The inspection trip to the various sites is expected to take a full day. For inspection of the work sites at Edmonston and Teerink Pumping Plants, located in Kern County, approximately 30 miles south of Bakersfield, interested parties are requested to meet on TUESDAY, JULY 31, 2012, at 9:00 A.M. at the Teerink work site. Access the site from I-5 by exiting westbound onto Maricopa Highway (SR 166); turn left onto Wheeler Ridge Access Road and continue southbound to the Teerink Pumping Plant site. Interested parties will continue inspection trip by traveling to the Edmonston work site. Access to the site is from I-5 at the Grapevine Interchange. Take Exit 215 toward Grapevine Road; turn onto Edmonston Pumping Plant Road, proceeding eastbound to the project site. The nearest control building covered under this projectÂ’s scope of work is located approximately 100 miles north of the Teerink Pumping Plant; the inspection trip does not include any of projectÂ’s control buildings. Interested parties will have the option to visit a nearby control building (No. 39) of similar roof type and size as the control buildings covered under this projectÂ’s scope of work. 2. Following the inspection of the Edmonston and Teerink Pumping Plants, interested parties are invited to travel to the Devil Canyon Penstock Control Building, located in San Bernardino County. The site is located near the Devil Canyon Powerplant. Access is from Interstate Highway 215 in San Bernardino. From I-215, exit on University Parkway proceeding northward; turn left onto Northpark Boulevard/Devils Canyon Road. The road name will change to Pine Creek Road. The control building is located near the end of Pine Creek Road. Please call the Department of Water Resources at (916) 653-4867 2 days in advance of the inspection trip if you plan to attend or have questions.

FIELD DIVISIONS, STANISLAUS, MERCED, FRESNO, KINGS, KERN, AND SAN BERNARDINO COUNTIES, CALIFORNIA, SPECIFICATION NO. 12 06, CONTRACT NO. C51452, will be received by the Department of Water Resources at the Lancaster Project Headquarters, 121 West Carriage Lane, Suite 101, Lancaster, California 93534, not later than 11:00 A.M. on THURSDAY, AUGUST 23, 2012, at which time they will be publicly opened and read at a location in the vicinity of the office. The work is defined in Section 01110 – Summary of Work, and includes but is not limited to the following principal features: This work includes replacing a total of approximately 48,000 square feet of roofing at two pumping plants in Kern County, one building in San Bernardino County, and 15 small buildings in Stanislaus, Merced, Fresno and Kings Counties, California. Principal work items include: 1. Removing existing roof to the supporting deck and disposing of removed materials; 2. Installing new roofing system, including tapered rigid insulation, SBS modified bitumen cap and base sheets, reflective roof coating, new gutters and downspouts, and new sealants, and; 3. New skylights, modifying minor roof accessories, new or modified equipment curbs, new or re-installed guardrails at selected locations, miscellaneous sheet metal work, and painting miscellaneous metalwork. Drawings and specifications for the project may be obtained at the Department of Water Resources (DWR), 1416 Ninth St, Rm 418, Sacramento, CA, between the hours of 7:30 a.m.-4:00 p.m. or by mail upon written request to the Department of Water Resources, P. O. Box 942836, Sacramento, CA 94236-0001, Attention: Jim Veres, Spec. No. 12-06, Telephone (916) 653-4867, Fax (916) 653-6166, or by e-mail at [email protected]. Drawings and specifications may be seen at the above location or at the office of the Department at Lancaster Project Headquarters, 121 West Carriage Ln., Ste. 101, Lancaster, CA, 93534. Questions relating to bidding may be directed to the Contract Coordinator of DWR in Sacramento, at the contacts listed above. Questions or requests for clarification of the drawings or specifications shall be made in writing no later than 10 days before the scheduled opening of bids. Response, if appropriate, will be furnished/sent to all prospective bidders on the DWR Planholder's List. A tour regarding the work site will be scheduled and conducted by the Department. IT IS RECOMMENDED THAT INTERESTED CONTRACTORS ATTEND THE INSPECTION TRIP. Bid forms for this work are included in a separate booklet titled BID FORM, available only from the Department. Bids will be considered only if submitted for all the work required for the above project. Contractor's license classification required for this work: C-39 or B w/C39 sub; either Contractor or Subcontractor shall be licensed with an asbestos certification. All bidders shall be prequalified by the Department. Bid documents will be furnished only to prequalified bidders who meet the requirements of the State Contract Act and Document 00040 – Prequalification. Pursuant to Sections 1770 through 1773.8 of the California Labor Code, the Director of Industrial Relations has determined the general prevailing rate of per diem wages for the locality in which the work is to be performed. Such rates are on file for inspection at the office of the Department of Water Resources, Room 418, 1416 Ninth Street, Sacramento, California 95814. 6. PREBID BRAND AND TRADE NAME REQUESTS

Pursuant to Section 10129 of the Public Contract Code, alternatives to a designated material, product, thing, or service by specific brand or trade name that are of equal quality and of required characteristics for the purpose intended may be proposed during the bidding period, provided the bidder complies with the following:

A. Proposals for alternatives to a designated material, product, thing, or

service, requested during the bidding period, shall be furnished in writing to the Department’s contract coordinator, not later than 14 days prior to the date and time of the bid opening. Proposals requested after issuance of the Notice to Begin Work, shall be submitted pursuant to Document 00706 – Control of Work, Paragraph 4 and Section 01330 – Submittals.

B. Proposals shall be accompanied by complete information and

descriptive data necessary to determine equality of the material, product, thing or service. Samples shall be provided when requested by the Department. Burden of proof as to availability, comparative quality, suitability, and performance of the material, product, thing, or service shall be upon the bidder. The Department will be the sole judge as to such matters. If the proposal is accepted, bidders will be notified by information letter or addenda pursuant to Document 00200 – Instructions to Bidders, Paragraphs 3 and 4 respectively.

C. Refer to Document 00706 – Control of Work, Paragraph 6, for

substitution requests after issuance of Notice to Begin Work. 7. SUBSTITUTION OF SECURITIES

1.03 LOCATION AND ACCESS

A. Edmonston Pumping Plant and Teerink Pumping Plant work sites are located in Kern County, California, approximately 24 miles south of the city of Bakersfield.

1. Access Edmonston Pumping Plant from I-5 by taking Exit 215 toward Grapevine Road. Make a right from Grapevine Road and travel eastbound on Edmonston Pumping Plant Road to the site.

2. Access Teerink Pumping Plant from I-5 by merging onto State Route 166. Travel westbound on SR 166 to Wheeer Ridge Access Road. Turn left and continue on Wheeler Ridge Access Road to site.

B. California Aqueduct Reach 2B work sites are located in southern Stanislaus and northern Merced Counties.

1. Access to all sites is from Interstate 5. Refer to Drawings A3-1 through A3-5 for Reach 2B site location details.

C. California Aqueduct Reaches 3 through 7 work sites are located in Merced, Fresno, and Kings Counties. The work sites are located between Los Banos and Kettleman City, California.

D. Devil Canyon Penstock Control Building is located in San Bernardino County, north of the city of San Bernardino.

1. Access the Devil Canyon Penstock Control Building from Interstate 215 by taking the University Parkway exit. Travel eastbound on University Parkway to Devils Canyon Road/W Northpark Boulevard. Turn left on Devils Canyon Road and continue for approximately 4 miles. The road name will change to Pine Creek Road. The building is near the end of Pine Creek Road.

1.04 TIME OF COMPLETION

A. Pursuant to Document 00705 – Prosecution of Work, Paragraph 1.A, the Contractor shall begin work within

10 DAYS

from the date of receipt of notice to begin work; the Contractor shall complete all control building work except roof coating before the expiration of

150 DAYS

from the date of receipt of notice to begin work.

B. Unless otherwise approved by the Engineer, the Contractor shall begin roof coating work on the control buildings no earlier than

June 3, 2013;

and shall complete that work before the expiration of

June 30, 2013.

C. Unless otherwise approved by the Engineer, the Contractor shall begin work on the pumping plant roofs no earlier than

May 1, 2013;

and shall complete all roofing work on Teerink and Edmonston Pumping Plants before the expiration of

August 1, 2013.

1.05 LIQUIDATED DAMAGES

A. Pursuant to Document 00705 – Prosecution of Work, Paragraph 2:

1. Liquidated damages for failure to complete the work specified in Paragraph 1.04 A within the time specified will be $1,400 per day.

2. Liquidated damages for failure to complete the work specified in Paragraph 1.04 B within the time specified will be $1,400 per day.

3. Liquidated damages for failure to complete the work specified in Paragraph 1.04 C within the time specified will be $1,400 per day.

4. The maximum sum per day for liquidated damages for which the Contractor will be liable will be $1,400 per day.

1.06 PERMITS AND LICENSES

A. Pursuant to Document 00703 – Applicable Laws and Regulations, Contractor shall obtain necessary permits and licenses including but not limited to the following:

1. The Contractor shall obtain transportation and hauling permits as required.

2. The Contractor shall obtain a valid business license within the Cities/Counties of operations for each project location.

1.07 PROJECT CONDITIONS

A. Department personnel and operations at and near each of the buildings are not to be interrupted by the Contractor’s operations unless authorized in advance by the Engineer.

B. The existing roofing materials are known to contain hazardous materials, including lead and asbestos. For handling and demolition requirements, refer to Section 02221 – Selective Demolition and Section 13280 – Hazardous Substances and Waste Removal and Disposal.

C. Due to the windy weather conditions in the area and to prevent potential hazards to workers and property, the Contractor shall install and adopt appropriate measures to prevent debris and construction materials from blowing off the roofs. At Teerink Pumping Plant special precautions may be needed to prevent materials from falling into the nearby switchyard and the adjacent transmission lines.

D. Safety Clearances at Teerink Pumping Plant: Transformers and high voltage power lines are located adjacent to the Teerink Pumping Plant. Roofing work near power lines shall be performed under required safety clearances. All clearances shall be coordinated with the Engineer prior to construction. The transmission lines terminate at the plant wall, approximately 8 feet below the roof. Contractor shall make every effort to perform work adjacent to the transmission lines while the lines are de-energized. As water operations allow, the Department may be able to de-energize the transmission lines between the hours of 7:00 a.m. and 4:00 p.m. Contractor shall coordinate with the Engineer to schedule construction work adjacent to the lines. For additional details on the project schedule, refer to Section 01311 – Construction Schedules and Section 01330 – Submittals.

E. Safety Clearances at Edmonston Pumping Plant: Transformers and high voltage power lines are located adjacent to the north side of the Edmonston Pumping Plant high roof. Roofing work near power lines

shall be performed under required safety clearances. All clearances shall be coordinated with the Engineer prior to construction. Contractor shall make every effort to perform work adjacent to the nearest transmission line while the line is de-energized. As water operations allow, the Department may be able to de-energize the transmission lines between the hours of 7:00 a.m. and 4:00 p.m. Contractor shall coordinate with the Engineer to schedule construction work adjacent to the lines. For additional details on the project schedule, refer to Section 01311 – Construction Schedules and Section 01330 – Submittals.

F. The contract work will begin at a time when the chance for rain is high. Accordingly, only the small roofs can reasonably be completed without risking water damage to the building contents, thus only roof replacement at the control buildings will be allowed during winter months. The roof coating of control buildings will begin in late spring, on the date specified, unless an earlier start date is approved by the Engineer. Similarly, roof work on Teerink and Edmonston Pumping Plants will start on the date specified unless an earlier start date is approved by the Engineer.

G. If a power outage occurs at one of the control buildings, the generator inside the building will start automatically. Personnel on the roof should exercise caution around the exhaust to avoid burns and prevent breathing exhaust fumes.

H. Many of the control buildings are located adjacent to radial gates at the aqueduct. The radial gates can begin operating without warning. Personnel should not approach the gates at any time.

1.08 PROSECUTION OF WORK

A. Pursuant to Document 00705 – Prosecution of Work, Paragraph 3.B, the time of completion specified in Paragraph 1.04 is considered insufficient to complete the project working a normal number of hours per day or week on a single-shift basis. It is expected that overtime operations and/or additional shifts will be necessary to achieve completion of work within the time specified. The contract prices shall include full compensation for costs incurred for compliance with time of completion specified.

1.09 COOPERATION WITH OTHERS

1.10 VERIFICATION OF EXISTING FACILITIES

A. The Contractor shall verify the applicable structural dimensions, elevations, and dimensions of existing facilities, and other dimensions and data required to complete the project.

1.11 COMPLIANCE WITH O&M INSTRUCTION NO. OP-2

A. General: Pursuant to Document 00703 – Applicable Laws and Regulations, Paragraph 9 and Document 00704 – Contractual Relationship of Parties, Paragraph 2, the Contractor shall comply with safe clearances, hot line orders, special conditions, and general switching requirements as specified in PROJECT O&M INSTRUCTION NO. OP-2. The Project O&M Instruction No. OP-2 is reviewed and updated regularly, and the latest version shall govern. The latest Project O&M Instruction No. OP-2 can be accessed by the following link:

C. For new clearances, the Department and the Contractor will meet to discuss the Department’s Safe Clearance Procedure and other operations associated with State Water Project System to aid in accomplishing the contract work with maximum safety to personnel and equipment and with minimum chance of error. After the Department and the Contractor fully understand the system and the equipment, the Department and the Contactor will develop the safe clearance as a joint effort prior to start of work. For existing clearances, the Contractor shall walk through the Department’s clearance points with the Engineer or other designated Department personnel prior to start of work. If the Contractor requests additional safe clearance points or locks, the Department will remove the clearance and develop a new safe clearance as a joint effort.

D. The Contractor shall notify the Department 48 hours in advance of any need to modify or release safe clearance points.

E. Pursuant to Safety Orders and Document 00708 – Payments and Retentions, Paragraphs 2.B and 2.C, the Contractor shall correctly identify to the Department any additional equipment or other items that may be required to be included for the safe clearance, during or after the new equipment are installed.

An inspection trip for prospective bidders will be conducted at selected work

site locations. The inspection trip to the various sites is expected to take approximately three hours. 1. For inspection of the work sites at Edmonston and Teerink Pumping Plants,

located in Kern County, approximately 30 miles south of Bakersfield, interested parties are requested to meet on TUESDAY, JULY 31, 2012, at 9:00 A.M. at the Teerink work site. Access the site from I-5 by exiting westbound onto Maricopa Highway (SR 166); turn left onto Wheeler Ridge Access Road and continue southbound to the Teerink Pumping Plant site.

Interested parties will continue inspection trip by traveling to the Edmonston work site. Access to the site is from I-5 at the Grapevine Interchange. Take Exit 215 toward Grapevine Road; turn onto Edmonston Pumping Plant Road, proceeding eastbound to the project site. The nearest control building covered under this project’s scope of work is located approximately 100 miles north of the Teerink Pumping Plant; the inspection trip does not include any of project’s control buildings. Interested parties will have the option to visit a nearby control building (No. 39) of similar roof type and size as the control buildings covered under this project’s scope of work. In addition, photographs of the Devin Canyon Penstock Control Building may be viewed at the following ftp site: ftp://ftpdoe.water.ca.gov/Specs/Spec-12-06/
