€1.5Million Drugs Seized The scourge of drug abuse in the greater Ballymun and adjoining area is rapidly being wiped out as local Gardai and National Garda Units over the past four months, cracked down on illegal drug dealing and seized €1.5m in deadly drugs including lethal firearms.

A colossal €1million worth of cannabis was discovered in Santry Avenue by the Gardai of the H District (Santry, Whitehall and Ballymun), assisted by other National Units, and the remaining half million mixed bag of drugs in Ballymun area.

These included different type of drugs, which was made up of, heroin cocaine and ecstasy being seized in different parts of

Ballymun and also a lethal firearm.

Having seized the massive €1.5 million worth of cocaine, ecstasy, heroin and cannabis in these areas since Christmas, Gardai are crashing down hard in the fight against the dealers in death.

"There's been some great work done in Ballymun since the start of the year, both by the drugs unit and

Now its time to clean out those old unused medicines hidden away, which may not have been used for a long period and may be out of date.

They can be dangerous to children and need to be disposed of in a professional manner.

Sgt Halpin is also convinced that the major finds highlight a massive change in the community's approach to drug dealing:

"There certainly have been big

changes. We've gone on from peo­ple marching on the streets protest­ing about drugs to having paid pro­fessionals working against drugs and having the likes of the Ballymun Local Drugs Task Force. We work in tandem with Ballymun drugs task force and other groups in the area.

“We naturally also work with the local community and community representatives in the different areas, and a lot of our information comes from within the community. We couldn't function without that information.

“It's about people on the ground being concerned that drugs are being made available in their area. It's not a tip-off it's just local con­

cerns. There's no doubt that Ballymun is not the Ballymun that we knew of years ago."

However, Sgt Halpin advised the public that drugs is still seen by some young people as a popular thing to do.

"That's why we go into local schools to give presentations. We get good reaction from the schools and I think young people like to see us coming in and explain to them about drugs. “Teachers are far more aware now about drugs and the implications of it in society.

We're sending out a message to the community that there is work being done and that if young people are

prepared to take the risk of holding drugs for other people, they're going to get caught and they will suffer the consequences, and more than likely end up serving a prison sentence.”

"Joe has been an Assistant Superintendent here for the last five years, and he certainly deserves his promotion. He's a kind of people-person, someone who understands what people are going through and sees the human side of things. "That's is the Ballymun Gardai approach. We have an excellent relationship with the community here and we always endeavour to do our best to help,” said Inspector Heller.

Axis Ballymun went Hollywood style last week as film actor Clark Middleton from American box office recent success Sin City joined President Mary MacAleese in paying tribute to Ballymun as the President launched axis Spring Programme 2005 and ‘axis all areas’. in the 200 seat axis theatre.

Axis all areas is a special pro-gramme, which provides opportu­nities for professional and commu­nity artists to get involved in the arts in Ballymun.

Clark Middleton, of Kill Bill 2 and Sin City, who is an Arthritis suffer­er, launched the axis’ Arts and Disability programme, which high­lights and gives a special place at axis to the work being done in the area of the ‘exceptional arts’.

President MacAleese was warmly welcomed by The Ballymun Gospel Choir, Axis Art Centre Director Ray Yeates, Ciaran Murray, BRL. She and also met with representatives of the local community and arts groups con­nected with the arts in axis pupils from St. Michaels House, and vis­ited the newly installed axis recording studio.

Aslan’s Tony McGuinness, speak­ing exclusively to the Ballymun Concrete News about the colourful Poster competition and other events Aslan attended in Ballymun said, “Its brilliant, any time we’ve came up and done anything for Ballymun, it’s always been a great buzz. and when I saw the pictures it just reminds you of the thirty years ye spent here, it’s an awful lot to take in.

“To see the kids getting the type of

education they’re getting nowadays is great. I think the drug awareness is the most important thing now in Ballymun.

“If they’re educated through recre­ational things or educational they’re’ always going to benefit. Things like this event, people will walk away from doing that and they’ll be really proud.. Something as simple as this can spark off a future for them,” said Tony.

“I’m from Shangan Avenue, I was in there yesterday having a look there’s only two flats left. Couple of bits of graffiti left outside my flat with my name on it, it wasn’t me and I won’t do it again,” Tony joked.

He also commented about the new changes in Ballymun, “I think it’s absolutely brilliant it’s coming on leaps and bounds, “ he said.

Construction Set to Begin on

Ballymun’s

€300 Million Shopping Facelift

Ballymun’s future shopping dream is set to become a reality, with construction set to begin on the €300 million Ballymun Town Centre in June. The centre will be built in a number of phases and will be fully complete within three years.

The new facility will replace the current 40-year old Centre and is part of the overall Ballymun Regeneration Plan. It has been designed to become a focal point for the local community, while dramatically enhancing the range of services currently available to residents. It will include:

- increased shopping choices with over 80 units from the 36 currently available - flagship supermarket and department store units - top brand-name shopping - 9 screen multiplex cinema - improved dining in restaurants, pubs and foodcourt - leisureplex facilities including bowling

Car parking will also be dramatically improved with 2,000 spaces available in multi-storey and basement facilities compared with the 200 spaces currently available on the surface.

“We are incredibly excited about starting construction on the new Centre. This will allow Ballymun residents access to the services they deserve and not before time”, said Murray Adair, Senior Development Manager with Treasury Holdings, the owners of the shopping centre. “Much is changing in Ballymun at present and we are making sure the shopping centre moves with the times to put the Ballymun area firmly on the map once and for all”.

It’s not all just about shopping however, and the new Town Centre will include important com­munity facilities like a new Municipal Library, creche facilities, medical centre and offices for local professional firms. There are also plans for 550 residential units within the new centre.

Though the Centre will take three years to construct, services to residents will be maintained throughout. In fact, the first phase of construction will see new permanent homes built for many of the local vital services including chemist, takeaway, restaurant, betting office, butch­ers, hairdressers, taxi office, bank, newsagent and video stores. This block will also house some of the Local Authority Services including Ballymun Housing Task Force and a variety of Training and Care services.

The first phase - Phase 1A, of a €300million shopping center for Ballymun, will begin this June with the building of a num­ber of units on Silloge Road facing Supervalu.

Murray Adair of Treasury Holdings new owners of the shop­ping centre, made a presentation of their plans for the new centre to the Dublin North West Area Committee last week, which received approval from the com­mittee.

Speaking to the Ballymun Concrete News Murray Adair said, “Treasury are very excited to get underway with this flagship

It is expected that over 1,000 jobs will go to local people during con­struction and on completion. John Sisk is contracted to carry out the major building of the new centre.

It was also revealed that Tesco, will be one of two major anchor stores in the new shopping centre when it is completed in three years. Phase 1A of the building is expected to be

According to Treasury, no date has been given for the demolishment of the Ballymun shopping centre, but it is believed to be around Jan/Feb of 2006.

Debby Helm says a final farewell to her husband Bill at the site where he was tragically killed on February 19th while working at Sean McDermott Tower weeks before the fifteen storey high riseGoodbye Bill tower block was imploded. Mother of six children Debby travelled from her home in Liverpool to say goodbye to her husband at the spot where the accident took place.

Ballymun Gardai escorted Debby and her close friend Susan McCluskie, to the demolished site to lay the flow­ers and other floral and card messages from family and friends near the spot where the accident occurred. Site Engineer Michael Hessnan pro­vided a safe area on the site to lay the tributes.

Debby said she wanted to thank the Ballymun community for their kindness to her and in contributing to the costs of the removal of Bills remains to his home in Liverpool.

“They done a collection and everything. Thank you for everything they’ve done, they’ve been fantastic and all the people in the pubs, they’ve been so nice. They made us feel

so welcome,” said Debby.

Bill Helm was well known to his colleagues both in Dublin and Liverpool for his Elvis impersonations (Known as Billy Elvis) and singing talent. While working in Dublin he performed also in the Cat & Cage Dorset St.

“We were in there last night and all the locals were talking about him saying he got up singing, he had his work clothes on and when he was dancing the dust was flying off him,” said Debby.

Bill leaves behind from his marriage to Debby six children, Megan, Tiffany, Nikita, Garron,

Ashyer and Ebony aged between eight and 18 years. Bill also leaves five other chil­dren from previous marriages in total 11 children.

Debby who knows nothing about how the tragedy occurred and said she needs to know some answers for her own peace of mind.

Planning Permission

When making plans so its probably good to look at planning permission, which is usually needed if you are going to start building.

Building invariably costs money and to spend wisely its best in the first instance to spend the extra Euro and employ an architect after all they are the experts rather than having to get them to rescue the job at a later stage.

Also before investing, Local Authorities are happy to discuss with people what they have in mind so that you are not wasting your time and money planning a structure that is not going to get permission!

Permission

To get planning permission, there are application forms to be com­pleted and helpful explanatory leaflets to be gone through.A fee to be paid currently 65 Euro for a house. Six copies of plans and maps to be submitted and copies of the public notices on the site and from the newspaper.

There is an Outline Permission you could get at the preliminary stage if you want the authority to indicate their position without committing

themselves and before lumbering you with the cost of detailed plans

Commenting on planning application

If you want to comment on some­one else’s planning application you have five weeks to do so after the planning authority has received it and on payment of the fee.

Documentation in relation to the application can be inspected in the planning authority’s office.

Though objections can only be con­sidered which relate to proper plan­ning and sustainable development.

Appeal to An Bord Pleanala

If you are refused permission, you have 4 weeks to appeal to An Bord Pleanala. Likewise objectors, who commented on the original planning application, have 4 weeks to appeal if permission is granted.

Judicial Review

It is not an appeal, but the expensive remedy of judicial review allows you to seek to review the manner in which the decision was made in the

High Court. However be sure and take legal advice before you do.

Building Regulations

In addition to planning permission, it is also necessary to comply with the Building Regulations, which are the legal requirements for the design and construction of new buildings, extensions and some building alter­ations/changes.

Planning Tribunal

Hopefully exercising due care and attention and taking the appropriate expert advice you will not end up being summoned to the Mahon (for­merly Flood) Tribunal investigating certain planning matters since 1997!

Sinn Fein MEP Mary Lou McDonald paid a recent visit to Ballymun where she met with various groups in the area including a visit to axis and the Ballymun Partnership offices.

Mary Lou was accompanied by Sinn Fein councillors Ray Corcoran and Dessie Ellis.

As the MEP was under pressure for time, she only had moments to comment to the Ballymun Concrete News about childcare, the new Ballymun and community working together. She also said, that this is a time of big opportunities and big challenges for Ballymun with the regeneration open­ing up a new chapter in the life of this community.

“There’s a huge amount of really fantastic work being done in the community, but there are still issues, that we need to tackle.

“I think we have to increase the levels of funding and groups have to start to work together to look to the bigger picture.”

“In Ireland at a government level, she said, we still haven’t got our thinking straight in terms of childhood development and care for our children particularly pre school children.”

giving people more choices in the ICT job seekers area. Choices is specifically designed to facilitate the guidance, assess­ment and development needs of disadvantaged job seekers in the area of ICT.

CHOICES is a pilot project fund­ed by the European Union Community Programme Leonardo da Vinci. The aim of the project is to pioneer the devel­opment of a new Assessment Centre/battery of assessment tools specifically for disadvan­taged job seekers wishing to access ICT training opportunities. The CHOICES products will enable the individual to recognise their own potential and to access services relevant to their career progression.

The Leonardo da Vinci pro-gramme uses a transitional approach to the development of pilot projects.

The CHOICES Partnership con­sisted of Ballymun Job Centre (co-ordinating partner), FIT Ltd. (Dublin), The County of Dublin Vocational Education Committee, Belfast Unemployed Resource Centre (Belfast), p.Metrics (UK), Fundacion Tomillo (Spain) and SCAS (Bulgaria).

Ballymun Job Centre was estab­lished in 1986 and is a successful and respected community based organisation, which responds to the needs of job-seekers and changers in the Ballymun area. Since its establishment, over 10,000 people have registered with the Ballymun Job Centre and in this year alone 549 clients have been placed into employ­ment.

Other speakers at the launch include John McCarthy (Director, International Centre for Career Development and Public Policy, Brussels), Dr Pat Nolan (Chair of the Board of Management for Ballymun Job Centre) and Peter Davit (CEO, FIT Ltd.).
