WBelieving that where there is law there is liberty, we the mem-

bers of the Delta Epsilon Chapter of the Sigma Chi Fraternity do

establish these By~Laws for the government of our chapter, and

solemnly promise to obey them.

ARTICLE 1. MEMBERSHIPSection I; Pledging

a. No person shall be pledged to membership in the Sigma Chi

Fraternity except by unanimous vote of the Delta Epsilon Chapter.

To receive a bid to the Fraternity, however, will be subject tothe four-ball system of approval.

b. No more than two ballots shall be held on any candidate for

pledging in a single chapter meeting.

0. No pledgeship can be broken by the chapter except by a

majority vote of members of the active chapter.

d. All pledgeships are automatically broken at the end of theSpring Semester of each academic year.

e. The pledge fee shall be $45.00.

f. No pledge of this chapter will use the social grip of the

Fraternity, or diSplay any representation of the badge,crest, or

Greek letters in any way.

Section E; Initiation

a. No person shall be initiated into membership, or be consideredfor a bid, in the Sigma Chi Fraternity unless the chapter has cert-

ification that said person has earned an overall graduation average

(2.0) prior to initiation.

b. No person shall be initiated into membership as an under—

graduate unless he received a minimum of ten weeks of instruction

under the tutelege of the Magister, and has passed the Official

Pledge Examination with a grade of 80% or better, and after cert-

ification in writing from the Grand Praeter and/or the Chapter

Advisor that the said person proposed for initiation has passed said

examination.

0. The initiation fee will be 90 dollars.

d. It shall require the negative votes of at least five percent

of the entire active membership of the chapter to defer the initiation

of a pledge who is otherwise elligible.

e. However, from the time in which Indoctrination Period starts

until the date of initiation, it will require a fifty percent vote

plus one to defer the initiation of one who is otherwise elligible.

f. All informal initiation procedures not included in the

Ritual of the Sigma Chi Fraternity shall be held under supervision

of the Magister and/or Ritual Chairman. Furthermore, such informal

procedures are subject to the provisions of Sections 1 and 2,

Statute IX, of the Sigma Chi Constitution, which specifically prohibits

any type of "hell week" or similar practices.

Section 2; Affiliation

a. Any member of another chapter of Sigma Chi Fraternity may

affiliate with the Delta Epsilon Chapter after written confirmation

from both the college or university which he previosly attended

and from his original chapter has been received, a statement that

the member in question was in good standing, financially and other-

wise.

b. An affiliated member is subject to all provisions of the

By-Laws of this chapter.

c. Affiliation with the Delta Epsilon Chapter will require a

vote of approval of 50% of the active membership.

Section 3; Active Membership

a. Any student initiated or affiliated will be an active member

of the Fraternity during the period of his undergraduate enrollment

in the university.

b. An inactive status is not recognized by the General Fraternity

nor the Delta Epsilon Chapter of the Sigma Chi Fraternity. A member

may accept the terms of active status or become automatically non-

effiliant with the Delta Epsilon Chapter. All out—of-house brothers

will be deemed equal to in house brothers in assessment of dues

except they will pay l/fl parlor tax. A non-affiliant member will

pay all General Fraternity dues.

c. A non-affiliant status entails having his name in the Roll

of Initiates Book; that is all.

d. All extenuating circumstances will be left to the discretion

of the Executive committee.

e. All active members will be Junior Brothers until designated

Senior Brothers by the Senior Board and/or Ritual as prescribed

herein.

f. Senior brothers will be those who have fulfilled those

obligations which are Specified in the Post Initiation Training

Program to the satisfaction of the Senior Board and/or the Ritual

Committee.

ARTICLE II. MEETINGS

Section A; Chapter Meetings

a. A regular chapter meeting will be held weekly on Mondayevening at 6:00 p.m. Any deviation from this schedule will beannounced by the Consul in writing at least 24 hours prior to theregular meeting time.

b. A chapter meeting may be called by the Consul at any time,and must be called by him upon the written request of five activebrothers. In both cases, 24 hours notice will be given in writingconcerning the time of the meeting.

0. All regular chapter meetings will conducted according tothe provisions of Division I of the Ritual of the Sigma Chi Frat-ernity. Procedures not covered in the Ritual will be conductedaccording to Robert's Rules 9: Order.

d. A meeting quorum will consist of one-half of the activechapter membership.

e. Seating and recognition in the chapter meeting will be byseniority.

f. A ritualistic chapter meeting will be held at everymeeting unless chapter activities or other extenuating circumstancesdo not permit. This decision will be at the discretion of anagreement between the Consul and Pro-Consul.

Section g; Attendance

a. Attendance at all regular and ritualistic chapter meetingsis a mandatory requirement for all members, unless having a legalexcuse as hereinafter prescribed.

b.Attendance at the Ceremonies of Initation is mandatory for

all members, unless having a legal excuse as hereinafter prescribed.

c.Attendance atall Rush functions is mandatory for all members,

unless having a legal excuse as hereinafter prescribed.

Section 3. Excuses and Fines

a.Legal excuses from chapter meetings and Bush functions must

be submitted prior to the meetings, if at all possible, and will

include only personal illness, serious illness, death or other

emergency in the immediate family, or compensatory employment.

Other excuses will become legal only at the decision of the Consul

and/or Executive Committee, subject to a two-thirds vote on appeal

to the chapter.

b.Abrother absent from a regular chapter meeting without a

legal excuse will be fined five dollars. A brother absent from

the Initiation Ceremony will be fined 25.00 dollars. A brother

absent from the first meeting of each semester or a Rush function

without a legal excuse will be fined ten dollars.

c.a brother tardy at a chapter meeting will be fined one dollar.

A brother tardy for an Initiation ceremony will be fined ten dollars.

d.A record of fines imposed for absence or tardiness will be

kept'by the Annotator, and will be indicated on the first subsequent

monthly bill.

Section 4. Voting

a.All active chapter members will have a vote except as herein

provided.

b Voting will be by voice or show of hands, and majority vote

will decide all questions unless otherwise provided by law. Any

three members may require a secret ballot. The Consul will vote

only to make or break a tie.

c.There will be no voting by proxy.

d.Absentee ballots may be cast by brothers absent with a legal

excuse. All absentee ballots must be a filed with the Annotator

prior tothe the timeof voting. An absentee ballot will be a written

specific vote and will be signed by the brother casting the votes on

the ballot.

Section 5. Agenda

a.The agenda for the chapter meetings will be prepared by the

chairman of the Executive Committee from the legislation and committee

reports presented to the committee.

b.Any legislation to be voted upon by the chapter and all

committee reports will be presented prior to the Executive Committee

meeting to the chairman of the Executive Committee. Any exceptions

to this provision are provided for in Article II, Section 5c.

c.In extenuating circumstances, legislation and committee

reports can be submitted from the body of a chapter meeting, only

with the approval of the Consul. Fall and Spring Rush meetings are

exempt from Article II, Section 5b.

ARTICLE III. OFFICERS

Section 1. Chapter Officers

A.The elected officers of the Chapter are Consul,Pro-Consul

Annotator, Quaestor, Magister, House Manager, Steward, Rush Chair—

man, Historian, Athletic Director, Social Chairman, and Sweetheart

Ball Chairman.

b.The brother of each Pledge class having the highest seniority

shall serve as Kustos.

c.Chapter officers abd other brothers will represent the

Chapter at the Grand Chapter, the Leadership Training Workshop, and

Province Workshop and conferences. The Consul, Questor, and Magister,

and other brothers who may be able to attend, will represent the

Chapter at the annual international workshop.

d.The duties of the officers of the Chapter will be those outlined

in the Duties of Officers summaries of the General Fraternity

and the Sigma Chi Chapter Manual, these By-laws, and such other

duties as may be necessary and desireable for the Adminstration

and operation of the Chapter.

Section 2. Nominations

a.Nominations for Consul, Pro—Consul, Annotator, Quaestor,

Magister, and Social Chairman will be made at the second scheduled

meeting in November of each school year. At the third scheduled

meeting after nominations, voting shall take place by a heads—down

vote.

b. The remaining elected officers will be nominated at the

second meeting of April. Voting shall take place at the third

meeting of April;;lu.

Section 3. Nominating Committee

a.The nominating committee shall be the Senior Board which

consists of the Consul, Pro-Consul, and the three other graduating

Senior brothers appointed by the Consul.

b.The Senior Board will present one candidate for each elected

office.

c.The Senior Board shall present its report at the first

scheduled meeting in November and the first scheduled meeting in

April.

d.Any brother may make additional nominations from the floor

during the second scheduled meeting november and April.

Section 4. Term of Office

a.The term of office of the Consul, Pro-Consul, Annotator,

Quaestor, Magister, and Social Chairman shall be for one year,

beginning at the first meeting of December after proper instal—

lation ceremonies.

b.The remaining elected and appointed officers' term of office

shall be for the academic year.

Section 5, Eligibility

a.NO member of the Chapter shall the office of Consul, Pro-

Consul, Annotator, Magistor, or Quaestor unless he is designated

a Senior Brother.

b.NO member of the Chapter may be nominated for an office

if he is delinquent in his financial obligations to the Chapter.

Section 6. Appointed Officers

The Consul shall appoint officers as are deemed necessery,

subject to the approvalof the Executive committee.

Section 7. Impeachment

aAny officer of the Chapter may be inpeached for non—exemplary

conduct, conduct unbecoming a Sigma Chi, financial delinquency,

or serious neglect of duties.

b.Any office may be declared vacant and the officer impeached

by two~thirds vote of the active chapter, but only after the charges

against the officers have been preferred in chapter meeting by a

member or members of the Chapter oneweek prior to the meeting

at which the impeachment vote is taken.

Section 8. Committee Reports

a.The Chairman of the Executive Committee, Quaestor, Magistor,

Scholarship Chairman, Social Chairman, Rush Chairman, Steward,

Athletic Director, House Manager, Alumni Relations Chairman, and

I.F.C. Representative will submit weekly written reports to the

Executive Committee. Other officers and committee chairmen shall

submit reports in the same manner as may be appropriate from time

to time, specifically during those times in which their responsibilities

are exercised.

b.Each elected and appointed officer and committee chairman

shall submit a comprehensive, written report to the newly-elected

Consul at the end of his term of office. Such reports shall include

recommendations, analysis of procedures, details of special issues,

diacussion of problems and any information which may be valuable

in determining efficient and effective methods of administration.

Such reports shall be in the chapter files after study and necessary

action theron.

Section 1; Pledge Fees

a. The Chapter Pledge fee shall be $M5.00 per Pledge, which

shall be paid with the first billing following the Formal Pledge

Ceremony. This includes the General Fraternity fee of $10.00.

Section 3; Initiation Fees

a. The Chapter Initiation fee shall be $90.00, which shall be

paid atleast a month prior to Initiation. This includes the

General Fraternity fee of $35.00.

Cection 2; Monthly Bills

a” The monthly bills shall be computed according to the following

schedule:

Note: with the additions of fines, sign-ens from the kitchen, and

a. The sum of two dollars per brother and pledge per monthshall be allocated from the monthly bill, and shall be paid by the

Quaestor in a lump sum monthly to the House Corporation.

Section 2. Housing and Boarding Policies

a. Rooms in the house shall be assigned on the basis of senior-

ity. Any remaining rooms in the house shall be open on a first

come first serve basis, and shall be assigned by the executive

committee.

b. Seniority shall go first to the Consul, second to the Pro~

Consul, then to the (Worthy) Senior Brothers in order of Initiation,

then to the (non~Worthy) Junior Brothers in order of Initiation.

c. The Consul, Pro~Consul, Quaestor, Magister, Annotator, House

Manager, Chapter Editor, Rush Chairman, Steward, and Scholarship

Chairman shall be required to live in the house during their term of

office, beginning in the semester after their elections.

d. All active members will be required to live in the house if

room is available, and to support the meal plan full-time, unless

they are town members and permanently residing with their relatives

upon whom they are dependant.

However, active members will be allowed, according to sen-

iority, to move out of the house if their vacancy (ies) can be filled

by a pledge.

e. All unmarried brothers who do not live in the house will be

required to take all dinners and the Saturday brunch per week at the

house. All oledges who do not live in the house will be required to

take all dinners and the Saturday brunch at the house. Note: If this

Criteria is impossible, special arrangements may be made through the

Quaestor subject to Executive Committee approval.

f. All members and pledges will be required to support the

Chapter and the Brotherhood to the fullest extent as long as they

are undergraduates, eXCept by approval of 4/5 vote of the Chapter.

g. Amember or pledge may not move out of the house or withdraw

from the meal plan without the formal approval of the Executive

Committee.

h. Should a member leave school before the end of the semester

for any reason other than sickness or family emergency, and it is

impossible for the Chapter to refill his room, this member will be

charged Chapter dues and room for the remainder of the term.

i. Room assignments shall be considered final for the following

semester on the last day of classes of the preceding semester.

Section é; gayment of Bills

a. All bills shall be posted for members and pledges on the

first day of the month and are payable in advance.

b. ‘All bills baid by the tenth of the month are eligible for

a raffle to be determined by the Quaestor

c. All bills are due by the 15th of the month. Past that date

there will be a ten percent service charged anplied to the balance

due. The names of those brothers that have not paid shall be read

at the Chapter Meeting immediately following the 15th.

d. Delinquent Housebills: After 15 days of delinquency (30

days since the original posting) Brothers with a delinquent bill

will lose; his right to vote, social privileges, have a date in the

house or on the grounds, may not be nominated for office, Officers may

be impeached from office,and a letter is sent to his parents. After

30 days of delinquency (#5 days since original hosting) Brothers with

a delinquent bill will; have his name sent to the National Headquarters,

(the Wheels of Financial Expulsion begin), a letter of indebtedness

is sent to the University. After 45 days of delinquency (60 days

since original costing) Brothers with a delinquent bill shall be

financially expulled.

e. For a Brother or oledge who drops out of school with a

delinquent account, the same policies apply except he shall be re«quired to sign a note of verification of account for the amount of

his debt.

f. No pledge shall ever be initiated if his account with the

Chapter is not settled.

g. Any Brother(s) or pledge(s) who shall have caused the

Chapter to incurr a fine by the General Fraternity or a Fine at thelocal, state, or national level shall assume the reaponsibility forthe full amount of that fine.

h. Any Brother causing the Chapter to lose money unnecesarilywill beheld reSponsible for all debts incurred by the Chapter.

i. Regarding the above in this section, all hardship cases

are to be btought beforeand heard by the Executive Committee.

Section Z; Quaestor's Duties

a. It shall be mandatory for the Quaestor to send to theExecutive Secretary of the General Fraternity, by the 30th of each

month for the previous month, a complete report on the Chapter books

of account. In addition to those reports prescribed by the Sigma

Chi Fraternity Executive Committee, he shall provide the names of

each Chapter member and pledge who is delinquent more than 45 days

in his account with the Chapter.

b. The Quaestor is responsible for the conduct of a complete

sudit of Chester books of account by a qualified, disinterested

party at the conclusion of each school year.

Section l; Amendments

We the undersigned hereby propose an orderly format for the

submission of proposed amendments to the By—Laws. In the past, these

amendments have been written hastily, without thought and in an un—

orderly fashion. By establishing a format for the submission of said

amendments, we will increase the efficiency of our filing system, and

enable us to maintain an effective Constitution. More importantly,

this amendment nronosal will allow the brother proposing said amend-

ment the opnortunity to fully think thru his proposal. The follow—

ing is our proposed format;

a. Aiblank form containing the following information; Date,

Authors of the Motion, Body of the amendment, Date passed by the

Executive Committee, Date passed by the brotherhood.

b. This form shall be available from the Pro-Consul whose duty

FJOit s to inspect all incoming forms for the purpose of insuring no

alteration after signatures have been taken.

0. The Pro-Consul, in conjunction with the Annotator, will

assign each bill a number, recording in the role a synopsis of the

motion and noting the action taken. A file will be created in the

office for the ease of storage and ease of action whilst compiling

a complete set of By—Laws.

d. A tyoed 00py of each amendment will be added to the By~Laws

ll cleanup be raised to $15, due to the irresponsibility of the

brothers pertaining to the proper upkeep of the sanitation level

of our kitchen.in‘1 e the undersigned propose that a $50 fine be enforced against

brothers who are found to have any form of illegal drugs orpara-

nhenalia in the house or on the proerty of the house (i. e. extend—

ing to the front walk, in the yard along our property lines, back to

the tree in the back yard).
