Introduction
Now Japan is facing the problem of diminishing local communities and economy, with a decreasing birthrate
and an aging population. Our pressing issues are to activate the region, to create employment, and to put the
brakes on population decline by promoting settlement for new comers.
It has been determined that 2020 Tokyo Olympic and Paralympic Games will be held.
Sammu City will cooperate in order for it to be a success. We as a city will take this opportunity to promote
globalization in a positive light, and we will tie in the holding of this competition into the development of our city.
In order to break away from this negative decline, we must have a global perspective, such as adopting
measures to absorb the growth from overseas. Sammu City will continue to aggressively pursue globalization.
Specifically, in this opportunity, we will raise the standard of youth sports, the living standards of people with
disabilities, and also further promote global education.
In addition, taking advantage of the geographical benefits of this city, being in Narita Airport Economic Zone,
and by assertively accepting tourists, we will activate the local economy by making this city more accessible at the
same time.
Moreover, by standing as a candidate for the host city for foreign Olympic and Paralympic athletes’
*1preliminary camping, and actively carrying out international exchanges, such as holding activities to encourage
and support youth interaction, we wish to give hope and dreams to children who are responsible for the future.
To achieve this we will work on the promoting the city by establishing a regional brand name, which in turn will
amplify the recognition of Sammu City.
In order to plan and promote these, we have inaugurated “Sammu City Headquarters of Tokyo Olympic and
Paralympic Games” (May 20th, 2014) placing the mayor as General Manager. Also, we have established four
subcommittees (Education, Invitation, Sports for the disabled, Community development) and have been
organizing the basic plans of action for each of them. In order to inherit the future efforts and achievements to the
next generation, the subcommittees appointed a number of young staff.
Sammu City will form an organization with Public-Private Partnership in the near future to promote working
together as “*2ALL SAMMU”.
At this moment in time, a basic plan has been established. It involves a guide in strategy in which Sammu City
will embark upon for the Tokyo Olympic and Paralympic Games.
*1 preliminary camping…training camp for the athletes to adjust the climates of the host country and their condition before Olympic and
Paralympic Games start.
*2 ALL SAMMU…including all citizens, government, business, and organizations in Sammu City.

1.Basic Plan Goal
To establish the basic plans for the Education Subcommittee, we will work on
“ALL SAMMU” listing three basic goals; improving sports performance, developing
international human resource, and promoting human rights education.

2.Basic Plan Term
The Basic Plan will cover an eight year period that will include and be broken
down into the preparation period, competition prior quarter, tournament season, and
the end of tournament period.
This is part of Sammu City’s Comprehensive Plan.

1) Creating goods for the Olympic and Paralympic Games to enlighten and elate people’s awareness.

3) By collecting the necessary materials, we will establish an area in the library to introduce each

embrace the magnificence in those achievements, we are hoping to increase the interest towards

1-① Olympic and Paralympic Games momentum-building and Enlightenment
1) Tokyo Summer Olympics in 1964, Sapporo Winter Olympics in 1972, and Nagano
Winter Olympics 1998 had been held in Japan, however, the children who will be
leading the next generation will be experiencing the Olympics for the first time.
2) Most children recognize Olympics as a large scaled sports event. Since it will be held in
Japan, the opportunity should be taken to let the children know the Olympic spirit,
such as “Improving both physically and mentally through sports, understanding each
other beyond culture and nationality, sense of solidarity, and fair play ”
3) “All Sammu” will be needed in order for Sammu City to contribute to the Tokyo
Olympic and Paralympic Game’s success, and throughout the process, the city will
connect this opportunity for the promotion of youth sports and regional development.
For that purpose, the support and momentum building of civilians will be necessary.

1) To consider changing people’s active life style by holding tournaments between schools, and
organizing other sporting events to improve the health for every child and student.
2) To organize sports classes in order to improve children’s ability, and health, as well as their
interest in sports having been taught by professional players.
1-② Improving Exercise Capacity
1) According to the exercise capacity survey for elementary and junior high school students,
elementary school students’ score above the average, but on the other hand, junior high
school students are below average.
2) A request for basketball coaching and a cheer-leader group made by male basketball
team, “Chiba Jets”.
3) Coaching class by a professional baseball team, football team, and basketball team in
the prefecture as a regional contribution project.

To consider financial support for registered Sammu City athletes allowing them to train. Also, to
consider agricultural products and local produce as a bonus.
1-③ Supporting Athletes
1) We have established a system that rewards athletes who achieve excellent records at
national tournaments.
2) There are sports clubs from junior high schools in the city that participate in Kanto
tournaments and national tournaments and some of the players from the club teams are
still playing after graduation.
3) In order for athletes to enhance and retain their performance, it is essential for them to
attend as many competitions as possible. Because of that, there is a substantial
economic burden to pay the transportation fees.
4) It is important for the athletes who are training very hard every day to eat a balanced
meal.

2) To consider the opportunities to have games with high achieving schools.(New)
3) To make a database of the athletes who can coach school sports clubs to train students. Also,
register athletes who are from Sammu City. (New)
1-④ Supporting Club Activities
1) The running of sports clubs has become troublesome due to a lack of funds which is
caused by the decline in the number of students.
2) In contrast to the teams that participate in the Kanto and national tournaments, there
are sports teams with fewer chances of participating in tournaments and do not get the
opportunity to improve their ability.

1) To consider training sessions to improve the local sports club coaches. (New)
2) To consider subsidizing fees for those studying toward a coaching certificate. (New)
1-⑤ Promoting Sports Coaches
1) When it comes to continuously strengthening performance, the popularity of the club
team and level of skill depend on the coach’s ability. Therefore, once the coach is
transferred to another school, those benefits will be lost again and again.
2) By training the coaches and creating the environment to give high level coaching
constitutively, improve students’ exercise and technical strength.

1) To hold English beginner courses for junior high school students during the summer
holidays.(Existing)
2) To provide a place to exchange views on English teaching methods between elementary and
junior high school teachers.(New)
3) To enhance the foreign language education-related books at the library.(New)
4) To provide an opportunity, and place, to be exposed to foreign language English Education by
ALTs, and the opening of English Cafés during after school hours, or summer and winter
holidays.(New)
5) To consider having a cultural exchange program between elementary and junior high schools,
exchange students from Josai International University, and students at Japanese Language
Classes at Central Community Center. (New)
6) To consider reducing the so called “allergic” reaction towards foreign people and languages by
using existing events for students to create chances to get to know people from overseas. (New)
7) To consider to create opportunities for young persons to be exposed to practical foreign languages
through internship programs in the Narita International Airport terminal building. (New)
8) To consider planning events such as local tournaments by inviting sports players from abroad
(through IBA) to interact with Japanese students who are around the same age.(New)
9) To consider carrying out English camps for junior and senior high school students. (New)
10) To consider holding courses to review and recognize about Japanese culture.(New)

2-① Developing global communications
1) There have been cross cultural exchange classes held using electronic black boards by
ALTs and homeroom teachers, teaching foreign language activities targeting 5th and
6th grades for one hour per week at city elementary schools. (Some schools, depending
on the school, have the same classes for 1st to 4th grades one hour, every two weeks)
2) The new teaching course has started. The course requires not only learning the
language, but also the study of cultural exchange and multilateral vision.
3) Since there is not enough opportunity to interact with foreigners, the perceptions of
dealing with foreign languages and people are difficult, and will not disappear.
4) Human resources utilization is necessary to find foreigners that live in the city who are
willing to cooperate with the education of foreign language in order for the civilians to
have more opportunity to interact in another language.
5) It is necessary to create the opportunity for civilians to be exposed to not only language
but also different cultures.

1) To bolster the amount and quality of books in the library to introduce food, clothing and life style,

1) Many different countries and areas participate in the Olympics and Paralympics, and
some of them are not as well-known as others.
2) It is a unique opportunity for the students to widen their knowledge of different countries
around the world.

1) The Nagano Winter Olympic 1998 model, the “One Center, One Country/Regional
Support Program”, and the Hiroshima Asian Tournament 1994 activities, are evaluated
highly by the International Olympic Committee because of their grass root level
inclusion
2) In order for the Olympic and Paralympic Games to be successful, it is necessary to make
a program that let the students be involved actively and proactively.

1) Sports for people with disabilities are recognized and Paralympic gets high interests by
civilians; as prosperous as Olympics.
2) How prosperous the Paralympics will be, is the key to how successful the Tokyo Olympics
and Paralympics shall be seen.
3) It is necessary for the students to understand that it is normal for people, with or
without disabilities, help each other and live in the society.

facilities meet the national standards. Therefore, it is necessary to cooperate with

3) This city has decided the guest country and is talking to the embassy, etc.
4) Visiting JICA and exchanging opinions.

1) There has not been enough usage of Kujukuri Beach as an important tourism spot.
Therefore, we will approach each sports organization to highlight the beach as the m
Mecca for beach sports.

Male:60 players for S class, 460 players for A class
Female:60 players for S class, 230 players for A class
・Beach Soccer(Number of Players)
800,000 players are registered at Japan Soccer Association and beach
soccer players are currently about 30,000.

In the city, there are no facilities that meet the official standards. Also, business persons
(hotel managers) carry out sports training camps individually. Therefore, it is impossible to
know the exact numbers of camps there have been. It is necessary to connect among public
organizations, private companies, and schools from now on.

To request to change the course by appealing that Sammu City is a disaster stricken area to
Tokyo Metropolis and Tokyo Olympic and Paralympic Association. (New)
2-① Inviting Ashita heno Michi 1000Km Longitudinal Relay and Torch Relay.
1) By putting focus on the torch relay, “Ashita heno michi(road for tomorrow) 1000 km
Longitudinal Relay” has been held since 2013 in order for the carrying of the Olympic
Torch to come to Sammu.
2) The course for the relay is connecting locations that suffered in the 2011 disaster.
However, Sammu City also felt the impact of the disaster, and it is not part of the course.

Since 2008, Sammu City *Hometown Tax Project has been carried out, and up until 2012,
there have been only a few donations every year. However, the city has started to hand out
locally produced strawberries to the donator which increased the number of donators that
year, more than the total of the past 5 years.
Recently, the return of the Hometown Tax has been gathering attention by media, and
using that as a new city promotion method is necessary as a city that proceeds Olympic
and Paralympic Games.
*Hometown Tax: Tax project lets taxpayers allocate some of their residential taxes to
hometowns they no longer reside in.
