React : What is it?

• Small, time limited, team based in the LGA• Funded by DCSF, working with Association of

Directors of Children’s Services (ADCS)• Supporting LAs as they prepare for new roles• Working with DCSF and LSC, facilitating discussion• Linking with national organisations • Working through regional groups• Supporting sub regional structures

The Need for Change• Children’s Services : final bit of the jigsaw • Skills :continuing to improve the skill levels of

young people and adults for the economy and • Achievement of young people : can only

improve further if we focus on the hardest to reach – every young person succeeds

16-19 (25) Funding

£6.7 Billion transferred to LAs to commission 16-19 learning

LAs to commission the provision for 16-19 learners in :• FE colleges, 6th form colleges and 6th forms• New 6th form college sector • Entry to Employment• SEN / LLDD commissioning up to 25• Offender learning – 10-17 year olds in custody• LAs as lead commissioners / contractors

• Working through 43 sub regional partnerships• Young People’s Learning Agency – national and regional

body, also commissions academies• New role for Government Offices

CommissioningCommissioning • All 16-19 (25) learning including learners with

learning difficulties / disabilities• Commissioning plans influenced by 14-19

Partnership plans, sub regional and regional plans• For every young resident and for every young

person learning in their area• LAs take lead on behalf of other LAs• LAs need to ensure a range of types of providers to

make choice possible – including national/ regional specialist provision
