A NEW FORM OF QUANTIFICATION : BIG DATAData and public policies• Data is a classic tool of government at national or local level (statistics, accounting,

cartography, etc.)

Big data as large amount of massive, exhaustive, various and real-time data• A change of level: a huge volume of data • A change in the nature: a new kind of data (digital traces) that record all urban activities

Jointly with this new form of quantification, new actors have appeared• Digital platforms’ activity is based on their capacity of collecting, analyzing and using

these digital traces.

To what extent this new form of quantification (and these new intermediaries) disrupts local public policies?

What are the effects of platform and big data on urbangovernance?

Two hypotheses: 1) big data offers new representations of the city that disrupt public

institutions’ stable organization of reality, enabling new actors—platforms—to put forward alternative ways of regulating urban space and thereby generating tensions with local public authorities;

2) 2) however, the modes used to produce these new data bring to light ways of accommodating both the reality established by public institutions and reality according to digital service platforms.

TWO DIFFERENT PERCEPTIONS OF TRAFFIC CONGESTION

Congestion = a saturation of the network which constrain the fluidity of traffic• Data measure flow of vehicles (flow and occupancy rates)• Regulate the traffic to maintain a smooth flow of vehicles (information, change the

green time, reduce the speed of circulation)• Aims: concentrate Traffic on main roads

CONFLICTS BETWEEN WAZE AND PUBLIC INSTITUTIONS

They have an individualist view of mobility that is in conflict with public policies which aims to concentrate the flow of cars on main roads. They are in contradiction with public authorities.

That’s more a symptom than a cause. We need to start looking at the bigger picture. Why the congestion? why is that happening ? Probably because the infrastructure isn’t in the right place, because the urban planning wasn’t planned for 50 millions people living in the city it was planned for 20. Urban planning is outdated. Infrastructures are not well-conceived to answer the needs of people living in the suburbs.

CONCLUSIONBig data challenge the semantic power of public institutions to say what it is • People coordinate with each other from other representations of the reality. • However, public institutions do have a capacity to influence the production of

these alternative realities.

The benefits of a political sociology of urban data • Data reveals new relationships between public and private actors in local public

policies• Rather than oppose this two way of regulate traffic, it is necessary to analyze

the interactions between public authorities, Waze and its community of editors• A co-production of traffic regulation through data?
