Executing Agency

Public Health Engineering Department through Project

Management Unit (PMU) Mangi Dam Project by

establishment of Two Supervisory Cells i.e

Dam:

A cell of technical team from Irrigation Department will

assist the PD Mangi Dam Project during execution of

dam component.

Water Conveyance System:

A cell of technical committee from Public Health

Engineering Department will assist during execution of

water conveyance component.

Approval Status Mangi Dam Project is included in Federal PSDP with

50:50 sharing basis. The Project is approved by

ECNEC on 08th March 2016, an amount of Rs.1500.00

million has already been released by the Federal

Government, whereas; Rs.650.00 million is current year

allocation in Federal PSDP.

Time of Completion 36 months 11

Objectives. i. Providing about 8.1 MGD for augmenting the

existing under stress water requirements of Quetta

Town.

ii. Shifting the existing trend of extracting underground

water by means of tube wells to more sustainable

option of constructing the surface water storage

reservoirs.

iii. Providing un-interrupted drinking water supplies to

the inhabitants of Quetta Town by means of

Construction of water Tanks in Quetta Valley.

iv. Uplifting the livelihood of inhabitants by providing

employment and business opportunities during

construction phase of the project.

v. Mitigating the impacts of floods D/S of proposed

Dam site.

Present Status a) Expression of Interest (EOI) for shortlisting of country

leading well reputed consulting firms has been

completed.

b) The Request for Proposal (RFP) documents have been

provided to the shortlisted consulting firms in order to

obtain technical & financial proposals (Last date 09th

June, 2016)

Contract Agreement

with FWO

• The Mangi Dam project was originally part of QWSEIP,

but later on excluded from the scope of project and

included in Federal PSDP as an independent project.

• Initially an agreement dated 03-3-2006 for survey

investigation and designing of Mangi & Halak Dam was

signed with FWO for a cost of Rs.48.88 million. FWO has

completed the assigned task & payment of Rs.49.93

million has been made to FWO.

• Another agreement for construction of Mangi Dam and

Conveyance System was made with FWO through

“Direct Contracting” against contracted price of Rs.4.825

billion on 19-7-2007.

• The same could not attain maturity & finally the Mangi

Dam project was excluded from scope of QWSEIP

project & included as on independent project in Federal

PSDP.

• Balochistan Public Procurement Regularity Authority

(BPPRA) rules have now been implemented in

Balochistan w.e.f 15-12-2014.

• To decide fate of agreement signed with FWO, legal

advice from Law & Parliamentary Affairs Department

was sought.

• The Law & Parliamentary Affairs Department concluded

that the contract agreement of June 2007 is not advisable

in light of judgments of the Hon’ble Supreme Court and

enforcement of BPPRA rules.

Way Forward Award of Civil Works

In order to expedite pace of progress of project and to save

time, the process of pre-qualification of Civil Contractors as

per Balochistan Public Procurement Rules 2014 needs to be

initiated. Some of the country leading civil works contractors

are:

• Frontier Works Organization (FWO)

• National Logistic Cell (NLC)

• Descon International Pvt Ltd

o Meerani Dam Project awarded (Rs.6.0 Billion)

• Zahir Khan & Brothers (ZKB)

o Shadi Kaur Dam Project (Rs.7.0 Billion)

o Basol Dam Project (Rs.9.6 Billion)

• Sadullah Khan & Brothers (SKB)

o Sabakzai Dam Project (Rs.2.0 Billion)

o Construction of Six Dispersal structures on Nari

River (4.5 Billion)

• Noor ul Haq & Brothers

o Sawar Kaur Dam Project (1.00 billion)

o Water Conveyance System of Shadi Kaur Dam

Project. (2.50 billion)

o Water Conveyance System of Basol Dam Project.

(3.50 billion)

Conclusion. The Reputed firms such as; FWO, NLC & other major

construction companies will be facilitated & encouraged to

participate in the bidding process
