34 PROVINCE OVERVIEW INDONESIA INDUSTRIAL ESTATES DIRECTORY 2018-2019 Bangka Belitung Province T he Bangka Belitung comprises of two main islands, Bangka and Belitung, and hundreds of small islands situated between the islands of Sumatra and Borneo. The capital is Pangkal Pinang. The Bangka Strait separates Sumatra and Bangka and the Karimanta Strait Bangka and Borneo. The Natuna Sea is to the north and the Java Sea to the south. The province has 1,37 million inhabitants living on a total area of 81.725,14 km², of which 16.424,14 km² are land (approximately 20,90% of the total area) and 65.301 km² (approximately 79,10 of the total area) are territorial waters. The provincial government’s vision is to “develop Bangka Belitung into a prosperous province through agricultural and maritime innovation and technology-based governance and public services”. The provincial government’s vision for Bangka Belitung is the “realization of Bangka Belitung as a well- developed province in terms of ICT”. It therefore aims to achieve this quite specifc vision by improving integrated ICT access, facilities and infrastructure as well as to train the population with regards to ICT through improved coordination and consultation. The province of Bangka Belitung is called “island of tin” as the province is endowed abundantly with tin reserves located in all areas of the province. The province of Bangka Belitung is the production base of PT. Timah, the largest tin producer in Indonesia and third largest tin producer in the world with total tin metal production of 53 673,12 metric tons in 2015. The processing is still conducted by PT. Timah. However, the production output has decreased recently. To lessen the province’s dependence on tin and thus its vulnerability to external shocks, tourism is determined as the new focus of development. In 2015, 305.436 tourists traveled to Bangka Belitung. Yet, of these only 3.498 were foreign tourists. The central government has designated Tanjung Kelayang Island in Bangka Belitung as one of the ten areas to be developed under the National Strategic Region for Tourism Plan (KSPN). Development of the Special Economic Tourism Zone in Tanjung Kelayang started in September 2016. Total investments of USD 1,4 billion have been allocated by the central government to develop the province’s large potential in tourism, which will particularly focus on marine and coastal activities.     ECONOMYIn 2015, Bangka Belitung’s GRDP reached USD 4,52

    billion with the largest contributions coming from manufacturing, mostly tin and food processing (21,1%), agriculture, forestry and fishery (19,2%), wholesale and retail trade including the repair of vehicles (14,1%), and mining and quarrying (12.5%). In 2015, the province contributed 0,52% to national GDP.

    Total exports of Bangka Belitung reached USD 1,19 billion, while imports were only USD 50 million, thus leaving a trade surplus of USD 1,14 billion. The main export commodities were goods made from tin worth USD 973 million, animal and vegetable fats and oils, particularly palm oil, worth USD 146 million and coffee, tea and spices, particularly white pepper worth USD 56 million. The leading export destinations were Singapore with an export value of USD 630 million, the Netherlands with USD 149 million, Pakistan with USD 77 million and Taiwan with USD 68 million.

    The main imported commodities in 2015 were minerals and fuels worth USD 31,4 million, followed by machinery such as boilers and technical applications worth USD 9,9 million and boats, ships and vessels worth USD 5,5 million. Most imports into Bangka Belitung came from Singapore (USD 30,3 million), Malaysia (USD 10,8 million), and Thailand (USD 5,7 million).

    Expenditures of the provincial government increased from USD 445,4 million in 2014 to USD 462,7 million in 2015. In 2015, indirect expenditures such as sharing funds and financial aid with the districts accounted for 58% of overall expenditures, while direct expenditures such as personnel, goods, services and capital expenses accounted for 42%.

    Belitung increased from USD 72,3 in 2013 to USD 86 in 2015. In 2015, expenditures per capita per month for food accounted for USD 42,87 or 51,7% of total expenditures. For food consumption, the highest expenditures fell on prepared food and drinks with USD 9,16, cigarettes with USD 6,35 and cereals with USD 6,1. For, non-food consumption, the highest expenditures were on housing and household facilities with USD 24,2.

    INVESTMENTIn 2016, the top receiving sectors of foreign

    investment in Bangka Belitung were plantations with investments of USD 30,01 million, and the food processing industry, particularly related to palm oil processing, with investments of USD 22,71 million. In the same year, the main receiving sectors of domestic investment were the sector of electricity with investments of USD 110,4 million and the sector of trade and repairs with investments of USD 33,8 million.

    1. The province benefits from its proximity to Malaysia and Singapore and has well-developed trade with the latter.

    2. The province’s great potential for tourism, particularly marine tourism is to be developed under the central governments tourism strategy.

    3. The provinces surrounding waters are rich in fish providing great potential for further development of the fishery and aquaculture sectors.

    4. The plantation sector in Bangka Belitung is famous for its white pepper, as its distinctive aroma has become a trademark of international trade.

    5. The tin found in the province is of high quality due to its high white lead content: the province thus has great potential for mining as well as further industrial processing of the extracted tin.
