    1 Introduction 1.1 General Policy Statement Hazards exist within all environments whether they are recognised or not. The need to: prevent,

    respond, or recover from these hazards require that we all actively participate in the risk and

    emergency management process.

    The promoters: Babylon Festival Co Pty Ltd JV ATF KC Unit Trust & Hardware have a responsibility to

    provide a work place that is safe and without risk to health (Section 21, Occupational Health and

    Safety Act, 2004). As part of the process of meeting this obligation, Babylon Festival Co Pty Ltd JV

    ATF KC Unit Trust & Hardware is committed to the development and ongoing support of this

    Emergency management plan and the risk management measures created in conjunction with this

    plan.

    During development of the plan the following key elements of safety management were identified:

    Ø Prevention or mitigation of hazards, through active risk management.

    Ø Ongoing education and training of employees, staff, volunteers and contractors working at the

    event in relation to hazards that exist and procedures to be adopted in the event of an

    emergency.

    Ø Reviews of safety management arrangements during warden briefing, event debriefs and

    amendment of plans where necessary.

    Ø Safety at the event with ongoing education of patrons attending the event.

    Ø Management of emergencies including reporting of incidents.

    Ø Provision of assistance and information to the emergency services, employees, patrons and

    work place safety investigators.

    Ø Support to persons injured at the event.

    Ø Support and counselling to staff, volunteers and patrons if required.

    Ø Event recovery.

    Although this emergency plan is extensive, we invite input from emergency service stakeholders and

    other interested parties. This plan will be reviewed prior to the event to ensure that the information it

    contains is accurate and current. Critical changes such as contact list information will be implemented

    and promulgated immediately. Amendments and a covering memo should be sent to: Tracey Wall.

    1.2 Authority This plan has been produced with the authority of the Promoters of Babylon Festival to be conducted

    at 99 Torney Road, Carapooee West, Northern Grampians in accordance with the Occupational

    Health & Safety Act, 2004; and Australian Standard, AS3745-2010 Planning for emergencies in

    facilities.

    In the event of an emergency within the boundary of the event covered by this plan, responsibility for

    the management of the response to the incident, including evacuation of persons affected will normally

    be delegated to the Chief Warden. This delegation will be effective from the time the emergency is

    reported until such time as it is resolved or handed over to the relevant response agency.

    This plan is the result of the co-operative efforts of the working group compromising representatives

    from North Grampians Shire Council, emergency services, event management and Safety in Numbers

    on behalf of the promoters with written resources from various Australian Standards and Government

    Regulation and Acts.

    1.3 Aim The aim of this plan is to detail the agreed arrangements for the prevention of, the response to, and

    the recovery from, emergencies and incidents that could occur at Babylon Festival.

    1.4 Objectives The broad objectives of this plan are to:

    Ø Apply measures to prevent or reduce the causes or effects of emergencies.

    Ø Administer arrangements for the response to emergencies when they occur.

    Ø Assist employees, contractors and patrons to recover following an emergency.

    1.5 Indemnity Safety in Numbers, the Event Planning Working Group and the Event Emergency Control

    Organisation which have been tasked with safety and emergency management planning shall be

    indemnified by Babylon Festival Co Pty Ltd JV ATF KC Unit Trust & Hardware against civil liability

    resulting from, risk assessments, emergencies, response, education, training, exercises or emergency

    evacuation where the personnel acted in good faith in the course of their emergency control duties.

    1.6 Incident and Emergency Definition An incident is a local event, accidental or deliberate, which may result in injury or damage to property,

    and may be managed using standard procedures.

    An Emergency is any event that arises internally or from external sources, which may adversely affect

    persons or the community generally, and which requires immediate response from emergency

    services.

    Radio usage guide Radio Priority Codes

    1. Emergency – major safety incident already in play requires immediate action and response to deal with issue, may be localised or event wide- Request relevant stakeholders to switch to

    Emergency Channel

    2. Urgent – serious problem or incident that has significant personal, localised or event wide repercussions and/or severe hazardous conditions. Problem needs to be corrected

    immediately. Communications Officer may request stakeholders go to emergency channel

    3. Concern – problem that is less hazardous, but still represents a condition or concern to safety, needs to be fixed within a stated time frame

    4. Housekeeping – problem with minimum danger to life, but correction will enhance safety.

    Emergency Codes

    In addition to the above Priority Codes the following Colour Codes may be used by prior agreement by

    all members of the ECO.

    Code Red- Fire related emergencies (on site)- can be called by any worker/staff member

    Code Orange- Evacuation called by Warden, Chief Warden, ECC, and Emergency Services) Code Purple- Bomb threat- can be called by any worker/staff member

    Code Brown- External emergency called by Police, CFA or Emergency Services

    Radio Use Guidelines

    Ø Keep radio usage to a minimum at all times

    Ø Speak slowly and clearly

    Ø If emergency traffic commences cease all other radio use

    Ø Listen to emergency traffic for instructions which may concern your area

    Ø Test radio from time to time to ensure serviceability

    Call Signs Use Area or Names to call and answer.

    E.g. “Traffic to Event Control ”

    “Event control---Go Ahead”

    1.7 Types of Emergency A principal risk assessment and activity specific risk assessments have been conducted of perceived

    threats to the event. This process is not intended to exclude a consideration of any form of emergency

    and, to this end; this document has adopted a flexible “all hazards approach.”

    2 2 Description of event and running orders 2.1 Event Summary

    A comprehensive event management plan has been developed for this event and contains valuable

    information. The event management plan should be read in conjunction with this plan. The current

    event management plan is V2.0

    2.2 Traffic &Patron Access Management A detailed Traffic (camping and parking) Management Plan for event traffic and the local area affected

    by the event is in the process of being prepared for the festival. The plan will be based on previous

    similar style camping events, local experience, police and council input and incorporates knowledge of

    events run at other sites by the promoter.

    A reputable traffic company (TBC) will work with council to implement an internal and external traffic

    management plan, it is not anticipated that the assistance of the Victoria Police is required. Traffic

    controllers will manage all facets of the traffic management plan on the road network. North

    Grampians Shire Council will prepare the external traffic management plan and submit to Vicroads for

    approval.

    Internal traffic and parking will be managed on site by traffic marshals, security, and parking

    attendants in accordance with the Traffic and Parking Management Plan determined by the site event

    manager.

    Licensed crowd controllers will carry out Gate/Entrances and pedestrian management. Staff will be

    specifically trained and briefed and will be under supervision of the Security Manager. The event

    location, schedule and program have been designed to maximise crowd flow and minimize congestion

    in any particular areas such as gates and bars as so far as is reasonably practical.

    Wardens and security supervisors responsible for gates and entrances must be able to control the

    patron traffic flow through their area during an emergency and operate as directed by the Event

    Control.

    The gates and entrances must be maintained and supervised by competent persons at all times until

    the event is over and all patrons have left the site as declared CLOSED by the ECC.

    2.3 Maps of Area 2.3.1 Site Map of Babylon Festival A detailed site plan has been provided separately for the event.

    2.3.2 Evacuation / Emergency Vehicle Access Map Large format detailed plans will be available on the day.

    2.3.3 Parking and Site Access Detailed traffic plans have been provided separately.

    The site plan contains on site parking, camping and site access information.

    3 3 Management Arrangements 3.1 Safety Planning Representatives from all relevant stakeholders have had input into this plan. The event planning

    working group (or other representatives) will convene prior to the event to discuss any matters arising

    from the following:

    Ø Exercise requirements, including a ‘table top’ exercise.

    Ø Possible implementation of suggestions and ideas.

    Ø Any modifications to venue and buildings, composition or conduct necessitating changes to

    the plan.

    Ø Review the written plans.

    Ø Hazard and risk assessments.

    Ø Staff training needs.

    3.2 Event Control Centre The Event Control Centre for the event, will be located in a site shed on the property (refer to plan)

    Ø Maps, plans and relevant documentation.

    Ø Telephone, Internet access and two-way radio.

    Ø Communications Officer

    Ø Security Rep

    It is envisaged the main use for this Event Control Centre will be the coordination of the event and

    incident control: traffic, parking, crowd safety management and first aid incidents.

    The Event Control Centre would also act as the Emergency Control Centre (ECC) in the event of an

    emergency as a support base for the Emergency Control Organisation (ECO).

    The appropriate services and stakeholder liaison officers would attend the Emergency Control Centre

    to assist with the operation and manage the emergency. A log will be kept on the Event Control

    Centre attendance.

    It is vital that the Event Control Centre be staffed/operational throughout the duration of the event (24

    hours) until CLOSE (all patrons off site).

    3.4 Non-Emergency Roles of ECO The emergency control organisation consists of:

    Ø Chief Warden

    Ø Deputy Chief Warden

    Ø Wardens

    Chief Warden

    The responsibilities of the Chief Warden are to:

    Ø Administer the warden system

    Ø Review the emergency management plan in conjunction with the Deputy and Wardens.

    Ø In conjunction with the safety officer, ensure that a debriefing is conducted.

    Ø Ensure the Chief Warden and the Deputy Warden are not simultaneously absent from the site.

    Deputy Chief Warden The role of the Deputy Chief Warden (s) is to assist the Chief Warden in the general administration of

    the Emergency Control Organisation and will assume all relevant responsibilities whenever the Chief

    Warden is absent.

    Wardens

    Wardens, within their area of responsibility, will ensure that:

    Ø They are familiar with the layout of the event environs and the general locations used by

    patrons staff, volunteers and employees, including contractors.

    Ø They are familiar with the location of all first aid facilities and other emergency equipment.

    Ø New employees and volunteers are thoroughly briefed on emergency procedures as part of

    their induction process.

    Ø They oversee the contractors within their area of responsibility.

    Ø They represent their area at any emergency debrief.

    Wardens will take appropriate action to ensure:

    Ø Good housekeeping so that litter does not accumulate to increase the danger of fire and

    health risk.

    Ø Hazardous materials are not stored or used incorrectly, notwithstanding the nature of work.

    Ø Equipment does not impede access.

    Ø Pathways are free of obstruction.

    Ø Fire extinguishers, safety signs and safety equipment are serviceable at all times.

    Ø Hydrants and hose reels are accessible.

    Ø Access to and egress from emergency equipment is not obstructed.

    Ø Any irregularities are reported to the Event Manager.

    Ø All incidents are reported on the form provided.

    Ø Inspection checklists are completed.

    Ø Incident report forms are to be handed to the site manager or safety officer

    Other key staff

    The role of other key staff (Security Area Coordinators, Stage Managers, etc.) is to assist the warden

    in their area of responsibility, and if nominated, to assume responsibility of warden in their absence.

    3.5 Media Management During emergencies, there is likelihood that the media will want to obtain an interview or statement

    from the Promoter. All participating organisations, agencies and their employees should be aware that

    all media inquiries are to be directed to the event Media Liaison Officer or Promoter Representative

    who will arrange for the appropriate personnel to be available for comment. If the Media Liaison

    Officer is not available, the Promoter Representative will appoint an appropriate person to act as a

    Media Liaison Officer at the time of the event. It is planned to issue an official report one the event.

    The Communications Officer will collect information and comments from the relevant agencies.

    3.6 Debriefing Arrangements A debrief will take place as soon as practicable after an emergency. The Deputy Chief Warden will

    convene and chair the meeting with a view to assessing the adequacy of the plan and to recommend

    any changes. It may also be appropriate to conduct a separate recovery debrief to address recovery

    issues. Wardens are encouraged to debrief the personnel in the area of the facility/event they are

    responsible for, and to provide feedback for and from the Emergency Control Organisation debriefing

    sessions.

    Event Debrief

    A full debrief of all participating organisations will take place as soon as practical at the completion of

    the tour. The site manager will chair the meeting with a view to assessing the adequacy of the plan

    and to recommend any changes.

    3.7 Maintenance of the Plan This plan will be reviewed prior to the event to ensure that the information it contains is accurate and

    current. Critical changes such as contact list information will be implemented and promulgated

    3.8 Testing the Plan Testing of this plan will be conducted in a ‘Table Top’ form, if required, by the Emergency Control

    Organisation.

    3.9 Communications All members of the Emergency Control Organisation and Wardens will be equipped with two-way

    radios and telephone communication system. Wardens will be briefed on exact radio procedure

    during briefing session.

    Communication to other emergency service providers on site will also be via two-way radio. An

    emergency radio channel will be allocated for such use (Channel 1). Security management will provide

    a communications officer to monitor and coordinate this network.

    4 4 Prevention Arrangements 4.1 The Role of the Event Organisers Management, employees and participating organisations recognise that they jointly have a key role in

    prevention and mitigation activities to reduce the risk, or minimise the effects, of emergencies that may

    occur. Review of existing policies and acting in accordance with Codes of Practice, Regulations and

    Industry Standards; combine to ensure that all measures possible are addressed to reduce the

    likelihood of an emergency.

    4.2 Preparedness An Emergency Control Organisation has been identified and will be trained in all aspects of the

    Emergency Plan and specific tasks of their duties. Assembly areas have been determined for use

    during emergencies.

    4.3 Hazard Review During the preparation of this plan a principal risk assessment was carried out to identify potential

    natural and man made hazards that may impact on the event. The Emergency Control Organisation is

    tasked with the regular re-assessment of threats to the festival.

    4.4 Education & Awareness The ability of event/event management and their respective employees, staff, contractors to respond

    to an emergency situation and in turn recover from the effects of an emergency will depend on the

    attitude of the people affected. Appropriate actions from the organisation’s employees during

    emergencies will require education and awareness programs to be implemented for this purpose. The

    Emergency Control Organisation will develop, support and promote appropriate prevention and

    awareness programs.

    4.5 Performers The performers and entertainers participating at Babylon Festival event are to be briefed in regard to:

    Ø Crowd Safety

    Ø Inciting bad and dangerous behaviour in the crowd

    All entertainers are to be fully briefed as to their legal and moral responsibility for assisting with

    maintaining order and crowd safety.

    4.6 Terrorism Review Due to the current potential of an act of terrorism we must all be vigilant. We must train wardens and

    security to maintain a high level of vigilance. A gatehouse arrangement operates to control the entry

    and exit of vehicles on to the site. Only authorised vehicles will be allowed on to site and parking is in

    designated areas. The general house keeping of all areas is to be at an all time high reducing the

    opportunities for packages etc. to go unnoticed.

    Wardens are trained in the importance of their task and the need for immediate communication of

    abnormalities. The wardens are also trained to assist with evacuation and emergency vehicle access.

    Area wardens will be trained to watch for unusual activities at the event. During training, wardens are

    taught to ‘err’ on the side of caution in regard to evacuating an area if they believe there is a positive

    threat to public safety. However most evacuations would be as a result of a direction from the Chief

    Warden and/or Emergency Services. The warden system allows for the alarm to be raised quickly

    from all corners of the event and associated areas should the need arise.

    While all of these processes are part of the normal risk management operations, due to current

    terrorism awareness, there is an additional element in the tasks.

    4.7 Code Red/Extreme/Severe Fire Danger Days

    Extreme/Severe Fire Danger Days

    Babylon Festival may take place on days of Extreme/Severe Fire Danger if the following protocols are

    in place and procedures followed.

    Preparedness

    The property is an outdoor venue surrounded by native bush land (with a large cleared area near the

    dam) and as a result events conducted will always be subject to prevailing weather conditions and

    resulting fire danger at the time.

    Weather forecasts will be monitored by event management as weather has the capacity to have a

    major impact upon the safety of patrons and event operations particularly in respect to bush fire risk.

    Road Access/Location.

    Please refer to detailed traffic management plans for the event.

    Event

    The following protocols and procedures will be implemented for Babylon Festival produced events

    from a weather/fire danger perspective

    The event manager and /or promoters representative and/or risk manager will make contact with the

    local CFA on the Friday the week prior to the event (or between 5-7 days out) and participate in any

    local/ regional emergency management team meetings convened if extreme weather is forecast. This

    will typically be coordinated through a nominated District/Incident Control Centre that will provide

    information as to what the weather forecast is predicting for the event dates.

    One Week Out For Babylon Festival the event manager will contact the CFA Rostered Duty Officer

    As soon as possible following this (or any other relevant update) if severe or extreme weather/fire

    danger is forecast for the event the patron communication plan and the following protocols and

    procedures will be implemented.

    Babylon Festival Emergency Planning Committee (EPC) including council land manager, event

    manager, site manger, /risk manager, /council representatives and/ or promoters representative and

    senior members of the relevant emergency services/authorities (Police, CFA, SES, Council

    Emergency and Council Building Department) will convene a minimum of 2-3 days prior to the event.

    This may be via teleconference or on site.

    3 Days Out If the weather forecast 2-3 days out is deemed satisfactory then no further meeting will be held and

    the event will proceed however the event, risk manager and site manager will monitor forecasts.

    Subsequent meetings may be scheduled by any of these parties if necessary.

    If the weather forecasted and fire danger is still deemed to result in an unacceptable level of risk to

    patron safety or have a major negative impact on local community if the event was to proceed, a

    further meeting of the EPC will be scheduled for the day prior to the event to prepare for possible

    cancellation and if need be on the morning of the event at 7.00am to make decision to proceed or

    cancel.

    The municipal building surveyor will also be kept informed of any recommendation of the EPC or the

    emergency services in particular the Victoria Police and the CFA in order to consider and determine

    and this meeting if in the opinion of Council, based on advice from the authorities, it is determined that

    the weather on the days presents an unacceptable level of risk to public safety the event will not

    proceed for safety reasons.

    In this case council will withdraw permission and approval for the event and the Place of Public

    Entertainment permit will be cancelled (if already issued).

    If the event is cancelled, Code Red arrangements apply.

    Patron Communication Plan

    Communication with stakeholders and patrons is a critical part of the event management process. As

    part of the overall event management a communication plan has been developed for the event and

    includes a documented and understood response plan should the event occur on a day of

    extreme/severe fire danger, the communication plan should include quality and reliable information

    that has been issued by appropriately authorised event management representatives in consultation

    with the Local Council.

    In addition to having an effective pre event communication strategy including information on (Fire

    Ready) a number of on day operational strategies will also be employed if the event proceeds on a

    day of extreme/sever fire danger

    • PA announcements

    • On screen messages

    • Extra fire fighting equipment/services on site (private operator)

    • Increase the amount of drinking water available for patrons

    • Increase fire fighting capability

    • Review car parking options and use of cleared areas.

    Code Red Days

    North Grampians Shire has in the interests of public safety advised event promoters that they

    do not support the conduct of events on Code Red days. The promoters have determined that if

    advised by CFA or council to cancel the event on a Code Red day they will do so. The Babylon

    Festival site will be closed on declared fire danger Code Red days due to the potential risk of fire in

    the area.

    The site manager will have adequate staff on site to advise any patrons who arrive at the festival site

    unaware of the cancellation. Note no vendors will be allowed onsite to remove goods.

    Communication with patrons and stakeholders is a critical part of the event management process. As

    part of the overall event management a communication plan has been developed for the event and

    includes a documented and understood response plan should the event occur on a day(s) of a

    and local emergency services including Police and CFA.

    Code Red Fire Danger Days

    Babylon Festival site will be closed and the event will not take place if a Code Red Fire Danger is

    declared on the following days.

    Friday 10th March 2017

    If a CODE RED is called during the 3-day event, the event will continue only with the support of local

    authorities and emergency services.

    Extreme/Severe Fire Danger Days

    Babylon Festival site will be open and the event may/may not take place on days of Extreme/Severe

    Fire Danger. A dedicated Council Officer (Building) will liaise with the event/site manager and

    promoters representative throughout the week prior to any forecast extreme weather and on the day.

    Further discussion with emergency stakeholders needs to take place to confirm processes and

    decision making systems in place should extreme or severe fire danger be forecast for the area. The

    event will only proceed with the documented support of Police, CFA and local authorities.

    Information needs to address all patron safety issues as well as Frequently Asked Questions (FAQs)

    where possible. Dissemination of the information needs to be through a variety of sources and

    mediums such as:

    • Pre event website updates • Pre event email advise to all registered ticket purchasers • Pre event media releases and updates including print, radio emergency radio • Phone enquiry service • Social media

    In addition to having an effective pre event communication strategy a number of on day

    operational strategies should also be employed

    5 5 Emergency Response Arrangement 5.1 Evacuation The total evacuation of one or more of the event areas will in most instances be initiated by the Chief

    Warden or delegate via the wardens. On some occasions it may be necessary for the wardens to self-

    initiate evacuation from the immediate area of a threat prior to notification from the Chief Warden. It

    should be noted that the extent of evacuation might vary from one event to the next.

    Evacuations fall into two categories:

    Full Resulting in all patrons and employees moving out of the event area.

    Partial Resulting in designated patrons and employees moving out of the event grounds, or

    being directed into another part of the event area.

    The type of evacuation will depend on the nature of the emergency and will generally be determined

    by the Chief Warden or a delegate.

    Should the event resources be overwhelmed as a result of the event, the controlling Emergency

    Service will initiate the Municipal Emergency Management Plan to assist with the event and the event

    recovery.

    Delegation of Duty

    If the Chief Warden is unavailable, responsibility will be delegated in the following sequence:

    1. Deputy Chief Warden

    2. Wardens

    Mobility Impaired Persons

    In the event of an evacuation Wardens should assist or arrange assistance for mobility-impaired

    persons. A mobility-impaired person is any person who will require physical assistance during an

    evacuation.

    5.2 First Aid and Medical Facilities The first aid posts are strategically positioned so as to be easily accessed by emergency services

    vehicles, and signposted to be obvious to the general public. The posts are to be kept in a hygienic

    condition, containing adequate medical supplies and equipment and are staffed by a professional

    medical team. Security in communication with the Event Control Centre can guide first aid and

    ambulances to a particular point in the crowd. Posts are equipped with:

    Ø Drinking water

    Ø Communications

    Ø First Aid Equipment

    A suitable helicopter landing area has been identified on site.

    5.3 Responsibilities of ECO in the Event of an Emergency Chief Warden

    Ø Ascertain the nature of the emergency and determine appropriate action.

    Ø Take control of the situation at the appropriate control point, if safe to do so.

    Ø Ensure that area wardens and other key staff are advised of the situation.

    Ø If necessary, initiate evacuation and control entry to affected areas.

    Ø Ensure the appropriate emergency services are notified.

    Ø Brief the emergencies services personnel upon arrival on type, scope and location of the

    emergency and the status of the evacuation and, thereafter, act on the senior officer’s

    instructions.

    Ø Assist the emergency services as required.

    Ø Ensure management is notified.

    Ø Ensure the progress of the evacuation and any action taken is recorded in an incident log.

    Deputy Chief Warden

    During an emergency the Deputy Chief Warden will be delegated tasks by the Chief Warden. If the

    Chief Warden is not available at the event, the nominated Deputy Chief Warden will assume all

    responsibilities, duties and control. If the Chief and Deputy Chief Wardens are not available, the next

    ranking member of the Emergency Control Organisation on duty will assume control as Chief Warden.

    The Deputy Chief Warden, or nominated Warden, will provide confirmation of patrons and employees

    marshalling and safety, or otherwise, to the Chief Warden by appropriate communication means.

    Wardens

    The primary responsibility of wardens is to ensure, as far as practical, the safety of patrons and others

    and when necessary arrange their orderly evacuation from any danger.

    5.4.17 Controlled Audience Area & Crowd Safety Response Guide

    If at any time during the show day, there occurs any incident that is considered to be dangerous to the

    safety of patrons; one or all of the following procedures will be implemented.

    If the Babylon Security Supervisor indicates to the Babylon Production Manager that they believe

    there to be a danger to patrons from a crowd surge or similar incident, the Babylon Production

    Manager will implement one or all of the following.

    • If it is dark, all available emergency lighting will be turned on to assist security in helping any

    patrons in distress.

    • If the incident is considered to be sufficiently serious, the Babylon Production Manager will

    communicate with the current act’s management to direct the act to stop playing and, if

    considered appropriate, have the artist encourage the audience to step back and help one

    another out. If at this stage, emergency lighting is not yet operating, it will be turned on and

    security response teams will work to assist patrons in distress. If the act’s management is not

    at the side of stage, then the Babylon Production Manager will communicate directly with the

    act.

    • Depending on the severity of the incident, a decision will be made as to whether or not the act

    should leave the stage. If this is considered necessary then Babylon event management will

    address the audience directly and take whatever steps necessary to bring the situation back to

    normal.

    • At the time the Babylon event management consider the incident to be over, the act will return

    to the stage.

    • It is vital that if any act is asked to stop, they do so immediately The following are the only
