Review & Analysis

PVC Futures Market: PVC 1705 contract was opened at RMB 6,390/T, reaching the highest at RMB6,450/T and the lowest

at RMB6,235/T, and closed at RMB6,335/T, down RMB10/T over the previous day. The transactions moved up to 158440

lots and open interest rose by 4,986 lots to 96,602 lots.

PVC Spot

Review & Analysis

PVC Spot Market: This week, China PVC market slide down with declining trading prices and transactions were low. On

one hand, PVC plants shut down previously were restarted and the market was in oversupply, while downstream demand

ran soft and new orders were limited. The spring overhaul was delayed with certain profits, so the market was dominated by

negative factors. On the other hand, futures price declined sharply, which dragged down spot price and the market was in

deep wait and see mood.

On upstream side, China calcium carbide price dropped and purchasing price in Shanxi declined by RMB100/T. Chlor alkali

enterprises reflected that cargoes arrived decreased obviously compared to early this month. In the spot market, PVC price

mainly showed decline. In Shandong, price kept declining and new orders were quite limited. In the Northwest, most

producers offered flexible prices based on purchasing volume. The ethylene-method producers cut down prices facing

stocks pressures due to raw material price decline. In the forward market, PVC futures kept declining sharply, so the market

will not get reversed shortly and transactions shall be based on price reduction.

Major Consumption Areas:

In North China, PVC market price declined and producers offered discount to promote sales. Ordinary type5 calcium



carbide was offered at RMB6,150-6,250/T. In East China, PVC market ran stable with common deals. Hangzhou ordinary

type5 calcium carbide was RMB6,300-6,500/T, while ethylene was offered at RMB6,950-7,200/T. In South China, PVC

market price was reduced and producers faced shipment pressures. The forward price decline dragged down trading price

in the spot market. Guangzhou ordinary type5 calcium carbide was offered at RMB6,250-6,400/T, picked up by buyers,

while Shantou price was RMB6,350-6,480/T, picked up by buyers.

Factors to Affect PVC Market:

1 Raw material calcium carbide price will drop further with reduced demand in the near term as chlor alkali enterprises will

enter into overhaul season soon.

2 On demand side, plastic industry will enter into busy season with warmer weather, but a new round of environmental

protection inspection will restrict downstream production, so the demand will not see large increase.

3 For futures, influenced by capital situation, insiders were cautious, which will have insufficient support for spot market.

4 For stocks, the spring overhaul was delayed and the market is still facing stocks pressures.

Forecast

PVC market still showed imbalanced supply and demand, so the market moved down further with shipment pressures. The

spring overhaul was delayed and a new round of environmental protection inspection will restrict downstream demand, so

the fundamentals will not get reversed shortly. PVC market is expected to remain weak and transactions shall be based on

price reduction.

PVC Paste Resin

Review&Analysis

Domestic paste resin market sustained weak scenario with trading level slightly edging down. On poor demand, producers

mostly made concessions in deals with mild inventory inflation. Upstream calcium carbide trading level moved down as a

whole this week. Some chlor-alkali enterprises reduced buying level even by RMB100/T due to turnaround on units and the

ample supply. Thus paste resin market dropped as a whole on poor trading mood. According to some producers, while they

had low inventory burden, fresh deals were few to them and then dragged down price. As for production, paste resin



producers maintained normal production this week. In Anhui, supply was ample with demand still weak, thus market had no

bullish support. Now mainstream offer level was RMB8,700-9,000/T for leather material sector and RMB8,700-9,100/T for

glove material sector.

Forecast

Domestic paste resin price slid down slowly amid watching mood. Amid ample supply, downstream buyers take cargoes on

need-to basis. Going forward, paste resin market is possible to extend the weak downward trend.

Calcium Carbide

Review&Analysis

This week, deal prices of domestic calcium carbide moved down overall. Chlorine alkali plants in Shanxi mostly declined

purchasing prices by RMB 20-30/T. Some plants even reduced purchasing prices of calcium carbide by RMB 100/T as

chlorine alkali units were being overhauled. Calcium carbide plants mainly held stable productions and low stocks due to

smooth transportations. Calcium carbide plants in Gansu and Ningxia tried to push up prices, but the deal prices failed to

move up actually. Upstream semi coke prices remained high. In Xinjiang, calcium carbide outputs were limited by check of

environmental protection, which depressed overall operation rate of chlorine alkali plants. BAIINFO learnt that in Mar., PVC

units with capacity of 3.15 million tonnes totally were overhauled or planned to be overhauled. In Apr., PVC units with

capacity of 2.43 million tonnes totally would be stopped for maintenance. In May-Jun., PVC units with capacity of 3.39

million tonnes totally would be shut down for maintenance. Most of plants overhauled units in turns. However, intensive

maintenance plan still weighed on calcium carbide market prices significantly.

EXW price of calcium carbide was at RMB 2,500-2,550/T in Ulanqab, RMB 2,300-2,350/T in Wuhai, Baotou, Pingluo and

Yinchuan, RMB 2,350-2,400/T in Shenmu, RMB 2,350-2,450/T in Gansu, RMB 2,900/T in Sichuan, RMB 2,410-2,420/T in

Shanxi and RMB 2,900/T in Hubei.

Downstream PVC plants declined purchasing prices of calcium carbide overall. Dezhou Shihua Chemical Co., Ltd.

purchased calcium carbide with gas evolution of 290 L/kg at RMB 2,780/T, arrival to plants. Hebei Shenghua Chemical Co.,



Ltd. put buying indications for high-grade calcium carbide at RMB 2,670/T, arrival to plants. Shandong Lutai Chemical Co.,

Ltd. held purchasing price at RMB 2,820/T for high-grade calcium carbide, arrival to plants. Tianjin Dagu Chemical Co., Ltd.

purchased calcium carbide with gas evolution of 295 L/kg at RMB 2,780/T, arrival to plants. Fangda Group Jinhua Chemical

Co., Ltd. purchased calcium carbide with gas evolution of 290 L/kg at RMB 2,890/T, arrival to plants. Tangshan Sanyou

Group Co., Ltd. purchased calcium carbide with gas evolution of 300 L/kg at RMB 2,810/T, arrival to plants. In Shanxi,

mainstream purchasing prices of calcium carbide with gas evolution of above 280 L/kg were at RMB 2,410-2,420/T, pick up

by plants. In Shanxi, Beiyuan Group Co., Ltd. purchased calcium carbide with gas evolution of 290 L/kg at RMB 2,400/T,

arrival to plants. Jintai Chlorine Alkali Chemical Co., Ltd. purchased calcium carbide with gas evolution of 285-295 L/kg at

RMB 2,470-2,510/T, arrival to plants. Shandong Dongyue Group Ltd. purchased calcium carbide with gas evolution of 290

L/kg at RMB 2,930/T, arrival to plants. Henan Shenma Chlorine Alkali Development Co., Ltd. purchased calcium carbide

with gas evolution of 285 L/kg at RMB 2,780/T, arrival to plants. In North China, mainstream purchasing prices of calcium

carbide were at RMB 2,670-2,810/T. In Northwest China, mainstream purchasing prices of calcium carbide were at RMB

2,400-2,450/T, arrival to plants. In Northeast China, mainstream purchasing prices of calcium carbide with gas evolution of

290 L/kg were at RMB 2,880-2,930/T, arrival to plants. In East China, mainstream purchasing prices of calcium carbide

were at RMB 2,780-2,890/T, arrival to plants. In Henan, mainstream purchasing prices of calcium carbide were at RMB

2,710-2,800/T, arrival to plants. In Hunan, mainstream purchasing prices of calcium carbide were at RMB 2,950-3,000/T,

arrival to plants. In Southwest China, mainstream purchasing prices of calcium carbide were at RMB 2,950-3,150/T.

Forecast

On the demand side, chlor-alkali plants are going to overhaul units successively next week, prompting weaker demands for

calcium carbide. There are still some cost supports for calcium carbide market, but the price is hard to climb up later.

Besides, some chlor-alkali plants are likely to sell out self-contained calcium carbide, suppressing calcium carbide market

further. Overall, calcium carbide market is possible to drop continuously in Apr.

Liquid Chlorine

Review&Analysis

The domestic liquid chlorine market maintained small consolidation this week and the price raised slowly. During the two



sessions, the environmental protection check was strict, resulting in the low efficiency of chlor-alkali enterprises and liquid

chlorine downstream business. Liquid chlorine shipments were still difficult and the chlor-alkali business sotck pressure

were still serious. The overall price index had no change ,with price fluctuations in the range of RMB10-100/T. The price

fluctuations mainly involved regional enterprises in areas in Central, Southwest, East China. The market trend differed

greatly based on regional difference, and in North, Northwest, South and Northeast China, the trading continued low. What

is more, the selling pressure of domestic enterprises was still serious.

From a specific analysis, in north China's Shanxi Province, liquid chlorine market price was flat and enterprise shipments

were not well. Local chlor-alkali enterprises operating load was 80%,with downstream chlorine enterprises demand order

stable. Dealers were optimistic, but the subsidizing phenomenon still existed. in east China's Anhui Province,the liquid

chlorine market remained sluggish and local commodity chlorine mainly aimed at pesticides, phosphorus trichloride, CPE

and other users.The enthusiasm for production of chlorine downstream enterprises was not high, so the market was stable.

And environmental inspection also restricted the production of small factories using chlorine, so liquid chlorine market was

difficult to substantially improve.

In Northwest China's Shaanxi Province, the liquid chlorine market was stable and enterprise shipments were not well. Local

chlor-alkali enterprises operating rate was stable , with downstream chlorine enterprises demand order remaining fine.

Jintai and Beiyuan enterprises were equipped with PVC chlorine consumption and the enterprises actively controlled liquid

chlorine shipments, but the market supply was limited, so the subsidizing phenomenon still existed.

In central China's Hunan Province, the liquid chlorine market was not well and there were also lower level price. Due to

differences in regional market conditions, the concluded price of commercial chlorine differed greatly. Local chlor-alkali

devices operated stable and some enterprises did not sell commercial chlorine temporarily but mainly for self-use, and

some were shipped to Jiangxi and other regions.

In southwest China's Yunnan Province, the liquid chlorine market was stable, with light trading atmosphere and limited

supply. Based on different downstream customers, the price of liquid chlorine differed significantly. As for close sale, the

amount of liquid chlorine sold to water plant was limited. As for long-distance sales, the customers mainly were titanium

dioxide enterprises.

In south China's Guangxi Province, the liquid chlorine market price was in consolidation operation and the volume was

modest. The low price operated stably, with the pressure of chlorine shipments continued exsiting. The sales out of

provinces were mainly to the Guangdong, and Guangxi chlor-alkali enterprises’ mating chlorine consumption devices were

perfect, so the operating rate of the downstream device has not changed much.

In Liaoning Province, the liquid chlorine market price was stable. The commercial chlorine were mainly for the downstream

propylene oxide, chlorinated benzene, titanium tetrachloride, pesticides, water treatment and other industries. Commodity

chlorine supply was limited, the supply and shipping was not well, downstream demand was weak and stable.



Forecast

Positive Factors:

1. Domestic liquid chlorine enterprises operated low, resulting in reduction in supply.

2. Domestic provinces had smooth traffic and seasonal transport advantages.

Negative Factors:

1. Environmental inspection issues remained strict and liquid chlorine downstream chemical companies overhauled

frequently.

2. Chlor-alkali downstream enterprises held strong wait and see attitude, and Force price down phenomenon was serious.

Domestic liquid chlorine market had no improvements and the trading was low. Short-term market conditions are expected

to be light or will continue drifting lower. Chlorine price changes will play a leading role in north China.

1．Sinopec Signed A Strategic Cooperation Agreement with SABIC, Saudi Arabia

On 16th, Mar, witnessed by President Xi Jinping and Saudi King Salman, Chairman Wang Yupu, Sinopec, China signed a

strategic cooperation agreement with Chairman Saúde, SABIC, Saudi Arabia, discussing the opportunities for joint project

cooperation between China and Saudi Arabia, aiming to jointly promote China's "The Belt and Road" initiative and Saudi

"2030 Vision". The agreement would further deepen the cooperation between the two countries, helping the two countries

to implement national strategy.

The cooperation agreement covered a number of strategic projects. The main contents included the following aspects: The

two sides would seek opportunities for joint project cooperation between China and Saudi Arabia, studying the

development of petrochemical projects in a joint venture between the two countries. These project products aimed at the

following key markets, such as, vehicles, electronics, lighting, construction and construction, packaging and medical

equipment. Besides, the two sides will also study the further investment expansion of the joint venture in China & Saudi

Arabia (Tianjin) Petrochemical Co., Ltd., to pave the way for expanding the cooperation integration and achieving long-term

development. The two sides were working on the plan.

According to Wang Yupu, Saudi Arabia is one of the most important countries in "The Belt and Road", China and Saudi

Arabia highly fit in the "The Belt and Road" strategy. Sinopec was willing to play its rich experience and technical

advantages in the refining and chemical industry accumulated in the past 30 years, cooperating with Saudi Arabia in oil and

gas exploration and development, refining and technological technology, engineering services and equipment

manufacturing and other wider fields at a deeper level, helping the economic and social development, the benefit of the

people in the two countries.

According to Saúde, this was a good opportunity for both sides to continue to deepen existing cooperation. Saudi "2030

Vision" and China "The Belt and Road" initiative created a new situation, helping SABIC and Sinopec to carry out more

extensive cooperation.

It is reported that cooperation between China and Saudi Arabia has produced a series of fruit. In 2010, Sinopec and SABIC

established China & Saudi Arabia (Tianjin) Petrochemical Co., Ltd. in joint venture put into commercial operation, which

was one of the largest ethylene joint venture in China. On January 20, 2016, President Xi Jinping and Saudi King Salman

attended the launching ceremony, that is, China & Saudi Arabia Yanbu Refinery put into production. Yanbu refinery,

Sinopec's first overseas refinery project, but also China's largest investment project in Saudi Arabia, has become "national

business card", representing China's refining technology going abroad. Sinopec has now become Saudi Arabia's largest

3. Total Profit of Sanyou Group in Tangshan Grew by 757.3% YOY

In Feb, 2017, Sanyou Group in Tangshan achieved profits RMB 138 million, while in Jan, its profits exceeding 100 million.

During the first two months, profits and sales grew by 757.3% and 47.96% respectively. All these were on a yearly basis.

From this year on, Sanyou Group increased scientific and technological innovation and increased the supply of green

high-end products. Product sales grew rapidly on a monthly basis. The output of some products hit a new high. And the

4. Qilu Petrochemical Chlor-Alkali Plant Had Safety Valves Repaired Using Tips

In early March, the plant checked 439 safety valves in the whole plant, corresponding to the calibration plan and safety

valve account. In the already completed safety valves, they hung a small yellow card, showing equipment name, bit number,

registration number, inspection time, test conclusions.

The plant would also implement three grid safety managements in maintenance, standardize the order of operations, and

5. Ministry of Environmental Protection Deployed the Next Stage of Air Pollution Prevention and

Control Work

Minister Chen Jining presided over a special meeting on 20th Mar, analyzing the recent air pollution control situation in

Beijing-Tianjin-Hebei and the surrounding areas, and deployed the next phase of the work. He pointed out that in spring,

the air quality has improved, but historical data showed that heavy pollution process was still likely to appear, emission

reduction space was still large.

He stressed that they should strengthen the forecast of environmental air quality forecast, timely release information to the

public and the relevant information. Increase daily supervision and enforcement efforts to promote the implementation of

governance measures in place to ease the impact of pollution. Strengthen the supervision of motor vehicles, especially

heavy diesel vehicles, the use of remote sensing monitoring and other technical means, severely punish the excessive

discharge of vehicles. Thoroughly investigate fraud pollution sources online data, once found, severely punished.
