Statement of Commitment

Consistent with the Baldwin County Board of Education’s commitment to school safety, and in order to make every effort to ensure the safety of our students and all school employees and volunteers, Baldwin County High School has developed the following comprehensive crisis management plan. We have encouraged the involvement of many different local and state agencies to provide their expertise in the construction of this plan. We at Baldwin County High School will constantly review and revise our plan as needed for the continued safety of our students in our ever-changing environment.

Emergency and First Aid Supplies

Emergency and first aid supplies are necessary when a disaster of any nature occurs. Baldwin County High School has its own supplies, which are kept in the nurse’s office (corner office of library). These items are inventoried on a routine basis.

Baldwin County High Staff Skills & Inventory

During any disaster situation, it is important to be able to draw from all available resources. The special skills, training, and capabilities of the staff will play a vital role in their ability to cope with the effects of any disaster incident, and they will be of paramount importance during and after a major or catastrophic disaster.

In the Spring of 2014 a survey will be given to pinpoint those staff members with equipment and needed special skills. The information gathered from the survey will be added to this plan.

Maps

Maps of our campus are included in our plan. Baldwin County High School is a large campus with outer buildings to house our athletic departments. We are providing maps for general purposes, such as room numbers, as well as detailed maps that will show the precise location of fire extinguishers, water and electrical shut off valves and emergency exits. These maps should be reviewed by the faculty and staff on a routine basis to keep current of such locations. Our most important map is our evacuation map. This map is to be displayed in each classroom, office, hallway, and common area. Teachers will make sure their students understand the evacuation route from their room’s location. An aerial map of our building and grounds is included as well for use in unforeseen situations.

COMMAND SECTION: INCIDENT COMMANDER

Responsibilities: The Incident Commander is solely responsible for emergency/disaster operations and shall remain at the Command Post to observe and direct all operations.

Ensure the safety of students, staff, and others on campus. Lead by example: your behavior sets tone for staff and students.

Start-up Actions: Obtain your personal safety equipment (i.e., hard hat, vest, clipboard with job description sheet).

Assess the type and scope of emergency.

Determine the threat to human life and structures.

Implement the emergency plan and hazard-specific procedures.

Develop and communicate an incident action plan with objectives and a timeframe to meet those objectives.

Activate functions and assign positions as needed.

Fill in the Incident Assignments form.

Appoint a backup or alternate Incident Commander (as described in the emergency plan).

Ongoing OperationalDuties:

Continue to monitor and assess the total school situation: View the site map periodically for search and rescue progress and

damage assessment information. Check with chiefs for periodic updates. Reassign personnel as needed.

Report (through Communications) to the school district on the status of students, staff, and facility as needed (Site Status Report).

Develop and communicate revised incident action plans as needed.

Begin student release when appropriate.

NOTE: No student should be released until student accounting is complete. Never send students home before the end of the regular school day unless directed by the superintendent, except at the request of parent/guardian.

Authorize the release of information.

Utilize your backup; plan and take regular breaks (5-10 minutes per hour). During break periods, relocate away from the Command Post.

Plan regular breaks for all staff and volunteers. Take care of your caregivers!

Release teachers as appropriate and per district guidelines. (By law, during a disaster, teachers become disaster workers.)

Closing Down: Authorize deactivation of sections, branches, or units when they are no longer required.

At the direction of the superintendent, deactivate the entire emergency response. If the fire department or other outside agency calls an “all clear,” contact the district before taking any further action.

Ensure that any open actions not yet completed will be taken care of after deactivation.

Ensure the return of all equipment and reusable supplies to Logistics.

Close out all logs. Ensure that all logs, reports, and other relevant documents are completed and provided to the Documentation Unit.

Announce the termination of the emergency and proceed with recovery operations if necessary.

COMMAND SECTION: SAFETY OFFICER

Responsibilities: The Safety Officer ensures that all activities are conducted in as safe a manner as possible under the existing circumstances.

Start-Up Actions: Check in with the Incident Commander for a situation briefing.

Obtain necessary equipment and supplies from Logistics.

Put on a position identifier, such as a vest, if available.

Open and maintain a position log. Maintain all required records and documentation to support the history of the emergency or disaster. Document: Messages received. Action taken. Decision justification and documentation. Requests filled.

Operational Duties: Monitor drills, exercises, and emergency response activities for safety.

Identify and mitigate safety hazards and situations.

Stop or modify all unsafe operations.

Ensure that responders use appropriate safety equipment.

Think ahead and anticipate situations and problems before they occur.

Anticipate situation changes, such as cascading events, in all planning.

Keep the Incident Commander advised of your status and activity and on any problem areas that now need or will require solutions.

Closing Down: When authorized by the Incident Commander, deactivate the unit and close out all logs. Provide logs and other relevant documents to the Documentation Unit.

COMMAND SECTION: PUBLIC INFORMATION OFFICER (PIO)

Personnel: Available staff with assistance from available volunteers

Policy: The public has the right and need to know important information related to an emergency/disaster at the school site as soon as it is available.

The PIO acts as the official spokesperson for the school site in an emergency situation. If a school district PIO is available, he/she will be the official spokesperson. A school site-based PIO should be used only if the media is on campus and the district PIO is not available.

News media can play a key role in assisting the school in getting emergency/disaster-related information to the public (parents).

Information released must be consistent, accurate, and timely.

Start-Up Actions: Determine a possible “news center” site as a media reception area (located away from the Command Post and students). Get approval from the Incident Commander.

Identify yourself as the PIO (by vest, visor, sign, etc.)

Consult with the district PIO to coordinate information release.

Assess the situation and obtain a statement from the Incident Commander. Tape-record it if possible.

Advise arriving media that the site is preparing a press release and the approximate time of its issue.

Open and maintain a position log of your actions and all communications. If possible, tape media briefings. Keep all documentation to support the history of the event.

Operational Duties:

Keep up to date on the situation.

Statements must be approved by the Incident Commander and should reflect: Reassurance (EGBOK— “Everything’s going to be OK.”) Incident or disaster cause and time of origin. Size and scope of the incident. Current situation—condition of school site, evacuation

progress, care being given, injuries, student release location, etc. Do not release any names.

Resources in use. Best routes to the school, if known and if appropriate. Any information the school wishes to be released to the public.

COMMAND SECTION: PUBLIC INFORMATION OFFICER (PIO)

Operational Duties(Continued):

Read statements if possible.

When answering questions, be complete and truthful, always considering confidentiality and emotional impact. Avoid speculation, bluffing, lying, talking “off the record,” arguing, etc. Avoid using the phrase “no comment.”

Remind school staff and volunteers to refer all questions from the media or waiting parents to the PIO.

Update information periodically with the Incident Commander.

Ensure that announcements and other information are translated into other languages as needed.

Monitor news broadcasts about the incident. Correct any misinformation heard.

Closing Down: At the Incident Commander’s direction, release PIO staff when they are no longer needed. Direct staff members to sign out through Timekeeping.

Return equipment and reusable supplies to Logistics.

Close out all logs. Provide logs and other relevant documents to the Documentation Unit.

COMMAND SECTION: LIAISON OFFICER

Responsibilities: The Liaison Officer serves as the point of contact for agency representatives from assisting organizations and agencies outside the school district and assists in coordinating the efforts of these outside agencies by ensuring the proper flow of information.

Start-Up Actions: Check in with the Incident Commander for a situation briefing.

Determine your personal operating location and set it up as necessary.

Obtain the necessary equipment and supplies from Logistics.

Put on a position identifier, such as a vest, if available.

Open and maintain a position log. Maintain all required records and documentation to support the history of the emergency or disaster.

Operational Duties: Brief agency representatives on the current situation, priorities, and incident action plan.

Ensure coordination of efforts by keeping the Incident Commander informed of agencies’ action plans.

Provide periodic update briefings to agency representatives as necessary.

Closing Down: At the Incident Commander’s direction, deactivate the Liaison Officer position and release staff no longer needed. Direct staff members to sign out through Timekeeping.

Return equipment and reusable supplies to Logistics.

Close out all logs. Provide logs and other relevant documents to the Documentation Unit.

Equipment/Supplies: Vest or position identifier, if available.

Two-way radio if available.

As staff members are assigned, brief them on the situation, and supervise their activities, using the position checklists.

If additional supplies or staff are needed for the Operations Section, notify Logistics. When additional staff arrive, brief them on the situation, and assign them as needed.

Coordinate search and rescue operations if it is safe to do so. Appoint an S&R Team Leader to direct operations if necessary.

As information is received from operations staff, pass it on to situation analysis and/or the Incident Commander.

Inform the Planning Section Chief of operations tasks and priorities.

Make sure that operations staff are following standard procedures, using appropriate safety gear, and documenting their activities.

Schedule breaks and reassign staff within the section as needed.Closing Down: At the Incident Commander’s direction, release Operations staff no

longer needed. Direct staff members to sign out through Timekeeping.

Return equipment and reusable supplies to Logistics.

When authorized by the Incident Commander, deactivate the section and close out all logs. Provide logs and other relevant documents to the Documentation Unit.

OPERATIONS SECTION: SITE FACILITY CHECK/SECURITY

Personnel: Staff as assigned. Work in pairs.Responsibilities: Take no action that places you in danger.Start Up Actions: Wear hardhat and orange identification vest if available.

Take appropriate tools, job description clipboard, and radio.

Put batteries in flashlight if necessary.Operational Duties: As you complete the following tasks, observe the campus and report any

damage by radio to the Command Post.

Remember: If you are not acknowledged, you have not been heard. Repeat your transmission, being aware of other simultaneous transmissions.

Lock gates and major external doors.

Locate, control, and extinguish small fires as necessary.

Set up a first-aid area in a safe place (upwind from the emergency area if the emergency involves smoke or hazardous materials), away from students and parents, with access to emergency vehicles. Obtain equipment and supplies from the storage area.

Assess available inventory of supplies and equipment.

Review safety procedures and assignments with personnel.

Establish a point of entry (“triage”) into the treatment area.

Establish “immediate” and “delayed” treatment areas.

Set up a separate psychological first aid area if staff levels are sufficient.

As soon as possible, notify the Operations Section Chief, who will notify the Incident Commander, who will attempt to notify law enforcement authorities of the location and, if known, the identity of the body. Law enforcement personnel will notify the Coroner.

Keep accurate records and make them available to law enforcement and/or the Coroner when requested.

Write the following information on two tags: Date and time found. Exact location where found. Name of decedent if known. If identified—how, when, by whom. Name of person filling out tag.

Attach one tag to body.

If the Coroner’s Office will not be able to pick up the body soon, place the body in a plastic bag and tape securely to prevent unwrapping. Securely attach the second tag to the outside of the bag. Move the body to the morgue.

Place any additional personal belongings found in a separate container and label as above. Do not attach to the body—store separately near the body.

Procedures: The requesting adult fills out a Student Release Form, gives it to a staff member, and shows identification.

The staff member verifies the identification, pulls the Emergency Card from the file, and verifies that the requester is listed on the card.

The staff member instructs the requester to proceed to the Release Gate.

If there are two copies of the Emergency Cards (one at each gate), staff files the Emergency Card in the out box. If there is only one copy, a runner takes the card with the Student Release Form, and staff files a blank card with the student’s name on it in the out box.

The runner takes the form(s) to the designated classroom.

Note: If a parent refuses to wait in line, don’t argue. Note the time with appropriate comments on the Emergency Card and place it in the out box.

If the student is with the class:

Runner shows the Student Release Form to the teacher.

The teacher marks the box, “Sent with Runner.”

If appropriate, the teacher sends the parent copy of the First Aid Form with the runner.

The runner walks the student(s) to the Release Gate.

The runner hands the paperwork to release personnel.

Release staff matches the student to the requester, verify proof of identification, ask the requester to fill out and sign the lower portion of Student Release Form, and release the student. Parents are given the Notice of First-Aid Care Given, if applicable.

If the student is not with the class:

The teacher makes the appropriate notation on the Student Release Form: “Absent” if the student was never in school that day. “First Aid” if the student is in the Medical Treatment area. “Missing” if the student was in school but now cannot be located.

The runner takes Student Release Form to the Command Post.

The Command Post verifies the student’s location if known and directs the runner accordingly.

Responsibilities: This unit is responsible for coordinating the assignment of personnel (staff, students, disaster volunteers) in support of the incident.

Start-Up Actions: Check in with the Logistics Section Chief for a situation briefing.

Open three logs to list staff, volunteers, and students who are awaiting assignment.

Operational Duties: Deploy personnel as requested by the Incident Commander.

Closing Down: Ask volunteers to sign out.

Responsibilities: This unit is responsible for establishing, coordinating, and directing verbal and written communications within the school disaster site and with the school district. If the school district cannot be contacted, communications may be made with outside agencies when necessary.

Personnel: A school staff member with a campus two-way radio, supported by student or disaster volunteer runners, and

A disaster volunteer who is a qualified amateur radio operator.Start-Up Actions: Set up the Communications station in a quiet location with access to the

Command Post.

Turn on radios and advise the Command Post when ready to accept traffic.

Operational Duties: Communicate with the district EOC per district procedure. At the direction of the Incident Commander, report the status of students, staff, and campus using the Site Status Report form.

Receive and write down all communications from the district EOC.

Use runners to deliver messages to the Incident Commander with copies to the Planning Section Chief.

STUDENT CARE: TEACHER RESPONSIBILITIES

Personnel: All teachers and substitute teachers

Responsibilities: General:

Assess the situation and remain calm.

If the ground is shaking or wind is blowing to the point that glass breakage or other damage to the school poses a risk to students, lead “drop, cover, and hold.”

Calm, direct, and give aid to students. Assist seriously injured students if possible.

Lockdown or Shelter in Place:

If gunfire or explosions are heard, get everyone to lie flat on the floor.

If shelter in place is activated, follow procedures as described in your school’s plan. (Note: These procedures should be in your classroom “Go Kit” as well.)

Evacuation:

Check with your buddy teacher and assist as necessary.

Take classroom Go Kit, emergency cards, and roll book.

Evacuate to emergency assembly area: Check with your buddy teacher and assist or, if necessary,

evacuate both classes together. Use the safest route; stay alert for hazards; move quickly and

quietly. Close the classroom door, but leave it unlocked for search and

rescue access.

Assembly Area:

Instruct the students to sit on the grass or blacktop.

Take attendance and complete a Student Accounting Form.

One of each pair of buddy teachers must take the accounting forms to documentation and reports (at the Command Post).

Analysis of Identified Hazards

The Alabama State Department of Education requires every school to conduct a survey to identify hazards around the school that may present some form of danger to all employees and students of the school and to assess the amount of risk involved with each one. A survey will be conducted in the summer of 2014 to identify these hazards. The results will be listed below. A more thorough analysis will be conducted before the end of 2015, which will include input from the school’s safety planning committee.

School Building:Classrooms or offices contain multiple space heaters, refrigerators and other appliances. This poses a potential fire hazard.

Outer doors in back of building have to remain unlocked during day to help with student traffic flow. This poses a security risk.

Parking Lot:

Faculty parking spaces are not identified by a numbering system.

Signs/Directions to Safety Areas:New building evacuations signs should posted in halls and in common areas.

Hall Passes:Teachers need to ensure that all students that are released from class have an appropriate pass stating to and from locations as well as date and times the student left the classroom.

Security:No training has been received by faculty and staff on crime scene preservation.

Classroom:Numerous freestanding cabinets and bookshelves.

Crisis Management

Unanticipated tragic events can quickly escalate into a school-wide catastrophe if not dealt with immediately and effectively. The exact nature of such tragic events varies. Knowing what to do when a crisis occurs can minimize the chaos, rumors, and the impact of the event on students and community. When a disaster strikes, teachers and school staff members are torn between the need to deal with student reactions at the time they are coping with their own reactions. This time often proves to be a time when they are least prepared to think quickly. With some advanced planning, this process can be much smoother than when tragedy takes a school by surprise and no pre-formulated plan is in effect.The following are procedures for specific emergencies or situations that might occur on or around campus. These procedures should be reviewed by the faculty and staff on a routine basis to make sure they are prepared for any emergency.

Baldwin County High - Evacuation Procedures

An auditory alarm will sound or directions will be made via intercom system, which will be the indication to evacuate the building. The evacuation order COULD BE, NOT ALWAYS is given for such emergencies as fire, gas leak, explosion in the building, bomb threat, etc.

Procedures:

1. Calmly line students up at the door.2. Take your class roster/roll book.3. Unlock doors when you leave the room.4. Walk quickly and quietly to the exit designated for your

room. If it is blocked proceed immediately to the nearest safe exit.

5. Upon arriving at your designated area, line students up and call roll, reminding them to remain calm and quiet.

6. Report any missing or extra students to administration ASAP using form provided.

7. If students become fatigued have students sit quietly.8. Use good judgment throughout the procedure.

The evacuation map should be posted near the exit of each classroom at eye level. The route should be highlighted on the map for ease of use.

It is the responsibility of each classroom teacher to go over these procedures and their evacuation route with each of their classes.

Evacuation During Lunch/Break

If an evacuation order is given while students are at lunch, the teachers on duty will move the students to the assembly area in the north side of the school.

If an evacuation order is given while the students are at break, teachers on duty will move students to the assembly area in the north or west of the school. Since students are in multiple areas during break teachers on duty will work together to move students to appropriate assembly areas.

Responsibilities During Evacuations

AdministratorsAll administrators are assigned to one of four assembly areas. Communication through two-way radios will be used to indicate that the building has been evacuated.

CounselorsAll counselors are assigned to one of four assembly areas. Mrs. Ford will report to the assembly area in front of the school. Mrs. Blascheck will report to the assembly area by the student parking lot. Mrs. Lindsey will report to the rear of the school. Mr. Casalaro will report to the field east of the softball complex. Counselors will be responsible for taking up the forms teachers use to report missing or extra students. These forms should then be given to an administrator.

Building SecurityAfter an evacuation order has been given Mr. Wigstrom, Mr. Cox and the Building and Grounds Supervisor will enter the building, if safe, to check for security issues or students left behind.

Medical NeedsIn the event of an evacuation of the building the school nurse will bring with her a medical/trauma kit as well as an AED. Any coach that has access to a first aid kit will bring it with them during an evacuation.

Baldwin County High - Severe Weather Procedures

In the event of inclement weather (tornado warning, severe thunderstorm warning, wind advisory, etc.) an announcement will be made using the intercom system or by bullhorn.

Procedures:

1. Calmly move students to the assigned area for your classroom. Make sure that you take a copy of your class roster with you.

2. Instruct students to sit facing the wall with their knees up and their head down.

3. Quietly take roll and report any discrepancies to the administration.

4. Remind students to remain quiet and calm so instructions can be heard.

It is the responsibility of each teacher to go over and rehearse these procedures with their classes.

A copy of these procedures should be posted near the exit of each classroom.

Classrooms 326, 232, 319 will shelter in hall between 323 and 322.

Classrooms 301, 302, 303 will shelter in the hall between the 304 hall and the library.

Classrooms 314, 315, 309, and 308 will shelter in 315 hallway.

Students in Library will shelter in the conference rooms in both corners of the library.

Office Staff and student workers are to proceed to the Library conference rooms.

Classrooms 205 and 210 will shelter in 206 hallway

Classrooms 219, 220, and 221 will shelter in hallway.

Classrooms 214, 217, and 221 will shelter in 215 hallway.

Room 515 and both boys and girls locker rooms will shelter in the hallway between gym and 515

Students in cafeteria will shelter in Kitchen.

Both field houses should shelter their students in the shower rooms.

In the event a lockdown of the campus is necessary an announcement will be made on the intercom as “Teachers go into lockdown immediately!” There will be no secret code. An administrator will also give the same announcement over the two-way radio and/or bullhorn. A lockdown warning will be issued for such emergencies as an intruder on campus, riot, shooting, sexual assault, hostage situation, or for any situation the administration deems appropriate.

Procedures:

1. Instruct students that when they hear a lockdown warning they are to quickly proceed to the closest classroom available. Emphasize they are not to remain in restrooms, hallways, or closets unless they are accompanied by an adult.

2. Teachers will go to their door and instruct any student nearby to come in the class immediately.

3. Teachers will close and lock their doors and instruct their students to sit on the floor away from windows or doors.

4. Teachers will cover windows or close blinds so that students may not be seen.

5. Teachers will turn off their lights and call roll listing any discrepancies.

6. Remind student to remain calm and quiet so that they can hear instructions.

7. Teachers will not answer the door if it is knocked on for any reason.

8. Teachers will call the office only if emergency assistance is needed and use good judgment.

A lockdown takes precedent over an evacuation/fire order unless immediate danger is present.

It is the responsibility of the teacher to go over and rehearse these procedures with their classes.

Students inside gym should move into locker rooms.

Break Area:

Teachers on duty will instruct all students outside at break to proceed into the building and into the locker rooms. If an imminent danger clearly exists for this location then they will proceed to the cafeteria and shelter in the kitchen.

Once all students are in a secure location then regular lockdown procedures should be followed.

Cafeteria:

Teachers on duty, along with cafeteria manager and staff, will direct all students into the kitchen area of the cafeteria.

The cafeteria manager will lock all exits from the cafeteria.

Once all students are in a secure location regular lockdown procedures should be followed.

Library:

Librarians and teachers will move students into the back door of the conference room. Overfill will be taken into media closet with an adult.

To ensure the optimum safety for all students and personnel, the following procedures are to be followed relative to doors in our school

Baldwin County High - Emergency Evacuation Off-Campus

In the event of an emergency requiring police or other officials to secure the grounds and restrict public access to the campus, students will commute to an off-campus site for check-out and dismissal.

Procedures:

1. The principal will make the decision to proceed with an off-campus evacuation and choose which site. The principal will then use the rapid notification system to alert parents.

2. Evacuation plans will be announced via intercom.3. Students will leave the building according to the

instructions given pertaining to the specific emergency.4. Police will direct all traffic away from the school and to the

designated check-out location.5. Parent/Guardians will be given a location to wait for their

child to be brought to them. The will sign their child out to be released.

6. The involvement of the local police department is a necessity at this time.

Off-Campus Evacuation Sites:1st Choice – Students will be transported by bus to Bay Minette Middle School and held in the gym for dismissal.

2nd Choice – Students will be transported by bus to 1st Baptist Church and held there for dismissal. Contact –

Upon given the notification that an off-campus evacuation will take place the superintendent’s office, local authorities, and the transportation supervisor will be contacted.

The assistant principal in charge of transportation will coordinate with faculty and staff members that hold a CDL license with bus certification to assist in the transportation of students to the chosen off-campus location.

determine the conditions for emergency/early dismissal. The principal will then use the rapid notification system to alert parents.

2. An announcement will be made via intercom to clear the halls immediately and to hold all students in class (or report to their designated class) for dismissal.

3. Each teacher should take roll and should report any missing students or irregularities to the office immediately.

4. It will be the decision of the transportation supervisor if buses will be able to transport students home.

Baldwin County High - Bomb Threat Procedures

If a bomb threat is made against our building/grounds, it will be the principal’s decision whether or not to evacuate the building. If an order to evacuate the building is given the teachers will follow normal evacuation procedures. An evacuation order is not always given in the event of a bomb threat, due to imminent danger outside the building. The Bay Minette Police Department and the superintendent’s office will be notified immediately after a bomb threat has been made.

Bomb and other threats may originate in writing, in person, or on the phone. Below are procedures for each.

Procedures:

If such a threat is made in writing, every effort should be made to handle the document as little as possible so that law enforcement has the opportunity to retrieve any evidence left by the writer.

If the threat is made in person, every effort should be made to remember a description of the person to give to law enforcement.

When taking a call from someone believed to be a suspect in a bomb threat, here are some important things you should ask, listen for, and record:Always let the phone ring twice to activate caller ID.

Baldwin County High - Intruder or Active Aggressor on Campus

In the event of an intruder or active aggressor is confirmed to be on campus, the following procedures should be followed.

Procedures:

1. Avoid confronting the person.2. Move students out of harm’s way.3. Notify the office of the following information – The identity

or description of the person; the person’s location; and type of weapon if one is seen.

4. The office will immediately announce for teachers to implement the lockdown procedure.

5. If directed by the principal, the front office will call 911.6. The administration will begin to determine the level of

threat.7. If it is determined that the threat level is low, the person

will be escorted to the office and the police will be called.8. If the threat level is high, 911 will be called and advise the

police of the high level of threat.9. If safety permits, monitor the person’s position to be able to

inform the police of the location.

Baldwin County High - Shooting on Campus

In the event of a shooting on campus, the first priority will be to protect the students.

1. STAY CALM2. Avoid confronting the person.3. Move students away from the dangerous situation.4. Notify the office with as much information as possible:

The identity or description of the person. The person's location. Type of weapon.

5. Go to “lockdown” and keep the students as quiet and calm as possible.

6. Do not attempt to escape unless the number and location of the gunman is known.

7. When leaving the building, do not touch anything; do not try to retrieve personal belongings. The school is now a CRIME SCENE and should be preserved.

PRESERVING A CRIME SCENE

In the case of shootings, drugs, weapons, etc.

1. Move all students and staff members away from the scene.2. Contact the Buildings and Grounds Manager to tape off the area

and assist in preventing anyone from crossing into the area.3. Do not move anything in the vicinity.4. If safety permits, designate one adult to remain at the crime

scene to be sure that nothing is touched, moved, or removed. If safety is still an issue, all persons should leave the scene.

in this meeting.5. If the student denies having a weapon, he should be asked to empty

all pockets, purse, or any other containers.6. If no weapon is found, the student's locker should be searched.7. A follow-up on the source and foundation of the allegation

should be made.8. If a weapon is found, the administration should turn it over to the

proper authorities and follow Baldwin County Policy.9. The principal or designee should call the Superintendent.

If there is a threat made with a weapon:

1. Remain calm and talk to the student in a calming voice.2. Do not attempt to confiscate the weapon.3. Send a bystander for help and have other adults escort students

to safety. 4. The office will direct that teachers go to lockdown procedure.5. Call 911 for Bay Minette Police and a stand-by ambulance.

In the event of a critical medical emergency or the sudden death of a person on campus the following procedures should be followed.

keeping students and other onlookers as far away from the scene as practical.

Baldwin County High - Death of a Student or Faculty/Staff Member

By far, the worst crisis situation is the death of a student or school employee. When a death occurs, emotional trauma is a natural occurrence by students, faculty, and staff. A death, which occurs on campus, particularly as a result of violence, is admittedly the most extreme case of trauma for family and school community. There is no procedure that fits every scenario; each case requires individual attention. Certainly, there is no prescribed method for dealing with such a tragedy.

The following are suggestions for our school’s response to a death.1. After the initial response, administrators and counselors will

meet immediately to review what has happened. Responding to the psychological needs of both staff and students as soon as possible is the best prevention for the development of posttraumatic stress.

2. Get as much information as possible from the family and ask their permission to share it with the students, faculty, and staff. Ask if they have any objection to students, faculty and staff attending the funeral.

3. Relay the information to the students in a factual way, careful to avoid breaching the student’s or family’s privacy. The principal or counselor might consider moving from room to room to tell the students what has happened. They should tell the truth, allow for ventilation, and affirm any expressions or feelings that the students might have. Students need to be told they can visit the counselor’s office for special assistance if they need to talk.

4. If possible, allow a break after telling the students in order to give them an opportunity to ventilate and express their grief with other students.

5. Upon returning to school, students should be allowed time to discuss their feelings, talk about the deceased, and discuss memories. Give students, faculty and staff information about the funeral and allow them to attend, provided the family has granted permission.

6. Watch for trouble signs among the students. Be prepared to call in extra counselors if necessary.

Baldwin County High - Suicide

The school community should do everything possible to prevent this most tragic form of death. Prevention is part of early detection of the students who appear to be severely troubled. Improvement of each student’s self-esteem is an underlying goal of the educational process. Character building programs and conflict resolution initiatives help improve self-esteem and self-worth.

SUICIDE of a student or faculty member on campus:

If a student has a weapon and threatens suicide:1. Remain calm.2. If no other staff members are present, send a reliable student

for assistance and to inform the administration.3. Have the students removed from the immediate area. 4. Talk calmly to the distraught student.5. Do not approach the student if it causes him to become

agitated.From the office:

1. Announce for teachers to go to lockdown procedure.2. Call 911 for the Bay Minette Police and an ambulance.

Request that no sirens be used. 3. Notify the family of the student.4. Notify the Superintendent.

If the student commits suicide:1. Secure the area. It is now a crime scene.2. Prepare a brief, factual statement for the teachers to read

to their students.3. Prepare an after care center at an off campus site for

students if the school is closed.

SUICIDE of a student or faculty member in the community

close friends to confirm the facts of the situation.

5. Students should hear the facts during first period from their teacher. Rumors and speculation should be minimized.

6. The principal or designee should announce funeral plans.7. Any other pertinent information will be given to the

classroom teachers on an as needed basis.8. Information will be available from the counselors on grief

counseling.

The following are recommendations regarding suicide:1. Don’t dismiss school or overly encourage funeral

attendance during school hours: however, provide information for students, faculty, and staff about arrangements that have been made.

2. Don’t dedicate a memorial to the deceased without checking with the parents and considering the emotional welfare of all students.

3. Don’t have a large assembly.4. Do give facts to students.5. Do emphasize that help is available and that there are

alternatives to suicide.6. Do emphasize prevention.7. Do provide individual and group counseling.8. Do contact the family of the deceased immediately and

offer support of the faculty and staff.

Baldwin County High - Automatic External Defibrillator (AED)

Baldwin County High School has three Automatic External Defibrillators (AEDs) for use during emergencies. The units are located in room 404 which are shown by a locator map in the map section of this plan. Baldwin County School System has developed guidelines for using AEDs.

A specific team has been trained in using these AEDs.

Current AED Team Members

Baldwin County High AED procedures1. If someone is suspected to be unresponsive, immediately

call the office.2. Office personnel will call 911 and alert administration of

emergency and location of unresponsive person.3. Office personnel will contact the two closest AED team

members and direct them to the location of the emergency.4. Office personnel will designate an employee to retrieve the

AED and take it to the emergency scene.5. AED team member will begin CPR and use of AED if needed

until EMS arrives.

The school becomes involved in rape or sexual assault cases only if the occurrence takes place on campus, school sponsored transportation, or school sponsored activity. The following steps should be taken:

1. Notify the principal.2. Upon receiving notification of the incident, the principal or

designee will notify the police, parents, and superintendent.3. If the incident is reported by someone other than the victim,

that individual should be cautioned not to repeat the information elsewhere.

4. Take steps to protect the victim's identity and right to privacy.5. Take action to stop or minimize rumors.6. Store records related to the incident and services in a

confidential file.

If taken hostage, attempt to follow these guidelines:

1. STAY CALM.2. Don't be a hero.3. Follow the instructions of the captor.4. Cooperate; be reassuring if possible; use the captor's name;

don't argue with or antagonize the captor or the other hostages.5. Inform captor of medical or other needs.6. Be prepared to wait; elapsed time is a good sign in most cases.7. Don't try to escape; don't try to resolve situation by force.8. Be observant and remember everything that is seen or heard.9. When a rescue takes place, lie on the floor and await

instructions from rescuers.

The principal or office should do the following:

1. As directed by the principal, office personnel will immediately call 911 for law enforcement assistance and the superintendent.

2. Move other students and teachers completely away from those who are in the hostage situation.

3. Be prepared for parents and designate an area for check out and a waiting area for the family of the hostages.

4. Keep everyone as calm as possible.5. Be prepared for the media and designate an area away from family

members for them to wait for new updates.6. Prepare factual, brief statements to keep the families and media

informed.

Baldwin County High - After Care/Recovery

After any critical incident or crisis, there will be a debriefing conducted by the principal or designee. Part of that debriefing session will be an assessment to determine after care needs.

1. Debriefing and follow up will include faculty, staff, and students.2. Counselors and others will provide an appropriate forum for

discussion.3. As needed, individuals will be referred to those with the facts and

discouraged from making a statement of speculation about the emergency.

4. Baldwin County School System will respond to schools in need of extra resources.

5. Students who are at risk for delayed emotional response will be identified and referred to the school counselors.

6. Teachers will be provided information to aid them in identifying symptoms of post-traumatic stress syndrome.

7. Parents will be informed of the signs of stress.8. School counselors will conduct guidance and counseling

sessions for students. Students with additional needs may be referred to the Baldwin County Mental Health Center or other appropriate agencies.

Homeroom teachers, as well as classroom teachers, can often identify students at risk of delayed emotional response or those hit hardest by the tragedy. School counselors will speak with these students in small group settings or individually. Students will be allowed to identify and acknowledge their feelings and to discuss the situation. Counselors will reassure students regarding safety and security measures, and they will arrange referrals to outside sources or help as necessary.

Follow up with parents and/or community members will be through PTSO meetings at school in the evenings. The local newspaper will be asked to help convey information and dispel rumors. Support groups will be formed utilizing local agencies.

Baldwin County High - Fighting or Riot

These guidelines should be followed in response to a fight:

1. Send a reliable student to the office to summon assistance if none is available.

2. Give loud, specific directions to stop the behavior immediately. 3. Instruct other students to move away from or remain away from the

incident. 4. Attempt to separate the students involved unless the fight is too

dangerous or involves weapons. Do not try to be a hero.5. After separating the students, try to avoid and/or prevent

further confrontational behavior. Do not point at the students, make accusations, or corner them.

6. Remember that no one can calm down instantly. Separate the students as quickly as possible to diffuse the situation.

7. Call the Bay Minette Police if necessary. 8. Follow Baldwin County Policy for fighting on-campus.

Handling a riot or disturbance resulting from a fight:

1. Notify the Bay Minette Police Department and request other back-up help, i.e. medical assistance for injuries.

2. Instruct teachers to go to the lockdown procedure.3. Move students to off campus site for checkout, if warranted.4. As directed by the principal, the communications coordinator

will call the superintendent.

Every effort is made to ensure that no student is taken off campus by someone without proper identification and the authority to do so. On occasion non-custodial parents may attempt to check their child out of school. Baldwin County High School has "red flagged” students in the computer system that indicates limitations due to court orders. Students cannot be restricted from their parents without this order, but attempts will be made to notify the custodial parent.

If a student is kidnapped from campus:

1. Notify the principal.2. Write the description of the person who took the child. Include

approximate weight height and unusual marks on the face or skin.

3. Preserve the check out sheet that the person signed.4. Call the Bay Minette Police.5. Call the parent or guardian.6. Call the Superintendent.7. Do not make a statement to the media.

Bay Minette High - Bus/Car Accidents

In the event of a bus or car accident off campus:

1. Driver, teachers, and chaperones should remain calm.2. If there is a threat of fire, remove the students immediately and lead

them to a safe location.3. If there is no danger of fire or gas, do not move any student that

is hurt.4. Administer first aid.5. Call for emergency services for assistance.6. Call the principal as soon as possible. 7. Make no statement to the media. Refer them to the Baldwin County

Public Relations Office.8. Have emergency phone numbers in a convenient location on the

bus.

At the home school:

1. Determine if emergency help has been called.2. Dispatch someone to the scene with a cell phone so someone not

involved in the accident can relay information back to the home school.

3. Refer to the Bus/Vehicle Manifest when accounting for all persons aboard the vehicle, their condition, and destination if transported for emergency medical treatment.

4. Call the superintendent.5. Call the Baldwin County School Board Transportation

Department.6. Call the Baldwin County School Board Office of Communications.

If there is reason to suspect a student is in possession of alcohol or a controlled substance on campus:

1. The teacher or other adult should escort the student to the office with the possessions.

2. If the student refuses to comply, the teacher should summons help from the office.

3. In the presence of at least two staff members, the student should be informed of the suspected offense and instructed to empty the contents of his/ her pockets, purse, or other containers.

4. The student’s locker may also be searched.5. Follow the Baldwin County Board of Education's policy for alcohol

and controlled substances.6. Contact the parents, police, and superintendent, as needed.

Baldwin County High - Utility Emergency

Gas Leak

Natural gas leaks can occur inside or outside the building. If anyone reports an unpleasant odor or suspects a gas leak for any other reason, the following steps will be followed:

1. Notify the principal.2. The principal will contact the building engineer to investigate or

shut off the gas at the building.3. As directed by the principal, the communications coordinator

contacts 911, the North Baldwin Utilities to cut off gas, and the superintendent.

4. The principal will issue specific evacuation orders via the intercom.5. In event of a group being downwind of the gas, directions will be

given to route the group to a safe area.6. Determine if any student is missing and report to the principal

or designee.7. No one should remain in the building if the gas is endangering

his or her safety. 8. No student or school board employee should reenter the

building for any reason.9. Calls should be made outside by cell phone or by someone

dispatched to the nearest public facility.10. Seek medical assistance if anyone feels ill or falls unconscious.

Power Outage

Baldwin County High School is an emergency shelter with a generator in working order in case of a power outage.

1. Teachers should turn on the classroom flashlights and open doors to maximize existing light.

2. Teachers will be given instructions by bullhorns.3. Teachers should remain in the classroom doorway and remind

students to remain calm while awaiting instructions.

In the event an accident occurs that causes any type of chemical or toxic waste spill near or on the campus, the following procedures will be followed:

1. The principal will announce to the teachers to go to the lockdown procedure or building evacuation as appropriate.

2. All students outside will be notified by two-way radio to return to the building immediately; unless it is determined that this would place them in jeopardy. They will be given other instructions by two-way radio.

3. The principal will notify the building engineer to shut down the air conditioning- heating system immediately.

4. The principal will designate personnel to check that all doors and windows are securely closed.

5. The communications coordinator will call 911, the emergency management agency, and the superintendent.

In the event a plane would crash on or near the campus, the necessary steps would be determined by the level of immediate threat to the students, teachers and staff.

If the plane is not close enough to threaten the students or building:

1. Direct students to return to the classrooms until the emergency has passed and the scene of the accident cleared.

2. As directed by the principal, the communications coordinator will call 911 for police, fire and medical assistance for the victim(s) of the crash.

3. The communications coordinator will call the superintendent as directed by the principal.

If the plane crash damages the building or presents a potential threat:

1. The principal will issue specific evacuation orders via the intercom.

2. The faculty and staff will direct classes away from the side of the building that is threatened.

3. The communications coordinator will call 911 and the superintendent as directed by the principal.

The Baldwin County School System closely monitors all potential hurricane threats. The superintendent will issue a school closing notification when appropriate. The local principal will activate the Rapid Notification System designed to notify all Baldwin County High School personnel.

In the event of a hurricane:

Baldwin County High School has been designated as a first-responder shelter. Appropriate severe weather preparations have been made.

1. Generators are available during power outages.2. Interior rooms provide shelter without the danger of flying

glass.3. A battery powered weather radio is used to track the hurricane.4. Red Cross services and supplies are available.

Baldwin County High - Flood

Flash flood means there is a dangerous rise in water level from a nearby body of water or over land caused by heavy rains. A flash flood watch means that heavy rains may soon cause flash flooding in certain areas. Immediate precautions should be taken.

When a flash flood watch is issued:

1. The principal or designee will monitor the situation by listening to the Emergency Management Agency warning system and/or local radio or television for possible warnings and locations.

2. Be prepared to make decisions regarding potentially dangerous transportation routes with particular attention to bus routes.

When a flash flood warning is issued:

1. Every effort will be taken to identify the areas affected.2. The principal will hold all buses that travel through the effected

areas until it is deemed safe for them to proceed.

Baldwin County High - Earthquake

Earthquakes can strike without warning. The immediate need is to protect lives by taking the best available cover.

The principal will follow these guidelines in so far as they are possible:

1. Give instructions to teachers by intercom or bullhorn.2. Call 911

The teacher will:1. Instruct students to drop to the floor and secure protection

under a desk or table.2. Instruct students to go away from windows and try to avoid

heavy light fixtures.3. After the tremor subsides, an announcement will be made to

evacuate the building using the evacuation plan. In the event the power is off, the teachers should wait for 2 minutes and then follow the evacuation plan.

4. Use caution when exiting the building. Keep your students calm and orderly as parts of the building may fall.

5. Stay clear of power lines.6. Call Baldwin EMC/Alabama Power to turn off the power.7. Call North Baldwin Utilities to turn off the gas.

PROVIDE TRAINING FOR ALL SCHOOL STAFF AND STUDENTS AND IMPLEMENT EXERCISES RELATED TO THE PLAN

Suggested training is found in Part III, Needs Assessment Guidelines for School and Individual School Safety Planning, pages 84 through 86. (State Guide)

Before a safety plan can be practiced or exercised, personnel must receive training in the contents of the plan. Orientation seminars and hands-on-training are two methods of preparing personnel for exercises and actual incidents.

Orientation seminars are similar to faculty meetings. This time can be used to introduce new programs, policies, or plans; review roles and responsibilities; and serve as a starting point to other training and exercises.

Hands-on-training is necessary to train school personnel in specialized procedures that they are not familiar with or do not perform often (e.g., CPR, first aid, AED, or light Search and Rescue).

By exercising the plan, the school improves readiness, efficiency, timely response, and also gains public recognition and support. The exercises ensure that the school is actively involved with the safety of students/staff/visitors and the protection of property while under no duress. Also, evaluations and plan changes can be considered/changed.

Drills can be practiced at different levels such as a small drill during a staff meeting, a classroom drill by an individual class or simultaneously with other classes, and total school drills. The purpose of a drill is to ensure that all students and staff understand what they are to do as well as learn to perform the task quickly.

Tabletop exercises enable staff members to practice an emergency scenario and make decisions similar to those made in an actual incident within a low-stress environment. In addition, tabletop exercises lend themselves to low-stress discussion of plans, policies, and procedures; and provide an opportunity to resolve questions of coordination and responsibility. Therefore, the plan can be changed, if needed, to reflect what was learned.

Functional exercises test specific functions described in a plan and are used to test one function at a time. The personnel with responsibilities for the specific function perform the function as required by the plan. If time constraints are critical during an emergency, then the same time constraints should be built into the functional exercise.

A full-scale exercise is as close to the real thing as possible. It is a lengthy exercise that takes place on location using, as closely as possible, the equipment and staff/students who would be involved in a real event.

COLLECTING, REPORTING, AND ANALYZING SUSPICIOUS INCIDENTS

The Department of Homeland Security (DHS) recognizes the increased vigilance of our industry and government partners, and encourages them to continually report suspicious activity and incidents.

Effective information collection when a suspicious incident occurs enables faster and more thorough investigative follow-up. DHS recognizes that it is not always possible to gather detailed incident information, but collecting the following types of information will facilitate the investigative and analytic process:

Date and time of incident Number of individuals involved Description of the incident, with a description of the business function of the

facility involved Name and address of the facility For suspicious persons:

Name(s), aliases, including variations in spelling Sex Physical description Social Security Number and any passport and visa information Reason for being in the area or conducting the suspicious activity Place of employment Copy of picture ID(s) History of incidents of this kind involving this individual, especially at this

Conclusion
