Bellevue Way SE Southbound HOV Lane 112th Avenue SE “Y” to I-90 – Project Update Thank you very much to those who attended the Bellevue Way HOV lane project design open house on April 5 or provided comments through the online open house. Your comments were shared with City Council and they have determined the next steps for this project. What we heard: Over 25 people attended the in-person open house and over 300 participated online. About half of those who commented supported the staff recommendation to construct the first segment of the HOV lane to Winters House. Other attendees did not support any option presented or preferred the City build the entire project in one segment. City Council direction: As part of the Capital Investment Program update on May 14th, City Council has approved the staff recommendation to phase construction of the HOV lane with Phase 1 going from the Park-and-Ride to the Winters House. Council decided to stop additional design work until 2021-2022, since construction funding won’t be available until 2024. The City will seek grant opportunities and partnership with other agencies to help fund further design and construction of this project. Council deferred funding and building the second segment, which would extend the HOV lane from the Winters House to just north of the “Y” intersection at 112th Avenue SE until a later time. The phased project capital proposal will be included for Council budget adoption later this year.
