity and clean water by 2020.

* Telecommunications: Develop the modern, comprehensive telecommunication under digital & automatic technical standard, to ensure thoroughly information across the province, connecting to the Southern Key Economic Zone.
