1.0 CURRENT JSEP AND SKEP CM TASK ORDER ACTIVITIES REPORT

SN Activity Description Status 1 COVID-19 Emergency and JSEP

and SKEP Disruption / CV-19 Draft Recovery Plan, Draft COVID-19 H&S Site and Package Procedures

Parts of the Government of Jordan (GOJ) Lockdown/Curfew remains in effect as of the time of this report. The GOJ has issued direction that allows the Ministries to extend their “Holiday” to end Ramadan. This Lockdown has affected JSEP and SKEP construction schedules and timelines. MPWH has begun providing direction and guidance to Construction Contractors and Supervising Engineers for restarting operations. The GOJ has allowed the construction sector to continue work under the conditions issued by MOL and MPWH. Letters have been issued to the JSEP and SKEP project Contractors and SEs to restart work. The Ministry has put people to work in the office partially. If and when construction restarts on SKEP and JSEP projects, they will need to add enough MPWH staff to manage implementation and resolve problems. The CMTO Team believes that the Restart of the projects will be very soon. In response to this situation, and as requested by USAID/J, the CMTO Team, Bitar, Engicon, and the EMSP Team submitted Updated Recovery Plan that can be used by the MPWH and USAID/J to identify obstacles to remobilization that could be problematic when the work restart. It also outlines a plan to restart in an orderly fashion. It also identifies possible Construction Contract Time Extensions and other Variation Orders that could result. Also, this revised Plan includes a “TO DO” list of miscellaneous actions that should be taken by the MPWH, the SE’s the Contractors and the CMTO Team. The CMTO Team submitted to USAID and SEs the Revised JSEP and SKEP H&S Plan for COVID-19 Transmission Prevention of Construction Sites. This plan was prepared and updated after discussion with USAID, SEs and ESMP through teleconferences on April 21, 2020. All attendees provided the CMTO with their feedback and this was included in the second draft.

2 JSEP Phase V Mobilization

The CMTO team continues to work at home to prepare materials for forms of daily reports, payments spread sheets and other required forms for JSEP Phase V. We were preparing materials for the Contractor Health and Safety and Scheduling Workshops but with no Workshops being possible now we will either send these Workshop materials out directly to the Contractors through the SEs with MPWH permission and perhaps reschedule the Workshops for a later date; the situation permitting.

3 Ending JSEP Phase IV ASAP Without Sacrificing Construction Quality

Medanat Bi-weekly Phase IV Progress Meetings. Although the meetings with Medanat stopped as a result of COVID-19, we maintain contact.

MPWH is now allowing the restart of the construction at projects with conditions issued by the Ministry and also with the application of the conditions of the Ministry of Labor.

4 SKEP II, Package 2, Rawashdeh Contractor Performance Improvement Evaluation.

Construction at three sites stopped from March 18, 2020 due to Government Curfew Announcement. But the MPWH is allowing the restart of the construction at project sites with conditions issued by the Ministry and also with the application of the conditions of the Ministry of Labor. The SE and CC submitted their demand to MPWH to restart the construction.

5 MPWH JSEP and SKEP Procurement Status Summary

STATUS SUMMARY: CMTO staff continues submitting the weekly JSEP and SKEP PROCUREMENT SUMMARY STATUS Report to follow up the procurement program calendar and issues with MPWH. All procurement activities are obviously on hold. These reports are private and are close-held JSEP Phase V Supervisory Engineer Contract Review: For Package 6, 7 & 8. The Technical committee started technical evaluations and the evaluation is Pending from March 18, 2020 according to the Government Lockdown. JSEP Phase V – Construction Contract – For Packages 6, 7 & 8. The Technical Committee started the evaluation and the evaluation is Pending from March 18, 2020 according to Government Lockdown. SKEP Phase I – Elevators OPEN: USAID/J approved the awarding and it is under final stage of Tendering. The activity is Pending from March 18, 2020 according to Government Lockdown. SKEP Phase III – Supervisory Engineer Contract Review – The Tender is under technical evaluation and the evaluation is Pending from March 18, 2020 according to Government Lockdown. SKEP Phase III – Construction Contract is at final stage of Tendering Process. CMTO staff prepared New Procurement Schedule for remaining activities, the time line will be applied according to the restart after end of Lock down.

6 SKEP Phase II - Elevators SKEP Phase II: This work remains open for Package 1. MPWH approval issued. It is possible that this work could be completed with installation of elevators expected within two to three months after the Lockdown finish due to material delivery delays.

SN Activity Description Status For Package 2, MPWH issued the letter of approval. It is expected that the installation of the elevators and the schools will not be completed before the opening of schools at September 2020. The new expected start and completion dates depend also on when the Lockdown is lifted.

7 JSEP IV and SKEP II CONTRACT COMMUNICATION TRACKING LOG

Within the last two weeks, minor correspondence occurred according to Government Lockdown.

8 JSEP Phase II, III, IV/SKEP Phase ll Electrification/Wet Utilities Connection Delays

The status remains unchanged as previous Biweekly Report, since the Government Lockdown started from March 18, 2020. Note that this is a serious issue that could prevent some JSEP Phase IV and SKEP Phase II schools being ready for MOE operations before 1 September 2020.

9 Periodic Meeting with MPWH

CMTO staff meetings with MPWH are temporarily suspended according to Government Lockdown. According to phone calls with the staff at MPWH, some staff have returned to work for nearly 10 days now. The Ministry will allow the projects to restart under conditions of MPWH and MOL. The MPWH has instructed the SEs to restart the construction for JSEP and SKEP projects.

10 Joint Weekly Coordination Meeting with MPWH, USAID/J

The weekly USAID/J – MPWH coordination meeting are normally held with the USAID/J COR and the MPWH International Programs Director are temporarily suspended.

11 Weekly Meeting with COR USAID/J

No meeting held for previous two weeks, but COR tracking CMTO work. Our team provides updates and work products to the USAID/J COR as requested and scheduled.

12 Coordination Teleconference with USAID/J, SE and DE.

CMTO organized Teleconference on April 21, 2020 with USAID/J, ESMP, SE and DE to discuss Proposed JSEP and SKEP COVID-19 Construction Site H&S Guidelines and Procedures. CMTO (COP & SGL) attended Teleconference on April 30, 2020 with “All Chiefs of Party” for USAID/J Educational Projects to review all 24 Education and Youth projects through previous two weeks.

13 Teleconference with ESMP, DE and USAID/J.

As part of sharing knowledge and expertise with partners of USAID projects, CMTO attended Teleconference organized by Kaizen on April 21, 2020, presentation regarding Project Management System prepared by Kaizen was submitted to all attendees regarding their work with the MOE and MPWH. The discussion was fruitful and there will be future meetings.
