What is balance development?

It can be defined as the creation of equalopportunities for all people to participate in,contribute to and benefit from development.The study argues that the requirement for such a

balanced development is human development,which is the process of enlarging peoples choicesas to what they do and can do in their lives.Poverty limits the opportunity of many people to

develop their capabilities and thereby limits their choices as to what they can do in their lives andhow they can participate in development

It can be defined as the consistency of people ina region in their social activity and economiccondition. It depends on many factors likeculture, tradition, location, politics & agro-economic conditions of that region.

Industrially Backward Regions of India

Industrially backward region is such which is devoid of industrial development. So industrial development is theharbinger of economic development such area also remainseconomic backward. Consequently the quality of life of

people is very bad and poverty level is very high. Committee on Dispersal of Industries set up by the Small

Scale Industries Board in 1960 was the first to identify theindustrially backward areas for purpose of ruralindustrialisation. Thereafter Pandey Committee was set upin 1968 for the identification of industrially backward areasin the country.

This was followed by the setting up of the WanchooCommittee in 1968 for suggesting financial and economicmeasures for removing such backwardness.

urban areas because there is no barriers

in the process of economic growth. All thefacilities are available in urban areas as

compared to rural areas such as transport,

land , resources , lab our i.e. why industries

prefer in a urban areas.

dependent in agriculture and their income is highly

influenced by climatic conditions. But if the rural

families are always dependent on agricultural income ,then rural families always remain backward and not

Although they are different, rural and urban areas

are politically and economically integrated andform one system. But Political decisions for one

part of a country can have negative impact for

other parts. Differences in political power between

regions can result in intended or unintended biases

in government policies .
