We are now in our so-called Indian summer, with some much, dare I say, needed rain added also. Whilst the PC does not meet in August, open spaces committee members have now drawn up a short list of front gardens to choose this year’s winners and runners up. Being a pretty decent summer there were quite a number to choose from, I am pleased to say. It is always good to see our village looking so nice.
The Parks & Open Spaces committees will also be recommending to the PC at the next Full meeting, various items of new play equipment, benches and planting. The
different PC committees meet regularly to look more in-depth at village matters ensuring that at Full PC meetings councillors have enough information to spend our villagers council tax precept wisely.
Indeed a very recent planning committee spent time looking very closely at a new housing planning application for the existing earth moving equipment site on Roxton Rd for the PC to be able pass comments to the borough, on villagers behalf. And following comments made on the previous housing planning application on Bedford Road, the developers have made changes to their designs that the PC felt were appropriate for the village. The building works on that site, developers anticipate, should start before this Christmas. We wish them well.
The village Neighbourhood Plan committee is collating the results of the recent survey which villagers were invited to participate in. The results are helping the preparation of the plan to be presented to the Borough. Of course the Borough are also preparing their own plan, of which ours, and all the surrounding villages plans, will be part of. This is quite a task that every village and town in the UK is undertaking. The Great Barford NP committee would be delighted to welcome more villagers who wish to get involved to join them and help look at shaping our village for the future.

Bin CollectionsFollowing a public consultation undertaken in the summer, the Mayor’s Executive is to implement a proposal to move to fortnightly bin collections. This will mean that black bins will be emptied one week and then orange and green lid bins the next. This will come into place from November this year. In addition, garden waste will no longer be collected between the months of December and February. The policy has been agreed in the midst of an estimated funding gap of £21.2m by 2019/20. The overall annual saving will be £587k.
On a related point, should you have difficulty in moving your bins or rubbish sacks to the kerb for collection due to a disability or medical condition, you may be eligible for an Assisted Collection. This would see the Council’s waste collection team pick up and return your waste from an agreed collection point. Library ServicesThe Council has been consulting in recent months on changes to its library services with a view towards introducing a Library Strategy for 2017 – 2022. After public consultation the following options are still being considered;
i. External management of the library service by, for instance, a trust, not for profit organisation or private company.
ii. Increased community involvement in running or supporting the library service which would remain under the Council’s management.
iii. Reducing opening hours at the 5 static library sites by a half day or full day each week.
Town Centre DecongestionLast year the South East Midland Local Enterprise Partnership (SEMLEP), which

is made up of public and private sector organisations in the region (including the Borough Council), submitted bids to receive Government funding to support a range of schemes designed to drive economic growth.
One of the bids included focussed on alleviating congestion in Bedford town centre. As part of its subsequent Local Growth Plan, the Government announced that the Borough Council would receive £11m for this scheme. The Council is now working with the Government on how this sum can be best used to take pressure off the road network, with various options being discussed.
NHS ReviewThe Bedfordshire and Milton Keynes Healthcare Review (BMKHR), which spent £4.4m before setting out much-criticised plans to relocate Bedford Hospital’s maternity services to Milton Keynes, has been overtaken by a new review called the Sustainability and Transformation Plan (STP).
The Government and NHS England announced early in 2016 that 44 STP ‘footprints’ would be created across the country, with each area tasked with setting out how NHS and social care services (provided by local authorities) could be more effective and affordable in the long-term. The local STP area covers Bedfordshire and Milton Keynes.
It has now been agreed that there should only be 1 review, meaning that the BMKHR will be amalgamated within the STP. It is not clear at this stage whether the plan to close Bedford Hospital’s maternity unit will still be pursued.

ALDERMAN NEWTON’S EDUCATIONAL FOUNDATION seeks to assist young people, normally in the age range 13 to 25 years old, who live in the Borough of Bedford, with grants for educational purposes for items such as the purchase of text books, equipment or special clothing needed in connection with a course. There is no deadline for applications as the programme runs throughout the year.

NIEGHBOURHOOD PLAN UPDATE AUTUMN 2016
The recent Neighbourhood Plan Questionnaires have been collected, and the replies are currently being analysed. We had a reasonable response, with 236 returns. Early impressions are that some common themes are emerging.
We hope to compile the replies into an easy to understand format that we can display at a public event at the Village Hall. Currently we are aiming to put on this exhibit in the afternoon of Sunday 04 December.
Come along to the event, and you will be able to see the results from the survey. It will also give you an opportunity to offer further feedback on the topics involved.
Please come along to see what the consensus of opinion looks like, and help us move forward with your evolving Neighbourhood Plan.

The Parish Council is looking for a new gardener to take over the impor-tant role of tending to the Garden of Remembrance.

and caring for our Garden of Remembrance.
Chapel Field ParkingThe Parish Council has been investigating the possibility of converting an area near to 53-79 Chapel Field into permanent parking. Regrettably, the Parish Council has been advised by its solicitors that this cannot be done. When the land was handed over in 1971 the Parish Council made declaration that they would hold the property on trust for the perpetual use thereof by the public for purpose of exercise and recreation pursuant to the provisions of the Open Spaces Act 1906. The Parish Council will now be looking into how best to tidy up and maintain the area.
Ball GamesIf you and your family are playing in any of the open spaces around the village please be considerate of the neighbouring properties. There have been some problems with damage to fences and other property when people have been playing ball games. The playing field on Fishers Close is available for everyone to use and there is plenty of room for ball games with junior football and rugby goals in place.
Silver Street ParkingThe Parish Council is frequently approached about the difficulties parking on, driving along and crossing Silver Street safely during school drop off and pick up times. Councillors have been taking advice and putting forward ideas for schemes that could help to improve the situation for all, but there is no one easy solution. We would ask that road users are considerate of the residents of Silver Street and the surrounding roads and park safely and in accordance with any parking restrictions. Enforcement officers will continue to visit the area to ensure that all parking restrictions are adhered to. The Parish Council will keep looking for solutions and lobbying for a crossing on Silver Street. In the meantime, if you have any ideas or the perfect solution please do let us know.

GREAT BARFORD VILLAGE HALL
The village hall is located in Fishers Close, Great Barford and is a wonderful modern building capable of hosting a variety of functions from community events and wedding receptions through to badminton and children’s parties.
The hall is licensed to hold 150 people seated in the main hall and 30 people in the smaller meeting room, both rooms are available to hire collectively or individually and have the benefit of being serviced by a bar and there is a well-appointed kitchen available for hirer’s use.
Individuals or groups looking to hire the hall can check the availability by visiting our website and make enquiries using the enquiry page, our bookings Secretary will then respond to your enquiry and answer any questions you may have.
The hall is managed by a volunteer Committee who meet bi-monthly for an hour and half to discuss matters relating to its operation including finance, bookings and health and safety matters. If you are interested in joining the Committee please feel free to contact us via the enquiry form on the website.
Hire Rates: £10/hr for the meeting room; £18/hr for the main hall (£25/hr after 4pm on Saturdays).

In the Summer term we welcomed two new Guides: Emily and Keira, and also welcomed back Ellie as a Young Leader. During the first half we did the Craft badge. Each week the girls learnt a different craft, for example weaving with raffia, felt-making with merino wool, making salt-dough models, potato-printing and finally embroidery. The girls also planned their own Patrol activity for each meeting, from the selection of “Go For It” booklets.
The girls had worked on the County Patrol Challenge since October, including devising and performing a dance routine at the Community party in November. The culmination of the various activities was the Challenge Final, a whole-day event at Leighton Buzzard, where patrols from all over the County met and competed. We sent one patrol, the Pandas, to this. They had a great day out, but didn’t bring home the Shield. Maybe next time!
At our first meeting in June, we took the Queen’s 90th Birthday as our theme. The girls made fairy cakes and decorated them, and made bunting to decorate our stall at the Fun Day. Several of the Guides helped on the “Land Zorbing” stall, a popular attraction at the event. At our summer meetings we like to be outdoors as much as possible, so did a Chip Shop walk from Blunham to Sandy, a canoeing session on Priory Lake, and an evening in the woods at Mollivers in Bromham. For the last meeting we took the girls ten-pin bowling in St. Neots. In August, seven girls attended a festival-style camp, “Wellies and Wristbands”, at Foxlease in Hampshire. Here they enjoyed a variety of activities in the day, and live bands to listen to in the evening. It was a great event, attended by nearly three thousand people, including several hundred volunteers.
We have started back in the Autumn with fifteen girls, and are doing the “Animal Active” badge, as well as the girls’ chosen Patrol activities. We will be learning about endangered animals, and going on a visit to the zoo. Guides is open to girls aged from ten to thirteen years.

ANOTHER EXCITING YEAR AT GREAT BARFORD LOWER
The new school year has begun and the children have arrived back looking smart in their uniforms and ready to learn.
Already there are lots of exciting events for us all to look forward to and enjoy this half term. Eagle, Osprey, Woodpecker, Puffin and Owl classes will all be visiting Jordan’s Close for one of our regular outdoor and adventurous days. Eagle and Osprey class will also be visiting West Stowe as part of their topic on The Anglo Saxons.
This year Friends of Great Barford Lower School will be directing their fundraising towards improving our swimming pool and providing a cover to enable the pool to be used all year round and also give the opportunity for wide community use. We hope that you will be able to support their events, as advertised on our school website.
We will be walking to All Saints Church in the village for 10am on 06th October for our Harvest Celebration. The children will be performing a selection of seasonal songs and poems. We would love to see you there if you are able to come.
AdmissionsThe main school is oversubscribed again this year but all the children from the village who applied for a place were successful in being placed with us.
Places in the Reception class for September 2017 will be allocated by the local authority during April 2017. This round of applications for children born between 1st September 2013 and 31st August 2014 will begin in October and the deadline for Bedford Borough to receive applications is January 2017.
Nursery children may join our nursery class at the beginning of the term in which they are three. Children who are three and over are entitled to 15 free nursery hours per week during the term. Parents can pay for extra sessions if they wish to.
We also provide wrap around care and a holiday club from 8am to 6pm week days for 50 weeks of the year.
This is a big year for education in the village as we at Great Barford Lower School and Alban Academy work towards merging and becoming Trinity C of E Academy, Great Barford on 1st September 2017. It is an exciting time and a great opportunity to use the strengths of both schools to create a centre of excellence to meet the needs of our children.

The WI has enjoyed an interesting and sociable summer. In June we heard a fascinating and, at times, moving account of his work from Bill Hamilton, a former BBC News Correspondent. This was followed in July by a hands-on session when members made bracelets with glass beads under the guidance of Rita Muhammad. In August we did not have a speaker. Instead we chatted the evening away whilst enjoying Pimms and a Pot-luck Supper.
Plans for the autumn include willow weaving, our 65th birthday celebrations and some outings to Milton Keynes theatre.
We are always pleased to welcome visitors and new members.
Meetings are held on the second Tuesday of each month at 7.30pm at Gt Barford Bowls Club. We are not just Jam and Jerusalem!!

The Great Barford-Wöllstein twinning is celebrating its 40th anniversary and is looking to welcome new members (families, couples, individuals). The partnership has very close links with Wöllstein, a beautiful village south west of Frankfurt and close to the Rhine. The twinning has annual visits to and from Germany with us due to visit our German friends in May of 2017. Some of the main benefits of being part of this organisation are as follows:-
- Meet and socialise with people within Great Barford and the surrounding areas for great social events throughout the year.
- Be partnered with likeminded Germans who provide free and generous hospitality and experience German life at first hand. Then reciprocate the following year.
- Participate in many exciting excursions and events whilst in Germany both individually and as a much larger group.
- No knowledge of German is required as English is widely spoken, however those wishing to learn or brush up on the language will find the experience invaluable.
- Never too old or young to join. Members currently range from 10 through to 93.
- The area of Germany is in the heart of their wine region and therefore many opportunities to try and buy the wonderful local wine and indeed bring some home.
- The partnership is a very friendly social mix of people who look forward to welcoming you into our group.

Brownie meetings are now held on a Tuesday evening in the Village Hall, start-ing at 6pm. The Pack has been able to continue thanks to two new leaders, Sa-rah Ashton and Siobhan Vincent, coming forward. With nine original members, and seven new ones, the Pack is in good shape.
For the first half of term the girls will be doing the “Healthy Heart” badge, which will involve learning how to keep fit, and eat healthily. At the first meeting they did skipping and hula hoops outside, as the weather was hot and sunny. At the second meeting they will be making a healthy packed lunch.
The Brownie pack celebrates its fiftieth anniversary in October. The Pack was formed on October 10th 1966. The current leaders would like to mark this occa-sion in some way, and would be glad to hear from anyone who has any memo-ries of Great Barford Brownies over the last fifty years, whether as a Brownie or as a leader. GREAT BARFORD BOWLS CLUB
Great Barford Bowls Club has had another very successful and exciting summer with the promise of so much to come. The weather has been kind with only a couple of games having us reaching for the waterproofs. But now the bowling season is coming to an end with the club competition finals being played on the weekend of 25-26 September. The Friday roll-ups have drawn to a close but will be back in the spring of 2017.
The club itself has had a very successful competitive year. In the men’s East Beds league the “B” team were promoted for the second year running four points ahead of the next team down and only two points below the division champions – the club’s “A” team! Congratulations to Captain Michael and the rest of the “A” team and to “B” team captain, David and the “B” team. Best of luck to all of you in the dizzy heights of division 4 next year. The ladies’ team have had a good year ending well up the league in spite of small squad numbers. Despite brilliant play from the team and organisation from Captain Jennie, our over 60’s team, against powerful opposition, just failed to get into the promotion zone in the Millicent Childs league. The Petanque players have also had a good year. Even though some of our players are less experienced, the side was very competitive and finished creditably in a tough league.
Our programme of friendly bowls games went without too many hitches. As the name suggests this is the opportunity for all abilities to get to grips with the game and all the rules, plus making new friends. There have also been a number of club social activities; e.g. spoon drive, fish and chip evening and BBQ. Community social activities have included coffee mornings, bingo evenings and taking part in the village “fun day” and Lower School fete.
The outdoor bowls season is over but the club doesn’t sleep. Activities continuing through autumn include Friday Pilates sessions and our very popular Coffee Morning. This year it will take place on Saturday 10 November at 10 am. We hope that our usual friends, residents and supporters are able to join us, and all will be very welcome.
Petanque players are hardy folk so their ‘season’ continues untroubled by the climate. However they will be playing surrounded by activity because extensive building activity and earthworks will commence imminently. With lottery funding the clubhouse is being extended to provide disabled access and facilities, enlarged changing rooms and seating area - and a bar to match. Outside on the green there will be the most advanced guttering put in along with new paving to make the club safely accessible to all. Our thanks to Beryl for all the work she has done to make this possible as well as all her other work for the club.

CHAMPIONS
Following the other refurbishments of recent years and hard work of our green keepers and their helpers we can rightly claim Great Barford has one of the most outstanding village bowls clubs in the area. As a result it has become a popular venue for county bowls games. This year we had a Men’s county game for the first time (Bedfordshire v Hertfordshire - 23 June 2016) and a return visit by the Ladies (Bedfordshire v Warwickshire - 23 August 2016). With perfect weather on both days, the spectators were presented with two close and enthralling competitions.
So what do we want to make the club even better now? New members! Perhaps you would like to try Petanque or bowls next spring. GREAT BARFORD BOWLS CLUB
On Saturday 3rd September it was confirmed that Great Barford & Mowsbury Cricket Club won Division 2 of the Bedford Invitational Saturday Cricket League, we won 11 games, lost 3 and 2 games were abandoned due to rain. After gaining promotion last year, our first as a combined Club, it has been a remarkable achievement to win our division, in only our second season.
Many people have contributed to this, from the tea ladies (our teas are the best in the league, not only our comments bot opposition as well!!), Ian Kinsey and Brian Muggeridge for their Umpiring, Graham Norman for scoring every game, John Norman, Clive Owens and Graham for their efforts on the pitch, Russell Harley for cutting the Outfield, Borough Councillor Moon for his contribution to the cost of the scarifier. But most of all we most heartfully thank all the players/team members who all worked hard and did their best, and succeeded in making this season so great, the most thanks must be given to Mike Davis, our captain, who in a trying season worked so hard to make the success possible.
