This map shows the market share met by 17 locations, with an impedance of 200 meters. This scenario reflects a suitability analysis that targets Emeryville residents. High residential density was weighted highly. Transit stops were weighted lower than they were in other scenarios because it was assumed that residents would use the Bikeshare Program to travel throughout Emeryville, not in connection with other modes. In the map displayed above dark shades of purple reflect the best station locations. The next scenario reflects a suitability analysis for potential bikeshare station locations that serve users who are traveling to commercial destinations within Emeryville including: retail shops, restaurants and hotels. It was assumed that these users would be traveling to Emeryville from regional locations. Therefore, the weights for transit stops were increased because bikeshare users would likely be traveling to Emeryville by transit and then using the Bikeshare Program to complete the “last mile” of their trip. In addition, the weights of commercial destinations were increased. Employment Suitability Analysis* The third scenario reflects a suitability analysis for employment, based on offices, schools and public departments. These bikeshare users are also likely using bikes to complete the “last mile” of their transit trips to work. Therefore, weights of employment destinations and transit stops were increased. In doing so, the City will be developing a network that will further encourage residents, workers and visitors to access local attractions, key destinations and points of interest in a safe and enjoyable way. Aside from enhancing the network, the Plan is recommending the development of a Bikeshare Program to improve access and mobility for bicyclists. Further, the Bikeshare Program will have an important role in promoting bicycling as a safe and convenient alternative to motorized transportation. As Emeryville examines the opportunities associated with a Bikeshare Program, a major consideration is the location of the stations. The following analysis considers a series of opportunities to determine the location for the Bikeshare stations. The suitability analysis provides a sense of which locations are good candidates for bikeshare stations but does not account for distributing multiple stations throughout the City. In fact, making a decision based only on suitability might lead to locating two stations close to each other, effectively overlapping their service areas and neglecting to maximize coverage of demand. A total of 16 factors were identified as opportunities for the bikesharing station locations, as shown in the Opportunity Weights table. Restaurants, major hotels, grocery stores and markets were first geocoded. Then, a buffer of 150’ was created around the various land uses as well as the bike routes. This was done to ensure that locations immediately surrounding opportunities would be considered for bikesharing stations. Network analysis was then conducted to determine service areas around all opportunity points. The service areas were based on distance rather than travel time since people will most likely walk to the stations. The service areas were separated into four categories based on comfortable travel distances: 100, 200, 400, and 800 meters (roughly 1/16, 1/8, 1/4, and 1/2 mile). After the creation of the buffers and service areas, the various opportunity layers were assigned weights based on their relative importance to bikesharing stations. The importance of various factors depends on the target market share of the Bikeshare Program. Therefore, three different suitability analyses were created, each based on a different target markets: residential, commercial and employment. The weights of some layers were altered to reflect the different preferences of each target market. The suitability analyses conducted for each of the three scenarios showed that location of bikeshare stations depends on the target market of the bikeshare program. What became apparent after each analysis was that a location allocation analysis was also necessary to determine exact placement of stations to most effectively serve the demand. In realizing that a location allocation analysis would be appropriate, we were limited by the availability of data. Unfortunately, we did not have access to retail data or employment densities that could further inform our location allocation analysis and enable us to run location allocation analyses for the remaining two scenarios. The location allocation process selected 17 sites within the City of Emeryville to optimally locate bikeshare stations that serve the majority of the local population. In order to maximize the potential of the Bikeshare Program and to attract visitors/ residents who would use the Bikeshare Program to connect to other forms of transportation and land uses, additional station locations at the MacArthur Bart Station and West Berkeley Bowl should be considered, in addition to the stations detailed by the location allocation. Due to Emeryville’s small area of approximately two square miles, the service areas of the 17 proposed bikeshare station locations cover a large portion of the City. The fact that the City is thinking about a Bikeshare Program is indicative of the City’s desire to provide safe, convenient and efficient access to goods and services via non-motorized transport. However, in order for the Bikeshare Program to have an impact it needs to be implemented in conjunction with neighboring cities. The selected opportunity weights were based on the group’s collective intuition as to what would make an ideal station location. The City’s future station placement decision should incorporate community opinion regarding who the program should serve and the space on which stations should be located. Although we assumed that stations would be located on the streets, other spaces may prove to be more appropriate. Proposed Bikeshare Stations

Candidate points were generated as regularly spaced points within these buffers and then spatially assigned a score from the suitability analysis.

Weighting the candidate facilities by their suitability score and the demand points by their demand proxy value, a location allocation analysis was undertaken to maximize the market share of 17 stations. This map shows the market share met by 17 locations, with an impedance of 200 meters.

This scenario reflects a suitability analysis that targets Emeryville residents. High residential density was weighted highly. Transit stops were weighted lower than they were in other scenarios because it was assumed that residents would use the Bikeshare Program to travel throughout Emeryville, not in connection with other modes. In the map displayed above dark shades of purple reflect the best station locations.

The next scenario reflects a suitability analysis for potential bikeshare station locations that serve users who are traveling to commercial destinations within Emeryville including: retail shops, restaurants and hotels. It was assumed that these users would be traveling to Emeryville from regional locations. Therefore, the weights for transit stops were increased because bikeshare users would likely be traveling to Emeryville by transit and then using the Bikeshare Program to complete the “last mile” of their trip. In addition, the weights of commercial destinations were increased.

Bikeshare Stations in EmeryvilleThe City of Emeryville is in the process of updating its Bicycle and Pedestrian Plan. In doing so, the City will be developing a network that will further encourage residents, workers and visitors to access local attractions, key destinations and points of interest in a safe and enjoyable way. Aside from enhancing the network, the Plan is recommending the development of a Bikeshare Program to improve access and mobility for bicyclists. Further, the Bikeshare Program will have an important role in promoting bicycling as a safe and convenient alternative to motorized transportation. As Emeryville examines the opportunities associated with a Bikeshare Program, a major consideration is the location of the stations. The following analysis considers a series of opportunities to determine the location for the Bikeshare stations.

The suitability analysis provides a sense of which locations are good candidates for bikeshare stations but does not account for distributing multiple stations throughout the City. In fact, making a decision based only on suitability might lead to locating two stations close to each other, effectively overlapping their service areas and neglecting to maximize coverage of demand.

Candidate facilities were weighted by their respective suitability analysis score, as shown in the “Suitability of Supply for Streets” figure. On the other hand, the weight for the demand points were based on land use types (including residential, office and retail) and the floor area ratio.

In order to determine the best locations for bikesharing stations within Emeryville, a suitability analysis was conducted. A total of 16 factors were identified as opportunities for the bikesharing station locations, as shown in the Opportunity Weights table. Restaurants, major hotels, grocery stores and markets were first geocoded. Then, a buffer of 150’ was created around the various land uses as well as the bike routes. This was done to ensure that locations immediately surrounding opportunities would be considered for bikesharing stations. Network analysis was then conducted to determine service areas around all opportunity points. The service areas were based on distance rather than travel time since people will most likely walk to the stations. The service areas were separated into four categories based on comfortable travel distances: 100, 200, 400, and 800 meters (roughly 1/16, 1/8, 1/4, and 1/2 mile).

After the creation of the buffers and service areas, the various opportunity layers were assigned weights based on their relative importance to bikesharing stations. The importance of various factors depends on the target market share of the Bikeshare Program. Therefore, three different suitability analyses were created, each based on a different target markets: residential, commercial and employment. The weights of some layers were altered to reflect the different preferences of each target market.

The suitability analyses conducted for each of the three scenarios showed that location of bikeshare stations depends on the target market of the bikeshare program. What became apparent after each analysis was that a location allocation analysis was also necessary to determine exact placement of stations to most effectively serve the demand. In realizing that a location allocation analysis would be appropriate, we were limited by the availability of data. Unfortunately, we did not have access to retail data or employment densities that could further inform our location allocation analysis and enable us to run location allocation analyses for the remaining two scenarios. The location allocation process selected 17 sites within the City of Emeryville to optimally locate bikeshare stations that serve the majority of the local population. In order to maximize the potential of the Bikeshare Program and to attract visitors/residents who would use the Bikeshare Program to connect to other forms of transportation and land uses, additional station locations at the MacArthur Bart Station and West Berkeley Bowl should be considered, in addition to the stations detailed by the location allocation. Due to Emeryville’s small area of approximately two square miles, the service areas of the 17 proposed bikeshare station locations cover a large portion of the City. The fact that the City is thinking about a Bikeshare Program is indicative of the City’s desire to provide safe, convenient and efficient access to goods and services via non-motorized transport. However, in order for the Bikeshare Program to have an impact it needs to be implemented in conjunction with neighboring cities. The selected opportunity weights were based on the group’s collective intuition as to what would make an ideal station location. The City’s future station placement decision should incorporate community opinion regarding who the program should serve and the space on which stations should be located. Although we assumed that stations would be located on the streets, other spaces may prove to be more appropriate.
