MESSAGE FROM THE CHIEF EXECUTIVE OFFICER

I am very pleased to present the Annual Report of BBSCL, 2017, which also incorporates the

Statutory Audit Accounts of 2017.

As mandated, BBSCL continued to provide LIVE Broadcast of important national event such as

the Birth Anniversary celebrations of His Majesty the Druk Gyalpo, Parliamentary Sessions,

Thimphu Drupchen and Tshechu, Paro Tshechu, Punakha Dromchoe and Tshechu, and National

Day Celebrations and many more.

BBSCL ensured nationwide coverage of the National Day Celebrations. The 110th National Day

Celebration was broadcast LIVE from Haa Dzongkhag. The Grand Finale of the Druk Gi Nya-

Goe Dhrendhur was also broadcast LIVE during the celebration.

On the technical front, to minimize the breakdown of transmissions, BBSCL installed new towers

and build new stations in various locations. The process of up-gradation of the lighting in the

Television Production Studio and the automation system for both the TV channels were carried

out.

The News and Current Affairs Department continued to uncover issues from far flung areas and

feature stories and issues, which were more representative of the nation as a whole. In addition,

the BBSC continued to support many government bodies, NGOs and CSOs with their mandate by

providing free coverage and broadcast as part of BBSC’s corporate social responsibility.

The BBSCL will continue to remain committed to our audience by providing quality News and

Programmes.

ANNUAL REPORT OF BHUTAN BROADCASTING SERVICE FOR THE YEAR 2017

Bhutan Broadcasting Service (BBS) was launched on 11th November 1973, as Radio NYAB by a

group of young volunteers belonging to the National Youth Association of Bhutan. In 1979,

Radio NYAB was merged with the Information Department under the Ministry of information

Communications.

BBS Television service was launched on 2nd June 1999, coinciding with the Silver Jubilee

celebration of the reign of His Majesty the 4th King. BBS satellite service was launched on 20th

February 2006.

Today, BBS Radio provides two channels twenty four hours seven days a week. One channel

broadcast news and programming in three languages while the other channel features solely in

National Language Dzongkha. Similarly BBS Television provides two channels with one being

twenty four seven, broadcasting educational and entertaining programmes and another

broadcasting daily news and current affairs programmes for ten hours. BBS also provides LIVE

telecast of important events including National Parliament sessions, local religious festivals and

election proceedings.

Besides Radio and Television services, news and programmes are also available in the BBS

website http://www.bbs.bt . BBS Radio services are available on FM, SW and satellite services.

BBS TV signal can be received in Asia Pacific and southern Europe through INSAT.

For nationwide coverage of news and programme, BBS has 14 Bureaus offices in 14

Dzongkhags including a regional bureau in Kanglung and Trashigang. However, BBS does not

have offices in following six Dzongkhags namely Haa, Dagana, Punakha, Gasa, Tashiyangtse

and Lhuentse. These Dzongkhags are either covered by the nearest reporter or the Head quarter.

Currently BBS has 339 staff in total including 314 as a regular staff and 25 staff on contract

whereby 12 staff contract employees are with the administration and Finance Department as

sweepers, gardeners, security personnel and drivers. Rest of the contract employees were

recruited as a replacement for the employees who are on EOL.

RADIO DEPARTMENT BBS is the National TV and Radio Broadcaster of the country. BBS Radio Broadcasts for 24

hours daily in 4 languages ( Dzongkha, Sharchop, Lhotshamkha and English).

Educational programmes:

The BBS is a public service broadcaster with the mandate to inform, educate and entertain the

Bhutanese public. In that capacity, the BBS radio has produced over 3500 educational

programmes on a wide range of subjects, from farming, health and education, politics, the

judiciary, the environment and good governance to socio economic development,

unemployment, juvenile crime, entrepreneurship and sports. For the vast majority of the

Bhutanese living in rural areas, the BBS radio is the only source of news and information.

Garbage –a national problem:

Garbage is a growing problem and it is not just confined to urban areas.

Even the distant trails running through thick forests and along mountain ridges leading to remote

lhakhangs and goendeys are littered with discarded chips packets and plastic bottles.

In urban areas, drains are clogged with plastic waste. The dump sites are fast getting filled.

The issue has been discussed even in the August hall of the National Assembly. And in 2016,

His Majesty the King himself raised the issue in his royal address at the national day celebration

in Trongsa.

The BBS radio decided that as the national broadcaster with the widest reach, it must do

something about the growing garbage problem, particularly so because it has been raised by His

Majesty the King and that too in his royal address at the national day celebration. We have, even

in the past, produced numerous programmes on the growing garbage problem but we decided to

give the matter a special focus in 2017 producing a weekly programme in every language over a

one year period. We decided to make a concerted and relentless effort to educate the public and

if possible change their mindset. Our producers produced over 60 programmes in every language

to discourage people from littering, promote segregation, encourage recycle and reuse, and

promote waste based business. The most popular programme for our listeners proved to be a quiz

show where for every right answer our participants received a hundred Ngultrum voucher.

“Finally, our country is foremost among the world when it comes to the

beauty of our natural environment and the diversity of our flora and fauna.

This is a result of generations of enlightened policies in conservation.

However, with the changing times, increasing population and burgeoning

urban settlements, we are faced with new challenges. During the recent

cleaning campaign, over 300 tons of waste was collected from Thimphu

alone. I was told that Thimphu produces around 61 tons of waste every day.

We have succeeded phenomenally in the conservation of our natural

environment, and our efforts and achievements have garnered international

appreciation and recognition. If we are as successful in maintaining the

places where we live, it will be a truly commendable achievement. It is our

collective responsibility to ensure that where we live remain clean, safe, well

organized, and beautiful, for all times to come.”

Youth, drugs and alcohol:

Another major problem facing the nation is the drug abuse.

Over the last twenty and thirty years, several Bhutanese youth have died of suspected drug

overdose, some in seedy hotels in the border town of Phuntsholing. Many were admitted in

rehabilitation centers both in country and neighboring India. Many have dropped out of schools.

Youth related violence and crime is increasing:

To help tackle the problem and do our bit, the BBS radio produced numerous programmes

targeting the youth as well as parents. For the parents, the programmes sought to educate our

listeners on the signs ad symptoms associated with drug abuse and provide counseling tips. For

the youth, the programmes were aimed at educating them on the ill effects of drug abuse, how to

cope up with peer pressure, and how it is not cool to do drugs. All in all, over a one year period,

the BBS radio produced over 36 programmes looking at the various aspects of the issue.

The Constitution –the mother of all laws:

If democracy is to thrive and flourish, the people must understand the constitution and their

constitutional rights and responsibilities. It is understood that our parliamentarians and our

politicians, because of the nature of their job, have studied the constitution, cover to cover,

several times. Likewise our civil servants and office goers would have also read through the

constitution at least once. But that’s not nearly enough. The masses, who constitute the bulk of

the electorate, must also understand the constitution. To strengthen democracy, the BBS radio

produced a special series on the constitution, the mother of all laws. Each episode focused on a

clause in the constitution, explaining not just the meaning and purpose of the particular clause

but also the consequences and ramifications if that clause were violated. The explanations were

provided by High Court and Supreme Justices, depending on their availability.

Ministries –a mini series:

Also to strengthen democracy and in particular good governance, the BBS radio also produced a

series of programmes focusing on the ten ministries. Each programme explained in detail the

history and more importantly the services provided by each ministry along with the mandate and

the roles and responsibilities. Our producers also explained the structure of the individual

ministries and introduced the key officials, including the minster, the secretary and the various

directors. The aim was to enhance service delivery.

UNICEF collaboration:

In collaboration with the UN children’s fund, the BBS radio produced close to one hundred radio

programmes on maternal health, nutrition, and issues related to children.

On maternal health, the programmes highlighted the importance of medical checkups during and

after pregnancy, the benefits of breast feeding, maternal care, diet, childcare and parenting. On

nutrition, the programmes talked about balanced diet, the benefits of consuming vegetables and

fruits, what constitutes a balanced diet taking into account the food items easily available locally.

The UNICEF BBS collaboration has been going on for over five years. Under the arrangement,

unicef makes use of the power of the radio to reach out to rural mothers and children. In return, it

pays for a short term in house training or two in a year. At other times it pays for the expenses

required for our producers to travel to remote villages to produce the programmes on health,

nutrition and children, issues close to unicef’s heart.

HIGHLIGHTS OF BBS 1

Bhutan Broadcasting Service enjoys monopoly as the sole national television and radio service

provider; among a dozen newspapers and few local radios. However, from 2017, BBS took this

monopoly as a responsibility, and extended its cooperation to organizations and individuals that

started working for these social causes.

In 2017, BBS collaborated with many NGOs (Non-Government Organizations), CSOs (Civil

Society Organizations), Government organizations and individuals who started working towards

the conservation of the environment, preservation of the age-old culture, manage trash, advocate

clean toilet habits and create awareness on many social issues. BBS Channel-1 therefore, focused

on how to bring out these issues to the national and community level.

All government and private offices were closed down on December 19, 2016 and all citizens

cleaned the streets and rivers. The BBS in the aftermath of this campaign took it upon itself to

spread the awareness and made a yearlong project in 2017 to feature garbage issues on television

in the form of news, talk-shows and educational programs. Further, the BBS provided free

platform to broadcast short messages for the Clean Bhutan, which is focused on garbage

management.

Along with BBS-2 and Radio, BBS channel-1, started providing free broadcast space to

television messages and programs to Bhutan Toilet Organization, a civil society, which

advocates clean toilet habits. Similarly, we started reporting more on drug, alcohol and tobacco

abuses; educating motorists on safe driving and respecting pedestrians and cyclists; and creating

awareness to reduce waste of resources like water and electricity.

As the sole national broadcaster, the BBS is perceived as a very critical partner in disseminating

information and creating awareness. Since BBS Channel-1 reported extensively on basic social

and economic issues, the Government recognized and started giving attention to these issues and

has been allocating funds in these areas every year. The information and awareness created has

also helped shape the development policies. For example; our stations carried repeated stories on

the need for farm mechanization, need for irrigation channels and the Government has been

perusing these projects as priorities by distributing power tillers to farmer communities. New

water sources were located and more irrigation channels were built.

LIVE coverage: His Majesty’s Birthday Celebration, Bangladeshi PM’s visit to Bhutan, and

National Council-Summer and winter sessions, and the 110th National Day Celebration at Haa

were some of the events covered LIVE during the year. The Late Thai King’s funeral was

covered live interspersed with LIVE relay feed from Thailand and Kuenselphodrang, moderated

by two anchors from the studio. The coverage lasted for more than 12 hours with LIVE stream

options for viewers away from home.

His Majesty the King and Queen attending Bangladeshi PM’s visit to Bhutan

the late Thai king’s funeral.

In collaboration with the UNICEF, BBS Channel-1, produced monthly Current Affairs

discussions on Early Child care, maternal health, nutrition, and issues related to children and

women. Similarly a news report was prepared every month on the same issues.

Royal Highland festival, annual flower exhibition and other important events were given special

coverage with production of special programmes and series of news. BBS channel-1 gathered

and broadcast over four thousand news stories on various issues from the remote corners of the

country to the very heart of our capital town.

While the news strives to keep the nation abreast of the developments, the current affairs serves

to provide a platform for public debate and discourse. Our current affairs producers organized

debates and discussion on issues of national importance, almost on a daily basis.

Challenges: Besides small technical glitches because of use of old equipment, budgeting for

covering important events has remained a challenge. No separate budget is allocated for the

coverage of many important events that comes during the year, especially the ad-hoc ones.

Separate budget is allocated only for election coverage.

Another problem faced by the news room is retaining trained people. Because of increasing

opportunity outside the country for study and work, average of 7-8 people resigns, take leave and

replacement of such skilled or trained man power has continue to remain a constant challenge.

Way forward: BBS Channel 1 believes in: “expect the unexpected” and remains ready to cover

and reach information to people at any time. Plans are in place to give special focus on election

coverage of National Council and National Assembly for the coming year. The biggest mandate

would be to cover the elections in a balanced and fair manner and encourage the citizen to

exercise their franchise in the coming year. Focus will also be given on the coverage of many

events regarding 50 years of Indo Bhutan friendship in the coming year.BBS 1 will continue to

focus on increasing coverage from the rural pockets and continue to bring in- depth analysis both

on News and Current Affairs discussions.

HIGHLIGHTS OF BBS2

From the sum of 56 hours of broadcast every week, BBS 2 broadcasts 21:30 hours of in-house

content, 11 hours outsourced content (serials and local movies), another 6 hours of reality shows

which is manned by our technical team, 7 hours of catch-up news, 1:30 hours of international

content and 9 hours of in-house repeat programmes.

NEW PROGRAMMES LAUNCHED

1. More than Birds and Bees’: It is a programme series

highlighting the significance of sexual and reproductive

health and rights (SRHR)

2. Quiz Series titled ‘ButterflyEffect’: Targeting children aged between 10 and 12, it is a

lively game show where 2 teams of 2 children participate to win the first place in each

episode.

3. Educational Series titled ‘Book Burb & Amazing Animals: To encourage children and

youth on the love and importance of reading as well as educating our children and youth

on our Fauna and beyond.

4. An animated television series, Shelldon was redubbed from English to Dzongkha

(78 Episodes).

5. Educational fillers on the impact of trash were also produced for 1-2 minutes to create

awareness by interviewing students, principals, doctors and movie celebrities.

6. To promote self employment and encourage love for

Blue color jobs, a series of inspirational documentaries on

self employment and blue color jobs were also produced.

7. Talk ‘N’ Show’: A studio based show featuring

inspiring/popular figures was also launched to educate and

inform the audience through an entertaining format.

In terms of revenue earnings the year saw a growth of 6.15%. The revenue increased from Nu.

52.408 million in 2016 to Nu. 55.633 million in 2017.

Apart from revenue earnings, BBS have been providing free airing of non-commercials and

footage/news clippings/programs. As the year ended on 31.12.2017, the level of providing free

services through these commercial activities has been increased by 17.8% as compared to 2016.

At present, commercial advertisements, sale of programmes, programme sponsorship, production

and sale of social message, spots & jingles, leasing of recording facilities and services are some

of the commercial activities that are being carried out. In addition to improve the services we

provide at present, BBS will also explore other business ventures and commercial activities as

listed below:

- Venturing into commercial ads production focusing on small and medium business firms/

industries.

- Improving the strategic partnership with government, non- government, corporations and

private firms.

- Regional and International marketing plans.

- Increasing the customer base through customer relationship management system.

- Event Coverage and event management

Challenges:

- Repetition of programmes due to insufficient manpower and equipment. Repetition of

locally produced films and serials due to insufficient funds.

- Lack of sufficient equipment to properly cover outdoor events due to absence of outdoor

lights and sound systems which are outsourced to local production houses.

- Insufficient training for the staff to upgrade their skills. No budget is provided by the

Ministry of Finance for HRD.

Way forward:

- With more than 50% of our population being youth and children, our target is to produce

50% content for children and youth by 2020.

- With the pressure to generate revenue, MSD is working on tapping advertisements from

the region.

- The focus for 2018 will be on the year-long Bhutan India Friendship and the 3rd

Parliamentary Elections.

- BBS2 will continue to focus on improving existing content while brainstorming for a new

content so that our programmes remain relevant with the changing times. With the rest of

the world already into High Definition, BBS has also upgraded by purchasing some of

our equipment with HD capabilities. We have begun to shoot selected programmes in HD

with the aim to penetrate the international broadcast market.

- Viewers can also look forward to some new programmes which are presently at various

stages of production.

- In conclusion, BBS 2 programming will continue to remain committed to our viewers

through quality programming that is both entertaining and educational in nature.

BBS compound lighting was completed in 2007 when the new TV building was constructed. All

the compound lightings were halogen which consumed more power and frequently needed to

change the halogen bulbs. Especially in winter when the temperature drops down more halogen

bulbs has been burnt out due to the huge temperature difference between the filament and its

surrounding. Thus, there was more running cost for the compound street lighting yearly.

Therefore, it was decided to go for LED lighting for BBS compound and Sangaygang station so

that there will be less power comsumption, less maintenance and running cost will be minimised.

The installation, testing and commission of the LED light has completed on 18th May, 2017.

Now the BBS headquarter compound and Sangaygang stations looks luminous in the night. The

power consumption has reduced drastically and it’s also maintenance free.

b. Upgradation of AVECO server

BBS has been using Aveco Astra automation server as the main automation controlling machine

for the last 10 years and it has started giving numerous problems from the last few years and

more problems were cropping up as we have seen several break downs due to the automation

failure. Automation is the main controlling machine for all the servers, graphics and news, etc.

The present model is absolute in the market and it is challenging for us to change any spare parts

of the automation machine. With the old aged automation machine, it was very difficult to bring

back to normal within few seconds without any break down. Moreover due to the obsolete

machine, many problems arise daily that hampers the quality of the broadcast and broadcast

schedule.

Therefore, to achieve the BBS’s main aim and objective of giving news and programmes on

time, it was necessary to upgrade to new version of automation ASTRA server. The AVECO

automation was upgraded to the new version of ASTRA NUE software and hardware from the

AVECO Company. With the upgradation of AVECO automation to new version of ASTRA

NUE, BBS TV channels have experienced an unvarying flow of automation control of all the

servers.

In addition, it has also new features than before and now it is possible to play from both the

servers of NCAD and TV 2 channels from where ever it is desired to play which was not

possible earlier with the old version. With this new version of AVECO automation it is possible

to integrate with the archives later when BBS have proper archiving system. This project was

commissioned by the end of 2017.

c. Addition of Media Grid to the NCAD channel server

The media grid was necessary for the NCAD channel server as a backup server. With the

upgradation of AVECO automation server to new server ASTRA NUE, new Media Grid 4000

version was added to the NCAD channel server for the better performance and storage capacity.

This has helped in gaining the speed between the editing terminals and video server which has

enhanced the performance of the news and current affairs programmes as it can send the files to

the video server without any problem like before as its speed is 10G for the file transfer.

This has helped to connect 15 to 18 FCP edit station of DV 25 of 4 Layer of editing machines. It

has enabled to minimize the damage control of on-airing. It has also helped all editors to pull and

send news and program files without facing any problems.

d. Production Studio LED lighting

The old Television Production Studio (TPS) has installed the LED lighting system in 2015.

Similarly all the equipments of Production studio of new building (PCR-1) have become

antiquated, started giving problems and malfunctioning. All the live talk shows and recording

happens in this studio and it was felt that we need to put the LED lighting system. The LED light

consumes about 80% less power than the halogen lamp. It is maintenance free and has an extra

durability. Therefore, LED lighting was installed for the PCR-1 in 2017.

With this upgradation of LED lighting in the Production studio (PCR-1) the output of the

programme performance has improved as compared to previous programmes. The LED lighting

has many options of giving different colours which has enhanced the output greatly.

e. Live coverage of Late Thai King’s funeral

The Late Thai King’s funeral was covered live by BBS for the public of Bhutan to show respect

to the late Thai King Bhumibol Adulyadej. The funueral was taken place on 26th October 2017.

The live coverage was made possible in cordination with Thai PBS whereby BBS downlinked

the funeral procession live coverage via Thai com satellite to our BBS MCR.

f. 110th National day celebration from Haa

The 110th National day was celebrated at Haa Dzongkhag on 17th December, 2017. For the live

coverage of National Day celebration, we used 3 E1 lines from Bhutan Telecom for the

connectivity from Haa to BBS headquarters, MCR.

g. VRF AC installation for the radio studio

There were so many complaints from the radio anchors that they feel the intense heat in summer

and likewise it’s freezing in winter inside the studio. It was felt important to give a good working

environment for the anchors in the radio studio. Therefore, Variable refrigerant flow (VRF) dual

AC was installed for both the radio studios which was completed in the month of September,

2017.

ADMINISTRATION AND FINANCE DEPARTMENT With the provision of Finance and Administration Services as its framework, the AFD carried

out a crucial role in fulfilling its responsibilities. As usual AFD was entrusted with the overall

financial management, HR management and Administrative service within the organization.

In 2017, the AFD committed itself for the welfare of staff and the development of the

organization. Coinciding with the office annual puja (ritual) which was held from 29th December

-31st December 2017, the first BBS annual night was also celebrated. Annual bureau meeting

was organized and office campus cleaning was also initiated by AFD.

Since the HR budget was limited, the organization could not afford to send the staff neither for

long nor short term trainings. Nevertheless, with the sponsorship support from Asia Pacific

Broadcasting Union (ABU), Asia Pacific Institute of Broadcasting Development (AIBD) and

Thai Public Broadcasting Services (TBS), the organization has managed to send some staff to

attend the following meetings, study visit, conference, summit, course, workshops and trainings.

Bhutan became a member of ABU in 1997 and AIBD in 2000. Most of the trips were fully or

partially funded by the sponsors:
