  • 1 Overview

    1.1 Background of this Project

    The planned highway from Guyaozi to Qingtongxia by passing Wuzhong is located a1 the central and northern parts of Ningxia. It is a fully-closed and fully-interchange expressway with four lanes and with the length of 75.675km. The starting point of this project is looted at the north of eastern Ningxia coal chern ical industry area, and it is connected 'vith Qing-Yin expressway. The ending point is located at the west of the new material ba~e at Qingtongxia, and it is connected with the planned expressway from Shizuishan to Zhongning. The construction period of this project is from July 2009 to October 2012. This highway will be completed and open to traffic in 2012, and the construction period is 4 years.

    According to the regulations of "Law on Environmental Impact Assessment of the People's Republic of China" and "Clause 4.0 I Environment Evaluation in World Bank Busi less Policy", the planned project is class A project according to the potential environment and social impact scale, sensitivity of the engineering area, and the required comprehensive environmental evaluation report.

    The "Environment Management Plan" (EMP) regulate the following items: project acti vity, potential influences, alleviation measures, implementing entity, monitoring enti!:, bu jget allocation, monitoring indexes, the setting of environment management and supervi iing system, as well as the ability bUildi'ng training plan.

    This "Environment Management Plan" will be taken as part of the contract document and will be provided to contractors and supervising engineers. The alleviation measures specified in the "Environment Management Plan" will be integrated into the prdimi lary design and detailed design. These measures should be fully implemented by contradors according to the contract obligations.

    According to "Law on Environmental Impact Assessment of the People's Republic of China", the environmental impact assessment should be based on the feasibility study report of the project. After approved, it should not be changed unless the engineering scope is changed greatly.

    1.2 Project Description

    Geographical location: Guyaozi-Qingtongxia highway(via Wuzhong City) lies in celtral north of Ningxia, extending from east to west by Lingwu City, Litong District of Wuzhong City and Qingtongxia City, and is located between east longitude 105°50'to ] 06°37', and north latitude 37°51'to 38°11'.

    1.3 Evaluating Standards

    According to reply (annex 10) for the implementing standard of environmental impact assessment of this project by the Environmental Protection Bureau of Wuzhong City am the Environmental Protection Bureau of Yinchuan City, the implementing standard1 of environmental impact assessment of this project are:

    1. Acoustic environment

    The first class standard of "Quality Standard of Sound Environment" should be implemented for the evaluation of the current status of sound environment, while the second class stan jard should be implemented for schools and hospitals; the "Noise Limits for Construction mte" (GB 12523-90) should be implemented for the sound impact assessment during the construction period; the sound environment assessment during the operation period sh:)Uld be implemented according to decree No. [2003]94 "Notice on Problems relevant to Environmental Noise in Environmental Impact Assessment of Highway, Railway (including Light Rail), and other Construction Projects" issued by the Ministry of Environmental Protection; the class 4a standard of "Quality Standard of Sound Environment" should be implemented for regions within 35m of the red lines at both sides of the planned highrVay, and class 2 standard should be implemented to regions beyond that. The sensitive point 2 of schools and hospitals executes class-2 standard.

    2. Surface Water Environment

    Section LK37+ 1 00~LK79+275: Class III standard of "Environmental Quality Standards for

  • Surface Water" (OB3838-2002) should be implemented for the water quality of Yellow River and agricultural irrigation trench, and the first class standard of "Integrated Wastewater Discharge Standard" (OB8978-96) should be implemented for the discharge of corresponding wastewater; class V standard of "Environmental Quality Standards for Surface Water" (OB3838-2002) should be implemented for Kushui River (Shanshuigou) and Qingshuigou, and the second class standard of "Integrated Wastewater Discharge Standard" (OB8978-96) should be implemented for the discharge of corresponding wastewater.

    Section LK3+600~LK37+100: Class III and [ standards of "Environmental Quality Standards for Surface Water" (OB3838-2002) and "Standards for Irrigation Water Quality" should be implemented for water environment quality standard. The first class standard of "Integrated Wastewater Discharge Standard" (OB8978-96) should be implemented for the discharge of wastewater.

    3. Ambient Air

    The second class standard of "Ambient Air Quality Standard" (GB3095-1996) should be implemented for the atmosphere. The second class standard of "Integrated Emission Standard of Air Pollutants" (OBI6297-1996) should be implemented for the emission of pollutants. The second class area II period standard of "Emission Standard of Air Pollutants for Coal-Burning Oil-Burning Oas-Fired Boiler" (OB13271-2001) should be implemented for parking lots and toll stations.

  • 2 Alleviation Measures

    According to the environmental impact assessment, a series of alleviation measures are established in this ~'Environment Management Plan", as shown in table 2-1,2-2 and 2-3.

    Except the alleviation measures included in this "Environment Management Plan", the de5ign of construction of this project are also restricted by lots of domestic laws, regulations, technical manuals and operating regulations. These are all defaulted as the legal requirements of the project design and construction management. Main documents include:

    3 Environment Management Responsibilities

    3.1 Management Institutions and Responsibilities

    Environment management is the important guarantee for the control of negative effects of the project and for the creating of long term benefits. The environment management work should run through the entire design period, construction period and operation period. Many situations affecting the environment will be encountered during the management process.

    According to the requirements of the owner and by referencing the regulations of the World Bank, relevant national and local departments, the information collection, filing and management should be arranged, classified, tabulated and filed according to the characteristics of this project. Thematic meeting should be regularly held to check and urge contractors to timely arrange the contract documents and technical archives. The engineering information and archive classification should be clear and complete. The technical archives and drawing data should be synchronous with the entities.

    3.2.2 Working Contents of Environment Supervision

    The contents of site checking and monitoring include: whether the construction is conducted according to the environmental protection clauses and if changed without permission; if the construction process satisfies the environmental protection requirements through the mode of monitoring; if the construction operation is complied with the environmental protection codes and if it is conducted according to the design requirements of environmental protection; if all kinds of environmental protection measures which are used to guarantee the environmental protection requirements are implemented.

Most of the environmental protection measures should be implemented by contractors. guarantee the implementation of environmental protection measures and "Environment Management Plan" by contractors, the following measures should be taken:

    During the process of prequalification and while reviewing the qualifications of contractors, environment management should be included in the identification clauses. Under dIe same conditions, bidders who have passed the authentication of IS09000 and ISO 14000 will be chosen in priority.

    In each construction stage, at least one full time personnel should be assigned tor tlle implementation of environment supervision, environment monitoring and specilic environmental protection measures.

    During the preparation of bidding document, the owner of this project should integrate all kinds of environmental protection measures (put forward through approved "Environment Impact Report" and "Environment Management Plan" of this project) into relevant clauses to help bidders to understand the detailed situations of environmental protecticn. Corresponding project estimate should be established in the bidding document. Therefne, implementing environmental protection measures will become the obligations arId responsibilities of the bid winner.

    Before the start of construction, contractors should be trained with relevant environmen:al protection knowledge. In all sections, at least one senior management personnel and one environmental protection professional should attend the training organized by senior environmental protection experts and local management department. This kind of training should be conducted in 2-3 days before the signing of contract. The contents of training

    3.3 Environmental monitoring plans

    3.3.1 Environmental Monitoring Responsible Organizations, Monitoring Target

    Environmental monitoring is planned to be entrusted by the owner to the monitoring organizations with monitoring certificate and certain experiences to handle with.

    Environmental monitoring is an important integral part in environment management plan both in road construction and operation period. The targets of environmental monitoring are:

    [I] To verify the conclusion on the potential environmental impact of projects to be constructed in Environmental Impact Statement;

    [2] Confirm actual impact level;

    [3] Verify the effectiveness and adequacy of environmental protection measures;

    [4] Confirm and evaluate expected negative impact's level;

    [5] To offer accordance for the environmental protection measures superadded to solve the negative impact beyond the environmental impact evaluation conclusion.

    3.3.2 Environmental monitoring plans

    Project headquarter is responsible for the project environmental monitoring plan's organization and implementation and environmental monitoring department shall make sampling, and reserve and analyze sample with the methods stipulated in the regulations and standards promulgated by environmental protection authorities. The accountability units of the environment monitoring plan of this project are communication bureaus of Wuzhong City and Yinchuan City who should entrust for the implementation.

  • The monitoring key point is atmosphere, noise, water and ecology environment, carry (n fixed point and course monitoring, timing and untiming random inspection. The monitorir g plans are shown as Table 3.3-1 and Table 3.3-2.

Road construction organization shall submit environmennJ monitoring report to the Environmental Protection Bureau of Ningxia Hui Autonomolls Region every season of the construction period and every half a year of the operation 11 period. These reports are the accordance for Ministry of Environmental Protection aid Environmental Protection Office of Ministry of Transportation to assess different sections' achievements on environmental protection and necessary environmental protecti(ln measures when environmental impact is worse than expected.

    4 Environmental Protection Training

    Before the construction, contractors, supervising engineers, and all environment management personnel in the environmental protection department of the project office should be trained with environmental protection knowledge for at least once. Main environmental protection management personnel and environment supervising engineers should accept on-the-job training. The training and studying time should be 1 to 3 months.

    4.1 Environmental Protection Technique and Skill Training

    o On-the-job Training of Environment Management Personnel

    The purposes of on-the-job training of environment management personnel are strengthening the environment management during the construction period and operation period, guaranteeing the quality of environment monitoring and the effectiveness of environment management, and thus improving the quality of the entire project. Through post training, the environment management personnel can distinguish main environmental problems during the construction stage. They can also better understand the problems and deficiencies existed in environment management. They can report to the environmental protection department of this project in time, and necessary preventive measures can be taken as soon as possible. During the construction period, the project construction office of the highway tieline from Guyaozi to Qingtongxia on line No.G211 (for project department in brief) should invite experts of environmental protection or environment management personnel with similar management experience to explain the potential environment problems and solutions.

    o Training of the Person Liable to Construction and Construction Personnel of all Works

  • Before the construction of this project, the person liable to construction and construe tion personnel who will undertake the construction of this project should be trained .vith systematic specialized knowledge of environment. In this way, damages to the enVlronnent caused by operation errors during the construction process of this project will be avoijed. The purpose for training the contract liable person is nailing down the responsibilities of environmental protection which should be undertaken by the construction unit. The purpose of training the constructing personnel is strengthening the correct operating modi: of construction works during the construction period to avoid unnecessary damages to the environment. The training of project liable person and constructing personnel should be undertaken by the director of the environmental protection department of this project. The main purposes of this training are explaining the possible environment losses which may be caused during the construction process, explaining the environmental protection measures which should be taken for this project, and the treatment methods of environment problem. Through training, the liable person of this project can understand the obligation; of environmental protection which he should be undertaken, and the possible consequence s of damaging the environment. Constructing personnel can directly understand the prote( tion degree and protection method of environment sensitive points. According to the al;tual situation of this project, the training period of constructing personnel is one week.

    During the project operation period, the project company should regularly held trainir g of environmental protection knowledge for its staff. In this way, all staff can realize the pos ,ible environment problems of their own posts and necessary measures can be taken. Each staff should have the concept of environmental protection.

    5 Legal Effects of the Environmental Protection Action Plan

    The environmental protection action plan refers to the action manual for the implementir g of environmental protection measures by the construction unit of this project. It is also the 11asis for the acceptance of implementation situations of environmental protection measures b;' the competent department of environment. Therefore, the environmental protection action plan should have the same legal effect with the contract, bidding document, and other documer ts.

    While the development unit of this project is bidding for construction units to the sc,ciet),. the environmental protection action plan should be provided to the bid responding units as Ol:le of the basic data. The bid responding units should bring corresponding contents of the environmental protection action plan into the tendering document. They should also brin!~ the expenses of all kinds environmental protection measures into the budge of construction fund.

    While reviewing the bidding document, the development unit of this project should takl: the commitment of fulfilling the environmental protection action plan as one of the revie'lVing bases. While signing the contract of this project, the implementing of the environm.mtal protection action plan should be taken as one of the service contents. The environm~ntal protection action plan should be nailed down as one of the bases for the acceptance of project quality. The environment losses caused by not implementing the environmental protedion action plan should be undertaken by the construction unit. The director of the environm~ntal protection department of the project department should deeply understand the significam:e of the environmental protection action plan, and explain it to the construction unit.

    6 Environment Management Structure of Temporary Project

    Due to the restrictions of feasibility study stage, only the borrow pits are primarily selected. More detailed site optimization will be conducted in the following preliminary design and detailed design stages.

    In addition, the access roads can only be reasonably determined while contractors beginning the construction preparations on the site. Some borrow pits will be adjusted according to the actual situation, that is to say, new borrow pits will be selected during the construction stage.

    6.1 Management Structure

    According to general construction management routines, contractors will use the borrow pits recommended in the environmental assessment and project design document. If necessary, new borrow pits and access roads can be adjusted or determined according to actual situation and according to the negotiation with local government and communities. In any case, the following procedures should be complied with:

    Before the construction of this project, contractors will make plans and design schemes for temporary projects (including access roads and borrow pits), including substantial environmental protection measures and reclamation scheme.

    These schemes will be submitted to the environment supervising engineer and/or the project owner for verification and approval.

    During the construction period, the environment supervising engineer and the project owner will supervise the environmental performances of contractors on these sites.

    6.2 Site Selection Standard

    To optimize the borrow pits during the design stage and select new site/access roads during the construction stage, the following principles should be complied with:

    Earth Pits

    Fetch earth collectively to reduce the number ofearth pits and select slopes or barren land for fetching earth to occupy less arable land and woodland; It is forbidden to occupy basic farmlands, basic grasslands and ecological protective woods.
