Atol sa ika- 27 nga Regular Session sa maong konseho, nga gipahigayon niadtong Hulyo 11, 2011, gi aprobahan ang City Ordinance No. 3760-2011 nga nag otorisa sa syudad nga panggamhanan nga igahin ang pondo alang sa supplemental nga galastuhon sa syudad ubos sa kinatibok-ang pondo sulod sa tuig 2011. Ang Supplemental Budget kuhaon gikan sa abot sa utangon gikan sa Development Bank of the Philippines (DBP), and bahin sa syudad gikan sa Internal Revenue Allotment (IRA) ug usab sa nahibilin nga pondo niini sa miaging tuig.Kabahin sa mga inprastraktura nga galastuhon nga gigahinansa maong Supple- mental Budget mao ang pagpa semento sa dalan sa Dumalagan padulong sa bag-ong tambakan sa basura-han, nga nagkantidad ug P5.4 milyones, ang rehabilitasyon sa Bonbon-Nongnong nga dalan nga nagkantidad ug P2 milyones, school buildings sa nagkalain-laing barangay nga nagkantidad ug P1 milyones, paghimo ug treatment facility nga nagkantidad ug P3.5 milyones, paghimo ug mga Stalls ug opisina sa bag-ong Van Terminal nga nagkantidad ug P2.5 milyo-nes ug uban pa. Also dubbed as the state of the city address (SOCA), Amante underscored the contribution of several national government agencies, the local offices, the private sector and the SP which made it possible for these achievements to be realized. The Mayor also hailed the leadership of Vice Mayor Lawrence Fortun for his strong and effective leadership of the SP as well as the members that made it possible for a harmonious executive and legislative relationship, which is anchored on transparent and participative governance. This initiative undertaken by the VMO staff is consistent with our mandate of transparency and accountability in governance. We hope this publication serves as an effective vehicle by which we shall be able to convey to our constituency significant and relevant developments in the Sangguniang Panlungsod. Important legislations passed consistent with our development plans and programs as well as other legislative measures undertaken for the promotion of the general welfare of our people are here underscored to inform the public and encourage their active participation by way of consultative mechanisms available under our laws. Pursuant to his platform of change, the Honorable Mayor Ferdinand M. Amante, Jr. has launched flagship programs and projects geared towards the maximization of our resources and revenues for environment protection, quality healthcare, effective education, viable agriculture, empowerment of the barangays, peace and order and the social infrastructures necessary to support these programs. Pero pwede ba siguro ngamaskin Butuanon nga Bisaya na lang. Iniang pagatawagon ta nga Bis-But. Bahalana kung dî kaw gid mangyat hong ha-

wom nga Binutuanon pero kung sagulanmo hong Binutuanon ang pag istorya mohong Bisaya, sa ngani nga paagi medyoma preserva tingali nato ang istorya ngaBinutuanon.

Hagit ini kanato nga tanan kunggusto gid nato magpadayon ining Butuan�dialect� kay pagka sayang kung mobagtyag kita isa ka adlaw nga mi wâ na

MADYAW NGA HAPON

KANATO NGA TANAN!

In my last Report to the City,

I appealed to every Butuanon to sail

with me in our symbolic Balangay. I

have chosen the Balangay as the

symbol of my governance, the same

Balangay which has now become the

nation�s vessel for change connecting

the Philippine Archipelago, in it�s vast

maritime superhighway for progress

and prosperity of the whole nation.

A few weeks after I delivered

that Report, our three Balangays

sailed back home, after a successful

voyage that lasted 15 months,

covering 14,000 kilometers, and

reaching as far as the waters of

Vietnam.

The voyage taught us a very

powerful lesson: that �we can

conquer the rough seas and reach

our intended destination if we are

all determined, united, self-

sacrificing, courageous and

methodical.�

Now, it can be said, that the

voyage and the legend of the Balangay

have greatly inspired, not only us

Butuanons, but the entire nation as

well, and for this, we should truly be

proud.

Sama sa biyahe sa Balangay,

ato nang nahiagoman ang pintas nga

kalisod ug ang mga balod sa

pagsuway, nga abi nato wala na gyuy

katapusan. Apan salamat na lamang

nga tungod sa grasya sa atong Diyos,

nagalutaw ug nagapadayon pa

gihapon kita sa atong biyahe, ang

biyahe padulong sa kabag-ohan ug

kalambuan. Nasayod kita nga ang

biyahe padulong sa yutang gisaad dili

dali ug dili sayon.

Like the voyage of the

Balangay, we will be sailing through

rough seas ahead, and it is expected

that political indifference, personal

conflicts, man�s innate resistance to

change, corruption and the evils that

men do, will continue in a while.

But let me tell you this, the

City Mayor�s Report to the Sangguniang Panlungsod

and the People of Butuan

state of my governance is very strong

and we will continue to make it much

stronger as we go along.

Just as the captain of the ship has to

ensure that the boat is in top

condition, that the crewmen are well

prepared for their tasks and the

destinations are clearly charted out, I

made many methodical steps in my

governance.

implementasyon, nag-issue kita ug

Executive Order nga nagmogna sa

upat ka governance clusters nga mao

ang mga mosunod: Development

Administration Cluster, Economic

Cluster, Social Services Cluster, and

Infrastructure Cluster.

Kining upat ka mga clusters

sama lamang sa upat ka layag nga

gidesinyo alang sa paglawig paingon

sa atong destinasyon.

The aim of this cluster

establishment is to ensure sound fiscal

management, transparent and

accurate governance and effective

performance management.

DEVELOPMENT ADMINISTRATION

CLUSTER

Tugoti ako nga ibatbat kaninyo

karon ang mga maanindot ug mga

bulawanong kalampusan sa atong hini-

usang paglawig sulod sa isa ka tuig.

Had I been populist and

imprudent, I could have fallen prey to

do quick fixing, build concrete roads

and buildings left and right, and then

eventually succumb to repeating the

same grave and scandalous mistakes

of the past.

Kung gusto lang gyud unta

sa mga paspas nga pagmugna sa mga

sementong karsada ug mga buildings

dinhi ug didto, masugamak gihapon

kita sa kasaypanan sama sa

overpriced contracts, pinugos nga

madehado ang publiko.

Alang kanako, mas maayo pa

ang hinay apan kalkulado, kompara sa

paspas apan bulilyaso.

Ang mando sa atong

Presidente Noynoy Aquino mao ang

pagsubay sa tul-id nga dalan ug ang

pagbutang sa eksakto nga sistema

alang sa matinod-anon ug ligdong nga

implementasyon nga klarong makita

ug makabenepisyo ang tanan.

nato ang 50% nga tax collection gikan

collection kompara sa sama nga period

sa miaging tuig 2010.

Ikaduha, mitala usab ug

pagsaka sa koleksyon sa mga

mosunod: ang Permits and Licensing

Fees misaka sa 83%, ang Real

Property Tax misaka sa 61%, ug ang

Business Tax misaka usab sa 60%.

Kung atong tan-awon, sobra

sa katungâ ang pagsaka sa maong

mga koleksyon. Nagpamatuod lamang

kini sa taas ug bug-os nga pagsalig

sa katawhan sa atong panggamhanan,

ug sa hapsay ug epektibo nga

koleksyon sa buluhisan.

Apan dili kita mohunong dinhi

kay nagapadayon pa kita sa pagtuon

ug mga dugang nga mga pamaagi

aron mutaas pa gayod ang atong

koleksyon nga walay dugang nga

kalisod sa atong katawhan ug mga

negosyante.

I will call upon all revenue

heads of the city to a revenue summit,

to diagnose well and recommend

strategies to further increase revenues

without unnecessarily increasing our

tax rates.

An efficient, business-friendly

system has been installed � the

Business Permits and Licensing

System which reduced the duration of

processing permits from three weeks

to less than 10 minutes. The system

Amante, Jr., to enter into and sign aMemorandum of Agreement by and betweenthe City Government of Butuan and theDepartment of Public Works and Highwaysfor the implementation of the Special LocalRoad Fund (LSRF) under R.A. 8794 MVUCLaw and for other purposes.

2. SP Resolution No. 211-2010 � A Resolutionrequesting the Department of Environmentand Natural Resources (DENR), CaragaRegional Office through Regional DirectorEdilberto S. Buiser, to co-sponsor theconstruction of a 300-meter footbridgeleading to Tagulahi Waterfalls in BarangayAntongalon, thie City, by donating to the CityGovernment of Butuan some of itsconfiscated hardwoods and for other purposes.

C. AGRICULTURAL SERVICES1. SP Resolution No. 056-2010 � A Resolutionauthorizing His Honor, City Mayor FerdinandM. Amante, Jr., to enter and sign in behalfof the City Government of Butuan aMemorandum of Agreement with theDepartment of Agriculture, Regional FieldUnit XIII, for the construction of Puroks 7to 13 Bit-os farm-to-market road locatedatBarangay Bit-os, this City and for otherpurposes.

2. SP Resolution No. 057-2010 � A Resolutionauthorizing His Honor, City Mayor FerdinandM. Amante, Jr., to enter into and sign inbehalf of the City Government of Butuan aMemorandum of Agreement with theDepartment of Agriculture, Regional FieldUnit XIII for the construction of TF-1Tungao farm-to-market road located atBarangay Tungao, this City and for otherpurposes.

3. SP Resolution No. 058-2010 � A Resolutionauthorizing His Honor, City Mayor FerdinandM. Amante, Jr., to enter and sign in behalfof the City Government of Butuan aMemorandum of Agreement with theDepartment of Agriculture, Regional FieldUnit XIII for the construction of Purok 5-Kinamlutan farm-to-market road located atBarangay Kinamlutan, this City and for otherpurposes.

C. LIVELIHOOD PROJECTS1. SP Resolution No. 151-2010 � A Resolutionauthorizing City Mayor Ferdinand M.Amante, Jr., to enter into and sign aMemorandum of Agreement by and betweenthe Butuan City Government and theOverseas Workers Welfare Administration(OWWA). Relative to the setting up of anOFW help desk in the City of Butuan.

2. SP Resolution NO. 191-2010 � A Resolutionexpressing the willingness of the CityGovernment of Butuan in welcoming theproposal of Caraga Green Aqua Farm andHydroponics Development Corporation, asubsidiary of Greenphil Aqua-Culture &Hydroponics Holdings, Inc. to establish itsmulti-million dollar investment aqua-cultureproject in Butuan City, subject to complianceof environmental, engineering, existing

fishery laws and local ordinances and for otherpurposes.

SP Resolution No. 210-2010 � A Resolutionauthorizing the City Mayor HonorableFerdinand M. Amante, Jr., to enter into andsign the Memorandum of Agreement by andbetween the City Government of Butuan andJoy Table Sauce and for other purposes.

A. EDUCATION1. SP Resolution No. 060-2010 - A Resolutionauthorizing the City Mayor HonorableFerdinand M. Amante, Jr., to enter into andsign the Memorandum of Agreement with theEducational Research and DevelopmentAssistance (ERDA) Foundation, Inc., for therenewal of the educational assistanceprogram and for other purposes.

2. SP Resolution No. 061-2010 � A Resolutionrequesting the Honorable City MayorFerdinand M. THE CITY GOVERNMENT of Butuan isset to tie-up with the Department of Laborand Employment (DOLE) for a livelihoodproject particularly in growing mushroomfor profit for the residents of this city. In aresolution passed by the SangguniangPanlungsod last July 11, 2011, CityMayor Ferdinand Amante Jr. was giventhe authority to sign in behalf of the Citygovernment a Memorandum ofAgreement (MOA) with DOLE in relationto this project. The project, which is spearheaded byDOLE, would �implement the DOLEIntegrated Livelihood Program (DILP)pursuant to Department Order No. 36-02Series of 2002 in line with it�s theagency�s effort to help the workers andthe private enterprises adjust to thegrowing competitive environment.� Underthe agreement, the DOLE will providefunding to the City government in theform of Livelihood Assistance amountingto almost P1 million for theimplementation of the DILP, particularlythe growing mushroom for profit. The City Government for its part beingthe proponent of DILP Program willidentify the recipients of the assistance.Some of the terms of the project are theconduct of several training programs tothe residents of the city on OysterMushroom Technology EnhancementSeminar Workshop, Capability Buildingand Institutional Enhancement andMarketing Capability Training. At theconclusion of the training, the Citygovernment will provide job referrals forgraduates to companies for possibleabsorption and/or coordinate with otherproper government agencies to provideneeded assistance to the beneficiariesafter the training program. Mayor Amante is set to sign the MOAwith the officials from DOLE anytime thismonth. Vice Mayor Law Fortun headedthe sponsorship of the resolution as theysaw the urgency of the implementation ofthe project to help the residents of thecity gain a livelihood and uplift their

the procurement law and the judicious

spending, we only spent P35M of

goods and services this quarter as

compared to P123M the same period

last year. It is our procurement policy

The Bids and Awards

Committee has sanitized the

procurement and other transactions

involving the City Government, which

substantial reduction of prices of

medicines at the Butuan Medical

Procurement Process Review,

Cleansing and Reform

As init ial approach, this

administration, through the City Legal

Office, reviewed and recommended

actions on all existing contracts and

transactions entered into by the City

Government.

Through the City Legal Office,

we terminated contracts which did not

go through the public bidding process,

and which terms and conditions were

grossly disadvantageous to the City.

These contracts pertain to the

following services: janitorial services,

laundry services at the Butuan Medical

Center, operation of bus terminal

comfort rooms, and security agency

services.

We were also able to revise

and recommend revisions of the

following contracts which terms and

conditions were very onerous to the

City Government and largely

disadvantageous, namely: the

maintenance services for pedestrian

overpass along Montilla Boulevard,

and the lease of two (2) prime

commercial lots of the City

Government along Langihan Road.

We also terminated a P51.8M

contract for the procurement of heavy

equipment in view of patent infirmities

in the procurement process and

apparent overpricing. The termination

led to a transparent and public re-

bidding of the heavy equipment

intended for landfill facilities and

resulted to the upgraded and scaled

up specifications for the heavy

equipment and the increase in the

quantity of units at a much lower cost.

We also suspended the P487M

worth of contracts for the construction

of the SP Session Hall, MDG Park and

South Market in view of the initial

adverse findings of the COA City

Auditor and the subsequent referral

of the matter to the COA main office

for the conduct of a special audit.

However, the City Government�s bold

move resulted to a suit for arbitration

filed by the suspended contractor,

Dasta Builders, before the

Construction Industry Arbitration

Commission (CIAC) in Makati City.

In essence,

Dasta Builders claimed

payment for unpaid ac-

complishment billings,

standby costs, costs

of material remaining

in site, retention

money, unrealized

profits, financing costs,

mobilization and demo-

bilization expenses,

attorney�s fees, moral

and exemplary damages incurred as

a result of the City Government and

Mayor Amante �s �unjust ified

suspension� of the project, which, it

al leged, was tantamount to

constructive termination. The claim

totals to a staggering P123.79M.

CIAC, in its decision, ruled that,

indeed, the suspension was unjustified

and that Dasta Builders must be paid

its claim, but in the reduced amount

of Php 34.45M. Dasta Builders� claim

for damages were denied.

While CIAC�s ruling might have

dampened the efforts of the City

Government for transparency and

accountability, it feels vindicated

nevertheless when the Commission on

Audit, through its Fraud Audit

Investigation Office (FAIO), released

its Special Audit Investigation Report

finding gross irregularity in the

transactions and disallowing in audit

the total amount of P159.82M, which

were paid to Dasta Builders for the

three projects, and requiring Dasta

Builders, solidarily with the then

members of the BAC and officials of

the previous dministration to return

the abovementioned sum to the cof-

-fers of the City Government.

supporting us in enrolling our indigents

and, for the first time, in developing a

unified citywide investment plan for

the health sector. This year, we are

supposed to cover more than 100%

of our indigents to be recipients of the

PhilHealth cards.

of Education or DepEd, headed by

Director Gloria Benigno, for supporting

our Fit for School Program, which

covers more than 30,000 school

children. This program is a perfect

example of PPP or public-private

partnership because in this project, we

gained support from the Aboitiz

Foundation. Private individuals,

different NGOs, various Parents-

Teachers Associations, and barangay

leaders extended their support to this

project.

of Social Welfare and Development or

DSWD, headed by Director Merceditas

Jabagat, for supporting our efforts in

providing support to the poorest of the

8,000 families in Butuan City.

Kung walay babag sa proseso,

into an organic center through a self-

sufficient green revolution which will

bring more livelihood and economic

growth.

44 infrastructure projects will

be started in September this year all

over the rural and the urban

barangays and there will be more of it

before the end of the year.

The Chinese Government has

manifested interest in the 1.5 hectare

Elliptical Rotonda. At the center will

be the China-Butuan Friendship Gate

and the Balangay monument, a PPP

Project between the Local Government

of Butuan, the DPWH, & the Chinese

Government. This P140M Project in

Bancasi will commemorate the 1,000

years of Butuan�s trade relation with

China.

The National Museum will soon

restart the excavation of the remaining

Balangays in Barangay Libertad and

we hope that with the approved P10

Million grant from TIEZA, we can

establish an Archeological Park in the

area, up to the Bood Eco-Park. This

Archaeological Park will be the first of

its kind in the Philippines.

Together with the Department

of Trade and Industry and the Butuan

City Chamber of Commerce we can

lure more investors by promoting

investment packages in the Regional

Center in Tiniwisan for more revenue

and more economic activity for our

people.

We will also appeal to all the

National Line Agencies, professional

groups and the private sector and the

academe, to host at least one regional

or Mindanao-wide seminar, conference

or convention, to pump our economy

into one of the most vibrant economies

in Mindanao.

We wil l do our best to

complete the Sports Complex after a

long 20 years of doing nothing, and

dream to bid for the 2014 Palarong

Pambansa here in Butuan City.

As we have completed the

different infrastructure projects of the

past administration, we have

envisioned to continue the South

Public Market construction on a Build

Operate Transfer scheme and the SP

Hall on a progressive but downscale

approach to save up the funds of the

government.
