Best Practices for NGV refueling station Purpose & Scope
principals: Jeffrey Seisler (CFC) & Peter Seidinger (OMV)
Develop an understanding of cost reduction opportunities and ‘best practices’ for the
installation and operation of fuelling stations serving natural gas vehicles.

Sources & Resources
• General literature search & available industry information
• Personal interviews & discussions• Questionnaires surveying stakeholders
• Results reflect a blend of qualitative and quantitative information
Who were the target sources/recipients of the surveys?
• 60 experts worldwide surveyed• Suppliers of NGV fuelling stations; installers;
consulting engineers.
- 48% response rate and 14 reviewers of draft report
• Operators and customers of NGV fuelling stations
- 50% response rate and 15 reviewers of dreft report
• Some were in both categories (i.e. gas company installers who also run NGV fleets)
Respondents were stakeholders from five continents

FINDINGS*
*Summary is a microcosm of total findings & conclusions
Public petroleum fuelling stations are the benchmark for NGVs
Service• Open 24hours per day / 7 days per week;
• Acceptance of all credit cards/fuel cards;• NG-dispensers placed at same locations as
diesel/gasoline pumps;• Other non-fuel services
provided: food, beverage services, car wash, etc. (where the money is made!!)
Public petroleum fuelling stations are the benchmark for NGVs
Performance• Unquestionable safety standards (including
identifying differences between CNG and LPG.)• Fuelling time comparable to diesel/gasoline (not
more than twice as long)
• Highest possible filling pressure to ensure the best NGV range
• Station under all conditions to achieve 98-99% reliability including during peak times of fuelling. (i.e. Avoid queuing for fuel!)
Most important opportunities to reduce the cost of filling stations
Provider/ Suppliers• Don’t over-or-undersize but design for expansion • Modular design lowers cost due to standardization• Develop/improve & harmonize international
standards on NGV fuelling stationsCustomer/ Operators• Increase gas grid inlet pressure*• Reduce the cost to access the gas grid*• Shortest distance to hook-up station to grid• Development of international fuelling station
standards* MAJOR ISSUES & GAS COMPANY RESPONSIBILITY!!
Best PracticesUse LNG whenever possible
• Directly for L-NGVs and as L-CNG IF:• Reasonably priced LNG is available• Pattern of demand of L-NGVs and CNG vehicles fits the
pattern of customers’ needs, • Have sufficient base of NGV-fleet customers (existing or
new)!!

Most suppliers offer parts & components but some customers prefer ‘alternatives’
• Turnkey service is critical
• Downstream service is critical
• Some users want to cut corners with locally made parts
• May void warranty or result in poor quality
