As noted above, provision of some of the records you have
requested would be costly.BC Hydro's accounts payable system
migrated from one computer application to anotherat the end of
fiscal year 2010. Payment records of the sort that you've requested
forfiscal year 2010 , and a sm all portion of fiscal 2011, would
need to be researched on apartially-manual basis, as would
information about whether or not a particular contractduring that
period was direct-award/no-bid in nature - all of which would be a
timeconsuming process sometimes involving remotely located
hard-copy files.With these factors in mind, the cost to collect,
retrieve, and produce the requestedrecords subject to a fee is
estimated to be $5,676 .27. Details regarding this c alculationare
provided in the table attached to this letter. Please note that BC
hydro hascalculated this fee based on the actual cost of providing
the requested records asprescribed for commercial applicants in
Schedule 1 of B.C. Regulation 155/2012,associated w ith the Act.
The figures in the attachment represen t a rough estimate of
theamount of time it would take us to gather and prepare the
requested inform ation. If wewere able to collect and prepare this
information in less time, or it took m ore time, thefee estimate
would be reduced, or raised, accordingly.Please note also tha t, at
this stage of request proce ssing, it is very difficult to estim
atehow many responsive records might be located. Were the fee to be
paid, andprocessing continue through to provision of responsive
records, a copying charge of$.06 per page provided would be added
to the fee.Please also note that some of the records requested
could contain information that issubject to one or more of the
exceptions to disclosure contained in the Act. Suchrecords would
likely be partially reda cted, or entirely withheld.If you would
like BC Hydro to go ahead with the processing of the portion of
your requestthat is subject to a fee, please forward a deposit of
$2,838.14 in a cheque or moneyorder payable to BC Hydro. Once we
receive the deposit, we will resume proce ssing thefee-applicable p
ortion of your request. If we do not receive the fee deposit from
youwithin 30 days , we will close our file on the fee-applicable
portion of your request.If you were to pay the fee, and the
processing of the request were to proceed, in allUltGlillQQd it
WOllId D n e c t a r y for BC Hydro to consult with third parties.
This couldtake some time. That consultation process, and the volume
of records that would needto be searched regarding the
fee-applicable portion of your request, would, uponpayment of the
deposit, likely result in BC Hydro extending the due date for the
feeapplicable portion of your request for 30 days u nder paragraphs
10(1)(b) and (c) of theAct.If BC Hydro were to find that more time
were needed to process this request, Hydrowould seek a further
extension from the Office of the Information and PrivacyComm
issioner for BC (OIPC ). If a further extension were sought, BC
Hydro wouldadvise you in writing in order to give you an
opportunity to provide comments to theOIPC.
