� Percentage of overcrowding has gradually come down due to increase in authorised capacity by construction of Gondal Sub Jail, Palara special Jail, Amreli Sub Jail, New Undertrial Jail at Ahmedabad, Addl. Undertrial jail at Rajkot, Female Section at Ahmedabad Central Jail, upgradation of Palanpur & Mehsana Sub Jails into District Jails and construction of 81 additional barracks.
� New Female Prison at Vadodara Central Prison and New Sub Jail at Patan will be started in this year, resulting into undercrowding.
� Initiatives taken by Gujarat State to reduce the overcrowding has been appreciated by National Human Rights Commission in its report for the year 2008-09.
� It is pertinent to note that additional posts of various cadres have been created simultaneously to cope with enhanced capacity of the prisoners.
� There were two Central Jails in Gujarat State and now there are four Central Jails.

� Existing classification of prisoners has been suitably modified. Earlier all the
adolescent prisoners were kept at Junagadh District Jail. Now adolescent
prisoners will be kept all the jails.
� Earlier mentally ill & T.B. patient were kept at Jamnagar District Jail, but now as
per revised classification rules such type of ill prisoners are being treated at
every jail. Thus, overcrowding at Junagadh & Jamnagar District Jail has been
considerably reduced.
� As a part of reducing overcrowding newly constructed Lajpore (Surat) Central
Prison has been inaugurated by Hon’ble Chief Minister of Gujarat on 26th
February – 2012.
� This Jail is a first Central Jail constructed after Independence and
establishment of Gujarat State.
� Lajpore Central Prison, Surat is the biggest Central Prison in Gujarat in area,
built-up area and prisoners’ capacity. Total area of Lajpore Central Prison is
2,18,000 sq.mtrs., built-up area of Lajpore Central Prison is 95,250 sq.mtrs.
inside and 23900 sq.mtrs. outside of jail.
� Total authorized capacity of Lajpore Central Prison, Surat is 2757 for male
prisoners and 210 for female prisoners. Thus, the authorized capacity of
Lajpore Central Prison for male prisoners is the highest in the State.

�Before being upgraded to Central Prison status, the District
Prison Surat’s authorized capacity was 335 for male
prisoners and 15 for female prisoners.
�Overcrowding percentage of 220.86 was the highest in
Surat District prison among all Gujarat Prisons, with total 1123 prisoners as on 01/02/2012.
�With newly constructed Lajpore Central Prison being
inaugurated, overcrowding at Surat Prison has been
converted to undercrowding for the first time. Thus, solving
the constant problem of over-crowding in Surat Prison thereby satisfying criteria of 20 prisoners per barrack, as
specified in Human Rights of Prisoners and space
requirement thereof is concerned.

(i)Newly constructed Lajpore Central Prison, Surat with 742
cameras installed inside every barracks and positioned in
such a way that almost all the area can be monitored from the
control room with other 64 PTZ (Pan, Tilt and Zoom) installed in external area to monitor all outside activities of every person
and also surrounding of the jail premises especially entry and
exit points. Thus, the Video Surveillance / Electronics Security
Surveillance System is the first of its kind in Indian Jails and
with the largest number of 806 CCTV cameras installed makes Lajpore Central Prison, Surat, as one of the most Hitech
Electronic Surveillance covered Central Prison in India. The
CCTV Surveillance system has complete operating software
installed in the main server which has storage / recorder
device with one week recording capacity designed in the device. After one week, the old storage can be taken in the
back-up hard disk manually and kept in custody for record
purpose.

� All indoor cameras are infra-red (IR) cameras so that even in
dark, the vision can be monitored clearly.
� All PTZ cameras can be zoomed fully and even one can see
from more than 1 km. distance very easily with clarity of number plate of the vehicle at 1 km. distance.
� CCTV Surveillance System has fiber / optic cable running on
entire site has a backbone so the bandwidth is not an issue
and all the cameras can be seen easily.� CCTV system has one control rack installed in each building
and that control rack is connected to the centralized control
room located in the administration building.
� Fiber optic cable laid in the prison is also planned for cable
TV and telephone networking. All the control rack is connected with the control room via IP base telephone in a
way connected directly to the control room and any
information can be shared directly to the concerned building.

�CCTV Electronic Surveillance system has a provision of IP
address in the same system, so that even from any where we can see the entire jail from any location even sitting at
Ahmedabad or Gandhinagar headquarters.
�Lajpore Central Prison has rain harvesting, RO System,
land scaped inner and outer areas, sewage treatment
plant, hospital, play ground having cricket pitch, football-volleyball, indoor game facility, yoga, dhyana meditation
centre, open auditorium, library, open university study
centres, skill development centres, production-cum-training
industrial sheds, separate kitchen for male and female
prisoners.

�As innocent children also accompany their poor mothers who
have been incarcerated as undertrial – convict prisoners, special anganwadi with skill development centres located
inside has been established.
�Lajpore Central Prison, Surat is the first Central Prison where
during night time, entire area will be covered under 13 electrichigh mast poles with five watch towers. Central Jail has been
provided with 500 KVA electricity supply. To prevent any
power outage / breakdown, 2 heavy duty electric generators
with capacity of 250 KVA has also been installed as a back-
up.

�Entire outer peripheral high voltage D.C. live wires which
has a unique feature of non-fatality system, with foolproof system deterrence against tampering or intrusion built into
it.
�Lajpore Central Prison hospital with 48 beds, is fully
equipped with x-ray machines, Sonography machine, ECG
machine etc.�Lajpore Central Prison, Surat has special facility for SRP
barracks, shopping complex in the residential area with IOC
petrol pump coming up on the pattern of private public
partnership whose income / profits will go to prisoners and
jail staff welfare fund.�Rs. 9.45 crores have been incurred by the State Govt. for
purchase of land for construction of Lajpore Central Jail.
� Rs. 63.05 Crores have been incurred for construction of
Lajpore Central Jail, out of which Central Share is Rs. 15.38
crores and State Share is Rs. 47.67 crores.

Development of Prison Personnel
� Correctional work being a specialized field, and a social services of great importance, Prison Department must have trained and qualified staff to achieve the goals and objectives of the department.
� There should be an inbuilt mechanism for continuous and systematic study of manpower needs, so that there should be a regular intake of new recruits in order to maintain a continuousflow of highly qualified and trained personnel in the Prison Department.
� With a view to bring in uniform development of Prison Personnel in the country and making correctional services an All India Service to be called as Indian Correctional Services should be constituted by the Union Government.
� Pay, promotional, rank structure of prison personnel should be made at parity with pay, promotional and rank structure of Police Department, to motivate the prison personnel of all ranks.

As far as Gujarat State is concerned, following facilities are extended to Prison
Personnel for their well being
� Scheme of Group Accident Insurance covering risk of prison personnel has
been introduced with effect from 30th April, 2011. Prison officials will be
compensated in cases of accidental death, permanent disability or partial
disability. Members of guarding staff will be paid Rs. 4,00,000/- as
compensation & other staff members will be paid Rs.5,00,000/- as
compensation.
� Amul parlour has been started within jail premises & one percent of the profit
of this parlour is given to prison department out of which 50% is deposited to
Staff Welfare Fund 50% is deposited to Prisoners’ Welfare Fund. Rs.
20,55,641/- have been deposited so far. Income of rent of cricket ground at
Ahmedabad Central Prison has comes to Rs. 1.91 lacs so far.
� Staff Welfare Fund is being maintained under which loans are given, prizes
are given to scholars and Rs. 10,000/- are paid in cases of death of staff
member during service. Loans of Rs. 13,90,000/- have been sanctioned to
prison personnel for the year 2011-12. Rs. 35,605/- have been paid as prize to
scholars of jail staff. Rs. 30,000/- have been paid as financial assistance to the
families of deceased. An amount of Rs. 47,000/- has been written off being
outstanding dues against loans sanctioned to prison officials who died during
service.

� Medical facilities are provided to the
employees as well as their family members.
� Rent free accommodation is provided within
Jail premises.
� Timely promotions are given to eligible
candidate.
� Benefit of higher scale after completion of
12/24 years of services is also given.
� Meritorious services of deserving staff
members are appreciated by way of issuing
certificates of excellence as well as by cash
rewards.

Augmentation of Prison Training
� A Jail Training School exists in Gujarat State where basic Training to custodial staff is imparted.
� For the first time, newly recruited employees of Sepoy cadre have been imparted basic training of Nine months instead of Four months as provided in existing rules.
� For the first time, Passing out Parade was organised for 102 candidates of Sepoy cadre who successfully completed basic training in Jail Staff Training School, with prisoners’ band playing the Parade March Tunes, thoughout Nine Months of outdoor training period.
� Establishment of regional Institute of Correctional Administration is under active consideration of the Government.
� Refresher courses for employees/officers of various cadres are being organized frequently at Jail staff Training School.

� Large number of Officers numbering 31 in the year 2010, 141 in the
year 2011/2012 upto now, were sent for various training programmes,
namely Vertical Interaction Course, Prison Management Course,
Personality Development Course, Human Rights in Prison
Management, RTI Act – 2005, Best Prison Practices, Disaster
Management, Positive Attitude, Stress Management Course etc.
Prominent Institutes where officers / staff were sent for these trainings
were Sardar Patel Insititute for Public Administration, Ahmedabad,
APCA, Vellore, Brhma Kumari Ishwariya Vishwa Vidhyalaya, Mt.Abu,
Jail Officer Training College, Pune, Indian Law Institute, New Delhi,
Indian Institute of Foreign Trade, New Delhi, Gujarat National Law
University, Gandhinagar, IIM, Ahmedabad, Institute of Correctional
Administration, Chandigarh, National Institute of Criminology &
Forensic Science, New Delhi, SVP, National Police Academy,
Hyderabad, NCRB, New Delhi.
� Gujarat National Law University, Gandhinagar, has become the in
service refresher training hub for Gujarat Prison Officials with BPR&D
assistance. Gujarat Prison Manual is presently being actively prepared
with the help of GNLU, Gandhinagar.

High lights of Best Prison Practices adopted by
Gujarat Prison DepartmentInnovative steps in safeguarding Prisoners Health
�65 mega Medical camps were organized during January-
2012 to June – 2012, in all the jails by taking the help of local renowned private hospitals, leading NGOs. Services of
experts doctors are being made available from Local Civil
Hospital for all Jails, with proactive back-up from jails
medical staff. �Tele medicine system with tie-up from ISRO, Apollo
Hospitals, Gandhinagar, has proved a boon to prisoners at
Ahmedabad Central Prison, which got ‘Manthan’ award
under `E-Health Category’ from Digital Empowerment
Foundation of Information Technology, Government of India.
�Psychiatrists posts at Lajpore Central Jail and Rajkot
Central Jail, have been sanctioned this year.

� Solar System for cooking the food at new undertrial jail
Ahmedabad Central Prison installed, costing Rs.50,50,000.
� R.O. Plants are being installed at all the jails to make pure
water available to the prisoners.
� Buddha Counseling Centre has been established on permanent basis in Ahmedabad Central Prison for
counseling the prisoners by the Institute of the Behavioral
Sciences, Gujarat Forensic Science University,
Gandhinagar.

Sensitization of the prisoners about their Constitutional and Legal Rights
� Gujarat Prisons with the help of leading NGO has
undertaken campaign to create awareness about prisoners constitutional and legal rights. Workshops have been
organized to make available the rights of bail under section
436-A of Cr.P.C. as well as Plea-bargaining under Section
265(A) to (L). 3211 undertrial prisoners have been released
so far.� Legal services of students of National Law University,
Gandhinagar is made available to the prisoners of
Ahmedabad/ Vadodara Central Prison.
� Permanent Legal Aid Cell has been started with co-
operation of Nirma Law University at Ahmedabad Central Prison to create awareness of prisoners rights.
� Telephone booth facility at Ahmedabad Central Jail for
prisoners made operational from the year 2011.

� Legal Aid Clinics run by Law Universities and Law
Colleges in Gujarat have been established at every Jails
to create awareness about Legal Rights of the prisoners
by State Legal Services Authority.
� Hon’ble Gujarat High Court has operationalised the
software for online submission of bail petitions of prisoners
linking with the jails. This system will facilitate the
prisoners as well as Hon’ble High Court for speedy disposal of the bail applications of the prisoners. This kind
of project is being undertaken for the first time in India, by
any Hon’ble High Court.

�Out of 16,327 illiterate prisoners, 15,530
prisoners have been literate during the
literacy campaign.

Continuous Education: long distance education through
BAOU, IGNOU, Annamali University
� Study centres of Dr. Baba Saheb Ambedakar Open University were functional at only Ahmedabad/ Vadodara Central Prison & Junagadh District Jail before 2010. Now study centres of Dr. Baba Saheb Ambedakar Open University has been started at every Jails since 2011, covering all jails upto sub Jails.
� Before 2010 on an average 16 to 60 prisoners were enrolled in various courses of Dr. Baba Saheb Ambedakar Open University but during the year 2010, 2011and 2012 this figure has touched to 244, 3794 and 1298 respectively.
� Before 2010 the study centres of Indira Gandhi National Open University was functional at Ahmedabad Central Prison & now this enter has been also started at Vadodara Central Prison.
� Before 2010 average number of prisoners enrolled in IndiraGandhi National Open University were 20 to 38 per year which has been increased up to 56, 321 and 531 for the year 2010, 2011 and 2012 respectively.

�The reach of Indira Gandhi National Open University is being expanded up to all the District Jails of Gujarat State by establishing study centres.
�Before 2010 above both the universities were charging the fees from the prisoners but after 2010 both the universities are providing education at free of cost to the prisoners.
�Before 2010 female prisoners were not enrolled in these Universities but since year 2010 & 2011 for the first time in all 189 female prisoners have been enrolled in various courses.
� Aganwadies have been started for the innocent children living with their mothers in Ahmedabad / Vadodara Central Prison with help of a reputed NGO.
�Primary School has been started for the children of female prisoners at Ahmedabad/ Vadodara Central Prison by a reputed NGO.
�A leading NGO appointed fully trained lady teachers and music teachers for female sections of Ahmedabad Central Prison and Vadodara Central Prison to educate illiterate woman.

Value Education and Spirituality Courses
under Annamalai Open University
During the year 2011, 56 prisoners have passed the Diploma
in Value Education and Spirituality Course and for the first time in India a convocation was organised inside the
Ahmedabad Central prison to award the Degrees to
successful prisoner-students.
� 59 Prisoners have joined in Diploma in Value Education and
Spirituality Courses for the Year 2012.
� 32 prisoners have joined in M.Sc. in Value Education and
Spirituality Course for the Year 2012.
� 16 prisoner have joined in P.G. Diploma in Value Education
and Spirituality Course for the Year 2012.

Enrich the libraries of the jails with Good Books and Magazines
� In response to our appeal for donating books and
magazines for libraries of jails, made to various prominent
Institutes/ individuals, jail libraries were enriched with
77,131 books and 11,480 magazines up to June 2012, from
29,962 books and 1,706 magazines, as on 01/05/2010. � A quarterly magazine titled as “Kasturbani Kotdiathi” is
being published for female prisoners.
� `Hriday Manthan’ a quarterly magazines for prisoners is
being regularly published.
� With financial backing from Gujarat Sahitya Academy, a poem book titled as “Karagruh ma Kalarav” containing
poems of prisoners was launched by Hon’ble Jail Minister.

Imparting Computer Literacy
�A digital computer language lab donated by Dr. Baba Saheb Ambedakar Open University, with 24 computers and with trainers has been
established at Ahmedabad central Prison.
�In all 177 computers have been received by donation from various NGOs, Corporate Bodies, and prisoners are now being imparted Computer Literacy training at almost all the jails.

Imparting Vocational Training-cum-production centresfor Rehabilitation of Prisoners
• Various prison Industries components as Weaving, Bakery products like
Bread, Biscuits, Farsans etc., Carpentry, Furniture products, Tailoring,
Manufacture of Tents, Textiles, Printing / Book Binding, Soft Toys,
Chemical products namely Soaps, Phenyl, liquid soaps, stamp pad ink,
sealing wax, detergent powder, utensil powder etc., Dairy products,
Embroidery, Ornamental wooden products, are being manufactured under
training-cum-production scheme in the Gujarat Prisons to impart
vocational skills to prisoners for their rehabilitation, after release.

�A leading NGO has made available 50 sewing machines with trainer to impart vocational training to the female prisoners ofAhmedabad/ Vadodara Central Prison, Nadiad/ Surat/ RajkotDistrict Prison & Palara Special Jails.
�Co-operation and financial assistance is being made available from NABARD and Bank of Baroda under Corporate Social Responsibility for various vocational training for the prisoners.
�For the first time in India A certificate course in Motor Cycle Service & Repairing Course has been introduced for the Vadodara Central Prison by Indira Gandhi National Open University under collaboration with Hero Honda Company and Vadodara Federation of Industries.
� In all, 614 prisoners have been issued certificate in various trade equivalent to I.T.I. Diplomas by Bureau of Skill Assessment, authorized Agency of Ministry of Labour & Employment, Government of India, New Delhi.

� To make skill development programmes, a permanent feature of jail
reformation-cum-rehabilitation programme-cum-vocational training

8 District jails. Rs.1 crore has been sanctioned for provision of hiring
trainers / purchase of required machineries under the programme, this

for Vocational Training imparted to them, but now only name of the
prisoner is mentioned and name of jail is not mentioned.
� Vocational trainings of making Italian Lace is being imparted to the
female prisoners of the Vadodara Central Prison by female wing of

� Government has approved to start centres of vocational training
providers to impart vocational training to the prisoners, in Ten Prisons
which are going to start shortly.
� 60 prisoners of Ahmedabad Open Jail have been imparted training of
Animal Husbandry and Dairy science by Gujarat Vidhyapith. Training of
Organic farming has also been provided.

Central Jails for computer certification courses, training cum-
production courses, beautician courses for female prisoners.
� 120 prisoners of Ahmedabad Central Prison, imparted trainings of hair styling by Bellleza India.
� Various medicines as Bovine by-products from Gau mutra
are being produced and marketed.
� 48 prisoners have been imparted vocational training of Radio
Jocky and anchoring by Gujarat Vidhyapith/ Aakashvani / Radio Mirchi.
� Indian Institute of Management, Ahmedabad has tied-up with
Gujarat Prison Department for Branding and Marketing the
Jail Products. This will set a professional bench mark in
collaboration with Indian Institute of Management.� A logo “Uday” has been designed by NID, as trademark of

Positive Mental Reformation and
Spiritual Upliftment of the Prisoners� Yoga & Meditation has been made compulsory for the
prisoners and accordingly such programmes are constantly
organised.
� In order to maintain religious harmony among the prisoners
programmes of moral upliftment, spiritual discourses, Takarir, and Non violet life style are being organised with
co-operation from various NGOs.
� Constant permission round the year has been granted to Art
of Living Courses being conducted by Vyakti Vikas Kendra,
India of Shri Shri Ravi Shankar Maharaj in all 24 jails of Gujarat.
� Round the year, constant Vipasana meditation programmes
is being conducted in all the jails of Gujarat.

Sanshtan) of His Holiness Pramukh Swami Maharaj.

in all the jails. 6000 copies of Bhagwat Gita distributed at Ahmedabad Central Prison and Vadodara Central Prison.

Nurture Fine Arts Skills of the Prisoners.� Well known Artist Shri Musaji Kutchi is giving training of drawing to
the organised of Vadodara Central Prison and the painting of the prisoners are being exhibited.
� A work shop on Art & Painting was organised by Sarjan Art Gallery, Vadodara and exhibition was organised in which 15 painting of the paintings were sold.
� Prisoner of Ahmedabad Central Prison have a music band trained by Ahmedabad City Police Band.
� A workshop and competition of painting was organised at NadiadDistrict Jail with aid and training from Fine Art College.
� 4 Yoga Teachers at Patan, Vadodara Mahila Jail, Lajpor Central Jail and Rajkot Central Jail posts sanctioned in the new budget.
� 2 posts of Music Teachers for Patan, Vadodara Mahila jail, sanctioned in the new budget.
� Creative Hut, Ahmedabad a leading Photography Institute of Ahmedabad had imparted Vocational Training of Photography to the prisoners of Ahmedabad Central Prison and certificate distribution ceremony was also organized on 27-11-2011.

Availing Education, Rehabilitation and Betterment of Female Prisoners
� Innocent children with female prisoners at Ahmedabad/ Vadodara Central Prison were taken on a tour of Kankria Lake, Zoo, Toy train and Kamatibaug, Museum by a leading NGO.
� Innocent children of female prisoners will be taken out of jail per week for above programmes by FICCI.
�Benefits of Fortified Food made available to the children under the scheme of Child Development of State Government.
�A Vocational Training Centre has been established by a reputed N.G.O. at Ahmedabad Central Prison to provide vocational training of Sewing and Agarbatti making to female prisoners.
�A leading NGO donated 50 sewing machines with trained lady sewing instructors at Ahmedabad/ Vadodara Central Prison, Surat& Rajkot District Jail to impart vocational training to female prisoners.
�Aganwadies have been started for the innocent children living with their mothers in Ahmedabad / Vadodara Central Prison with help of a reputed NGO.

� A quarterly magazine titled as “Kasturbani Kotdiathi” is being published
to female prisons by Jaswant Thakkar Memorial Foundation,
Ahmedabad.
� Children of female prisoners of Navsari Sub Jail are admitted in primary
school out side the jail.
