They reported their concerns to Sheriff Bryan Atkins, and the sheriff called the Humane Society of Missouri. Working in cooperation with the Andrew County Sheriff’s Department, the Animal Cruelty Task Force (ACT) rescued the 37 starving animals (29 horses, six mini-horses and two goats) on November 11, 2010. The emaciated animals had no access to healthy food or fresh water. Two recently deceased horses also were found on the property, literally starved to death. Two other horses were so severely underweight they were in immediate danger of dying. Last Novemberdogs in Missouri’ssubstandard puppymills achieved agreat victory.

The hard work, dedication and “Yes to Prop B” votes ofmany HSMO donors andsupporters gave dogs used forcommercial breeding a realchance for a decent life.

Now, before this law eventakes effect, some Missourilegislators want to repeal it. They say voters didn’tunderstand the act’s provisionsor were duped. This is an insult to voters who clearlyunderstood the need forimproved standards of care fordogs used for profit-makingpurposes. For years, thelegislature would not deal withthis problem. Now, when themajority of Missourians havedealt directly with this issue,some legislators want to defy the will of the people.

When the Puppy Mill Cruelty Prevention Act (PMCPA) becomes law late this year, dogs in commercialbreeding facilities will:

• have room to stretch andmove more freely in theircages and exercise outsideinstead of living their entirelives in a space just 6” largerthan their bodies.

• receive annual, hands-onveterinary exams and prompttreatment for injuries anddisease instead of a cursory,facility “look-see” with noindividual exams.

• Be able to stand on a solidsurface instead of a wire-bottom cage which causesinjury to paws and legs.

If the PMCPA is repealed,tens of thousands of dogswill continue to suffer. Wecannot allow this to happen.We must act now to ensure agood future for the dogsfrom which people profit.

Preparing Horses for AdoptionOnce an abused or neglected horse has

reached a healthy weight and received calmingTLC from the staff, it’s time for LongmeadowRescue Ranch Trainer Scott Jaycox to work his magic. Horses are evaluated for their levelof training before beginning the program.Jaycox starts literally at step one: coaxinghorses to accept a friendly human touch. From there, he uses the five training levels of the Natural Horsemanship Method.

Depending on past training and tempera-ment, horses require several months to a year to complete all five levels. After adoption,owners can take advanced training, for anadditional fee, at Longmeadow Rescue Ranch or the horse’s new home.

Rehab Can Be Lengthy and Expensive“It takes a huge investment to rehab horses,” explained

Mullen. “In rescues like Andrew County, the animals requiremonths of specialized diets, vaccinations and other veterinaryprocedures. Anyone who raises large animals can attest to the substantial cost of taking proper care of them.”

“We do these things for the animals because they can’t speak for themselves,” she added.

Carmen Skelly, statewide investigator for the HumaneSociety of Missouri had this to say on site at the Novemberrescue: “It’s a privilege and honor to pull these horses out of danger, take them to Longmeadow Rescue Ranch and know they are going to be well cared for. Last night was their last bad night.”

Sheriff Decries AnimalNeglect and Abuse

Andrew County Sheriff Bryan Atkinswatched approvingly while rescuers from theHumane Society of Missouri loaded starvinghorses and goats for transport to LongmeadowRescue Ranch. Atkins sought help from ourAnimal Cruelty Task Force after personallyseeing the emaciated animals knee-deep inmud in a barren pasture.

The sheriff, who raises livestock, was soappalled at the animals’ condition that hedelivered two large bales of his own hay. Atkinsalso brought an independent veterinarian to theproperty who determined the animals couldnot survive the winter without intervention.

Atkins sharply criticized the absenteeowners for neglecting their animals to the pointof starvation.

“I am letting people know that if you’re going to own large animals or a large number of animals, you need to afford to take care ofthem, to spend time with them, to feed themand properly care for them,” he said. “If not, we may be doing this again.”

Bring dogs inside. Don’t leave them outside inthe cold for long periods oftime or they can developfrostbite on ears, tails andfeet. If you run with yourdog, be attentive to coldpaws and leave Fido at homewhen it is too cold.

Always keep catsinside. “Outside” cats areoften the victims of cars,

dogs, other predators andinhumane people.

Provide adequateshelter. If your dog livesoutdoors, you must provide a well-insulated and draft-free doghouse. (It’s the law.)

Provide plenty of foodand water. It takes moreenergy in the winter to keepbody temperature regulated,so your pet needs additionalcalories if he or she spends a lot of time outdoors. Check and refill outsidebowls often. Snow is not a substitute for water.

Beware of anti-freezeand rock salt. Anti-freezesmells and tastes good toyour pet, but is lethal. If you suspect your pet hasingested it, contact your

veterinarian immediately!Rock salt can irritatefootpads. Be sure to rinseand dry your pet’s feet after being outside.

Dry off wet pets. Towel or blow-dry pets when they get wet from rain or snow. Dry and clean paws to prevent tinycuts and cracked pads.

Bundle up. Short- orcoarse-haired dogs might get too cold; consider asweater or a coat.

Groom regularly. Well-groomed coats keepanimals properly insulated.Long-haired dogs shouldhave their paw hair clipped to ease snow removal andcleaning their feet.

Meet a Volunteer Who Can’t Decide

If you are looking for a Jill of All Trades, look nofurther than long-time volunteer Fran Beezley. Since1988, she has beeninvolved withvolunteer dutiesranging from theVeterinary Clinic to Pet Pal dog walkerto foster parent andthe Greater St. Louis

Training Club. It’s hard for her to pick what herfavorite part of volunteering is!

Fran first became involved with the HumaneSociety after her husband passed away. She was looking for something to occupy her onweekends and thought that helping dogs, whichshe’s always loved, would be a good fit. She was certainly right.

Angel, Fran’s fur child, graciously shares her home with lots of foster pets and frequentlyaccompanies her to the Humane Society. Havingbeen a volunteer for 22 years, Fran has seen thefoster and Pet Pal programs grow tremendously.“Sometimes we all get tired and upset but weremember how much good we do. It all comesfrom a deep love of the animals.”

A device the size of a grain of rice reunitedRocket with his family 18 months after the feline went missing.

“The cat was brought to us by a goodSamaritan who found it near her home,” saidTammi Britton, shelter manager at theChesterfield Valley Center. “We scanned himand were happy to find a microchip.”

Using the unique serial number on the tinydevice, the shelter staff easily located the Jacunfamily (Heather and David and sons Sam, Daveand Noah).

The owners wanted to be happy but insteadwere dubious. After all, their nine-year-old pethad been lost for a year and a half, just after theirmove to Ballwin from University City.

“We couldn’t believe it at first,” said HeatherJacun. “We asked them to check again becauseRocket is missing half his tail. They did, and itwas our boy.” The Jacuns joyfully picked up theirold friend the day after Thanksgiving.

“He knew us right away, and our Boxer Tessadefinitely remembered Rocket. She immediatelycleaned his whole face,” laughed Heather Jacun.

“We were so happy to find the cat’s family,” said Britton. “He is our ‘poster boy’ forthe microchip system.”

The microchip system was created for scenariosjust like Rocket’s and isrecommended by theHumane Society of Missouri.

It takes less than a minute to insert, but lasts for thepet’s lifetime. It causes nodiscomfort; in fact the pet isunaware of its existence.

After digital radiographs (x-rays), Shelby was diagnosedwith hip dysplasia and anarthritic knee. A crucial kneeligament was so damaged it had to be replaced to stabilizeher knee and hip.

“Hip dysplasia is primarilyfound in large, strong breedssuch as German Shepherds,Rottweilers, Labradors andGolden Retrievers,” explainedDr. Travis Arndt, whoperformed the surgery at theChesterfield Valley Center. “Insome dogs, it is an inbred trait.

In others it begins after a kneeligament is torn when the dog twists a hind leg.”

During the surgery, Dr. Arndt removed thedamaged ligament and repairedthe knee by placing two strandsof heavy monofilament suturethrough the tibia (the bonebetween the knee and ankle)and then around the lateralfabella (the small bone behindthe knee). The “false ligament”around the outside of the kneejoint restored stability andended her pain and limping.

Shelby returned 10 days after surgery and was fully weight-bearing on her repaired leg.

The Pughs expected thehighest degree of professionalcare from Dr. Arndt and werenot disappointed. What theydidn’t expect was his degree ofpersonal interaction. “Beforethe surgery, Dr. Arndt showedus the x-rays and went overthem with us,” praised LisaPugh. “Right after the surgery,

he personally phoned us andgave us the complete run-down.When we went back for thestitches to be removed, he wasalso there.”

The Pughs bring all threeBoxers to the Humane Society.“Everyone from the front deskto the vet techs is professional,”she said. “And I can tell they allhave pets. We like knowing weare helping other animals whenwe take our dogs there.”
