II. HISTORY A. NAIA

The National Association of Intercollegiate Athletics (NAIA) is a completely autonomous Association currently administering programs of intercollegiate athletics for approximately 290 fully-accredited colleges and universities of moderate enrollment. The fundamental tenet of the NAIA is that intercollegiate athletics is an integral part of the total educational program of the institution. This belief is strongly reflected in the governing documents, activities and organizational structure of the Association.

Established in 1940 as the National Association of Intercollegiate Basketball (NAIB), the Association expanded to include other programs in 1952. The NAIA became the first intercollegiate sports-governing body to provide championship opportunities for both men and women when the women's program was established on August 1, 1980.

B. Baseball Program

The NAIA has been conducting a national championship baseball tournament since 1957. The first two years of the tournament, now commonly referred to as the NAIA World Series, was conducted on an invitational basis. Beginning in 1959, selection of the field was based on area representation. .

The NAIA had an eight-team tournament field from 1957 until 1980, when the tournament was expanded to 10 teams to include a host institution and an at-large team. Beginning in 1992, the tournament returned to an eight-team format based on area representation. In 1999 the tournament was expanded back to a ten-team format. Regional and Super Regional tournaments were eliminated following the 2008 season and a new conference/A.I.I./unaffiliated group direct qualification format was implemented in 2009. The new format expanded the national championship field to 46 teams and includes an opening-round tournament featuring 5-team tournaments at nine sites across the country.

III. COACHES ASSOCIATION

A. NAIA-Baseball Coaches Association (NAIA-BCA) The NAIA-Baseball Coaches Association (NAIA-BCA) is an organization of collegiate baseball coaches at NAIA institutions. The NAIA-BCA meets annually, conducting its business each January in conjunction with the meetings of the American Baseball Coaches Association (ABCA).

The NAIA-BCA elects officers who serve one-year terms and provide the leadership for the Association.

The NAIA-BCA studies and makes recommendations through legislation of all action affecting the organization and administration of the NAIA baseball program. The president, first vice president, second vice president and secretary serve as the Games Committee for the NAIA national tournament and are in charge of the administration of the tournament. The NAIA-BCA Executive Committee is composed of the officers of the Association, the affiliated conference/A.I.I./unaffiliated group chairs and the NAIA-BCA's immediate past president.

C. American Baseball Coaches Association

The ABCA was organized in 1945 by college coaches to promote and improve the collegiate game. The main objective of the Association is educational in nature: to help improve the level of coaching. The ABCA also assists in the promotion of baseball and acts as a sounding board on issues concerning the various levels of baseball. The ABCA has more than 6,200 members, which includes coaches from every state in the country and international membership from over 23 countries.

IV. BASEBALL AWARDS

A. National Player/National Pitcher of the Week

An NAIA National Player and Pitcher of the Week will be selected by the NAIA Department of Sports Information. Nominations for national consideration must be made by a conference/A.I.I./unaffiliated group information director from players/pitchers of the week in their group. The National Office will NOT accept nominations for national consideration from anyone but a group information director or his/her designated representative. Affiliated conferences/A.I.I./unaffiliated groups may nominate only one athlete per award for national consideration. Nominations for National Player/Pitcher of the Week will begin

arch 15 and continue through May 3. M B. All-America NAIA All-America honors in baseball consist of a 17-man first team, a 17-man second team and an honorable mention listing. Honorable mention selections are limited to 34 players and the honorable mention team is not position-specific. The All-America Selection Committee is responsible for administering the selection procedures at the site and prior to the start of the national tournament (See Appendix H for details.). Each November, a pre-season All-America team will be named. This will consist of one 17-player team. The All-America Selection Committee will be responsible for administering the selection process. In 2007, Rawlings also began sponsoring an NAIA Gold Glove team, which consists of 9 players from each position. The Rawlings Gold Glove team is selected by the NAIA-BCA All-America Selection Committee.

C. Daktronics-NAIA Scholar-Athlete Award Student-Athletes are eligible to receive the Daktronics-NAIA Scholar-Athlete award each year based on criteria set by the NAIA National Administrative Council. The NAIA national office will review the nomination forms for student-athletes to be honored as scholar-athletes. Please see Appendix I for specific criteria and nomination instructions. D. NAIA Scholar Team Award

In recognition of academic achievement, the NAIA names a Scholar Team for all sports in which Scholar-Athletes are recognized. Based on a 3.0 annual GPA on a 4.0 scale (for the year of competition), all varsity members of the team who appear on the eligibility certificate will be included in the GPA compilation. Please refer to Appendix J for award criteria/information and nomination form.

E. Rawlings-NAIA Coach and Player of the Year Awards Each affiliated conference/A.I.I./unaffiliated group will select a Coach of the Year for their group. The National Coach of the Year will be chosen by the NAIA-BCA Past Presidents Committee and current NAIA-BCA officers from a ballot that includes the all Affiliated Conference/A.I.I./Unaffiliated group Coach-of-the-Year winners and AVISTA-NAIA World Series participant coaches. The Rawlings-NAIA National Coach of the Year is honored at the annual recognition banquet of the NAIA-BCA each January at the ABCA Convention. The Rawlings-NAIA National Player of the Year Award is selected by the All-America Selection Committee prior to the start of the AVISTA-NAIA World Series.

F. Hank Burbridge Champions of Character Team & Player Awards

The Hank Burbridge Champions of Character Team and Individual Awards will be selected by the NAIA-BCA executive committee at the annual NAIA World Series.

The individual player and team awards will be given to participating teams in the NAIA World Series. Players must be nominated by their institution as their team’s NAIA Champion of Character representative prior to the tournament. Award winners will be selected based upon their documented display of exemplary character and sportsmanship on the field, on campus, and in the community. Specifically, fulfillment of the “Core Character Values” of respect, responsibility, integrity, servant leadership and sportsmanship will be taken into consideration. See Appendix N for more information and nomination forms for this award.

H. National Championship Awards

The NAIA maintains a standardized awards program for the national championship. National championship awards are provided to the official parties of the top four teams. Team trophies are presented to the champion, runner-up, third and fourth place finishers. All-tournament team selections (16 player team) are presented as well as a most valuable player, hustle award recipient and outstanding defensive player. The Hank Burbridge Memorial NAIA Champion of Character Player and Team Award is also presented. The Burbridge Player Award is selected from one of the Champion of Character winners from each of the ten teams represented at the NAIA National Championship Tournament; and the Burbridge Team Award is also selected from a team participating in the Series.

A. Buffalo Funds Five Star Champions of Character Team Award The Buffalo Funds Five Star Champions of Character Award is an annual award given at the end of each sport season. Each sport awards the Buffalo Funds Five Star Champions of Character Award to one team on a yearly basis and all NAIA teams are eligible for the team award. Teams must be nominated by their institutions. Award winners will be selected based upon their documented display of exemplary character and sportsmanship on the field, on campus, and in the community. Specifically, fulfillment of the core character values of respect, responsibility, integrity, servant leadership and sportsmanship will be taken into consideration. B. NAIA-CTSA “All That’s Right in Sport” Award The Citizenship through Sports Alliance (CTSA) and the NAIA have partnered to annually honor one NAIA institution, team or individual for actions that have clear connections to sportsmanship, and bring with them outstanding stories that motivate and inspire. All Buffalo Fund Five Star Champions of Character Team Award Winners, as well as institutional nominations, are eligible for this special recognition. The recipient (up to 2 team/institutional representatives) will be provided round-trip transportation to the awards ceremony held in conjunction with the annual CTSA Awards Banquet. C. Coach of Character Award The NAIA Coach of Character Award is an annual award given to a head coach of an NAIA institution. The nominee must be employed by the institution a minimum of five years and must be clearly outstanding in embracing the five core values of the NAIA Champions of Character initiative, methods of teaching character through sport, and community leadership through volunteering, service or other means. D. Dr. Leroy Walker Character Award This award was created to honor Dr. LeRoy Walker a former president of the NAIA and President emeritus of the United States Olympic Committee. The nominee must be a representative of an NAIA institution as a student-athlete. The nominee must be at least a junior academic status at the nominating institution at the time of nomination, and must be “outstanding” in academic achievement (3.0 G.P.A or higher), campus leadership, community leadership, embracing the five core character values of the NAIA Champions of Character initiative, athletic achievement and future ambition.

E. A.O. Duer Scholarship Award Named in honor of the NAIA’s former executive secretary, who served the association for 26 years, this award has been annually presented since 1967 to a junior student-athlete in any sport who has excelled in scholarship, character and citizenship. To be eligible, a student-athlete must have an overall grade point average of at least 3.75 (on a 4.00 scale) and be in her/his junior year academically. A $1,000 scholarship is presented to the recipient’s institution to be used for tuition and approved expenses, and an appropriate award is presented to the honoree. F. Wally Schwartz Award The Faculty Athletic Representative Association annually recognizes a National FAR of the Year in honor of past Vice-President of Legislative Services, Wally Schwartz. Honorees can be FARs in any phase of the FARA, whether on a college campus or serving the conference/independent administration. The recipient should exemplify the loyalty, enthusiasm, and honesty that Wally Schwartz had, and still has, shown on behalf of the NAIA. Each conference and the Association of Independent Institutions may each nominate one individual for consideration. Registrars are not considered for this Award as they have their own association. G. Charles Morris Award The award was initiated in memory and honor of past Associate Executive Director Charles Morris and is presented annually to recognize a National Administrator of the Year. Each conference and the Association of Independent Institutions may each nominate one individual for consideration. The recipient should exemplify the loyalty and enthusiasm Charles Morris had for the NAIA. H. Hall of Fame The NAIA Hall of Fame Award is the highest honor presented by the National Association of Intercollegiate Athletics. Nominees must be persons of outstanding quality, high moral character, fine leadership ability, and must be held in high esteem by their colleagues, former coaches and former athletics. I. Larry Lady Officiating Award The Larry Lady Officiating Award is presented annually to an official of any sport recognized by the NAIA. It is named in honor of Larry Lady, current NAIA Supervisor of Officials for basketball, football and baseball, and long-time NAIA supporter and administrator. Nominees must be persons of outstanding quality, high moral character, fine officiating ability and be held in high esteem by their colleagues, administrators and athletes. The recipient will receive an award of $500 to be used by recipient, a member of the recipient’s family or family friend who attends an NAIA institution. VI. RATINGS, REPORTING RESULTS AND STATISTICS A. Ratings

A weekly or bi-weekly national rating will be conducted for all sports with the exception of indoor and outdoor track and field. The ratings are compiled from ballots submitted by national raters. NAIA Baseball releases a preseason rating on November 16, 2010. The first regular-season rating will be released on March 29, 2011 and the final rating is scheduled for May 8. Please refer to Appendix C for NAIA Men’s Soccer rating policies and procedures. Ratings Timeline 1. Ratings week for all sports defined as 12:01 a.m. Monday through 11:59 p.m. Sunday. All games played during the designated week are to be included in rating. 2. Conference/A.I.I./Unaffiliated group reports to NAIA office by noon (Central) on Monday. 3. National Rating Ballot to NAIA office no later than 10:00 a.m. (Central) on Tuesday 4. Oversight reviews National Ratings Grid by noon (Central) on Tuesday. 5. Raters have until 2:00 p.m. (Central) on Tuesday to respond with requested rationale. 6. National Ratings released no later than 5:00 p.m. (Central) on Tuesday.

B. Reporting Results

All contest results must be reported to the NAIA scoreboard within 24 hours of completion in order to be eligible for team and/or individual weekly ratings and honors. Institutions failing to report statistics and/or results any two consecutive weeks or a total of four weeks during the reporting period

If you don’t follow these instructions, you may potentially have to report to three different SIDHelp websites.

C. Statistics An in-season, weekly national statistical report is produced utilizing DakStats software for the sports of volleyball, soccer, football, basketball, baseball and softball. To be eligible for the statistical report, a student-athlete must play in 75 percent of team games played. Only statistics from games against varsity teams from upper-level, degree-granting institutions should be submitted. Categories will be

termined on a sport-by-sport basis and by the NAIA Sports Information Department. de It is strongly recommended that the host institution be responsible for both teams’ official statistics. The home team must notify opposing team at least 72 hours prior to contest if official statistics will not be provided. The opposing team can file an appeal if they feel an error was made in the official statistics up to 72 hours after the conclusion of the contest. The appeal must be filed with the home eam and both teams must amend the statistics if the appeal is accepted. t

Should a member institution fail to file statistical information on any athlete for two consecutive weeks or a total of four weeks during the national statistical reporting period for the sports of football, men’s and women’s soccer, volleyball, men’s and women’s basketball, baseball and softball; the athlete and coaches shall be excluded from consideration for conference, independent, and national honors in the affected sport.

VIII. SUNDAY PLAY POLICY

As a matter of policy, NAIA national qualifying and national championship competition will not be scheduled on Sunday. See NAIA Official Handbook for additional information.

IX. LAYING RULES AND REGULATIONS P A. Playing Rules

The Official Baseball Rules as published by The Sporting News, with NAIA-Baseball Coaches Association modifications (Appendix F) are applied to all contests (preseason, regular season and postseason) when both institutions are members of the NAIA. A suspended person cannot be in the competitive venue the day of the contest or communicate with any team personnel or game officials the day of the contest. Prior to the start of the game, the umpire may check equipment. Per NCAA and MLB rules, base coaches ARE required to wear helmets while coaching. The outcome of all games is under the jurisdiction of game umpires and all disputes, protests, etc., must be settled directly with the umpires.

Umpires for affiliated conference/A.I.I./unaffiliated group tournament games shall be assigned by the affiliated conference/A.I.I./unaffiliated group commissioner. Compensation is the responsibility of the host institution or affiliated conference/A.I.I./unaffiliated group.

C. Season Records

Won-lost records for all member institutions participating in baseball shall include ONLY those games played against a varsity program from an accredited, upper-level, degree-granting institution, and SHALL NOT include games against junior colleges, clubs, foreign (Canada excluded), or military teams.

D. Official Ball

The official baseball for all NAIA national championship (opening round & final site) competition is the Rawlings R100-NAIA. Rawlings will provide the balls for national championship competition. The NAIA strongly recommends the use of the Rawlings R100-NAIA baseball for regular season and affiliated conference/A.I.I./unaffiliated group tournament play.

E. Substance Abuse/Tobacco Policy During the regular season, all tobacco products are prohibited, including cigarettes, snuff and chewing tobacco. Any player or coach caught with a tobacco substance will result in a warning to him and the entire team and subsequent use will result in ejection from the game. Enforcement of this rule will lie with the game umpires and those people noted in the NAIA Substance Abuse Policy

POSTSEASON COMPETITION

I. RESPONSIBILITIES OF PARTICIPATING INSTITUTIONS A. The official party for each team participating in postseason play is 26, with no more than 24 players in

uniform. Institutions may provide additional coaches to be in uniform and sit in the dugout or team bench area, but those coaches will be the financial responsibility of the institution. A total party of not to exceed 30 persons (including athletic training staff) will be permitted in the team area, which includes the dugout or bench or bullpens.

New for 2010-11 – Official Postseason Roster forms will now be filled out via the SIDHelp admin website at www.naiasports.org/admin and sent to the NAIA national office. If you do not have a log-in account, please go to the link and sign up. You must have an account in order to fill out the roster forms as the forms will no longer be available through coaches’ manuals. Once you log-in, please follow these instructions:

1. There will be a section titled “Forms and Rosters”. Click on the link “Official Postseason Rosters”. 2. Fill out the roster form. 3. After the roster form is completed for the entire team, you are required to print out the form(s) and gather the appropriate signatures. 4. You may either scan the printed form (with signatures) and email as an attachment or fax the printed form with signatures to the national office. 5. If you email, send to [email protected]. If you fax, use this number (816-595-8200) in c/o of the Sport Manager.

The list of up to 24 eligible players (Official Postseason Roster and Entry Form) must be submitted to the NAIA Department of Championship Events at the time of the institution's selection into NAIA postseason play. Only players on the official playoff/postseason roster may be in uniform. If a team is discovered using a player not on the tournament playoff roster at anytime in a postseason tournament, that team is immediately disqualified from further post-season play that year. From the point of first infraction by a team using a player not on the playoff roster, all subsequent games shall be forfeited by the offending eam. t A copy of this roster/entry form MUST be hand-carried to the site of the affiliated conference/A.I.I./unaffiliated group national qualifying tournaments; and national tournaments (opening round and final site) and be presented to the respective tournament site supervisor prior to that institution's participation in the tournament. A player may be replaced on the official roster between the affiliated conference/A.I.I./unaffiliated group tournament and the NAIA Baseball Championship Opening Round Tournament; and between the NAIA Baseball Championship Opening Round Tournament and the AVISTA-NAIA World Series (final site) by any eligible player whose name is included on the NAIA Official Eligibility Form for baseball for the 2011 season. The coach will need to hand-carry a copy of the eligibility form to each tournament if a roster change is necessary.

B. Participating teams are responsible for expenses en route to, during, and from all postseason events.

All participating teams and individuals competing in a national championship, including opening rounds, must attend all functions including; Parade of Champions, coaches meetings, opening round celebrations, and Champions of Character nominations. Failure to comply will result in a penalty of a $1,500 fine to the institution.

C. Each participating team shall provide its own medical, hospitalization, travel and accident

insurance for all members of its official party.

D. The coach or other designated person for each participating team must be in attendance and is responsible for his team at all times while at the site of the championship. This person shall accept the responsibility for the conduct of his student-athletes at the championship site, during the championship and at all activities connected with the team's championship participation. In case of property damage, the offending institution shall be held financially responsible.

E. Scores from all games in postseason play should be reported to the NAIA national office immediately

following the game by posting results on the NAIA Scoreboard.

II. GENERAL POLICIES - POSTSEASON PLAY A. Final-Game Procedures

Procedures governing the final game of each tournament (Affiliated Conference/A.I.I./Unaffiliated Group, NAIA Baseball Championship Opening Round Tournament, and AVISTA-NAIA World Series – final round) shall be decided by the affiliated conference/A.I.I./unaffiliated group baseball chair (for the conference/A.I.I./unaffiliated group tournament), by the designated NAIA site supervisor (for opening round tournaments) and by the NAIA baseball sport manager and tournament games committee (for the national tournament final rounds) prior to the game being played.

1. If a game is interrupted after five (5) innings and cannot be completed before the completion deadline established for affiliated conference/A.I.I./unaffiliated group and national tournaments (all rounds), it shall be considered a regulation game.

2. If a rain date has been established for the tournament, then the rain date becomes the

official completion date for the tournament. 3. The NAC approved a standardized inclement weather policy (proposed by the NAIA-

BCA in 2008 and revised in 2010) for each of the nine NAIA Baseball Championship Opening Round Tournament sites; and the policy is outlined in the Opening Round section of this manual.

B. 10-Run Rule

The 10-Run Rule shall be in effect at the end of seven (7) innings or any inning thereafter in the following:

1. Game #1 (seeds #4-#5), Game #2 (seeds #2-#3) and Game #4 (first losers’ bracket

game) in the NAIA Baseball Championship Opening Round Tournament.

2. The four opening-round games on the first day and the two losers' bracket games on the second day at the AVISTA-NAIA World Series final site.

C. Suspended Game

Any game that is suspended (including tie games) shall be continued from the point of suspension -- at a time designated by the Tournament Games Committee. All games shall be nine (9) innings, except those affected by the 10-Run Rule.

D. Structure of Postseason Tournaments

Postseason (affiliated conference/A.I.I./unaffiliated group) tournaments will follow the following bracket structure (Note: times and dates of tournament games will be determined by the Games Committee):

1 . 3-team tournament - modeled after 3-team, double elimination tournament brackets

2. 4-team tournament - modeled after 4-team, double elimination tournament brackets

3 . 5-team tournament - modeled after 5-team, double elimination tournament brackets

4. 6-team tournament-modeled after NCAA Division I double-elimination tournament brackets (Does not allow for byes in opening round)

5 . 7-team tournament - modeled after 7-team, double elimination tournament brackets

6. 8-team tournament-modeled after former NAIA national tournament bracket (fits into five- day tournament)

7 . 10-team tournament-modeled after 10-team, double elimination tournament brackets

8. 10-team tournament-modeled after a 10 team field with two five team, double elimination brackets, with the winner of each bracket to meet in the championship game for a one game final (regardless if one or both teams do not have a loss). This bracket will be used in the event of securing television for championship game.

E. Related Information 1. Team Warm-up - There shall be a ten-minute warm-up for each team between games.

A member of the Tournament Games Committee will be charged with timing the warm-up. Home team will take infield first.

2. Protests - Tournament protests will be decided upon by the Tournament Games

Committee at the point of the protest. All protests must be lodged with the umpire-in-chief in the presence of the Tournament Games Committee, the opposing coach and the umpire involved before the next pitch is thrown.

3. Player/Coach Suspension - The Tournament Games Committee is given the authority

to suspend, for the next game, a player or coach who is removed from a tournament game for flagrant behavior.

4. Use of Tobacco/Alcohol - All tobacco products are prohibited, including cigarettes,

snuff and chewing tobacco. During post-season play, any player or coach caught with a tobacco substance will result in a warning to him and the entire team and subsequent use will result in ejection from the game. Enforcement of this rule will lie with the “game umpires” and those people noted in the NAIA Substance Abuse Policy document (see Appendix T). No alcoholic beverages in any form shall be allowed to be sold, dispersed or consumed under any circumstances.

5. Home Team Determination - The home team for first-round games in the affiliated

conference/A.I.I./unaffiliated group, NAIA Baseball Championship Opening Round Tournament and AVISTA-NAIA World Series - final site will be determined by a coin flip.

a. Teams drawing a bye in the first round of all tournaments will be assigned either

home or visitor, based upon their opponent's status in the first-round game.

b. For subsequent games, the Tournament Games Committee shall designate as home team the institution that has been the home team the fewer number of times. If the two teams are equal in this respect, but unequal in the number of times they were the visitor, then the team that has been the visitor most often will be designated the home team.

c. If the two teams are equal in the number of times that they have been home and

visitor, the Tournament Games Committee will observe the following procedures in the order as listed:

1) the team that was visitor in its preceding game shall be the home team,

unless both teams were visitors in their preceding game;

2) if the two teams have met previously in the tournament, the visitor in the previous game shall be the home team in the game in question;

3) if the above procedures do not resolve the matter, the home team shall

be determined by a flip of the coin.

6. Choice of Dugout - The visiting team in each game of the tournament will be given its ining the dugout (first or third base) it wishes to occupy for that game. choice in determ

7. Choice of Uniform - Coaches of the participating teams involved in the game should

decide between the two which color uniforms they will wear. If both coaches cannot agree on uniform color, then the home team will wear light or white, and the visiting team will wear dark-color uniforms.

I II. AFFILIATED CONFERENCE/A.I.I./UNAFFILIATED GROUP TOURNAMENTS

The affiliated conference/A.I.I./unaffiliated group baseball tournaments are planned and administered by the affiliated conference/A.I.I./unaffiliated group baseball committee under the leadership of their respective baseball chair and subject to approval of all standards and conditions as may be prescribed by the affiliated conference/A.I.I./unaffiliated group executive committee/commissioner/president.

Affiliated Conference/A.I.I./Unaffiliated Group playoff plans must be submitted to the NAIA National Office by February 1 of each year.

A. Dates and Sites The deadline date for affiliated conference/A.I.I./unaffiliated group national qualifying tournaments to be completed is Saturday, May 7. Affiliated conference/A.I.I./unaffiliated group tournament games must be held at an approved home site of one of the participating institutions, unless a request for a neutral site has been made by the affiliated conference/A.I.I./unaffiliated group commissioner(s) and approved by the NAIA Department of Championship Events.

B. Team Qualification and Selection

In order to qualify for a postseason tournament, a team must play a minimum of 16 games. All games must be played between January 1 and the start of the postseason tournament.

Consideration may be given to any one or combination of the following criteria in selecting teams for the postseason tournaments:

1. an approved rating system; 2. regular-season overall won-lost record; 3. overall won-lost record against NAIA teams within the conference and/or 4. any system approved by the NAIA Department of Championship Events.

C. Administration

All affiliated conference/A.I.I./unaffiliated group tournaments must be double-elimination. It is permissible for a tournament to revert to a single-elimination format in those instances where weather-related delays/cancellations or playing conditions necessitate a deviation from the original double-elimination format.

A change in format should receive approval from the:

1. affiliated conference/A.I.I./unaffiliated group baseball chair; or 2. affiliated conference/A.I.I./unaffiliated group commissioner(s); or 3. affiliated conference/A.I.I./unaffiliated group executive committee

The affiliated conference/A.I.I./unaffiliated group baseball chair should arrange to be present throughout the group national qualifying tournament and serve as tournament site supervisor. The site supervisor should coordinate all activities at the tournament site and work with the host institution athletics director and/or baseball coach in implementing affiliated conference/A.I.I./unaffiliated group and national policies in the conduct of the tournament games. (See Appendix E for roles of the affiliated conference/A.I.I./unaffiliated group baseball chair.)

It is the financial responsibility of the host institution to provide housing and meals for the affiliated conference/A.I.I./unaffiliated group baseball chair during the national qualifying tournament. Any member of the affiliated conference/A.I.I./unaffiliated group baseball committee (including the chair) must relinquish his tournament responsibilities if his team is competing in the tournament. The NAIA maintains a standardized awards program for affiliated conference/A.I.I./unaffiliated group national qualifying tournaments. Team and individual awards must be ordered from the suppliers noted in this handbook. Conference/A.I.I./unaffiliated group tournament awards are the financial responsibility of the affiliated conference/A.I.I./unaffiliated group.

I V. National Championship Opening Round

The NAIA Baseball National Championship Opening Round tournaments are planned by the NAIA in conjunction with the Opening Round Host Coordinator and the designated NAIA Site Supervisor. A complete Opening Round Host Manual is available for viewing on the NAIA website. A. Dates and Sites

The deadline for the NAIA Baseball Championship Opening Round Tournament to be completed is Monday, May 16. Each of the nine opening round tournaments are scheduled for May 12-16. The deadline for prospective NAIA Baseball Championship Opening Round Tournament hosts to submit an official bid is March 1. Announcement of the nine National Championship Opening Round hosts is tentatively scheduled for April 1. Listed below are other host guidelines:

• In order to be eligible for a guarantee to host an opening-round tournament, a bid fee of $10,000 will be paid to the NAIA. Bid fees will be used to pay for travel costs for the neutral- site supervisor and assist with reimbursement to traveling teams in opening-round tournaments.

• There is a designated host site for each NAIA Baseball Championship Opening Round Tournament. A host school qualifying for the tournament will play at home; provided the host school’s field meets the facility hosting standards. If a host school does not qualify, a representative from that conference/A.I.I./unaffiliated group will play there.

• Bids to host an NAIA Baseball Championship Opening Round Tournament will be open to any

NAIA institution, conference/A.I.I./unaffiliated group and CVB/Sports Commission. • Certified umpires will be assigned by the host conference/A.I.I./unaffiliated group based on criteria set by the NAC for opening-round tournaments. Payment of officials and game operations costs will be host responsibilities. • Pairings for Opening Round tournaments will be based upon the following prioritized criteria: 1. Geographical location of teams 2. Financial considerations

3. Final rating/seeding

Every attempt will be made to not pair conference/A.I.I.//unaffiliated group teams for opening round pairings; however, based upon pairings and selection criteria above, this may be unavoidable.

B. Team Qualification, Selection and Seeding

The 2011 NAIA Baseball National Championship is a 46-team tournament incorporating 45 opening round participants and a final site host (Lewis-Clark State College). The NAIA Baseball

hampionship Opening Round Tournaments will be five-team, double-elimination tournaments. C The nine opening round winners advance to the AVISTA-NAIA World Series final site for a 10-team, double-elimination tournament format. Complete opening round team qualification, at-arge selection and seeding information is listed below: l

• 32 automatic berths for affiliated conferences/A.I.I./unaffiliated groups • 1 host berth (final site only) • 13 at-large selections • The two unaffiliated groups for 2011 are broken down as follows: o California Pacific/Cascade/+ 2 West Coast A.I.I. teams o

Sunrise Conference/Gulf Coast + 2 A.I.I. teams

• At-large berths will be adjusted if unaffiliated groups do not have a qualifying tournament and are without a rated team in the final top 25 rating.

• Conferences and A.I.I. will receive one berth per six and two berths per ten teams.

• At-large berths will be awarded based on the final rating (May 8).

• The 45 qualifying teams will be seeded based by a seeding rating (conducted by the national raters, and assigned to an opening round site as follows:

• Every effort will be made to keep seeds #1 through #9 in separate opening round sites.

• Seeds #28 through #45 (seeds #4 and #5 in individual tournaments) may not be moved into a seed higher than #28 (seed #4 in an individual tournament).

• The championship field will NOT be reseeded between rounds.

C. Tournament Selection Appeals Process

If there is misapplication of NAIA policy and procedures regarding tournament selection, an institution may appeal to the national of ce of the NAIA. fi Criteria for filing an appeal 1. A written appeal citing the specific NAIA policies and/or procedures that have been

misapplied must be submitted to the NAIA National Office - Department of Championships within 24 hours (or noon (central time) of the next business day if the end of the 24 hour period falls on a non-business day) from the time the tournament field has been released.

2. Once an appeal has been submitted a response will be provided within 24 hours from

receipt of appeal. 3. Appeals must be submitted and signed by the Athletics Director and President of

the institution. NOTE: The National Administrative Council sport liaison will be on the selection

conference call to listen to the discussion of tournament selection.

The liaison will report any concerns to the National office immediately following the conclusion of the conference call. The oversight committee will review ratings to prevent any ratings process violations or unethical use of the ratings process.

D. Administration The nine NAIA Baseball Championship Opening Round Tournaments are under the direct supervision of the designated NAIA Site Supervisor; who in turn works with the Host Site Coordinator in the overall administration of the event. All opening round tournaments must be double-elimination to determine which team will advance to the final site. If necessary, the following Inclement Weather Policy will be used at all Opening Round tournaments:

1. If three days are available, the tournament will be played with a 4-3-1 (2) format. 2. If two days are available, games #1-#4 will be played on the first available day and

games #5-#8 will be played on the second available day. The champion will be the winner of game #8.

3. If one day is available, the tournament will revert to a single-elimination tournament (games #1, #2, #3 & #5).

If the tournament is not completed, the following policy will be used at all opening round

tournaments:

1. If less than three games are completed, the #1 seed will be declared the champion. 2. If only three or four games are completed, champion will be the highest-seeded

undefeated team. 3. If only 5, 6 or 7 games are completed, champion will be the lone undefeated team. 4. If a game #9 is needed but cannot be played, champion will be the winner of game #8.

EVERY EFFORT MUST BE MADE TO COMPLETE THE OPENING ROUND TOURNAMENT ON THE FIELD. In the opening round of the national tournament, a team may be required to play 3 games on one day to complete the tourney on the final day. The NAIA Site Supervisor (in consultation with the tournament committee) is the final authority on implementation and administration of the inclement weather policy. The designated NAIA Site Supervisor must be present throughout the opening round tournament and serve as the NAIA representative and tournament chair. The site supervisor coordinates all activities at the tournament site and works with the host site coordinator in implementing national policies in the conduct of the tournament. (See Appendix E for roles of the NAIA Site Supervisor.)

The NAIA National Office will provide National Championship certificates of participation and an individual Champion of Character Award to the opening round teams.

E. Team Travel/Reimbursement Policies ONLY those institutions that secure air travel through the NAIA travel desk of Anthony Travel (866) 284-NAIA shall be eligible for any opening round travel reimbursements. V. AVISTA-NAIA World Series – Final Site A. Dates and Sites

The AVISTA-NAIA World Series (final site rounds) will be played May 27-June 3 at Harris Field in Lewiston, Idaho. The NAIA Department of Championship Events negotiates and determines the site of each of its national tournaments/championships.

B. Qualification, Seeding of Teams and Tournament Format The AVISTA-NAIA World Series (final site) is a ten-team, double-elimination format played in seven or eight days featuring nine AVISTA-NAIA Opening Round winners and the host (Lewis-Clark State College). The 46-team national tournament is seeded by the NAIA National Raters (seeding rating conducted after the completion of the affiliated conference/A.I.I./unaffiliated group tournaments). The Host team will be placed in the bracket according to their seed. The bracket will NOT be reseeded after the AVISTA-NAIA Opening Round tournaments. The AVISTA-NAIA World Series bracket will be finalized on May 16th.

C. Game Times

The host organization, the NAIA Department of Championship Events and the NAIA-BCA officers jointly determine game times for all games. An institution will not play more than one game a day unless weather becomes a factor in completing the tournament on the scheduled completion date. There will be a minimum of 3 ¼ hours between published game times.

D. Administration

The national tournament is planned and implemented by the NAIA Department of Championship Events under the guidelines and standards established by the NAIA-Baseball Coaches Association (NAIA-BCA) and approved by the NAIA National Administrative Council (NAC). The administration of tournament games is under the direct supervision of a four-member Tournament Games Committee, which is composed of the officers of the NAIA-BCA. In addition, two coaches are selected via the "Volunteer Coach Enhancement Program" and assist the Games Committee in the administration of the tournament.

Any member(s) of the National Tournament Games Committee must relinquish their position on the committee if they have a team competing in the tournament. The NAIA baseball sport manager will appoint an alternate(s) in these situations with approval from the NAIA-BCA Executive Committee.

The NAIA Department of Championship Events contracts eight umpires and a national supervisor of umpires to work at the AVISTA-NAIA World Series (final site). Umpires are evaluated by the National Supervisor and by the Tournament Games Committee.

The NAIA arranges for a fully staffed athletic training room at the national tournament, which is administered by certified trainers and additional medical personnel.

E. Team Travel/Reimbursement Policies ONLY those institutions that secure air travel through the NAIA travel desk of Anthony Travel (866) 284-NAIA shall be eligible for event travel, housing and per-diem. All air travel expenses incurred to attend the baseball championship shall be the institution’s responsibility.

F. Housing All participating teams must stay at the designated hotels. Failure to do so would make a team INELIGIBLE for participation and reimbursement. Reimbursement for lodging begins on Thursday, May 26, and includes the evening of the team's elimination from the tournament. Ten (10) double-rooms will be furnished for each team at no cost to the institution.

G. Related Information

Prior to the AVISTA-NAIA World Series (both opening round and final site), an information packet will be posted on the NAIA website for all potential qualifying teams to review; including specific instructions regarding transportation, housing, practices and all responsibilities upon qualification.

1. Team Registration - Upon arrival in Lewiston, teams must check in by 3 p.m., May 26 at NAIA Headquarters. NAIA and host site personnel will greet all teams, provide informational packets and be available to answer questions.

Following their last game, team head coaches or authorized representatives are required to check out at their assigned hotel with a Tournament Games Committee member and a representative of the hotel staff. This check-out must be done prior to departure from Lewiston. Any damages to rooms assigned to teams will be recorded, with payment for damage the responsibility of the institution.

2. Meeting - The first OFFICIAL function which all head coaches MUST ATTEND is the pre-tournament meeting, conducted by the Tournament Games Committee on Thursday, May 26. This meeting is MANDATORY and will serve as a forum for all participating teams. The meeting will include a briefing by the NAIA National Supervisor of Umpires.

3. Banquet - The opening banquet on Thursday, May 26 at 6:30p.m. Site TBA.

4. Opening Ceremonies - Opening Ceremonies involving all ten teams will be held Friday, May 27th prior to the final game of the day. All teams are required to participate in this function. Special instructions relative to this event will be explained at the pre-tournament meeting.

5. Honorary Coaches - An "Honorary Coach" program has been developed with local businesses in Lewiston to serve as local hosts for each of the ten teams. Honorary coaches sit with their teams at the field, and are generally available to assist teams/host teams during their stay in Lewiston. Teams are requested to provide their honorary coach with a team jacket to wear during the tournament. It is considered appropriate to provide the honorary coach with a gift emblematic of their institution or hometown.

6. Awards - Team trophies are presented to the champion, runner-up, third and fourth- place finishers. Additionally, awards are presented to the AVISTA-NAIA World Series (final site only) all-tournament selections (16), most valuable player, tournament Gold Glove winner and hustle winner, and the Hank Burbridge Champion of Character Player and Team Award winners.

7. Radio and Television and Internet – The broadcast of any postseason contest is governed by NAIA broadcast policies as printed in the NAIA Policy Handbook. This includes audio broadcasts and video broadcasts through conventional outlets and new media avenues. Below are the 2011 baseball postseason tournament rights fees:

RADIO National Championship – Opening Round

I believe in the power of athletics as a program for the training of youth for a strong and efficient democracy. I believe in athletics for the building of good character and personality. I believe in athletics as a significant part of a sound educational program. I believe in athletics as a constructive force in the lives of millions of sports followers throughout our nation. Therefore, I will hold sportsmanship and fair play high above all other values to be gained through sports participation. I consider the privilege of guiding youth through participation in sports as a sacred trust and not merely a means of livelihood. I will always keep the best interests of each student-athlete as my aim. I shall never be guilty of enhancing my professional progress by the use of a student's skill for my benefit. I will ever keep before the students under my direction the high ideals, honesty, sincerity, and integrity which have made our nation great. I will not encourage, or ever tolerate, any form of trickery or evasion of rules in order to gain an advantage over an opponent. Appendix C 2010-11 NAIA Ratings Manual

Baseball

I. General Information A. Frequency of Ratings: The NAIA conducts a preseason rating which is released on November 16. The first regular-season rating will be released on March 29 and weekly ratings continue through the final rating on May 8. The final rating will also serve as the seeding rating for the 46 teams that qualify for the National Championship. Per NAC policy, qualifying teams not ranked in the final poll will be seeded at the discretion of the seeding/bracketing committee.

B. Total Number of Raters: There are 23 NAIA National baseball raters in 2011. C. Rating Procedure: Each rater submits their conference/A.I.I. or unaffiliated group rating from which national raters use to compile a Top 30 ballot to produce a top 25 national rating and a list of other teams receiving votes. Conference/A.I.I./unaffiliated raters must send their weekly conference rating to their commissioner and conference oversight committee for review before submitting it to the NAIA national office (via SID Help). Raters can rate any team (and any number of teams) that merit top 25 national rating consideration from their respective group. D. Ongoing Weekly Ratings Deadlines || Weekly Rating Schedule:

• By Monday, Noon (CST) – Submit Conference/Independent/Unaffiliated Rankings using SIDHelp (www.naiasports.org/admin) • Starting on Monday, Noon (CST) – SIDHelp (www.naiasports.org/admin) site opens for viewing of all

Conference/Independent/Unaffiliated Rankings; Raters must access SIDHelp and click "View/Submit National Ballots" to see all the Conference/Independent/Unaffiliated ratings. Emails on Conference ratings will not be sent out like in the past.

• By Tuesday, 10a.m. (CST) – Submit Top 30 National Ballots using SIDHelp • From 10a.m.-Noon (CST) – Oversight reviews grid • From Noon-2 p.m. (CST) – Raters available for rationale requests - raters should have access to their email during this time. • 5 p.m. (CST) – Release of national rating on-line at www.naia.org.

E. Reporting Period: All games played Monday through Sunday of the previous week. II. Expectations of Raters

A. The NAIA expects every rater to have an unbiased opinion as to conference/independent/unaffiliated group status. Each rater is expected to rate the top 30 teams in the nation, regardless of affiliation (conference/A.I.I./unaffiliated group).

B. The NAIA expects every rater to submit requested information by the designated deadlines. Any ratings submitted after the deadline or ratings having incomplete information will not be counted.

C. Raters will monitor teams in their weekly conference/A.I.I./unaffiliated group rating to make sure they are posting results and updating their win/loss records within 24 hours after each scheduled contest. If the rater finds that a team is NOT reporting scores/updating their record, they must contact the institution (Head Coach and Athletic Director) in writing and copy the Conference/A.I.I./Unaffiliated Group Commissioner(s) and the NAIA Sport Manager.

D. Encourage communication with coaches in conference/A.I.I./unaffiliated group. E. If a rater is unable to fulfill this commitment, the NAIA Sport Manager must be notified immediately.

III. Reporting Scores

A. Mandate for reporting scores: In order for schools to be eligible for conference/A.I.I./unaffiliated group or national ratings, results from games must be reported to the NAIA Scoreboard (via SIDHelp) within 24 hours of completion of contest. It is the responsibility of each school to report its scores. Institutions failing to report statistics and/or results any two consecutive weeks or a total of four during the reporting period will not be eligible for the national statistical reports or ratings for the remainder of the season.

B. Avenues for reporting: Scores can manually be entered at www.naiasports.org/admin or scores can be Web-Synced via the DakStats Web-Sync feature.

2. Complete the information and enter a school-based e-mail and a password of your choice. 3. All registrations must be approved by the NAIA prior to access being granted, so please allow ample time for approval.

4. If you have an active SIDHelp account you do not have to re-register. Your username/password is saved in the system. IV. Rating Procedures A. Conference/A.I.I./Unaffiliated Group Ratings

1. Both the conference/A.I.I./unaffiliated group and national ballots will be submitted in SIDHelp (http://www.naiasports.org/admin/) for all ratings. Conference/A.I.I./Unaffiliated Group ratings are to be submitted via the NAIA online system no later than noon (Central) on Mondays during the rating season. Raters will have access to all top conference/independent/unaffiliated group ratings after noon on Mondays. The following information must be included for every team:

• Team’s overall win/loss/tie record • Result of each contest for the rating period – win/loss and score • Site and opponent • Opponent affiliation, if not an NAIA member institution (NCAA DI, DII, DIII, NCCAA, Other) • Team’s rating in the previous week’s national poll (the NAIA’s and other affiliations)

2. Conference/A.I.I./unaffiliated group ratings received after the deadline will not be included in the weekly report and affected teams will not be eligible for national ratings that week.

3. Raters are allowed one tie at any position in their conference/A.I.I. ballot. Ties are limited to two teams only. There are no limits to the number of teams a rater can rate in their conference/A.I.I./unaffiliated group weekly rating. Raters must use tie-breaking criteria listed below (see VIII. C below) to determine the order when listing tied teams in their weekly report. Rater has one opportunity to correct conference/A.I.I./unaffiliated group rating if more than one tie (or more than two teams are tied) occurs in the report. If not corrected, the conference/A.I.I./unaffiliated group rating will be removed.

4. For all other errors in the rating, raters have one opportunity to make corrections (prior to the deadline) in their rating. If not corrected, the conference/A.I.I./unaffiliated group rating will be removed from the report for that rating period.

5. Raters MUST send their weekly conference/group rating to their designated three-person conference/group oversight committee for review and approval PRIOR to submitting their weekly rating to the NAIA.

B. Top 30 National Ballots National ballots are due by 10 a.m. (Central) Tuesday. Please keep the following in mind when submitting ballots:

• Raters must vote in rank order specified by each conference/A.I.I. rater (i.e. the #2-rated team in a conference/A.I.I. rating cannot be ranked higher than the #1 team on any national ballot).

• No ties are allowed on national ballots/ratings. • ONLY on-line ballots will be accepted. Ballots received after the noon Monday deadline will not be included

in the rating. • Prior to tabulating each weekly rating, the highest and lowest ratings (a non-rating is a low rating) for each

team (including those receiving votes) will be removed and the rating will be recalculated with an additional rating point added to each team for every ballot (including discounted ballots) they appear on in the weekly tabulation. Non-submitted ballots and/or removed ballots are NOT factored into the above tabulations (i.e. a non-submitted ballot cannot serve as a low rating).

• A rating will not be conducted if 50% of the raters do not submit a ballot. Ratings that fail to reach the 50% participation standard cannot be delayed or postponed.

C. Corrections/Concerns with Conference/A.I.I./Unaffiliated Group & National Ratings

1. For incorrect information regarding win-loss records and/or scores in conference/A.I.I./unaffiliated group reports, contact the respective rater. 2. For incorrect information regarding overall win-loss record for nationally-rated teams, contact both the

conference/A.I.I./unaffiliated group rater and the NAIA Sport Manager. 3. For concerns regarding the conference/A.I.I./unaffiliated group rating, contact respective rater and the conference/A.I.I./unaffiliated group oversight committee. 4. For concerns regarding national rating, contact your respective conference/A.I.I./unaffiliated group rater, a National

versight Committee member and/or the NAIA Sport Manager. O

D. Recommended Ratings Criteria from the NAC Rules & Ratings Committee If a sport-specific ratings committee does not have established group and national ratings criteria that has been approved by the NAC Rules & Ratings Committee, then the NAC Rules & Ratings Committee recommends each ratings committee use the following (non-weighted) criteria when compiling both conference/A.I.I./unaffiliated group and national polls:

• Overall win-loss record • Head-to-head results (with most recent result taking precedence) • Win-loss record vs. common opponents • Win-loss record vs. nationally-rated teams • Strength of schedule – The NAC has approved the ISR as the NAIA baseball strength of schedule component.

V. National Oversight Committee A. National Oversight Committee to consist of three (3) members: 1. A member of NAC Ratings Committee. 2. Two coaches from appropriate sport with the following criteria: a. One coach must have prior rating experience and can be an active or former coach still involved in the NAIA. b. One coach must be current officer in coaches’ association The NAIA Sport Manager will work with officers to recruit/appoint National Oversight Committee members. B. The NAC Ratings Committee liaison is an active member of each National Oversight Committee. C. Each conference/A.I.I./unaffiliated group must designate a three-person oversight committee to monitor their weekly ratings. The Conference/A.I.I. Commissioners must provide names and contact information for their respective conference oversight committee members to the national office prior to the preseason rating. If a conference/A.I.I./group does not have a designated oversight committee in place, they will not be able to submit conference/A.I.I./unaffiliated group and national top 30 ratings. D. National Oversight Committee will review each rating grid prior to releasing national rating. 1. Oversight forms are submitted by each National Oversight Committee member via e-mail by established deadline. 2. If written rationale is requested from rater(s), oversight will include specific request(s) on the oversight form. 3. If written rationale is requested, then the rater(s) in question will have until 2PM (Central) on Tuesday to provide written rationale for rating. If a rater does not provide written rationale prior to the deadline -

• 1st instance – written warning (ballot is still included in that week’s rating) • 2nd instance – rater(s) ballot is removed for that week • The NAIA Sport Manager copies all parties (rater, national oversight,

conference/A.I.I./unaffiliated group Commissioners) in each instance. 4. No completed oversight form from a National Oversight Committee member for two-week period constitutes NAIA National Office contact. National Oversight Committee members are held to the same guidelines as NAIA National raters in terms of completing their weekly responsibilities in the ratings process. E. National Oversight Committee has authority to remove a rater’s ballot if the ballot is deemed to jeopardize the integrity of the rating. Removal of ballot must be approved by at least two National Oversight Committee members.

1. In the event of the removal of a ballot, the rater, Conference/A.I.I./Unaffiliated Group Commissioners, NAIA Director of Sports Information and Conference/A.I.I./Unaffiliated Group Oversight Committee will be notified.

F. Removal of a rater is authorized when any combination of the following three incidents occur three (3) times during a ratings calendar year:

1. Failure to submit a conference/A.I.I./unaffiliated group OR national ballot. 2. Failure to represent conference/A.I.I./unaffiliated group on a rating conference call. 3. Removal of a conference/A.I.I./unaffiliated group or national rating ballot. Any appeals (and final decision to remove a rater) are handled by the national rating oversight committee.

G. Standard policies when a rater/group loses rating privileges: 1. Warning letter (e-mail correspondence) sent to rater after first offense/incident (See section F above). Respective conference/A.I.I./Unaffiliated Group commissioners and national oversight committee copied on all correspondence. 2. Warning letter to rater after second offense/incident and the rater is informed that they will lose their national rating privileges following a third offense/incident. The NAIA Sport Manager contacts conference/A.I.I./unaffiliated group commissioners for procedures in submitting conference/A.I.I./unaffiliated group ratings if the affected group loses their rating privileges.

3. Conference/A.I.I./Unaffiliated Group rater loses national rating privileges after third documented offense. Respective conference/A.I.I./unaffiliated group commissioners and national oversight committee copied on all correspondence.

NOTE: If a conference/A.I.I./unaffiliated group has its rater removed, that conference/A.I.I./unaffiliated group loses its rater voting privileges for the remainder of the current ratings season. However, the conference/A.I.I./unaffiliated group must still submit a conference/A.I.I./unaffiliated group rating so that teams in the conference/A.I.I./unaffiliated group can receive ratings votes from all other national raters.

VI. Ratings Grievance Procedure A. Conference/A.I.I. Oversight Committee is responsible for monitoring conference/A.I.I. weekly report/rating.

B. Rater-to-Rater grievances to be facilitated through NAIA Sport Manager with Oversight Committee serving as resource.

1. Appeals to be processed through NAC Rules and Ratings Committee.

VII. Selection/Identification of Raters A. Conference/A.I.I. group raters are selected by their respective conference/A.I.I. group. Each group is required to send both rater and oversight committee contact information to national office. Conference/A.I.I. determines appropriate selection criteria and guidelines. VIII. Final Rating/Seeding Rating Information A. Results of every contest (including affiliated conference/A.I.I./unaffiliated group tournaments) up to submission of final Conference/A.I.I./unaffiliated group rating are included for final rating. B. The final national rating will be conducted and released AFTER the deadline for conference/A.I.I./unaffiliated group national qualifying tournaments. The final rating is used to determine the national tournament at-large qualifying teams in all sports (with the exception of NAIA soccer which uses a modified RPI rating). The NAC (based on a recommendation from the NAC Rules & Ratings Committee in June 2010) has mandated all sports to follow the established final rating calendar through the end of the 2012-13 academic year. C. Tie-B reaking Procedures/Criteria – The following criteria will be used to break ties in the final rating for all sports:

1.) Head-to-head result between tied teams. If still tied (one win/one loss) go to second criteria. 2.) Win/Loss percentage vs. common opponents 3.) Accumulated ratings points in the last four ratings grids 4.) Calculate differential between highest/lowest rating after displacement (removing high/low ratings) for both teams.

Team with smaller differential is rated above team with larger differential. 5.) Vote of National Oversight Committee.

Notes – Tie-breaking criteria stops at any time the tie(s) is broken. This criteria should be used by all conference/A.I.I./unaffiliated group raters to determine the order to list tied teams in any weekly conference/A.I.I./unaffiliated group rating.

D. Final Rating as seeding rating – In addition to serving as the selection mechanism for at-large team qualification, the final rating (in all sports except men’s and women’s soccer which will use a modified RPI rating) will also serve as the mechanism to seed the national tournament field. National championship qualifying teams that are not rated in the final rating will be seeded at the discretion of the Seeding & Bracketing Committee in each sport. Based upon additional seeding/bracketing criteria in each sport, the seeding rating may not always mirror the final rating. IX. Other Information

A. Conference Calls: There will be one conference call during the season and an informational/educational call prior to the preseason rating. The in-season conference call is scheduled by the respective sport manager and raters are sent the conference call details (date, time, etc.) at least one week in advance. For the preseason (educational) conference call, each rater must have computer access during the call. The national office will conduct a training session and review SIDHelp during this call and computer access is mandatory. Instructions will be sent to all raters at least one week prior to the call. If the conference/A.I.I./unaffiliated group rater cannot participate on a scheduled ratings conference call they must: 1. Provide a written group report to the NAIA Sport Manager prior to the conference call or 2. Find a replacement from their conference/A.I.I./unaffiliated group oversight committee to represent the group on the call. If neither occurs, then no teams in the group are eligible for ratings that week and the rater is penalized for not participating on the conference call.

B. National ratings grid sent to all raters – The weekly ratings grid (a spreadsheet which shows the top 30 rating from each national rater) will be sent to all national raters after the weekly rating is posted on-line and released to the media. The information included in this grid is CONFIDENTIAL and raters must not share this grid or any part of it with anyone.

C. Contact from Coaches: Coaches are permitted to send information to their respective conference/A.I.I. rater only. If, as a rater, you are receiving correspondence from coaches outside your conference/A.I.I. group, please contact the NAIA Sport Manager. D. Appendix E NAIA BASEBALL LEADERSHIP RESPONSIBILITIES

CONFERENCE/A.I.I./UNAFFILIATED GROUP BASEBALL CHAIR 1. Reports to the NAIA National Office on how their respective conference/A.I.I./unaffiliated group representative to the AVISTA-NAIA World Series will be determined. 2. Serves as tournament director for their respective national qualifying tournament, the winner of which advances to the NAIA National Championship Opening Round. If his team will participate in such a tournament, he is responsible for finding a qualified replacement as tournament director.

3. Makes sure the official baseball rules (MLB) with NAIA-BCA modifications (Appendix F) are used and enforced for their respective national qualifying tournament.

4. Guarantees that the administration of the conference/A.I.I./unaffiliated group tournament adheres with the general policies, rules and regulations outlined in the NAIA Baseball Coaches Handbook.

5. Coordinates the selection of the All-Conference/A.I.I./Unaffiliated Group team and makes sure that a copy of the team is forwarded to the NAIA National Office on or before the posted deadline.

6. As coordinator of a Conference/A.I.I./Unaffiliated Group tournament, arbitrates all decisions outside the jurisdiction of the game umpires in dealing with players and coaches.

7. Guarantees that there is a protest committee of at least three qualified persons in place at their respective national qualifying tournament games.

8. Informs NAIA national office of potential national tournament (opening round and final site) umpires within the conference/group.

9. Notifies the NAIA National Office of the winner of their respective national qualifying tournament. NAIA SITE SUPERVISOR - ROLE AND RESPONSIBILITIES The NAIA site supervisor is a representative of the NAIA-BCA responsible for the supervision of the participating teams, game umpires, game and field preparation. It is recommended that the site supervisor (whenever possible) have previous experience as a games committee member at the AVISTA-NAIA World Series. See below for listing of responsibilities: 1. Conduct pre-tournament administrative meeting with specified personnel from local host committee and all participating coaches on Monday, May 11. 2. Double check itineraries for traveling teams from time of arrival to time of departure from tournament. 3. Confirm arrangements for housing for traveling teams. 4. Confirm practice schedules and sites for traveling teams with coaches and local contact. 5. Confirm local transportation (if needed) for traveling teams. 6. Confer with the host institution/conference/CVB coordinator and host media coordinator and prepare schedules for participating head coaches and their players, if necessary, with the news media. 7. Attend Monday practice sessions of all participating teams at tournament venue to go over all details. 8. The NAIA site supervisor will be stationed in a designated area throughout the tournament. 9. The NAIA site supervisor will provide assistance (as necessary) to the participating coaches to ensure the best possible conditions for all teams before, during and after the games/tournament. 10. Meet and brief umpires upon their arrival at the venue and verify venue ground rules. Reviews umpire assignment/evaluation process with the umpire-in-chief for the entire tournament. 11. Confirm dressing and shower facilities for umpiring crew at the venue. Notify umpires if these facilities are not available or inadequate so other arrangements can be made. 12. Secure roster of umpires from the host institution conference commissioner/assignor. Conduct pre-

tournament meeting with umpires to review expense reimbursement, game fees, standards and expectations as applicable. The host institution/conference/CVB coordinator will issue checks to umpire crew prior to the tournament whenever possible.

13. Conduct a complete facility walkthrough to ensure facility is compliant with all NAIA-BCA championship specifications, including, but not limited to:

a.) Check scoreboard for proper operation the day before the tournament. b.) Check public address system for proper operation. Confirm PA announcers are prepared with

copies of team rosters, sponsorship announcements and Champions of Character scripts. c.) Confirm National anthem(s), US/Canadian flags displayed and scripted in opening ceremonies. d.) Conduct facility walkthrough with the umpire crew and cover all ground rules. e.) Check playing area to eliminate any safety hazards that might exist. f.) Check locker room facilities at venue. Should include adequate lockers, showers, towels and

taping facilities. If any of the facilities are inadequate, notify the coaches of all teams prior to start of the tournament.

4. Select the NAIA All-America (and NAIA-Rawlings Gold Glove) teams. 5. Maintains tournament baseballs. 6. Supervises housing of participants and assists in implementing team check-in and check-out procedures. 7. Arbitrates all decisions outside the jurisdiction of the game umpires in dealing with players and coaches. 8. Conducts post-tournament awards ceremonies. 9. Available to assist NAIA baseball championship manager and tournament director in all matters relative to

event operation and management. 10. The responsibilities of the championship games committee are broken down as follows:

President: Available to assist the NAIA baseball administrator and Tournament director in all matters relative to making the event function as smoothly as possible. Tournament Committee Chair. Conducts all meetings with coaches and oversees awards and awards ceremonies. First Vice President: Primary liaison between the Games Committee and the NAIA Umpire Supervisor. Appendix F 2010-11 NAIA PLAYING RULE MODIFICATIONS

Official baseball rules (professional) with NAIA-BCA modifications shall be applied for all contests when both institutions are members of the NAIA. Modifications are made each January in conjunction with the NAIA-BCA meetings. The Official Professional Baseball Rulebook can be downloaded from the following MLB website: http://mlb.mlb.com/mlb/official_info/index.jsp

In compliance with MLB and NCAA rules, base coaches are required to wear helmets while coaching. Prior to the start of the game, the umpire may check equipment.

RULE: 1.10 The bat may be either wood or non-wood. The wood bat is described in the Official

Baseball Rules, Sec 1:10 (a), (b), (c), and (d). The non-wood bat shall have: (a) a maximum diameter of 2.625 inches and be round with a constant radius

(b) maximum length of 36 inches (c) a weight of not more than minus 3 ounces weight to length ratio (e.g., 34

inches, 31 ounces) (d) a BBCOR less than or equal to 0.500

(e) must be marked accordingly with BBCOR stickers/stamps

3.03 Any of the starting players, with the exception of the pitcher and the designated hitter, may

withdraw from the game and re-enter once, provided such players occupy the same batting position whenever they re-enter the lineup. Starting pitchers and designated hitters who change positions later in the same game are NOT eligible to re-enter; because their original starting position was either pitcher or designated hitter.

A defensive substitution cannot be made unless the team wanting to make the substitution

is playing defense at the time. 3.04 A. Teams have the option to use a courtesy runner for the pitcher/designated hitter or catcher

at any time. For speed-up purposes, it is recommended that the courtesy runner be used with two men out in all games.

The courtesy runner, although never officially in the game, will be credited with the

following: A. Run scored B. Stolen base C. Caught stealing The courtesy runner rule does not apply to a pinch hitter for the catcher unless the catcher

has been re-entered. However, it is permissible to re-enter a catcher for his pinch-hitter and subsequently use the courtesy runner.

3.04 B. If a player incurs an injury which results in an open bleeding wound and/or saturation of any

portion of the uniform with blood, play should be stopped and the player given appropriate medical treatment. This should be done at the direction and discretion of the umpiring crew. If the player can be treated without undue delay, play should be stopped until the player has received proper treatment. A player may not return until the umpiring crew and coaching staffs are satisfied that no danger remains to other players from the transfer of blood-related disease due to contact with the injured player.

If more extensive treatment or time is required, the following rules shall apply: A designated courtesy player will be allowed to enter the game for the injured player and

remain in the game until the injured player has re-entered or such time as: 1) the injured player's position in the batting rotation is due, or 2) the injured pitcher must be ready to assume his position on the mound by the next

inning. t de

At that ime, the signated courtesy player must be:

a) entered into the game as an official substitute for the injured player, or b) removed from the game for another player who then becomes the official substitute

for the injured player, or

c) removed from the game with the originally injured player reinserted into the contest with no penalty to either player.

The designated courtesy player, although never officially in the game, will be credited

with all offensive and defensive statistics he produces. A player removed from the game may not be used as a designated courtesy player. 4.10 Teams may adopt a rule providing that one or both games shall be seven (7) innings in

length. In such games, any of these rules applying to the ninth inning shall apply to the seventh inning. The 9-inning rule may be waived and shortened to 7 innings prior to the game if both coaches agree to the waiver. If both coaches do not agree, the 9-inning rule will be in effect. This applies to regular season games only. (This new modification was added at the 2006 NAIA-BCA business meeting in January and passed by the CAA prior to the beginning of the ’06 season because the Rules Committee felt that 1.) the original rule implied doubleheaders and did not address single games; and 2.) the original rule did not address “three-ways” or early-season tournaments that could not be considered doubleheaders.)

The 10-Run Rule shall be in effect at the end of five innings or any inning thereafter in a

seven-inning game. It shall also be in effect at the end of seven innings or any inning thereafter in a nine-inning game.

The 10-Run Rule may be waived, if prior to the game, both coaches agree to a waiver. If

both coaches do not agree to the waiver, the 10-Run Rule will be in effect. This applies to regular-season games only.

6.08 On an intentional walk, the batter is waved to first base (no pitches to be thrown). A batter must be on deck when his turn at bat comes around. 6.10 The Designated Hitter Rule is in effect as follows: A hitter may be designated to bat for the starting pitcher and all subsequent pitchers in any

game without otherwise affecting the status of the pitcher(s) in the game. A designated hitter for the pitcher must be selected prior to the game and must be included in the line-up card presented to the umpire-in-chief.

It is permissible for the pitcher to remain as the designated hitter after he is removed as a

pitcher PROVIDED he was listed as the designated hitter prior to the start of the game. The starting pitcher may be designated prior to the start of the game as the designated

hitter. It is not mandatory that a team designate a hitter for the pitcher, but failure to do so prior to

the game, precludes the use of a designated hitter for that game. Pinch hitters for a designated hitter may be used. Any substitute hitter for a designated

hitter becomes the designated hitter. A replaced designated hitter shall not re-enter the game in any capacity.

The designated hitter may be used defensively, continuing to bat in the same position in the batting order, but the pitcher must then bat in the place of the substituted defensive player, unless more than one substitution is made, and the coach then must designate their spots in the batting order.

A runner may be substituted for the designated hitter and the runner assumes the role of

designated hitter. A designated hitter may not pinch run. A designated hitter is "locked" into the batting order. No multiple substitutions may be

made that will alter the batting rotation of the designated hitter. Once the game pitcher is switched from the mound to another defensive position, this move

shall terminate the designated hitter's role for the remainder of the game. Once the game pitcher bats for the designated hitter, this move shall terminate the

designated hitter's role for the remainder of the game. 7.09 A. A runner must slide or move in a direction away from the play in a force play situation at all

bases, including home plate. It is permissible to slide beyond the base, if no contact is made.

If the fielder, in his attempt, is moving DIRECTLY down the line between the two bases and

proper contact is made, interference shall not be called. Contact is allowable if the runner is on the ground at the time. The runner may not use a

rolling, cross-body block or pop-up slide, or slash or kick the fielder with either leg; the raised leg must be no higher than the fielder's knee when the fielder is in a standing position. "On the ground" can be either a head-first slide or a slide with one leg and buttock on the ground.

NOTE: A base runner need not slide directly into a base as long as he slides in

direction AWAY from the infielder attempting to make a play. On force plays, coaches are urged to teach their players to avoid contact and slide directly

into the base as if they were being forced out as the third out of an inning. On a force play, with a two-man umpiring system, if the plate umpire does not have a

potential play at the plate, he should move toward the base to observe the runner going into second or third base. In this situation, the base umpire must follow the throw and may not see the true effect of the lead runner's action. (The plate umpire should call interference if he sees that the runner's action causes the fielder to change his pattern of play, which prevents a throw or an attempt to complete a double play.)

If the runner's action (sliding, running) is flagrant, he shall be ejected from the game. If the batter-runner intentionally interferes with his batted ball or the fielder fielding it, with a

double play obvious, the umpire shall rule the batter-runner out and also the runner closest to home plate, regardless of where the double play may have taken place.

7.09 B. When there is a collision between a runner and a fielder who clearly is in possession of the

ball or is in the act of fielding a thrown ball, the umpire shall judge: 1. whether the collision by the runner was avoidable or unavoidable; and 2. whether the runner was attempting to reach the plate (base) or attempting to dislodge

the ball from the fielder. If, in the umpire's judgment: a.) the runner could have avoided the collision or was attempting to dislodge the ball, the

runner shall be declared out even if the fielder loses possession of the ball. The ball shall be declared dead and runners will return to the last base that was legally touched before the collision.

Coaches' note: Teach runners to execute proper slides and avoid unnecessary collisions. Also, teach

infielders to allow the advancing runner a portion of the plate (base) and discourage blocking the plate (base).

8.02 A pitcher is permitted to go to his mouth on the dirt portion of the mound as long as he is

not on the rubber and that he wipes off before going to the rubber. 9.06 A. Initial participants involved in a fight will be ejected from that contest and will be suspended

for his team’s next contest. Umpires will report names to the appropriate conference commissioner and to the NAIA National Office by submitting an NAIA Ejection Report. 9.06 B. Players leaving their position or bench area to participate in an altercation shall be ejected

10.19 The Must Pitch Five Complete Innings Rule, in respect to the starting pitcher, shall be in

effect for all games of eight or more innings. In a seven-inning game or less, credit the starting pitcher with a game won only if he has pitched at least four complete innings and his team not only is in the lead when he is replaced, but remains in the lead the remainder of the game.

Appendix H NAIA-BCA ALL-AMERICA SELECTION PROCEDURES

ALL-CONFERENCE/A.I.I./UNAFFILIATED GROUP HONORS 1. Each conference/A.I.I./unaffiliated group is entitled to conduct balloting for an all-conf./A.I.I./unaffiliated

group team consisting of 17 players (five infielders - first base, second base, shortstop, third base, extra infielder, four outfielders, two catchers, four pitchers one relief pitcher and a designated hitter).

2. Members of an all-conference/A.I.I./unaffiliated group team are then eligible for consideration on the NAIA All-American team at the positions noted in #1 above.

3. Whatever position a player is listed at on the all-conference/A.I.I./unaffiliated group team, he must remain at that position on the All-America teams. The only exception is that of the fifth infielder.

4. For anyone to be nominated as the Designated Hitter (DH) at the conference/A.I.I./unaffiliated group and All American level, that individual must appear in 50% of his games as the DH.

5. To be named a relief pitcher, at least 50% of the pitcher’s appearances must be in relief. 6. To be eligible for consideration to the all-conference/A.I.I./unaffiliated group teams, a player's DAN statistics

must be received at the tournament site prior to the selection process. 7. The all-conference/A.I.I./unaffiliated group teams must be chosen before the end of the first day of their

respective tournaments. 8. Once chosen, the all-conference/A.I.I./unaffiliated group team must be sent via e-mail (or fax) to the NAIA

National Office no later than the second day of the conference tournament 9. Each affiliated conference/A.I.I./unaffiliated group MUST submit an all-conference/A.I.I./unaffiliated group form and rate each player using the following criteria: A – Definite All-America candidate (1st or 2nd team); B – Honorable Mention All-America candidate; C – All-Conference/A.I.I./Unaffiliated group player. DAN STATISTICS 1. DAN statistics should be compiled using regular-season statistics only for all-conference/A.I.I./unaffiliated

group team selection purposes. However, it is necessary to update a player's DAN statistics after conference/A.I.I./unaffiliated group tournament games for All-America team selection.

2. DAN statistics can be generated by using the DAKSTATS statistical software package. 3. The NAIA national office will coordinate the compilation of updated DAN stats (through Daktronics) and

provide those statistics to the NAIA Baseball All-America team selection committee. PLAYERS OF THE YEAR 1. Each conference/A.I.I./unaffiliated group shall choose a Player of the Year. This player must be one of the

Criteria and Selection Process

The Hank Burbridge Champions of Character Team and Individual Awards are selected annually at the Avista-NAIA World Series. The individual award will be given to a player on one of the participating teams in the Avista-NAIA World Series and the team award will be selected from one of the ten participating teams. Players must be nominated by their institution prior to the tournament (see accompanying form). Criteria: Award winners will be selected based upon their documented display of exemplary character and sportsmanship on the field, on campus, and in the community. Specifically, fulfillment of the “Core Character Values” of respect, responsibility, integrity, servant leadership and sportsmanship will be taken into consideration. CONSTITUTION

ARTICLE I - NAME

The name of this association shall be the National Association of Intercollegiate Athletics-Baseball Coaches Association (NAIA-BCA).

ARTICLE II - PURPOSE Section 1 NAIA-BCA is an allied, sectional activity area of the NAIA parent organization and is charged with

the responsibility of initiating programs beneficial to the game of baseball and to the NAIA member coaches of this sport. The activities of this section shall be in accordance with the aim and objectives of the NAIA and under the guidance of the NAIA National Administrative Council (NAC).

Section 2 The NAIA-BCA shall submit to the NAIA National Administrative Council for approval all

recommendations, plans and practices.

ARTICLE III - AIMS AND OBJECTIVES Section 1 To initiate, conduct and supervise programs utilizing the guidance of the NAIA National

Administrative Council; which will promote interest in baseball programs on national and conference/A.I.I./unaffiliated group levels.

ARTICLE IV - MEMBERSHIP

Section 1 Active membership shall consist of baseball coaches who are current members of the National

Association of Intercollegiate Athletics and are actively engaged in coaching baseball at an NAIA institution.

Section 2 For purposes of voting by members, each active member institution in good standing is entitled to

one vote.

ARTICLE V - OFFICERS AND EXECUTIVE COMMITTEE Section 1 The officers of this Association shall be elected for a one-year term at the annual meeting from the

active membership of the Association as follows: president, first vice president, second vice president and secretary. Such elected officers shall be from institutions which are in good standing in the NAIA.

Section 2 There shall be an Executive Committee of the NAIA-BCA, which is composed of 28 members: the

NAIA-BCA officers, current conference/A.I.I./unaffiliated group chairs, the NAIA-BCA immediate past president and the appointed liaison from the NAIA National Administrative Council.

ARTICLE VI - MEETINGS

Section 1 The annual business meeting shall be held in conjunction with the ABCA Convention.

ARTICLE VII - AMENDMENTS Section 1 This constitution may be amended if presented to the membership by mail no later than three

weeks prior to the annual meeting and 50 percent of the membership votes with 51 percent majority.

ARTICLE I - NOMINATIONS Section 1 The Nominating Committee shall be composed of four members which will include the past

president, the president and two (2) active NAIA-BCA members, who are not current Association officers. This committee will be chaired by the past president.

Section 2 The committee shall nominate one candidate for each office. Other nominations may be made from

the floor.

ARTICLE II - ELECTION OF OFFICERS Section 1 Election of officers shall be by acclamation or ballot. The candidate who shall receive the highest

number of votes for an office shall be declared elected. Section 2 Any vacancy occurring in an office shall be filled for the unexpired term by the NAIA-BCA Executive

Committee.

ARTICLE III - DUTIES OF OFFICERS Section 1 The president shall preside at all meetings of the Association and supervise the working of the

Association. He is the executive officer of all appointed and standing committees. Section 2 The first vice president, in the absence or disability of the president, shall perform the duties of the

president. Section 3 The second vice president shall work directly with the affiliated conference/A.I.I./unaffiliated group

chairmen. He assumes the leadership designated to the president or first vice president in the event neither are available to assume their designated duties.

Section 4 The secretary shall give notice of the annual convention and meeting of the Executive Committee

and shall make an annual report, supervise correspondence, maintain the roster and keep a permanent record of the proceedings of all meetings.

ARTICLE IV - EXECUTIVE COMMITTEE

Section 1 The committee shall meet immediately preceding and following the annual convention and at any

other time at the direction of the president. Section 2 Seven members of the Executive Committee shall constitute a quorum.

ARTICLE V - COMMITTEES Section 1 The president of NAIA-BCA is empowered to appoint standing and special committees which will

assist in programs designed to improve and advance the aims and objectives of the Association.

Appendix Q RECOMMENDATIONS FOR

NATIONAL QUALIFYING TOURNAMENT HOSTS

The following recommendations for serving as a host site for a national qualifying (conference/A.I.I./unaffiliated group) baseball tournaments was developed by a subcommittee of the NAIA-BCA Tournament Procedures Committee. The recommendations are based on conversations with various NAIA coaches as well as from the responses received by a survey sent by the subcommittee in February 1993 to NAIA baseball coaches. The survey asked coaches to rank key aspects in the order of importance as they related to region tournament competition. More than 100 coaches responded to the survey. Please note that the following items are RECOMMENDATIONS ONLY and should not be construed as being required items for a site serving as a host for region tournament play. The Council of Athletics Administrators approved a proposal from the NAIA-BCA in 2006 that requires all regional tournament host sites to have lights and/or a tarp. In 2008, the CAA (based on recommendations from the Direct Qualification Task Force) mandated that all NAIA World Series Opening Round hosts MUST have both lights and a tarp.

I. FIELD LIGHTS

If a 6-8 team national qualifying tournament is played, then lights should be available. Recommended lighting standards should be set at 100 Foot-Candles for the infield and 70 Foot-Candles for the outfield. The uniformity for maximum to minimum is 2.5 to 1 or less (standards taken from the Illuminating Engineering Society of North America (www.iesna.org).

II. FIELD DIMENSIONS (Because of the atmospheric conditions in the different parts of the country, the

following are recommended):

A. If the outfield fences are eight feet or lower, then the minimum distance should be 320 feet down the lines and 390 feet to center field.

B. If the outfield fences are higher than eight feet, then the minimum distances should be 300 feet

down the lines and 370 feet to center field. III. OTHER CRITERIA (It is recommended that each host conference/A.I.I./unaffiliated group baseball

chair review the tournament sites prior to tournament bids being accepted to make sure of the quality and quantity of the following aspects):

A. Good playing surface and tournament grounds crew, including drying compounds and tarps;

B. Equal bullpen mounds and adequate hitting areas for batting practice; C. A back-up facility within 25 miles; D. A scoreboard, speaker system, concessions, restrooms, seating for a minimum of 850, a controlled

gate, press facilities, adequate parking and security; and E. Hotels, motels and restaurants within a reasonable distance.

NAIA SUBSTANCE ABUSE PROGRAM The NAIA is dedicated to promoting and preserving the integrity of athletics for the benefit and welfare of student-athletes. Consistent with that goal, the NAIA is concerned about and resolved to support definitive actions designed to assist student-athletes striving to cope with escalating substance abuse problems in our society. These substance abuses center on drugs, alcohol, tobacco and smokeless tobacco. Substance abuse is a major societal problem which demands the attention of all segments of society, in particular the education community. The magnitude of the problem compels this Association to accept the responsibility to provide leadership in educating student-athletes who may be using or may be under pressure to use these substances. While maintaining institutional autonomy and individual institutional control, the NAIA is committed to establishing and monitoring requirements which will have a positive impact upon the substance abuse problem as it relates to athletics and, more specifically, to student-athletes. Through this national policy on substance abuse the NAIA desires to communicate a concise message to student-athletes and to other concerned segments of society. The NAIA is committed to facing the issue of substance abuse among student-athletes in a positive, forceful, and straightforward manner. We are determined to bring all available educational resources to bear upon the issue in a caring, yet definitive mode. Therefore, member institutions will be required to undertake the following actions: A. Each institution will develop a philosophy statement which expresses the institution's position on substance

abuse as it relates to student-athletes, describes the institution's substance abuse education program and delineates the institution's program for evaluating the effectiveness of the education program. Student-athletes should receive a copy of the philosophy statement prior to signing a letter of intent or prior to participation for those not contracted before enrolled. An official copy of this document must be on file in the NAIA National Office.

B. Each institution will establish a substance abuse education program requiring active involvement of all participating athletes. Institutional programs should be coordinated by the health services department or the counseling department and should utilize all available resources, both on and off campus.

C. Each institution will institute an evaluation program for student-athlete participation and the expectations of the college or university for each athlete's standard of behavior.

D. Each institution will develop a statement of philosophy on student-athlete participation and the expectations of the college or university for each athlete's standard of behavior.

E. Each institution will file an annual report describing results of the substance abuse education and evaluation program prior to September 1 each fall. Official institutional reports will be confidential. The official report form will be prepared by the NAIA National Office staff in cooperation with the Athletics Trainers Association.

F. The NAIA National Office staff shall review institution reports and, in cooperation with the Athletics Trainers Association, prepare a comprehensive annual report and make recommendations for consideration by the Council of Presidents and the Council of Athletics Administrators.

G. Institutions shall have their intercollegiate athletics programs declared ineligible for postseason competition until a statement of philosophy and the NAIA Substance Abuse Certification of Compliance form are on file with the NAIA National Office.

UBSTANCE ABUSE POLICY ON POSTSEASON COMPETITION

Any NAIA student suspended for substance abuse by a national or international sports governing body, or by any amateur sports governing body, shall not be allowed to participate in any NAIA-approved postseason competition during the imposed period of suspension. A

LCOHOL AND TOBACCO PRODUCTS

The use of alcohol, tobacco or tobacco products is not permitted by participants, coaches, cheerleaders, trainers, game administrators, or officials in the playing areas during all NAIA regular season and national tournament competition and practices for such competition. The institution’s coaching staff, event games committee, administrator or host site coordinator (as applicable) shall enforce this policy through the following steps. A. On the first offense, the individual(s) shall receive an official warning. B. A second offense will cause expulsion from the game, tournament or event.

Appendix T-1

2011 Avista-NAIA WORLD SERIES BRACKET INFORMATION

1. The AVISTA-NAIA World Series is a seeded tournament. Seeds will not be adjusted (reseeded) between the AVISTA-World Series Opening Round tournaments and the 10-team final site event. The host will be placed according to their seed (as determined by the 46-team seeding rating).

2. Pairings may be adjusted after Game 12 to match teams in the losers’ bracket who have not previously met. After Game 15, pairings for the four remaining teams will be determined by the Games Committee. Two teams from the losers’ bracket will play and the team from the winners’ bracket will be matched against a team from the losers’ bracket whom they have not played previously in the tournament. These two games will be played on Wednesday, June 1.

3. If the team from the winners’ bracket loses on Wednesday, there will be three teams remaining with a loss. The following order of criteria will be used to determine a bye for one of the three remaining teams.

a. If the team that was in the winner’s bracket last (Team A) has not received a bye in the tournament, Team A will receive the bye and Team B and Team C (loser’s bracket teams) will play each other.

b. If Team A and Team B have previously received byes, then Team C will receive the bye; and Team A will play Team B.

c. If Team A and Team C have previously received byes, then Team B will receive the bye; and Team A will play Team C.

d. If all three teams have received /not received a bye, then Team A will receive the bye.

e. If Team A has received a bye and Team B and Team C have NOT received a bye, then the team (B or C) that remained undefeated longest in the tournament will receive the bye. If both Team B and Team C both lost in the same round, then the bye will be determined by a coin toss administered by the chair of the Tournament Games Committee (chair will designate heads/tails and toss the coin).

4. If the team from the winners’ bracket wins on Wednesday, there will be two teams remaining and the championship game will be played on Thursday, June 2.

5. A second championship game, if needed, will be played Friday, June 3.

6. If needed, it may be necessary for a team to play two games in one day in order to complete the tournament.
