EOI from Fabrication/ Demolition Yards/Jetty Owners The Panna-Mukta- Tapti joint venture (PMT JV), consisting of ONGC, RIL and BGEPIL as joint operators, carries out petroleum operations in the Panna & Mukta and Mid & South Tapti Contract Areas situated in western India offshore, pursuant to production sharing contracts executed with the Government of India. The Tapti Block (1,471 km2) is located offshore, 160 km north-west of the city of Mumbai and about 70 kms away from the Gulf of Khambhat. The Tapti block lies in approximately 22m (72 feet) of water depth and contains two fields - South Tapti and Mid Tapti. The Gujarat/ Maharashtra coastal line is located at about 80kms on East side from Tapti fields. The South Tapti and Mid Tapti fields have five wellhead platforms which are connected to the central processing complex TPP-TCPP via subsea pipelines. The PMT JV plans to carry out decommissioning of 5 well head platforms in the Tapti field in 2018-19. Each platform consists of a Jacket (steel support structure ~ 25 m in height resting on sea bed and extending above water, ~ 500 tonnes in weight) and the Topsides (above water steel structure welded to the Jacket, carrying few equipment, ~ 600 tonnes in weight). These structures are proposed to be removed from the Tapti field and transported to onshore by the PMT JV’s offshore works contractor for further onshore demolition/scrapping/ disposal. Expression of Interest is sought from the fabrication yard contractors, scrapping yard contractors or contractors having their own jetties, located on Indian coast, for receiving in, providing temporary storage, and disposing the Tapti jackets and topsides (incl. topsides equipments) as per regulatory requirements. These jackets (5 nos.) and topsides (5 nos.) are proposed to be removed from Tapti offshore fields and transported to onshore around post-monsoon 2018 by a separate contractor appointed by Company. The details, including dimensions and weight, of the Topsides and the Jacket for the five well head platforms (named STA, STB, STC, STD & MTA respectively) is provided below.

The pre requisites for submitting your Expression of Interest are as follows:

1) Availability/ access of waterfront with adequate draft. 2) Availability/ access to yard space in proximity to waterfront. Minimum of

appx.12,000 m2 yard space. 3) Direct marine (jetty operations) or yard handling experience. 4) Load-in facility with load bearing strength of soil should be 10 t/m2 preferably,

with capability to strengthen if required. 5) Cranes and breaking/ recycling facilities. 6) Waste management (incl. hazardous waste) facilities and permits should be

available (if not available, Contractor shall be willing to develop facilities and obtain the permits) for waste extraction, storage, treatment and disposal.

7) Previous experience of waste management – steel, hydrocarbons, chemicals etc, with a willingness to set-up necessary waste disposal facilities for such decommissioned oil & gas assets meeting environmental and safety requirements.

8) Infrastructure availability.

Interested entities should provide following details to demonstrate their expertise for onshore disposal of Tapti Facilities:-

1) Interested to prequalify and work as single contractor for onshore disposal or to only offer facilities available e.g. jetty/ yard etc.

2) Details of registered office and other branch offices. 3) Organization chart of office that will handle this work. 4) Experience and qualification of key personnel from this office. 5) Details of experience, including fabrication work / modification/ demolition/

disposal work (preferably of comparable scale to this project) done successfully in last 5 years.

6) In case of Consortium, provide list of consortium partners, roles to be executed by Consortium partners and previous experience of consortium partners; previous experience of this consortium, if any.

7) Brief on Health, Safety, Environment, Quality Assurance and Control systems followed.

8) HSSE statistics of last 5 years including manhours, incidents, near misses and hazard reportings.

9) List of sub-contractors along with their role, previous experience; previous experience in same contractor- subcontractor relationship.

10) References of clients in past five years with successful delivery of fabrication / modification/ demolition/ disposal work type projects preferably of similar scale as this project.

11) Last three years audited financial details to evaluate the financial health (and if a Consortium/JV, submit for each of its members).

12) Latest external credit ratings and external credit rating reports where available.

13) Is the Tenderer permanently established in India (PE for tax purposes)? 14) If the answer of 13) above is yes, the tenderer to provide income / corporate

tax registration number, Service Tax / Sales tax registration number and bank details in India.

15) If the answer of 13) above is No, the tenderer to provide all the relevant details for its registration at the place of its business.

16) In case of a Consortium/JV tender submission, Tenderer to provide breakdown of the Consortium/JV by equity participation (i.e. percentage) and legal entity status.

17) Any other information to establish that the entity is a competent service provider.
