Although World’s Fairs have traditionally ranged widely in sites, themes, and designs over the last two centuries, their common goal has been to speak to the dreams and aspirations of mankind while dramatically illuminating the future horizon. They are celebrations of cultures as well as global bazaars for commerce.
IN EXPOS PAST, THE UNITED STATESNATIONAL PAVILION WAS THE EMBODIMENT OF THAT PHILOSOPHY AND -- INVARIABLY -- THE STANDARD AGAINST WHICH ALL OTHER PAVILIONS WERE MEASURED.
NEXT YEAR, WITH OVER 200 NATIONS, INTERNATIONAL ORGANIZATIONS AND COMPANIES PARTICIPATING, AND WITHA PROJECTED ATTENDANCE EXCEEDING 70,000,000 AND AN ONLINE AUDIENCE OF TWO BILLION OR MORE, THESHANGHAI 2010 EXPO WILL BE THE LARGEST AND MOST HEAVILY ATTENDED WORLD’SFAIR IN HISTORY.
… YET WITH LESS THAN 16 MONTHS TO GOBEFORE THE EXPO’S OPENING, PLANS FOR A UNITED STATES NATIONAL PAVILION REMAIN ILL-CONCEIVED AND VIRTUALLY UNFUNDED, THREATENING TO ELIMINATE AN AMERICAN PRESENCE ALTOGETHER FROM THE GLOBAL GATHERING.
WE HAVE AN ANSWER, HOWEVER.
IntroductionIn 2010, history’s largest, most important
Universal Expo, or World’s Fair, will take place in Shanghai, China. Over 200 nations and
international organizations will participate, including every major nation.
The United States alone has not committed to participate. After eight months, the US-sanctioned
pavilion project has gained little traction.
The BH&L Group Pavilion Team proposes to create a memorable, fundable US National Pavilion
that speaks to the world about American ideals, human potential, American ideals, and people and
nations working together to solve global challenges.
Our Plan for a US National Pavilion
The US National Pavilion that we propose to create will feature:
A scenario based on our Nation’s Recovery Plan and its success.•
Interactive, immersive experiences that depictand promote American solutions for sustainability.

Real-time visits with people in the U.S. and around the worldworking for sustainability and who are making cities and their hinterlands safer places to live.
•
A special lounge for diplomatic and commercial purposes and a six-month onsite program of performances and workshops.
•
An Online Pavilion that reaches the entire world via the the Internet, offering billions of visitors unprecedented
personal and collective interactive experiences.
Description of the PavilionThe US National Pavilion that we propose
to create will demonstratethe principles that we practice
and that we advocate for all nations.
Built with materials and methods that are 100% LEED consistent.•
Interactive displays and demonstrations based onprinciples of sustainability and good governance:

Symposiums, workshops, and entertainment that champion and teach about critical sustainability issues organized inassociation with recognized authorities and organizations.
Why This Expo?The Shanghai 2010 Expo is historically
and geopolitically unmatched in importance.
It is the first Expo at which every nation will be represented. •
70 million visitors will attend in person and up to two billion more online.

The Expo’s theme, “Better City, Better Life,” champions sustainability, commerce, and cultural exchange as means to a higher quality of life for all persons.It is in keeping with our nation’s renewed priorities.

Potentially, our participation at this Expo will unite the United States and China in a common enterprise like no other.
Why We Are Doing ThisOur motives are
patriotic, practical, and personal.
Patriotically, as Expo veterans, we believe that the US must have a significant, respectable,
and relevant presence in Shanghai.•
Practically, the Expo is a unique opportunity to promote American solutions for global problems -- including our
culture, goods, services, and talent -- to the world at large.
Also, it will cement good relations between the United States and China, our major economic partner.
•Personally, we want to be of service to our Nation
at this most critical, challenging, and hopefulmoment in modern American history.
Who We AreThe nonprofit BH&L Group Pavilion Team is truly
America’s best. We were the finalist in the State Department’s 2007 RFP process.
Our Core Team comprises a half-dozen leading designers, architects, project managers, financial experts, and exhibition producers with more than 40 Expo successes among them.

Our Support Team comprises a penumbra of excitingartisans, builders, technologists, organizers,
event planners, and business partners.•
Our Advisory Board comprises 45 American experts in Sustainability (the Expo theme), Exhibition Design, Chinese Culture, and World Affairs and Commerce.
Benefits for the Nation and Sponsors
The US National Pavilion will provide unique benefits to the American Nation
and to Public and Commercial Sponsors.
For the Nation, the whole world will be an audience for our nation’s new positions, policies, and approaches
to global challenges in concert with other nations.•
For Public Sponsors -- agencies, states and cities -- a chance to promote their economies and cultures,
tourism, and educational/cultural exchange opportunities.•
For Commercial Sponsors, the Expo is an unprecedented opportunity to promote their products, services, and expertise to buyers around the world.
Private facilities will facilitate commercial negotiations.
A Cost-Effective Asset
The US National Pavilion will be a national asset. It will serve economic diplomacy; create jobs
for Americans; and promote American goods, services, and cultural products.
We estimate the cost of creating a high-quality Pavilion built of sustainable materials and
state-of-the-art technology to be $33 million.•
We ask that the US Government provide one-third of this amount, approximately $11 million.
•
Two-thirds, or $22 million, will be supplied by Commercial and Public Sponsors, Foundations,
and the American People.
A Sense of UrgencyThe six-month Expo begins May 1, 2010,
and concludes October 31, 2010.
The Expo Hosts expect all physical Pavilions to be completed by year end, 2009.
Our plan is to begin work immediately as soon as wehave authorization and Congress appropriates
basic funding (requires legislation).•
We will raise additional funding from the private sector,public agencies, foundations, and the American people.
•
We will design and build the Pavilion and the Online Pavilion in 2009, operate them in 2010, arrange for the physical Pavilion’s eventual sale,
and turn the Online Pavilion over to the US Government.
TimelineOur timeline is rigorous but doable.

May 1 - Land takeover
Nov 1 - Pavilion Completed
Dec 1 - Online Pavilion Completed
Dec 1 - Authorized entry for exhibitors

Next Steps (“Asks”)These actions need rapid completion.
State Department authorizes BH&L Group as US PavilionDevelopment Team (replacing existing solicitation team).
Congress repeals 1991 anti-Expo legislation and provides initial funding as part of Recovery Plan.
State Department appoints Commissioner-General as liaison.
These actions follow immediately.
BH&L Group acquires Sponsors and Exhibitors.
Planning, design, website, and development begin!
American citizens are encouraged to form Expo Support Groups and contribute ideas and content.
Live program, other activities are scheduled.
