District Governor’s Message Fellow Lions;
I hope this finds you well. At this point, it is difficult to tell if it is winter or spring. Lots of flowers are in bloom and many trees are budding. Who would have thought this would happen at the beginning of March!
Thanks to everyone who attended and made the 24-A and 24-C Mid-winter conference a success. We had over 187 Lions registered. By all account, those who attended found the programs interesting. The food was also good. More importantly, it was a time to come together and establish new friendships with those who will soon be part of our district. Special thanks are extended to Cabinet Secretary Vicki Davies for a wonderful job in organizing all of the registrations.
As many of you know, February saw a challenge for the Lions. That challenge came in the form of HB-1408. It is a bill that would have established one company as the sole provider of sight screenings to the children of the Commonwealth. Had it not been for the work of Lion George Goodwin and the Council of Governors, the ability of Lions to do their jobs would have been seriously jeopardized. Thanks to some hard work and concessions in language, we will continue to do our work.
It is my privilege to be able to report that the Lord Fairfax Community College Lions Club is well on its way to being established. To date, there are eight students who have signed up. The club may start as a branch club. As they reach twenty members, they will become fully chartered. This is great news for our district. Thanks to L.C.I. for sending Campus Club Coordinator Paul Baker to assist us in our endeavors. We are seeing some growth in our district. Thanks for all of your hard work with membership.
At the Mid-winter cabinet meeting, Lion Joel Kendall announced his intent to run for 2nd Vice District Governor. Joel is an outstanding Lion and it will be great to see him work towards becoming District Governor.
It is hard to believe that the State Convention is in a little more than two months. Though the year is winding down, we are not finished in our work. There is always more to be done. As International President Bob Corlew has stated, “There are always new mountains to climb”.
We look forward to seeing you in our travels this spring. Have a great March.

Basye Bryce Mountain Membership: 84 Basye Bryce Mountain Lions Club met twice in January. There was no speaker at the 3 January meeting. The speakers at the 17 January meeting were Ed and Andrea Sutcliffe, who spoke about Andrea's book, Only The Best: WWII Story of the 111th Ordinance Co.... Andrea's father and two of his best friends were in the Company. Andrea and Ed traced the 70-year old story. Texas Hold ‘em games were held weekly to raise money for our scholarship fund. The Club sold grilled brats and Italian sausages outside the Resort to raise funds for all our benevolences. Trash was picked up along Resort Drive once in January. The club held a Blood Drive on 10 January at Prince of Peace Lutheran Church collecting 22 units for the Red Cross. Average Monthly Attendance: 56. New Members and Sponsors: Sean P. Nouvel - sponsor: Jean Klinge and Lynne A. Nouvel - sponsor: Jean Klinge. Broadway Membership: 35 On 1/10/2017 - Lions Quarterly Major Segment on LCIF. On 1/24/2017 - Bobby Wolfe spoke about the back pack program at John C. Myers Elementary School. State Dues were paid on 12/31/2016 in the amount of $731. The Zone Meeting on January 10, 2017 was attended by Lions Chad Comer, Dawn Turner, and 1st VDG John Knepper; the Zone Meeting was hosted by The Elkton Lions Club. New Members and Sponsors: Kyle Helmick - sponsor: Ryan Shupp. Our Club made the following donations: Broadway Emergency Squad - $600; Broadway Fire Department - $800; Blue Ridge Area Food Bank - $400; The Village Library - $200; Broadway H.S. Choir - $150; Broadway H.S. Musical - $100; Broadway H.S. Band - $250; JF Hillyard Middle School YES - $500; Scholarships - $2,000; Lions Sight Foundation of VA - $650; VA Lions Hearing Foundation - $400; VA Lions Bland Memorial - $150; LCIF - $335; Leader Dogs for the Blind - $525; Lions of VA Foundation - $250; Pleasant View, Inc. - $300; American Cancer Society - $400; Bridgewater Challenger Little League - $300; SAHSMU - $400; Broadway Community Little League - $200; and, Harrisonburg Rockingham Free Clinic - $600. Charlottesville Host Membership: 35 Capt. Joe Phillips of the Charlottesville Fire Dept. conducted a program on January 17, 2017 on fire safety in the home. Our Club's annual fruit sales netted $2,068. We purchased one pair of eyeglasses for $50. We also assisted in the purchase of 1 hearing aid at a cost of $150. Two Lions worked the local Soup Kitchen and volunteered 16-Hours. One Lion worked Piano Sing-A-Longs at assisted living homes to volunteer 24-Hours. Our Club donated an additional $100 above the budgeted amount to the Charlottesville Albemarle Rescue Squad (CARS). Average Monthly Attendance: 90. Charlottesville Lioness Membership: 20 Lion Vrla Leach, Leader Dog Chair for 11 years, gave an informative and motivating talk on this vital project of Lions. She is very dedicated to this program and spreads enthusiasm as she speaks to clubs. Our Club continues to canvas local schools to help with vision screening using the SPOT

machine. This spring we will help with one of the area high schools screening 10th grade students. International Dues were paid on 1/18/2017 in the amount of $430. Average Monthly Attendance: 95%. Gordonsville Membership: 17 Our Lions Club meetings have been used to initiate work on the Miss Orange County Contest to be held on March 3, 2017 at Orange County H.S. Our $1,000 raffle tickets are in and we will work hard to sell them. A drawing will be held on April 25, 2017 during our Charter Night meeting. Our Club has turned in 162 pairs of glasses to the eyeglass recycling center. We collected two pairs of hearing aids. State Dues were paid on 12/31/16 in the amount of $304. Average Monthly Attendance: 50. Lake of the Woods Lioness Membership: 110 Tickets received from Lions District 24C for the Lions of Virginia Annual Raffle were sold; we will work to obtain more tickets to support this good cause. Lioness volunteers continue to provide weekly eyeglass recycling support services. The Board of Directors is working to identify more volunteers to participate in this important project. Our Lionesses continue to provide monthly support at the Wilderness Pantry. Winter Conference was attended by our President, Secretary, and VP. The Zone Meeting on 2/9/2017 was attended by our President, Secretary, and VP. No dinner meeting was held in January Louisa County Membership: 39 Our Golf Tournament Chairman announced that the tournament will be held on April 29, 2017. The Club approved applications for sight assistance for 17 applicants. The Club is continuing to upgrade our eyeglass drop off boxes. - The Club considered assisting an applicant to get a service dog, but the applicant failed to qualify with the sponsor organization. Average Monthly Attendance: 56%. New Members and Sponsors: Thomas Groome - sponsor: David Martin. New Market Membership: 11 Joan Griffin of Search Inc. of Mt. Jackson gave a presentation to our club on 1/09/2017; she indicated a need for volunteers to help at the Thrift Shop and Home, which supports intellectually challenged citizens of Shenandoah County. Literature was passed out to our members. Some 238 pairs of eyeglasses and lenses were sent to the Eyeglass Recycling Center in Roanoke on 1/16/2017. International Dues were paid on 1/05/2017 in the amount of $215. The Zone Meeting on 1/10/2017 was attended by our Secretary. Average Monthly Attendance: 77%. On 1/10/2017 Lion Secretary Julian Jenkins attended Zone meeting # 2 held at the Jr. Order building in Elkton. Staunton Membership: 20 Enhanced Vision representative Alan spoke on the various products available for individuals having problems with low vision. They offer products such as HD cameras, desktop magnifiers, hand held magnifiers, and transformers HD with built in Wi-Fi. The Regional Clinic for Eyeglasses will allow our Lions Club broom displays to be set up in several new locations. Staunton and Woodrow Wilson Lions joined forces for a school supply fund drives with both Clubs donating money to purchase school supplies for Bessie Weller and Wilson Elementary Schools; a total of $500 was donated to the schools. International Dues were paid on 1-22-17 in the amount:$366. Average Monthly Attendance: 14. Staunton Lions Club received a check in the amount of $2,538 from the Choral Society to continue the Ray Houser Memorial Scholarship Fund each year to a student interested in studying music. The Staunton Lions and Woodrow Wilson Lioness Lions are meeting together on the 1st Monday of each month at the Hometown Grill at 6:15 PM for our joint meetings now.

Strasburg Membership: 17 V.P. Poling gave a talk on the 100th anniversary of Lions Clubs Intl. and offered suggestions about a possible community project to reflect that. Broom sales earned $272 for January. Our club is paying to replace a hearing aid speaker for a local man. International Dues were paid on 1/28/2017 in the amount of $344. Average Monthly Attendance: 92. We will send in a donation of collected quarters for Leader dog through the "$5 will feed a leader dog for a day" effort. We had a new member inducted 2/7/17, New Members and Sponsors: Emily L. Reynolds - sponsor: Richard Redmon. Timberville Membership: 29 Our Club collected 140 pairs of eyeglasses in the Food Lion parking lot receptacle placed by Timberville Lions. President Charlie Kipps delivered 390 pairs of eyeglasses to Roanoke, which included 250 from Mr. Spitzer's Harrisonburg connection. International Dues were paid on 1/18/17 in the amount of $580.50. The Zone Meeting on 1/10/17 was attended by our President and Secretary. Average Monthly Attendance: 56. Winchester Host Membership: 80 On 1/3/2917, the speaker was Pam Webber, a local author of "The Wiregrass". On 1/10/2017, WHL Charities had their Annual Meeting. On 1/17/2017, Jay Bailey, of Axalta Automotive Finishes, spoke to our club. On 1/24/2017, we had our Business Meeting. On 1/31/2017, Reneta Peldunas of Harter, Quilting spoke to us. Broom Sales earned $156 in January. Eyeglasses and exams were provided at a cost of $730. Hearing Aids were provided at a cost of $685. We held a Father-Daughter Snowflake Ball and donated all proceeds ($2,000). to Fremont Street Nursery, a low income facility. Our Club donated 166 Volunteers Hours (166) to the following organizations over the last 9 months: Honor Guard, Library, Churches, United Way, CCAP, Toys for Tots, Habitat for Humanity, WATTS Program, Veterans Day, and American Legion. Average Monthly Attendance: 51. New Members and Sponsors: Patricia Leinbach - sponsor: Samuel Leinbach. Woodstock Membership: 37 At the 2 January 2017 meeting, Ms. Anna Belle Palmer, a contestant in the American Legion sponsored "Oratory Competition,” made her presentation on the 19th Amendment to the US Constitution. Ms. Palmer , a CHS student, displayed her knowledge of how women earned the right to vote. At our 16 January meeting, Lion William "Butch" Boaz made a presentation to the Club about his involvement in the eye examination, and eyeglass purchasing program. He discussed the interaction of the School Nurse Coordinator and how she handles referrals from students identified as in need of glasses, during the annual sight and hearing screening provided by the Woodstock Lions Club every year. During the month $69 was raised from the sale of brooms, $7.90 was raised from "candy box" donations, and $25 from the golf tournament. In January the Woodstock club collected 78 pairs of eyeglasses from various locations in the community. The Club paid $230 for eye exams, and $346 to purchase eyeglasses to assist two children and one adult in need of vision assistance. International Dues were paid on 1/31/2017 in the amount of $838.50.

A Note from First Vice District Governor Lion John Knepper
Happy March to all the Lions of District 24C. In just a couple of weeks, SPRING IS COMING.
The Combined District 24A and 24C Mid-Winter Conference/Social was a great event as those who came are aware. We had excellent attendance and some great program sessions. It also provided an opportunity for our two districts to interact together in anticipation of the merger coming next year.
February was a little slower for me with just a couple of club visitations and a couple of Zone Meetings in addition to the Mid-Winter Conference. This has given me a little time to work on planning for next year and to work on cabinet appointments. I am working to roll out plans for a great year next year. I hope you will help me to make 24C’s last year one to remember.
We are counting down the weeks until the State Convention in Roanoke in May. I hope you are able to be part of our State Convention. Be looking for information and registration forms in the next few weeks. And then we go to Chicago for our 100th anniversary celebration!!
As I contemplate the start of our 101st year and my year to serve you as your District Governor, I still have much to do in preparation. Part of this is finishing filling out the District Cabinet. If I have not talked to you and you wish to serve, or continue to serve, our District, please let me know where you wish to serve. I am looking for a few good Lions who are willing to work with me to make next year a great year for 24C. I hope you will be ready to roll up your sleeves and work with me.
As St. Patrick’s Day is right around the corner, I close with a traditional Irish blessing for you:
May the road rise up to meet you. May the wind be always at your back.
May the sun shine warm upon your face; the rains fall soft upon your fields
and until we meet again, may God hold you in the palm of His hand.

The Broadway Lions Club is having their Annual Vacation
Party on April 22, 2017, at the New Market American Legion.
Tickets are $45.00 per person. Grand prize is $2,300 and
many other prizes and raffles will be awarded at the event.
ALL you can eat and drink. Doors open at 6pm, dinner 7pm,
drawing starts at 8pm. If anyone is interested in purchasing a

District 24-C Sight Conservation
Goals and Objectives for the 2016-2017 District 24-C Sight Conservation. Please take time to review these
goals as a club. To celebrate your accomplishments by posting them in the Bark so other clubs can see what
your club has done. If any club needs help with a Sight Conservation project for the year, please contact me.

Goals and Objectives for the 2016-2017 District 24-C Sight Conservation
Encourage all clubs in District 24-C to have one Sight Conservation program during a club meeting this
year.
Encourage all clubs in the District 24-C to have a glasses collection program.
Encourage all clubs to make a contribution to the Virginia Sight Foundation.
Encourage clubs to become involved with the Sight and Hearing Mobile Screening Unit. Look in the
District 24-C website at the SAHMSU schedule and attend training or reach out to a club that has
scheduled the unit to volunteer.
Encourage clubs to visit the Lake of the Woods Lions Club or Northern Virginia Eye Glass Recycling
Center eyeglass recycling facility. (Have a group from your club to take a day to volunteer at a
recycling center).
Encourage clubs to become involved and support with the Old Dominion Eye Bank Foundation.
Partner with free medical clinics or social services in your area to provide eye exams and glasses with
those in need.
Attend local health fairs to set up SPOT screening, schedule the SAHMSU to be there, or set-up a table
for the Lions eye exams and glasses information.
Publish your accomplishments in the Bark to show other clubs in the District what you had done for
Sight Conservation.
Plan and facilitate blindness prevention awareness.
Develop a program or activity by participating in one of the following:

District 24-C Lions Clubs Visitation
Please take note that 24-C has a new Visitation Chair. Clubs are encouraged to give priority to making club visitations. The District Governor will recognize those clubs who take this challenge in making club visits and/or working cooperatively with other clubs in a service related activity. A Governors Award will be presented to the club who obtains the most visitation points according to the rules.

Visitation Guidelines for 2016-2017
For District 24-C
It is my privilege to once again serve as Visitation Chairman for 2016-2017. It is my hope that more clubs in
24-C will take the opportunity to visit other clubs and share the positive and innovative things your club is
doing. This year 2016-2017, as you set your club goals and priorities, please consider placing visitations at the
top of your list of things to do.
District 24-C Visitation Program runs from July 1 through June 30. Please use the attached form when reporting visitations. It is important that you report each visit.
For your visits to receive credit you must meet the minimum standards outlined below:
Class A: Clubs with 30 or fewer active members. One or more members are required when visiting another
Lions club to make it an official visit. We encourage clubs to visit as many other Lions clubs as you desire, there
is no maximum or minimum requirement.
Class B: Clubs with 31-55 active members. Two or more members are required when visiting another club to
make it an official visit; credit will not be give if less than two members visit. We encourage clubs to visit as
many other Lions clubs as you desire, there is no maximum or minimum requirement.
Class C: Clubs with more than 55 active members. Three or more members are required when visiting another
club to make it an official visit; credit will not be given if two or less visit. We encourage clubs to make as many
visits to other Lion clubs as you desire, there is no minimum or maximum requirement.
Points will be awarded for Visitation and Mileage: (only one visit to a club per year is eligible for points. A joint
meeting of two or more clubs can only count as one meeting)
Visitation Points are awarded as follows:
5 Points: A visit to another MD 24 club earns 5 points.
10 Points:
-Out-of-state visits
-Visits to Fall Conferences, Mid-Winter Conferences, other District Conferences, State Conventions,
International Conventions, USA/Canada Forum, Pin Trader Conventions, Eyeglass Recycling Centers, Lion
Schools, Bland Contests, Zone Meetings, serving as a SAHMSU screener or technician when requested by
another club, visit to Lion International Headquarters, LCIF cruises (if a Lions meeting is attended), projects
involving Lions (such as RAM/LAMP).

Mileage factor. The mileage factor is based on the round-trip travel distance (a maximum of 200 miles)
multiplied by .05. Ten points is the maximum mileage factor for a visit. No mileage points will be awarded if
you do not include mileage on the visitation form.

TIME TO CELEBRATE The Association of Lions Club was established on June 7, 1917 at the Hotel LaSalle in Chicago. Next
summer, the 100th International Convention will be held June 30 – July 4 in Chicago at McCormick Place,
the largest convention venue in North America. Lions Club International is pulling out all the stops to
make the convention memorable. The Parade of Nations will march down State Street in the heart of
the city. Chicago, the band, will play the International Show. Various tours are available before, during
and after the convention including special guided tours of LCI Headquarters in Oak Brook. Early
registration is through January 13, 2017 for $130. The Virginia hotel is the Hyatt Regency Chicago.
Shuttle buses will run from the hotel to the convention center.
To start the celebration, the Lions of Virginia have arranged for a road trip to the convention. Leaving on
June 29 and returning on July 6, you can travel with fellow lions from the state and leave the driving to
someone else. An optional tour of Chicago is available. Information is available at the Lions of Virginia
