Good evening,

Incident updates:

Crews are putting out hotspots at this location. They are located at the end of Devonshire. Crews utilized handlines, ATV and portable water packs to extinguish the fires. The rail line is CP and we received reports that there were delays in shutting down the rail line activity. Crews are monitoring this situation. Winnipeg police were also on scene ahead of fire crews at one location and were able to extinguish some hotspots with shovels. No properties were threatened with this incident. Some crews are now being returned to quarters. AIR 1 is being utilized to rule out additional hotspots.

This fire is reported as being knocked down. Crews are conducting overhaul.

I see that you are having issues with grass fires and other brush fires. Can I remind you about FireRein Eco-Gel™ as a solution for this?

Give my colleague Quincy Emmons a reply; he is copied on this email. We can propose a few potential solutions, the quickest of which would be to batch-mix a pumper, pumper/tanker, or brush truck so that the tank is filled with pre-mixed Eco-Gel™. The gel can then be applied onto brush fires for rapid extinguishment and ZERO environmental concern.

If there are specific stretches of railway that are problematic, the grassy areas along the track could be proactively gelled, with re-application every two or three days.

If we take this strategy of batch mixing your existing fleet, this solution could be implemented within days. As soon as we could get a drum or tote of Eco-Gel™ to you, with one of our reps to do some brief training, you would be ready to go.

Arson Awareness Week - May 6 - 12As we enter Arson Awareness Week the Winnipeg Police Service is reminding the public that the warm dry weather can bring an increase in arson-related offences.

As a community, we can all play a part in reducing the likelihood of arson by identifying risk factors in your neighbourhood associated with fire-setting behaviour and take the proper steps to reduce these risks. These steps include:

Reporting discarded furniture or other large garbage items to 311.Avoid placing bins, garbage or other combustible items against the exterior of your home, garage, shed or fence. These are a ready supply of fuel for an arsonist.Placing your new garbage/recycling containers out in the morning on the day of pickup (before 7:00 A.M. but not the night before). Secure them in a safe place on your property as soon as possible after collection.Cleaning up overgrown shrubs and trees. They also can be a source of fuel for an arsonist.Not leaving flammable liquids in the open. (Ensure proper storage of flammable material. I.E. gas cans, propane tanks).

RE: Road Rescue Governance Framework

To whom it may concern,

Addressing the need for a concerted approach to the oversight of road rescue services, EMBC has provided funding to the FCABC to research and develop a proposed framework providing governance for the provision of road rescue within the province. The proposed framework will assist EMBC in ensuring an acceptable and sustainable level of service is provided by road rescue service providers in British Columbia.

In response to a Request for Proposals by the FCABC, FireWise Consulting Ltd. was awarded a contract to research the provision of Road Rescue within the Province. FireWise will research the issue and develop a proposed framework for governance, improvement, and consistency of the provision of Road Rescue, Services within the Province of British Columbia. The outcome will be options and recommendations to provide Governance and to standardize a minimum level of service across British Columbia in a manner that is effective, efficient, and sustainable.

All stakeholders are encouraged to actively participate in the information gathering segment of the project to ensure all issues, service delivery models, reimbursement process, rates of reimbursement, plus safety and other concerns for the provision of road rescue service will be included. The stakeholder groups will include, but not be limited to, provincial and local government agencies, existing service providers, fire departments, police agencies the BC Ambulance Service and EMBC.

The Road Rescue Equipment and Governance Framework information gathering process is not intended to intimidate, criticize or reduce the service but rather the intention is to gather information on how the current service and structured is provided so improvements can be implemented.

The desired outcome of increased Public Safety will be attained through patience, respect, accountability, and the sharing of information between all current and future participants striving to achieve continuous improvement of road rescue services within British Columbia.

Information from concerned parties will be solicited, and participants offering information will be shown respect for their opinions, and consideration of their time on this matter.

The information gathering portion of the project will commence on January 15 and should be completed by March 15, 2018. As a significant and valuable stakeholder, your participation and input is requested and encouraged.

The goal of this project is to establish a road rescue service that is outcome focussed through cooperation, respect, accountability, and the sharing of information.

I have attached an Excel document provided by Manitoba Public Insurance; the first tab is titled“Procedures” and outlines what is and isn’t eligible as per their parameters and the second tab istitled “Submission Form Invoice”. This form may be found on the MPI website at: http://mpipartners.ca/LightVehicles/Forms/administrative.html

We have two rates/levels of claims; Basic and Complex which are both described in detail on the

“Procedures” tab. Each year, effective March 01st, MPI adjusts their rates for inflation and updatestheir form so fire departments/municipalities are encouraged to visit the site for the most recentversion of the form.

Also, there are rates for “Speciality Fees” such as:Securing the scene may be claimed for every incident up to a maximum of $60.00. This isused for instances such as a passer by calls E911 and reports a vehicle in the ditch but doesnot confirm whether any assistance is needed. The FD attends the scene and finds that thereare NO services required, yet they attended the reported incident and secured the scene. Itdoes not cover the cost of response, but it is acknowledged in MPI’s eyes.Pumpers, Rescues and Water Tankers (Tenders), $250.00, $200.00 and $150.00 respectivelywhich may be claimed for apparatus on scene for additional hours. The first hour on scene isincluded within the Basic or Complex rate, but one may claim the additional hourly rate aslong as they can defend why the additional hours were required.Firefighting foam is also covered at $40.00/gallon for any vehicle fires or if it must be used forvapour suppression at fuel leaks/spills.

This initiative will initially be run out of station 18. The station will be supplied with the WFPS supply of resource materials for homeowners and maintain a log of what streets have been completed or partially completed.

Prior to participating in this activity all crews are requested to read through the tips for homeowners starting on page 10 of the FireSmart Homeowners manual. The WFPS is focusing public attention on the first 10 meters around a home or vulnerable property. The goal is to raise awareness among property owners regarding the risk of wind driven ground fire involving grass and brush and the steps that can be taken by property owners to protect their property.

Crews will pick up materials for homeowners from station 18. The officer will consult the list of streets to be covered and those completed to select where to focus their effort. Crews are to focus their efforts on homes that are at risk of grass or brush fires extending onto their property.

Crews will be provided with FireSmart Homeowner’s Manuals and Landscaping Guides. One of each is to be provided to homeowners. Crews are to engage the homeowner in conversation regarding their property and the fire threat. If no one is home then leave the material in the mailbox. There is a limited supply of the landscaping guides available at this time. If none are available please continue to supply the Homeowner’s Manual.

At the end of the activity any leftover educational materials are to be returned to station 18. At that time the apparatus officer is to record in the activity log at station 18 whatstreets they completed.

Should the current weather conditions persist and the fire risk remain extreme this effort will next cover the South end of the city, south of the Perimeter Hwy.

This initiative comes at a time while all crews are working and training hard. The WFPS executive recognizes and appreciates the extra effort all members of operations are making at this time. Thank you for your assistance with this community fire safety initiative.

Thanks for clearly illustrating the situation Mark. I’m looping in Mike Jack as we decided together to issue the ban despite the question of authority.

I maintain that allowing fires in approved pits voids the whole intent of the ban. My vote is to allow no fires at all, including approved pits and chimneys. If crews are called to backyard fires, they should be extinguished by the homeowner or the crew.

As for enforcement, perhaps bylaw might be interested in helping out. Otherwise, we merely continue to appeal to common sense.

While I agree with a complete ban Legal Services has pointed out an issue with our authority to issue one. Harold has stated that the clause I identified in the City of Winnipeg charter only extends the authority to impose a ban to council and council has not delegated this authority to anyone at this time. In short Harold says we can suspend burn permits and fireworks permits but we have no authority to suspend activity regulated by the Neighbourhood Liveability by-law. Fires in approved receptacles located in residential yards is only regulated by the NLB. There is no clause in the NLB allowing for suspension of all burning at the WFPS’s discretion. That means we would have to rely on the charter to suspend residential burning and only council can currently do so.

We are getting inundated with public enquiries and operations requests for clarification regarding this issue. This issue is creating a lot of confusion among staff and the public. This issue has been building all week.

The ban will be lifted when environmental conditions improve. We urge residents not to start open-air fires unless using an outdoor natural gas appliance such as a barbecue.

We have been receiving reports from citizens of people who are having fires in approved receptacles during the fire ban. As the regulation in regards to fire pits are enforced by Community By-Law Enforcement services we have been submitting these reports to them.

However my colleague was just contacted by them indicating that they do not have jurisdiction to enforce this as there is nothing in the Neighborhood Livability By-Law that states this.

Chief. The crews are going full guns on the grass fires and especially 26 station. All 4 captains said they need help from other crews after the wild land event in rehab and cleaning up and packaging. Can you pass this on to the Platoon Chiefs that 26 station alone should not be doing all the cleanup and such as they also need to rehab. They are going out fighting the grass fire and returning to station for a couple hours of clean up and repackaging and then they are called out. They are pretty exhausted but hope they can get machines from other stations to help in between Wild land events.

spoke with her supervisor about a month ago inquiring whether she could transfer to Fire Investigations from the Fire Prevention Branch. Senior Officer Reich advised her to speak with HR and a Union representative. She received a response from HR last week indicating that she must return to operations to be eligible for Fire Investigations. When she entered the Fire Prevention Branch we were not aware of her interest in Fire Investigations.

the Red River that had capsized. They indicated that there were two other individuals who were still in the river. One male indicated that they were in a boat that started north on the river near the forks and capsized somewhere along the route north. Water rescue crews indicate the river current is moving ~ 1m/sec. 3 males were located by crews and were transported in stable condition. A fourth male remains unaccounted for. Air 1, and WFPS water rescue crews are currently searching for this individual on the water and along the shoreline just north of the perimeter at this time.

23 11h Incident 2-Regent Ave. W.

Call for brush fire behind businesses in 1500 block of Regent ave. W. On arrival crews found two adult males with significant burns. One patient requiring resuscitation transported critical to Concordia hospital, second male transported critical to HSC burn centre. No fire suppression efforts required. WPS remain on scene. Peer support requested for crews in attendance due to graphic nature of call.

Message:Good afternoon, I am writing today as my representative MLA to raise a concern regarding the misinformation in the media regarding the WFPS.

I'm the partner of a dedicated and hard working paramedic who has been subjected to a toxic work environment not only as a result of the statements made by Chief Lane which pits firefighters against paramedics in what is supposed to be an equal and reciprocal service- but also as a result of underfunding of paramedics andthe over-funding of the fire service. To pretend that firefighters take the burden off of our paramedic service byattending calls is ludicrous.

The common belief that the dual fire/ambulance system is the most efficient and cost effective approach to emergency reaponse is absolutely ludicrous. There is a reason that no other province does business in this manner. The integration of the service is the fire department's underhanded way of siphoning the revenue generated by the actual paramedics. Additionally, the way that the fire department utilizes its funding is shameful. The media has continually tried to report on the actual utilization and availability of fire in our city, and our elected representatives continually turn a blind eye.

The excuse of the fire service 'being there anyways' so they might as well respond to medical calls because it's 'cost neutral' is completely ridiculous. Millions a year are taken away from our trained emergency medical responders and community paramedic initiatives which not only serve to ensure that those in need of emergency services receive a response but, community based medicine programs such as the Epic program would actually serve to reduce the burden and free up

emergency services. The amount of times in this city that there are literally zero ambulances available to respond is shocking.

Other cities such as Toronto have reduced their fire department with great success. City of Winnipeg has a responsibility to its citizens to spend our money responsibly and the amount of waste through the fire service is astonishing. The fear that is spread by the fire service touting the 'risk' of not having fire available cannot be the reason we make fiscally irresponsible decisions - why are we making decisions from a emotional, fear based approach?

The amount of fires in this city have been steadily decreasing. We are not advocating for no fire response services in the city, however is it too much to ask that we staff both fire fighters and the paramedic service appropriately and according to actual need? Because currently this isn't happening on either side.

The way in which the fire service has bullied our elected officials cannot continue. This issue needs the attention of our elected official in a real way.

Thanks to everyone for this thorough update. Please be assured that I have complete faith in all that you are doing.

I will say that, if we do decide to outfit everyone in coveralls, we should go with all Nomex if possible, despite the acceptability of cotton or Nomex blends for our situation. We had very good experience with this style in PG, and the cost was not unreasonable, even with crests, embroidered names, and reflective lettering.

I asked Mike Jack yesterday if I should cut my trip short. He said no. I mentioned to Tom today that I am quite prepared to hop on a plane if need be. So please just say the word if you need/want me back before Friday night.

Our personnel should not be in an offensive strategy and fighting from the burnt side and therefore cotton would be allowable. This having been said the

Jay and I are investigating cost of supplying all of opps with overalls as well looking at alternate deployment strategies for overalls which may be more efficient and less costly.

Richard Thomas was originally in the Academy instructing the rookie class. He has been redeployed to work on the revamp of the wildland program. Richard has many years’ experience in the military as well as an extensive background as a forest firefighter 1996-2005 British Columbia Forest Service-Williams Lake. He is currently working on information to distribute to crews ASAP and will go on to work with incident commanders on wildland strategy and tactics.

resources to assist on these fires; given the similar situation in the rest of the province, this may not be available

I am approaching this from the same perspective that I did for tech rescue when I considered suspending our program. Russ, we need the following questions answered:

Equipment• What wildland equipment do we have and how is it deployed?• How many coveralls do we have and how are they deployed?

Russ, please also be sure to interview the two individuals.

We may need to take some urgent actions if these conditions continue. Options could include:• bringing in OFC resources to assist on these fires; given the similar

situation in the rest of the province, this may not be available• limiting wildland response to only those individuals who have the

training; something akin to establishing a strike team

Eager to hear thoughts on this and other options.

Communications is attempting to contact the facility to indicate that this is not required at this time. It sounds like this train has sparked all along the line and ignited along the way.I am en route.

Good afternoon,Crews attended to fires at 4 locations along the CN rail line running from Kenaston to the Perimeter along Sterling Lyon Pkwy./Wilkes Ave. The call came in initially for Shaftesbury where there was a grassfire that had consumed a number of trees, grass, a fence and some building materials. It quickly became apparent that there were fires along this rail line from Shaftesbury to Elmhurst and west of Liberty Road. Once the fire was under control on Shaftesbury, IC moved west to Liberty where there was significant fire extending north from the rail line through a field and into a small forest. Crews deployed several hand lines from apparatus on Wilkes across the CNR. Wildland crews and equipment were also deployed including portable water packs and blowers, rakes, and brooms along with the hand lines. These strategies were effective in containing the fire. Tanker 23 also deployed their two portable tanks which it filled 3 times to continue to supply two apparatus. CN ceased all rail activity to allow crews to safely operate in this area.At the time of my departure at 1720h crews were extinguishing the last of the hotspots and the majority of crews had been returned to station.
