Before Starting the Project Listings for the CoCPriority Listing

The FY 2016 CoC Consolidated Application requires TWO submissions.Both this Project Priority Listing AND the CoC Application MUST besubmitted prior to the CoC Program Competition deadline as required bythe FY 2016 CoC Program Competition NOFA.

The FY 2016 CoC Priority Listing includes the following: - Reallocation forms – must be fully completed if the CoC is reallocating eligible renewalprojects to create new permanent housing – permanent supportive housing or rapid rehousing,new HMIS, or new SSO specifically for Coordinated Entry projects. - New Project Listing – lists all new project applications created through reallocation and thepermanent housing bonus that have been approved and ranked or rejected by the CoC. - Renewal Project Listing – lists all eligible renewal project applications that have been approvedand ranked or rejected by the CoC. - UFA Costs Project Listing – applicable and only visible for Collaborative Applicants that weredesignated as a Unified Funding Agency (UFA) during the FY 2016 CoC Program Registrationprocess. Only 1 UFA Costs project application is permitted and can only be submitted by theCollaborative Applicant. - CoC Planning Project Listing – Only 1 CoC planning project is permitted per CoC and can onlybe submitted by the Collaborative Applicant. - Grant Inventory Worksheet (GIW) – Collaborative Applicants must attach the final HUD-approved GIW. - HUD-2991, Certification of Consistency with the Consolidated Plan – Collaborative Applicantsmust attach an accurately completed, signed, and dated HUD-2991.

Things to Remember: - All new and renewal projects must be approved and ranked or rejected on the Project Listings. - Collaborative Applicants are responsible for ensuring all project applications are accuratelyappearing on the Project Listings and there are no project applications missing from one or moreProject Listings. - Collaborative Applicants are strongly encouraged to list all project applications on the FY 2016CoC Ranking Tool located on the FY 2016 CoC Program Competition: Funding Availability pageon the HUD Exchange as this will greatly simplify and assist Collaborative Applicants whileranking projects in e-snaps by ensuring no rank numbers or duplicated and that all rank numbersare consecutive (e.g., no missing rank numbers). - If a project application(s) is rejected by the CoC, the Collaborative Applicant must notify theaffected project applicant(s) no later than 15 days before the CoC Program Competitionapplication deadline outside of e-snaps and include the reason for rejection. - For each project application rejected by the CoC the Collaborative Applicant must select thereason for the rejection from the dropdown provided. - If the Collaborative Applicant needs to amend a project application for any reason after rankinghas been completed, the ranking of other projects will not be affected: however, theCollaborative Applicant MUST ensure the amended project is returned to the applicable ProjectListing AND re-rank the project application BEFORE submitting the CoC Priority Listing to HUDin e-snaps.

Twin Pines Housing Trust (subrecipient of TPHT TH FY15) sent an email on7/21/16 to VT BoS CoC Collaborative Applicant (VT State Housing Authority-VSHA) with its decision to voluntarily non-renew the TPHT TH FY15 project.This decision is the result of long-term strategic planning of the subrecipient,recipient (VSHA), and the local CoC (Orange/Windsor Counties) as part of areallocation process established by the VT BoS CoC/VT Coalition to EndHomelessness (primary decision-making body) to phase out transitionalhousing in alignment with HUD and Opening Doors best practices & effectiveoutcomes of housing first models.

On 6/25/15 the subrecipient (Clara Martin Center) was informed, in-person asreflected in meeting minutes, by the local CoC (Orange/Windsor Counties) of acommunity decision to not renew the CMC SH FY15 project during the FY2016CoC NOFA process. This decision was accepted by the subrecipient andsupported by the recipient after several years of strategic planning as part of areallocation process established by the VT BoS CoC/VT Coalition to EndHomelessness (primary decision-making body) in conjunction with an internalorganizational development process of the subrecipient.

During FY15 CoC NOFA, two public community meetings were held to discusscommunity priorities with the local CoC (Addison County) allowing for the HillHouse TH project to be renewed for one more year with reallocation during thecurrent FY16 CoC NOFA. The recipient (HOPE) & subrecipient (CSAC) werepresent at these meetings with email confirmation sent on 7/22/15. The HillHouse TH project sent a 7/28/16 email to the Collaborative Applicant to confirmits acceptance of reallocation. These decisions are the result of long-termstrategic planning and a reallocation process established by the VT BoSCoC/VT Coalition to End Homelessness to phase out TH in alignment with HUD& Opening Doors best practices of housing first models.

As recipient of the VSHA S+C SRA/PTH FY11 project, VT State HousingAuthority-VSHA volunteered non-renewal as part of the FY16 CoC NOFA tosupport the reallocation process established by the VT BoS CoC/VT Coalition toEnd Homelessness (primary decision-making body); the subrecipient agreedwith reallocation after VSHA sent an email on 7/29/16. As the result of thisdecision, this reallocated project (along with other reallocated CoC projects) willsupport the development of a new VT BoS CoC Coordinated Entry project inalignment with HUD & Opening Doors guidance.
