Konrad Adenauer Stiftung (KAS) is the think-tank of the CDU.

The foundation offers political education, conducts scientific fact-finding research for political projects, grants scholarships to gifted individuals, researches the history of Christian Democracy, and supports and encourages European unification, international understanding, and development-policy cooperation.

CONCEPT OF COMMON GOOD

PRINCIPLE OF SOLIDARITY

Human beings are social by nature and do not exist merely as individuals

Human community consists of individuals and social elements.

PURPOSE OF GOVERNMENT

The purpose of government is the promotion of the common good.

Governments are required to actively participate in society to promote and ensure social justice and equity.

PRINCIPLE OF PARTICIPATION

Individuals and groups must be enabled to participate in society.

The world’s goods are meant for all.

Although it upholds the right to private property this is subordinate to the right to common use and the overall common good.

OPTION FOR THE POOR

Seeing the world through the eyes of the poor and standing with the poor in solidarity

This should lead to action for justice with and on behalf of those who are poor and marginalised.

DEMOCRACY & RULE OF LAW

Democracy means:

People make “intelligent” choice

Leaders legitimately elected to power

Leaders govern upon the sole acquiescence of those who voted them to power

Democracy means: Leaders govern following a set of

laws applicable to all & nobody is above the law

There is rule of law System that protects people from

abusive & arbitrary use of government powers

SOCIAL MARKET ECONOMY

Markets should be free, though not perfect arbiter of prices

Philippines need a well-functioning market economy

Philippine market should be free from distortions & unfair practices through a “strong state”

SOCIAL MARKET ECONOMY

Philippine market is not free controlled by monopolies, cartels & conglomerates

distorting competition in their favor

Intimidate & oppress few competitors

Make the market hostile for newcomers

Need for Philippines to be a strong state Strong and responsible states:

Open markets to free entrance & exit of competitors Allow greater majority to earn a

living through the market process Create a stable & healthy legal &

political framework

SOCIAL MARKET ECONOMY

Institute a functioning social justice & social security systems for the enhancement of human dignity all their citizens including the weak ones

Institutionalize sustainable development that protects the environment for future generations

Philippine government structure is too centralized Most decisions affecting people’s

lives are embedded, legally & constitutionally although abnormally, in the President/executive department

Too much for President alone to handle

Paralyzing the office in the process

Subsidiarity means Decision making powers brought to

the lowest level Allows people to decide from

the lowest competent structures Allows lower structures
