Introduction• This presentation gives an overview of the steps required for a Registrar to ‘Become Aadhaar Ready’
• It is structured as follows :
– Aadhaar Overview – What is Aadhaar, Why Aadhaar (benefits), How will it be built, Where can it be used, Financial Inclusion & Online Authentication, Roles & Responsibilities (slides 8-37)
– Overview of End to End Flow & Project Plan including Workshop Plan, key decisions in Enrolment Planning etc. (slides 38-45)
– Implementation Approach – with details of support which will be given by the UIDAI directly (process manuals, technology platform, IEC, grievance handling, Change Management etc.) and the UIDAI Ecosystem support (Enrolment Agencies, Training Agencies, Device Manufacturers, Civil Society Organisations et al) (slides 45-103)
• Basis the agenda for each workshop (template listed in slide 4), appropriate sections may be used accordingly; refer Workshop Plan in slide 3 for overview.
• Recommended participants & agenda for different types of Workshops are listed in slides 5-7 and may be used for reference
• At the end of every workshop, it is recommended that the UIDAI Nodal Officer completes the Feedback Form in order to document learnings / improvement opportunities for the Registrar Onboarding process. Please use the Feedback Template (in the Implementation Support Documents folder).

Financial Assistance
• Assistance towards Enrolment cost: Financial Assistance of Rs. 50 per successful enrolment for Registrars – for 10 Crore enrolments upto Mar 2011 in the pilot phase; to cover cost of awareness building, enrolment, logistics, document storage etc.
• Assistance for BPL Enrollee : Financial Assistance to BPL and BPL+ enrollees (covered under RSBY) under 13th Finance Commission grant for enrolment of BPL residents as per guidelines issued by Ministry of Finance - Further augmented by the UIDAI to extend to residents covered by RSBY, MNREGA workers (who are provided employment of 15 days or more), licensed porters et al. Additional UIDAI grant to be spent as per TFC guidelines.
• Assistance for ICT Infrastructure: Financial Assistance for engagement of consultants, development of software, networking, procurement and installation of hardware and biometric related devices, capacity development. .

Preparing for Enrolment Mobilisation

1. Registrar and EA to finalize enrolment schedule & identify suitable enrolment centers
2. EA hires appropriate manpower and ensures adequate training and certification

Load pre-enrolment data on the enrolment station laptop wherever available

Execute local campaign and ensure awareness at grass-root level

Where pre-enrolment data is not available, resident fills Aadhaar form and operator enters data in enrolment software2.
Load pre-enrolment data into enrolment software where available. Retrieve resident data from the pre enrolment database & correct/add details as given by resident

Verify Proof of Identity, Proof of Address & Date of Birth details; manage exceptions if any. For children below 5 yrs, enrol using parent’s / guardian’s UID / enrolment no.

Capture facial image, finger prints & iris image; manage exceptions if any

Operator to sign-off the data by giving fingerprint; Supervisor to sign-off in case of exceptions; and Introducer where appropriate
Print enrolment receipt & give to the resident; get consent form (including consent for financial inclusion, if resident so desires) signed by resident & retain the copy

UIDAI recommends upload of Enrolment Data through pipes directly to CIDR (available from September). 2.
EA to own responsibility for transferring data from Enrolment Centre to CIDR

Will be through a Secure File Transfer Network (SFTP) at the back end, accessed by a standard VPN upload
UIDAI proposes to empanel service providers for the same by end September
5. Data will also be accepted through Memory Sticks sent to CIDR

Importance of connecting with CIDR
Connect Enrolment Station to CIDR at least once in two days and mandatorily once a week
A manifest is uploaded to CIDR. This is a list of all enrolment data added since last connection. It informs CIDR in advance what data to expect.
For the data records successfully received at CIDR, the process for deletion of such data residing at the enrolment station is triggered automatically.
In cases where there is problem with data records received from this enrolment station, a fresh instruction for EXPORTING this data again is generated automatically.
