TheNew York MetropolitanTransportation Council (NYMTC)the metropolitan planningorganization for New York City,suburban Long Island and theLower Hudson Valley seeks toencourage more everydaybicycling with the publication ofBicycle Parking Solutions: AResource For Installing IndoorBicycle Parking.

Federal TEA 21 funding hashelped the expansion of bikepaths and on-street bike lanesthroughout New York State. As aresult more cyclists are ridingfor transportation more thanever before. And, far morecyclists are demanding securebicycle parking.

Secure is the key word. In many placesbicycle owners face theft, vandalism and damage by weather if theypark outside. This brochure is a functional resource for buildingowners, building managers, or building associations on how toprovide indoor, secure parking for your tenants, and lessees.

A Cost Effective Way to Satisfy your Tenants

More and more tenants are urging their building managersand owners to install indoor bike parking. Everyday over 105,000New Yorkers use their bicycles to get to work, run errands, and

go shopping. Compare this to 50,000 cyclists 10 years ago.

Traveling by bicycle in New York City, the surrounding suburbs, andLong Island, is convenient, inexpensive, non-polluting, and a healthyway to get around. With secure bicycle parking, buildings are moreattractive and accessible to those traveling by bicycle.

Providing indoor bike parking is relatively simple. It does not conflictwith fire and building codes or create additional liability for theproperty owner. The following pages lay out the basic ‘How-To’s’ forinstalling indoor bicycle parking. Included are examples of successfulindoor bicycle parking in New York City and the surrounding region.

Tenants who commute by bicycle need safe indoor parkingfacilities where their bikes are sheltered from weather, vandals,and thieves. It is simply not an option to leave their bikes

unprotected and outside day after day. The NYC Department of CityPlanning’s 1999 Bicycle Survey Report found that the number oneimpediment to bike commuting was the lack of secure parking—demonstrating a need for more indoor bicycle parking.

Bike parking = Good BusinessBuilding owners can attract and retain quality tenants byunderstanding the growing need for bicycle parking and how to meetthis demand. Tenants will be drawn to living or working in buildingsthat take the environment and their health into account.

Bicycle Parking = Space Efficiency

The installation of bike racks involves minimal space require-ments. Many buildings have some unused or “dead space” at theend of hallways, in the lobby, underneath stairs and on underground

levels. A space of 14 feet by 6 feet can store up to dozen bicycles.

Space RequirementsEach parking space must be accessible without moving anotherbicycle. Generally, for horizontal parking allow for 2 feet by 6feet for each bicycle parking space. For vertical parking allow for4 feet by 2 feet and a height of 6 feet for each space. Provide anaisle of at least 5 feet wide to allow room for maneuvering. Justas automobile drivers need additional space to access parking—so do cyclists.

Don ’t forget:Consider the space afilled rack requires. Atypical Bicycle is 6 feetlong and 2 feet wide.Installing bicycle rackstoo close to a wall or tooclose to each other cutcapacity as much as90%. Avoid Installingbicycle racks too close tocar parking—motoristswill seldom leave sufficient room for bicycles to park andmaneuver if bicycle parking is not sufficiently separated from car parking.

1. Indoor Bicycle Parking Area or Room.The first step in planning bicycle parking is finding a locationthat will meet the needs of the potential users. Determine yourtenants’ needs with an informal survey. This will assure that theracks and space allotted will accommodate current demand andhandle future demand. The parkingshould be accessible, well-lit, andsecure. There are many differenthardware options. Standing racksare the most conventional.However, wall-mounted racks arebecoming increasingly popularbecause of their space efficiency.A standing rack designed to holdten bicycles fits comfortably intoa 14´ x 6´ space.

2. Access to Tenants ’ SpaceThe easiest way to provide secure bicycle parking is to allowtenants to bring their bicycles to their own office. In many officeand residential buildings, tenants can enter through freight orservice entrances, which normally operate during standard workhours. For off-hour usage, many buildings allow bicycles in thepassenger elevators.

3. Use Some Garage Parking forBicycle ParkingParking a bicycle requires1/10 the amount of spacerequired to park a car.Many garages haveunused space near theentrance on the groundlevel, which is perfect forbicycle parking. The bikeparking should be welllit, visible and in a convenientlocation with sufficientmaneuvering space separate from car parking. It is very importantto place bike racks about two feet from walls, allowing enoughspace for the front wheel, and maximizing parking capacity.

4. Creating Secure Outdoor Parkingi.Bike Lockers

Bike lockers provide optimal securitywhile protecting bikes from rain andsnow. The average space requirement for12 bikes is 20´6˝ in length and a widthof 6´5 .̋ Lockers cost $500 on averageand can park two bicycles in a 5´x 2´space. Some bike lockers can bestacked, to provide more space.

ii.Locked in Fenced AreasNew York University, John Jay, and Brooklyn College all have, secureoutdoor bicycle parking. The space allocated for this type of parkingshould be accessible with ID, a swipe card, or a key, and should belocated close to a building entrance. Q: What about New York State BuildingRules and Regulations?

A: Building owners and managers cite concerns about fire codesand liability as deterrents to providing bike facilities. NYSbuilding regulations however, are quite clear and do not restrictsensible bike parking.

They state that because bicycles emit no exhaust and are notflammable, they are not considered to be hazardous and pose noregulatory problems. Bikes by themselves are not fire hazards.Storage of bicycles in designated rooms poses no problem andkeeps bicycles out of the way. Bicycle racks installed in a lobbyor at the end of a hallway can easily be located to satisfy Fireand Building Inspectors.

Q: What aboutliability?

A: Loss of personal propertyis not a potential liabilityissue for private land-owners, since owners andmanagers never assume“possession” or “control” of theindividual bikes. By posting signs,building managers alert bike owners of the personal responsibilitythey assume when locking up their bike. Bike racks provided withinthe building operate under the “At Your Own Risk” policy as longas signage is clearly posted. Ask tenants to sign waivers to furtherserve as a tool in explaining to tenants their own individualaccountability. In buildings with indoor bicycle parking ownerliability for damaged or stolen bicycles has not been a problem.

Q: What about the lease?A: A lease stating restrictions on bicycles can be easily modified.

Q: Do bicycles in the building effectour insurance?

A: The presence of indoor bike parking does not affect standard insurancepolicies for industrial, commercial, or office buildings.

Q: What about damage to the lobby and buildinginterior?

A: Bikes do not affect standard wear andtear of high trafficked lobbies. Fear ofexcess dirt is unproven. Think of normalusage by people with the occasional dirtyshoe, boot, baby carriage or umbrella.

Q: Is there a largepossibility of injury toothers caused by thebicycles or the bike rack?

A: There are no documented cases of injury caused by a bicycle within abuilding. Moreover, a bicycle rack is a large and readily observableobject that is not inherently dangerous. Hazards associated with indoorbicycle parking are negligible.

SignageSignage

Signs that indicate the specific areas for bicycles and specific areasfor motor vehicles will clear up ambiguous situations in parkinggarages.

In addition to signs that relieve owners and managers of liability(page 12) directional signs should be installed. Bicycle parking signsare a form of advertising and let cyclists know that bicycle parking

exists and that their business is valued. Directional signs should beplaced inside of buildings to help tenants locate the bicycle parking ifit is not immediately visible.

Signs should have the words “Bicycle” and “Parking” on them andhave a unidirectional arrow that points in the direction of the parking.The use of the bicycle symbol and the word “Parking” is alsoacceptable. The use of the letter “P” in place of “Parking”isconsidered too ambiguous and should be avoided.

Instructional signs telling cyclists how to use the facilities, and who tocontact to gain access should also be posted. Contact information isalso important incase the bicycle parking facilities are damaged orinoperative. Contact names and telephone numbers should beprovided whenever possible.
