BC Context: Phase 1
The BCUC undertakes its role so that it applies sound utility regulatory principles to its decisions, with a focus on the impact on BC Hydro’s ratepayers. That means that the BCUC is not required to implement policy that does not stand on its own from a regulatory perspective.
…As result of Phase 1 of the Review, if there is a priority policy item for the government to advance, government will introduce legislation or provide direction that supports it. With this approach, the BCUC will be empowered to make decisions with respect to BC Hydro in a mostly unencumbered way, in alignment with the laws and regulatory principles that are applicable to it.
