I’m B3Living’s new Chief Executive, JoeChambers. Until 2001 I was working atBroxbourne Council as a HousingManager before becoming ChiefExecutive of SOHO Housing Association.It's good to be back, but what a change! After ten years, your landlord is now a thriving housingassociation, building new homes with a buzzing and vibrantteam working hard to deliver great services to our tenants.

Some things, sadly, have not changed. The level ofhomelessness in Broxbourne is as bad – if not worse - as it was 15years ago. With 237 homeless Broxbourne families in temporaryaccommodation, there is also a huge shortage of homes foryoung people living in over-crowded conditions with theirparents.

Some working families can’t afford to buy or rent, while olderresidents are struggling to find the right homes to downsize tobecause they are in short supply. The housing market inBroxbourne is very expensive partly because there is a realhousing crisis here.

I believe that safe, dry, warm affordable housing is essential forall of us, whatever our income or family make up. It’s whatB3Living is here to do. We want to make a difference topeople’s lives by providing more homes. To achieve this, weneed to dramatically increase the number of new homes andmake sure the homes we do have are fit for purpose and usedin the best way.

I’m new to this role but we have a strong, experienced andable Board leading B3Living and a committed, smart, caringteam delivering our services and new homes. I look forward tomeeting you as I get re-familiarised with our homes inBroxbourne, Epping and Welwyn Hatfield, all areas where weare able to deliver new homes through great partnershipworking.

I wish you the best and will work hard with the team to maintainB3Living’s high standards and continue to provide new homes.

Kitchens, bathrooms and much ofour electrical and adaptationswork is completed by our in houseSend and Mend team. Otherworks are put out to competitivetenders to ensure we receive thebest value.

Satisfaction Levels with worksWe have achieved high levels ofresident satisfaction this year with97% of residents satisfied with thequality of major works on theirhomes and 97% happy with ourproject management on thecompleted works. 71% of residentssaid that they would recommendour service to family and friends.

How do we decide where andhow we need to spend thebudget? We are focused on ensuring allour properties meet theGovernment’s Decent HomesStandard. This is the minimumstandard your home should meet.We carry out a 5 year rollingprogramme of ‘Stock Condition’surveys. Qualified surveyors visit byappointment and look at everyelement in the property, such asthe kitchen, bathroom and roof.Data from our ‘Stock Condition’surveys is uploaded onto ourproperty database and used toform our medium and long terminvestment plans for properties.

Works planned for this year...In 2016/17 we plan to invest asimilar amount of money intoimproving our homes. Whenproperty lists have been finalizedwe will provide more informationon our website and will contactresidents individually. Each year we invest in the region of £4million onmajor works programmes. That’s around 16% of theincome we receive from your rent and other sources.Around £1million each year is spent on health and safetyinspections such as gas and fire safety, electrics, asbestos andwater hygiene, as well as service equipment such as communalTV, door entry systems, CCTV and lifts.The works have benefited over 1,700 homes - almost 50% of ourhomes. Our Send and Mend service invests another 12% incompleting repairs and getting empty homes ready for newcustomers.

Did you know that Broxbourne isin the middle of a housing Crisis?

B3Living is working with Broxbourne Borough Councilto eradicate homelessness within Broxbourne.Hertfordshire has a huge housing shortage and likemany parts of the country, people in work arestruggling to afford a home to rent or buy. Houseprices are at their highest, with people in Hertfordshireneeding to earn up to 7 times their salary to afford tobuy a home.

Broxbourne currently holds thehighest level of homelessness acrossthe whole of Hertfordshire with 237families living in temporaryaccommodation. There has also been an increase of people within theEast of England living for longer. The ageingpopulation means that new accessible homes areneeded for older residents to live more independentlyfor longer.

Some of the ways we intend todo this are:l We plan to build at least 150new homes from 1 April 2016to 31 March 2018

l We’re working to helpresidents get into work withour Employability service

l We have retirement living allacross the borough whichhelps to promoteindependent living for longer

Better Communities

FlytippingFlytipping is illegal dumping ofrubbish and waste on a site thatis not licensed to accept it. Thewaste may include generalhousehold rubbish, largerhousehold items, e.g. mattressesand fridges, garden refuse orcommercial waste. It is anoffence that can lead to a fine orimprisonment.

Incidences of flytipping havebeen on the increase across theborough of Broxbourne andB3Living are working alongsideBroxbourne Borough Council andHertfordshire Constabulary tominimise the opportunities toflytip and maximise how manyoffenders we can catch andprosecute. It’s really importantthat we keep our estates andcommunities in good order andwant to know who is responsiblefor the illegal dumping of waste,especially if they do it regularly.

If you do see someone flytippingplease report to the customerservices on 01992 453 700 andmake a note of the followinginformation:

l The day, date and time yousaw the tipping

l How many people wereflytipping and what theylooked like

l Any vehicles involved - theirmake, colour and registrationnumber

l Where were you when yousaw the flytipping

l What kind of view you had

l What waste had beenflytipped and how much

Sunshine and schoolholidaysSunny weather is finally upon usand concerns about ball gamesare starting to trickle in. Footballand other ball games inthemselves are not illegal orclassed as anti-social behaviourand young people may not beaware that they are causing anuisance. Please consider thefollowing when making acomplaint:

l Young people do have a rightto play, especially in their ownneighbourhood

l It is reasonable to expect acertain level of noise fromchildren playing in residentialareas after school, atweekends and in the evening

l “No ball games” signs onpublic space are a request nota byelaw – they cannot beenforced. B3Living choosesnot to put them up on ourestates

l It is not illegal to play footballon a grassed verge or openspace

l Open spaces are for the useof everyone, includingchildren and young people

l Young people hangingaround talking and laughing isnot necessarily anti-social

Furniture, bikes, prams and whitegoods should never be left incommunal areas. It is alsoimportant that there are noobstructions that may preventsafe exit in the event of a fire andtherefore we may ask that allitems are removed, especially innarrower corridors or landings.

ASB and Estates

Helpful tipA good remedy to anynuisance is to speak to yourneighbours to find anagreeable time and locationfor children to play.

We do recognise that ballgames can be a nuisancebut we won’t seek to takeaction unless children aredeliberately and persistentlykicking a football at aproperty, vehicles or personsor repeatedly accessingproperty to retrieve their balls.

ParkingWe understand thatparking can sometimes bedifficult and this can bemade worse by residentsparking irresponsibly,especially where it restrictsaccess to garages,allocated parking spacesand pavements.

B3Living is unable toremove or clamp vehiclesthat have parkedinconsiderately but we cancontact the owners ofvehicles persistentlycausing an obstruction, ifyou know who they are.

Communal SpacesPlease remember to keepcommunal landings andwalkways clear of personalbelongings as they are afire and trip hazard. Yourestate rangers will ask youto remove items thatshould not be stored

outside doors or understairs, please make surethese are removedimmediately.

We want communal areasto be practical spaces andwe encourage residents totake pride in their homeand communalsurroundings. Whilst weoften like to decoratecommunal areas withobjects such as doormatsand pot plants, we need toensure that safety is notcompromised, and solarger items, such asfurniture, bikes, prams andwhite goods should neverbe left in communal areas.It is also important thatthere are no obstructionsthat may prevent safe exitin the event of a fire andtherefore we may ask thatall items are removed,especially in narrowercorridors or landings.

One of the most widelyreported issues to B3Living isnoise. We previously asked residents tocomplete log sheets, however thesedon’t actually provide any realevidence as to the volume orpersistency of the noise nuisancebeing experienced. We do havesound monitoring equipment, howeverthis is high demand and we have alarge waiting list.

We have subscribed to The Noise Appservice. It is free for residents to useand is a quick and easy way tocapture noise related issues and reportthem immediately to B3Living’s Anti-Social Behaviour team. Once we’vereceived your noise complaint we willlet you know what action we intend totake.

Financial SupportWe understand that life is neverstraight forward, which is whywhen you are facing financialdifficulties we are here to help.Alongside employment we canoffer one to one support andinformation to maximise yourincome and reduce outgoings. Changes to benefitsThere are some big changeshappening, one of which is theintroduction of the benefit cap.The level of the cap is:

l £500 a week for couples(with or without childrenliving with them)

l £500 a week for singleparents whose children livewith them

l £350 a week for single adultswho don’t have children, orwhose children don’t livewith them

This may mean your benefits godown if the total amount isabove the cap level. If you are65 and over or in receipt of adisability benefit, you won’t beaffected by this. You’re also not affected by thebenefit cap if anyone in yourhousehold qualifies for WorkingTax Credit. What changes have you made so far? So far I have recruited eight volunteers; this will allow The Hub to be open to thepublic for longer. One volunteer is producing recipe cards for food bank parcelsto give residents ideas on what meals to cook. Also the Citizens Advice Bureau and Money Mentors are at The Hub everyThursday with help from the Employability team at B3Living.

B3ShoppingOur mystery shoppers have been busy on theend of the phone testing how well we deal withtheir questions and calls. Our mystery shoppersmake sure residents receive the best possiblecustomer service. They are trained to askeveryday housing questions. The latest roundtook place in March.Our response across all areas continues to be ‘very good’, whileour employee manner was excellent.

This round, we deliberately put more calls through our voicemailsystem to assess the consistency of our response in that areaand at nearly 90% we are really pleased that we scored so well.
